Chapter 20: Not on my watch.

Jay/Hailey. Set after series 7. At Kim and Adam's wedding, Jay and Hailey finally confessed their feelings and spent the night together and now they are back in Chicago and hiding their relationship from their friends.

Kim endeavoured to ask her husband about what had happened between him and Kevin, but he had not explained her, but, when she called Kevin later, he had been more than happy to confirm her ideas. She had already guessed some of it, but she had believed that Adam would see past it. Jay was a good police officer, and he was going to be a good Sergeant. Adam was in a foul mood for the entire evening and Kim texted Hailey and Hailey said that Jay was so annoyed.

When Hailey and Jay returned to Hailey's house, they shared a pizza and Jay fell asleep on the sofa, so Hailey put a blanket over him and gone to bed. In the night, he woke up, with a nightmare; in Afghanistan, two of his men had been fighting with each other and they had been caught unawares by the enemy and had both been killed, as well a couple of other members of their unit. Jay spent the rest of the night telling Hailey about it and now Hailey understood why he had had such a strong reaction to Kevin and Adam's fighting. Jay would not leave the sofa and Hailey was too tired to argue, so she pulled the blanket over her body and slept there, too. She was there to support him, just like he was always there to support her.

The next morning, Jay woke up early, had a shower, changed and said goodbye to Hailey before he left. Normally, he made her some coffee and Hailey didn't mind, but it did speak to how stressed Jay was and his history in Afghanistan made it clear. She was sure that neither Kevin nor Adam would be happy about being woken at such an hour, but she had a couple more hours of sleep.

As soon as Jay arrived at 21st District, he went straight to his office, made himself a coffee and bought a chocolate bar from the vending machine for Hailey and left it on her desk. He then returned to his office and looked at the crime scene reports and photographs, hoping to find something to link the victim to the murderer, so that he and the team could catch him or her and put him or her in prison.

Out of the corner of his eye, he saw Kevin and Adam walking into bullpen, so he sighed and rubbed his eyes. Kevin knocked on the door and he and Adam entered, standing as far apart as was possible.

Jay stood up slowly, his eyes flickering between the two of them. They needed to know this was not how it was going to work under his watch. In a calm voice, he inquired, "So, what happened yesterday, guys?" When neither of them spoke, he added, in the same tone, "I know you two are close, so something must have happened. You've both had plenty of time to think about why you started having a physical fight in the middle of a murder investigation." Jay's voice was calm, but there was also an edge to it. He was not going to take any of this.

Kevin was the first one to speak, clearing his throat, glancing at Adam. "Serg, I'm sorry. The fight was a two-way thing and I shouldn't have reacted the way I did. It was a difference in opinion, and it won't happen again, Serg."

Jay knew where most of the blame lay for this, so he just nodded and remarked, "I don't ever want to see anything like that again. Your fighting didn't cost us this time. But it could next time. Thank you for speaking up, Atwater." Both of the men turned to the door and he asked, in the same tone as before, "Ruzek, stay here for a moment." The resentment in the other man was clear. His whole body was screaming it. As soon as Kevin was gone, Jay stepped in front of his chair and stated, "Ruzek, I've been ignoring your attitude for weeks now, but I can't do that anymore. Not when it affects my team. That's not happening. Not on my watch. You have something to say to me, so say it." When the other man just looked at him, he raised his voice slightly and challenged, "The fight with Kevin- Was it about me?"

Adam rolled his eyes, before he replied, "It started that way, yeah."

"So, explain it to me."

"I don't want things to change around here. Voight had a way of doing things and he and I had a thing going. We did what needed to be done. You won't do that, Jay. You do things by the book and that could cost us. You'll change how we work and I don't want that. And, man, you're really overreacting to us fighting. It wasn't that big of a deal. You acted like we were doing it in a war zone."

Jay put his hands on his hips and fixed Adam with his stern eyes, with authority clear in his voice. "First of all, Ruzek, it's Serg, not man. Second of all, how I run my unit is none of your business."

Adam cut Jay off, glaring at him. "It isn't your unit. It's Voight."

