Doctor Serizawa, Angela, Grace, Billy, Mack, Carter, Ryan, Kori, Charlie and Morgana all made their way in as well and took seats around the table in the Gotengo's briefs room"

"Thank you for coming, everyone." General Earhardt began.

"I wanted to start by bringing the incident of Pensacola to everyone's attention. I'm sure most of you have heard about it already, or seen the news clips. But here's the one I'm most concerned about."

Hitting a remote to start a ceiling projector which shone a clip of Godzilla roasting half the city on the nearest white wall, everyone watched as Godzilla unleashed his rage before returning to the sea before the screen went black. Taylor turned off the projector and looked around the table.

"Thoughts?" She asked.

Serizawa took a deep breath and sighed through his nose. Billy looked at Serizawa and then down at the table. Angela just stared at Taylor. And Mack also took a deep breath and sighed.

"The entire attack, from landing to his return to the sea, was unprovoked. Remember what I said about a Titan thinking they need to establish dominance before they'd turn on humanity for the same reason?… I think he just proved my point."

Not a single person around the table could find a way to argue, and so the silence continued.

"This is exactly why Kong needs to stay on Skull Island and why we have to continue to study the Titans before we can make excuses for them when they act out. Does anyone have anything to offer as a rebuttal or a better course of action?"

Serizawa looked around the table and then to Angela.

"Taylor. I know that-"

"Don't do that, Serizawa. Don't just call me Taylor. It may help everyone else endear themselves to you and be more open to your way of thinking. But it doesn't work on me. Remember, I'm power ranger. And basic lingual psychology is part of my field. Please address me as General Earhardt. Thanks."

Angela's lips tightened, but she remained silent as Serizawa gave Taylor a nod.

"General. I know that Gojira's behavior seems unprovoked. But we can't be certain of that."

"As far as we know the city of Pensacola literally has nothing to offer Godzilla, nor did they initiate an attack. He did."

"Gojira's senses must be detecting something we don't. In 2014 he followed the MUTO's calls. Five years ago, he sensed Monster Zero's awakening and worked with Mosura to bring him down. Today, he must sense something. He never attacks without reason. And we must keep our minds open to the possibility that something is happening we simply do not see yet."

Taylor half rolled her eyes as she pinched the bridge of her nose.

"Look Serizawa. I'm a pragmatist. I believe what my eyes show me and what my own senses tell me. And what we saw on that projector footage was Godzilla nuking half a city without any visible or logical reason for doing so. He showed up and attacked. It's that simple. I know you're his most ardent supporter, but do you have any substantial evidence that Godzilla's actions are anything other than unprovoked aggression? Or are you merely hoping for his innocence because you can't accept the idea that he might not be humanity's savior anymore?"

"You pretentious piece of-" Angela began.

"Angela! Don't." Came a voice from the doorway.

Everyone turned around, and Doctor K blinked in surprise.

"Sorry I'm late, everyone." She said.

"Doctor K. Glad you could join us." Taylor said.

Doctor K made her way around the table, patting Angela's shoulder which earned a small smile from her before taking her own seat near Mack.

"You must be mister Mack, Doctor K."

"Yes, yes. I've heard about you. Pleasure."

"Pleasure's mine. Now, General. About your concerns regarding Godzilla's behavior."

"I'm listening, ms K."

" That's Doctor K" K said as she motion for Ziggy, who brought in a briefcase

Doctor K opened the briefcase Ziggy brought in with him and set it on the table. Clicking its locks, she flipped the lid open and turned it around showcasing a device that looked remarkably similar to the original ORCA device.

"Is that what I think it is?" Billy asked.

"Yep. It's the next stage of the ORCA. I started working on it after… Well. After what happened with Gidorah" K said with a hint of sadness in her voice.

Everyone but Taylor gave a sorrowful glance to the side and away before looking back at K.

