Cynder's past is one frought with corruption and redemption. When she was an egg, she was captured by servants of the self-crowned Dragon King of the Underworld, Malefor. A vicious dragon, he wanted an apprentice to learn his dark magic, and a weapon to unleash against his enemies. Thus, when Cynder was hatched, she was corrupted by his dark magic, twisting her mind and brainwashing her into a fervently loyal apprentice to Malefor. Trained in Undead magic, she became one of the dragon's best agents, spreading fear and terror across the land, making Malefor's subjects quiver in fear at the mere suggestion that she was approaching. Some rumored that Malefor replaced her heart with pitch, as they couldn't understand how someone could be so black-hearted. Yet even despite Malefor's best efforts, there was still the spark of goodness within her. One that came to show itself when Spyro the Dragon happened to be summoned by Malefor's scared subjects. He and Cynder engaged in a vicious clash, with her summoning ghostly minions to do her bidding and breathing lightning black as the night and him charging through while blasting enough flames to turn night into day. However, at the end of the fight, it was Spyro who stood victorious, and his purple dragon ancestry had an inadvertent effect on Cynder, somehow managing to erase the brainwashing of Malefor. Upon being freed, Cynder renounced her evil ways, seeking to atone for her misdeeds by becoming a Skylander, all the way up to its seeming destruction.
Unsurprisingly, Cynder was a dour dragon, and her being turned into a cyborg has done nothing to change that. She has almost no sense of humor, and can be verbally vicious with sarcasm when irritable, having a hatred of pranks. She is a realist, and a pragmatic fighter. If angered enough, she becomes a violent individual, using her electrical abilities to shock the source to submission. Despite this, Cynder genuinely wishes to make up for her misdeeds as Malefor's minions. While she can get angry at friends, she will always be more furious at those who hurt them or the innocent, and her anger also stems not just from annoyance, but concern, seeing how fighters for justice like Spyro and Mega Man can end up pushing themselves to the brink, and she has surprisingly good relations with Roll as a result of this belief. As such, she will always prefer to fight alongside her friends as a way to ensure they don't end up getting hurt.
As a Robot Master, none of Cynder's skill has diminished. However, she is arguably amongst the most brutal of the combatants, aided by her unique design. She has a tail armed with a sharp blade that she is unafraid to use as a bladed whip, and she is the most animalistic in combat, unafraid to rip and tear into enemy robots with her sharp claws and horned helmet. Aided by design elements from Elec Man and his Thunder Beam, she can unleash black-colored electric bolts to fry enemies. Much unlike Whirlwind's ability to paralyze enemies, however, she outright electrocutes them into exploding. Aided by her wing-like jetpack, this allows her to rain terror from above, and she has the unique ability to coalesce electromagnetic energy into ghost-like clouds. These "shock specters" eventually become attracted to enemies and begin to mess with their motor systems and thus slow them, much like her Spectral Dash as a Skylander. They can even be made to explode by striking them with electricity.
Special Weapon: Black Dash
This is a unique ability that combines speed and shock. By using her jetpack for forward thrust while charging her body with electricity, she can rush through opponents without risk of harm, with the electricity working as a makeshift shield that repels attacks from her. As a side effect, she can also summon three shock specters as she dashes, giving her the ability to slow multiple enemies.
When used by a Robot Master with a Copy Chip, the Black Dash uses the same systems used to give them the ability to jump, albeit pushed in a forward trajectory. While doing so, they are still surrounded by electricity, and are thus immune to harm by contact or projectiles. Like her, they can be used to summon shock specters, but each dash only summons one at a time.

Author's Note
So here's the second to last schematic before the next chapter. As you can see, Cynder is meant to be more violent and aggressive than the others, and understandably given her past as an unwilling servant of Malefor, corrupted by his dark magic. As for her abilities, XandyFlare specifically said in her original take that Cynder's gloves were based on those of Elec Man, so that's why he's part of the design here. As for Skylanders inspiration, it's both her paths: the ability to electrocute ghosts to make them explode comes from the "Unstable Forces" upgrade on her "Nether Wielder" path, and the shock specter's ability to slow opponents comes the "Death Bound" upgrade on her "Shadowdancer" path. In terms of Mega Man inspiration, think a combination of Impact Man's Pile Driver from Mega Man 11, Comet Woman's Comet Dash from Mega Man: Unlimited (full credit to MegaPhilX for making this fan game), and Dynamo Man's orb attack from Mega Man & Bass.
