Why Harm and Mac didn't testify…

Days Before Trial
"Should we have them testify?" a young female voice asked.
"I think it'd be a great idea!" Chloe exclaimed.
"I don't know if I can have them do that," the prosecutor/writer said, a worried look on her face.
"Why not?" several voices chimed in at once.
"It's not that I can't write it, it's just not there. It's not coming to me."
"Well," Harriet started slowly, "maybe we shouldn't have them talk at all."
"What?"
"Lieutenant Simms, please explain yourself," AJ said.
"Well, they've been partners for about 9 years, right?"
"Right."
"So if they would have talked about things, they would have already? But they haven't talked about things really and I don't think they're going to," explained Harriet.
"She's got a point," Sturgis said.
"So we're going to have them come in, sit there while we all talk about them, and not let them talk for themselves?"
"This is about showing them what we all have seen over the years, not about embarrassing them," Mattie agreed.
"I can do that. You all just make sure you tell things how you saw them, tell the rest of us what you think about the two of them," the prosecutor/writer said excitedly.
"Their relationships, their conversations. Things like that?" Bud asked.
"Exactly!"
"Wait! But what if this doesn't work?" Jen asked.
"Then we lock them in one of the closets here until they work things out themselves," Mattie said confidently.
Chloe nodded in agreement.
"So let me get this straight," AJ started. "We're going to have them slip on a wet floor, take them into the courtroom where we have a judge pretending to be Cupid and the rest of us tell our sides of the stories of their relationship, and hope they get together? And if this doesn't work, then you're going to lock two of my best officers in a closet together?"
All the females nodded eagerly.
"Do you realize how many rules and regulations we are breaking by doing this?" he asked.
"Admiral, do you really want to continue with the way things have been going for the past 9 years? If this works, this'll fix the tension that they always bring to the office. It'll stop that betting pool we all have going. We'll all finally be able to get on with our lives and focus on our work!" Harriet exclaimed.
"Plus it'll get rid of all that sexual tension between them," Chloe added, a smirk on her face.
"Chloe!"