"Anyway. This device has one big difference from the original ORCA. It's only for scanning audio frequencies of the Titans. Not producing them. When the ORCA produced audio frequencies, it set off a chain reaction of events that led to all the Titans being released by Ghidorah which upset the natural order. They weren't supposed to wake up all at one time like that. The world simply isn't ready for them all like that. Not with humanity to contend with."

"That's lovely philosophy, ms K. But do you have a point?" Taylor asked sharply.

"Ah, yeah. Sorry. Anyway, a major MONARCH project to scan the vocalizations of all of the Titans. And that project was completed earlier this year. So this puppy, which we've named SIREN, has all of the Titan vocalizations and calls be they audible, subsonic, or ultrasonic. And when I was watching that footage live last night, SIREN picked up Godzilla's call as expected from the television audio. But it also picked up a second signal."

"Wait, how?" Taylor asked.

"Because something else was producing a call with a frequency similar to Godzilla's which was enough to trigger an alert in SIREN. It's how I programmed it to detect potentially new Titans we may not have discovered yet."

"So you think there's another Titan in Pensacola?" She asked.

"I wouldn't say that, exactly. The call SIREN detected was really weak compared to Godzilla's, and it disappeared pretty quickly."

"How quickly?"

"I think about ten seconds before, uh… Well. Before he blew the place away."

"I see." Taylor replied.

Serizawa sighed in relief and nodded at K.

"But Godzilla's final attack on Pensacola itself remains unprovoked then, doesn't it?" Taylor added.

K's lips tightened and he half glanced away.

"I do admit I can't think of a reason he'd do that." He said.

"What about the military planes?" Ziggy asked.

"Excuse me?" Taylor inquired.

"The military planes? They were there and attacking Godzilla. If he perceived this other call as a threat and the planes were attacking him, he may have thought we were defending that other call and hit us as a warning not to interfere again."

"You really believe that, Ziggy?" Taylor asked.

"I do. Godzilla has proven to be among the most intelligent of the Titans on numerous occasions. If he perceived a threat from this call and was acting aggressively towards it, the idea he would view our interference as exactly that and strike back at us as a warning is not really that big of a stretch of the imagination."

"It still seems like wishful thinking to me. But supposing your theory is true and Godzilla was responding to some unknown Titan call then what's our next step?" Taylor asked.

"I need to make a phone call." Serizawa said as he stood from the table.

"Please excuse me, everyone." He said as he left the room.

"Once Serizawa comes back from his call, I think we should discuss how to deal with Kong." Billy said.

"What do you mean, mister Cranston?" Taylor asked, arching an eyebrow.

"I mean we need to either find a way to make his enclosure bigger or-"

""Enclosure?" She asked.

"Well, what would you call it if not an enclosure?"

"It's his habitat. The only part of the island we could save from the encroaching storms." She snapped.

"All right. All right. Anyway, the point is that this space isn't big enough for him. Not by a long shot. We either need to build a bigger habitat or find him a new one and get him there as fast as possible."

"Like where?" She asked.

"Not sure. Mack? Any suggestions?" Billy asked.

"Kong's closest relatives are the Great Ape family. They mostly live in jungles and mountains. So if we can find a place like that then it would be ideal." Mack replied.

"Anywhere we move him to that fits that description would take us through Godzilla's territorial waters. He'd come after Kong in a heartbeat." Taylor said.

"There's no proof of that." Angela said irritably.

"No proof, Ms Fairweather? Really? He's fought every single Titan in the last six to eight months, and he just attacked Pensacola looking for another unknown Titan call. What more proof do you need he'd come after Kong once he left this habitat facility?"

"Why not just bring along those out of phase audio signals of yours and broadcast them from ships around Kong as we move him?" Ziggy asked.

"Because there's no roof out at sea. We need total coverage. And the dome's outer roof is basically one giant speaker broadcasting in all directions." Taylor replied.