Without missing a beat, Jay replied, "It was Voight's. He's gone. If you don't like how I do things, you can leave, Ruzek. I know you're loyal to Voight. I've seen that loyalty and where it can lead. That ends now. Either you're loyal to me, or you're out." Jay left his desk and stood directly in front of Adam. "Fighting amongst each other can cost lives. It cost me four men oversees. Either you and I are going to work this out, or you're gone. Do you understand, officer?"

There was a dead silence as Adam thought about his next move. He was loyal to Voight. He always had been, but Voight wasn't there anymore. Jay was. He also felt betrayed; the way Jay was talking to him was as they had not worked together for years, as if the friendship they had formed did not exist. As if he were just Adam's superior office. Nothing more. Adam had also seen a different side to Jay, when he had broken up the fight. He shrugged. "I guess we'll see, Sergeant."

From outside, Kim, Hailey and Kevin were watching the exchange and Kim remarked, "I give Jay points for not backing down. Adam needs that. He needs to know who's the boss." Hailey nodded in agreement, but she could see the stress in Jay's body. She knew that her ex-boyfriend had a good heart and he was loyal, so she wished that he would quit in his attitude towards Jay. It wasn't Jay's fault Voight had named him as his successor. She saw the chocolate bar on her desk and she smiled, knowing that it was from Jay.

Adam called Voight and asked to speak to him. The older man was in the process of moving. Voight walked into the bar and walked over to Adam, and, as he sat down, he inquired, "Kid, what's up? Why did you call me?"

Sipping his bear, Adam answered, "It's Jay. I mean Sergeant Halstead. He'll change everything and I don't want that. We do things the way we do, for the good of the city. Kev and I got into a fight about it and Jay separated us. He was pissed. I've never seen him like that, boss." He paused, then added, "He thinks my loyalty to you is bad and he's made it clear, if I don't let this go, I'm out."

"So, let it go." Voight simply stated and Adam whirled around to look at him, in horror. He had not expected Voight to say that. "Adam, Jay's just trying to do what's best for the unit. For all of you. And you gotta remember, fundamentally, Jay's a soldier. You can't have Sergeant who's more loyal or more dedicated. Adam, if you don't want to lose your job, make it right. With Jay and Kevin."

An hour later, Adam returned to the bullpen to find only Jay in his office and Hailey was still at her desk. He walked past Hailey and knocked on the door. Jay was surprised to see him, but he asked, in a neutral tone, "What's up, Ruzek?"

Adam cleared his throat and bowed his head. "Serg, I don't want to lose this job. It's the best job I've ever had." He paused, then added, "I'm sorry, Jay. Can we try and work it out?"

Jay just nodded. "Yeah, Ruzek. We'll see if we can work it out. See you tomorrow."

Knowing that he was dismissed, Adam just nodded and said goodnight, as well as saying goodnight to Hailey. He knew that Voight was right: He needed to let his loyalty to Voight go, if he stood any chance of being in Jay's good books again. Voight had given his advice and Adam wanted to follow it.

As soon as Adam was gone, Hailey went to Jay's office, sitting on the edge of his desk. He was staring at the case files as she smiled, "I'm proud of you, Jay. You handled that really well. Adam knows he can't mess with you now and, if he does, he's out. I think you put the fear of God in him." She paused, then asked, "Can I buy you a bear? Celebrate your promotion?"

Jay grimaced as he took hold of her hands. His tone of voice was tired and Hailey could see it in his eyes, "Actually, Hailey, I'm going to stay here for a while. Try to find a break in the case and then I think I'll just crash at my place."

"Okay, do you want me to stay here, too? Two heads are better than one and we could order some pizza?"

"No. No, Hailey. You need your rest. Go home." Jay paused, then caught Hailey's lips in his before he murmured, "I'll see you tomorrow."

Reluctantly, Hailey agreed. She did not want Jay to spend all of his time with her, but she wanted him to go home, to have some rest. He needed it, but she also knew that she was fighting a losing battle if she said anything, so she just smiled and said, "Night, Jay. See you tomorrow."