"Then let's make a smaller version of that and make a special containment thing for him on a ship or something. We've got the tech to make it happen." Angela snapped.

"Enough!" Serizawa barked as he re-entered the room and sat down.

"Kong cannot stay here. We either move him, or we wait until he destroys this place himself and puts everyone working here, including you, at risk. One way or the other you cannot protect him by keeping his here. You're only delaying the inevitable." He said harshly.

Everyone around the table was remarkably taken aback by the tone in his voice. But none so much as Angela who looked to her mentor as if she'd just seen a ghost.

Taylor glared at Serizawa, but remained silent. She took a deep breath and responded with the most subtle of nods as she closed her eyes and pinched the bridge of her nose.

"How do you propose we move him, Serizawa?" She asked.

"The most effective way is by boat. Either a tanker or an aircraft carrier. We can provide either one once we get the US Navy's cooperation. Gotengo as well I think Grace and authorise that." He replied.

Grace gave a few nods.

"But if we move him by boat we're in Godzilla's home turf. Kong won't stand a chance in the water."

"I believe you are overestimating Gojira's aggression, Taylor. Footage from his recent encounters proves that he only fights if the other Titan refuses to back down from his initial warnings, or if they attack him first. Do you have a way to communicate with Kong?" He asked.

"No. We've tried teaching him sign language like other apes have proven to be able to learn. But even though he seemed to show some basic level of recognition here or there, he's never actually signed back."

Serizawa nodded.

"Then perhaps we can try communing with Gojira himself. If he comes for Kong, we must not show aggression. That means no missiles, depth charges, or gunfire. We must let him approach freely. If he comes close enough to our boats we can use lights or loudspeakers to get his attention and see if he recognizes us. If he can, he might remain passive long enough for the two Titans to acknowledge each other and go their separate ways when Godzilla realizes Kong is not a threat to him."

"You're asking me to place a lot on faith here, Serizawa. And trusting Godzilla, given his recent behavior, is not something I think I can do."

"You'll have to, General. We have placed our faith in Gojira before. I have no reason to think that doing so again will yield any different a result. But if you can not then I suggest you get a transfer." Grace said.

Taylor heaved a sigh and nodded her head.

"Fine. Do we know where we're moving him?" She asked.

"Not yet. We will have to arrange another meeting to discuss this."

"Of course, Sensei." Angela replied.

"I'm heading out. I need to talk to someone." Taylor said as she departed the room.

"I hate that woman." Angela said, shaking her head.

Mack chuckled.

"Rubs you the wrong way, eh?" He asked.

"Yeah."

"She's a bit intense. That's for sure."

" Rose has been listening to conspiracy podcasts lately. Some whack job who thinks there's some big to do going on behind the scenes at Apex."

"Think there might be something to it?"

"Nah. I never put stock in that kind of garbage."

"Even though SIREN says something was there that Godzilla was responding to?"

"Seems more a coincidence to me than a direct causality. But then again, I guess you never know huh?"

Grace chuckled,

"Welcome aboard Doctor K and Mr Ziggy."

Mack smiled.

"But a conspiracy podcast?"

"You never know." Grace said with a coy smile.

Mack shook his head and laughed under his breath.

"Commander Sterling" Carter Began.

" Mr Greyson what is it?" Grace answered

" Can I suggest the Rangers get some training in before we do anything with Kong?" Carter said

" That would be a good idea " Ryan replied

" Yea" Billy agreed

" Plus we need time to set everything up with the Navy" Doctor K added.

" I see why not ok approved" Grace said.

Carter smiled " Thank you commander" he turned to the Rangers " Ok tommorrow 700 hours on a near by island you two plus me Doctor K, Ziggy and will two will get in some training now while we monitor you "

" Roger Roger " Charlie said, Morgana nodded.

After that everyone began to file out of the briefing room, Kiryu a Force had two new members in Doctor K the ranger expert and her partner Mr Ziggy the rpm green ranger.
