Albus had everything planned out within hours of Lily and James' deaths. Harry needed to be safe and secure under the blood-wards at Privet Drive when the news broke in the morning in the Daily Prophet that Tom was dead and the war was over. It was absolutely imperative while death eaters were still at large, the most devoted of whom would not hesitate to kill the boy who lived for killing their leader.
Albus had been expecting that Mrs. Dursley would take in Harry Potter and raise him along with their own son Dudley, whether out of love or at least out of duty if nothing else. The moment she picked him up and crossed the threshold with him into the house, the blood wards would be activated and sealed and Harry would be safe. Until then, he would stand guard all night under the invisibility cloak, watching and waiting, ready to protect him if need be. No one should know they were here, but somehow Minerva ended up finding out. Hagrid, more than likely. He is the most loyal, devoted friend you can ask for, but he is not to be trusted with a secret. Unfortunately, being half giant meant he was the most formidable person he could send to go and fetch Harry. He could only hope there weren't any death eaters at the pubs in the Leaky Cauldron tonight, because Hagrid would surely have gone there after dropping Harry off.
If his suspicions were true, and he understood the prophecy correctly, and Tom was in fact not dead, then the fate of the entire wizarding world depended on him surviving to be taken in by his Aunt Petunia.
This is why when the muggle police showed up at Number Four Privet Drive due to the report of an abandoned baby, Albus was angry. Very angry. He cancelled all the spells, took off the cloak, and laws be damned took Harry from the muggle police, wiped their memories, and retreated back to Hogwarts with him. The ministry would come and clean it up later, and wipe the Dursley's memories of that night. Far as they knew, they had slept through the night.
What am I supposed to do now?
Harry had no other living family to take him in. In the end, it was fortuitous that Lily and James had named him the executor of their estate in the event of their death. Albus got to keep Harry's Gringotts key until he was of age as well as decide where to place Harry in the event that everyone listed in their will was dead, incapacitated, or otherwise unavailable or unsuitable. It had been a last-minute provision at the insistence of their advisor, and neither Lily or James ever expected to need it.
Looking at Harry, peacefully sleeping, finally, after hours of rocking and singing and reading from the house elves, he couldn't help but feel guilty. Should he have hidden them under Fidelius Charm from the moment they announced their pregnancy and due date to everyone? Should he have insisted that James use him as their secret keeper instead of letting him chose? He had been waiting because Voldemort was much more concerned with taking over the ministry than he was with killing a one-year-old baby. He had carefully made sure that everyone thought Harry and Neville were born a good two weeks before and after July 31st, respectively, to the point of obliviating the midwives who helped with the delivery.
He had been so sure Harry was safe enough, and now he was an orphan without a home.
I'm sorry, Harry.
He could only hope he found a safe place for Harry by the time the Daily Prophet went out tomorrow morning announcing Lord Voldemort's demise. Almost anyone in the magical world would have been happy to adopt Harry, but it was out of the question. The muggle world was the safest place for him, but the only home in the muggle world he could go to had denied him.
What about the Hidden Lands? That continent of Japanese chakra-users whose founder sealed them all away into another dimension to contain the aftermath of a great calamity.
It was a possibility.
The existence of ninja society was common knowledge in the wizarding world if one only paid attention in history class instead of sleeping through it. However, most people failed to understand that they weren't magical at all. Trade between their dimension and the magical world, and even the muggle world as well, had been going on for centuries. The Ministry of Magic even had an embassy in the Land of Fire that was recently founded. After the Fourth Shinobi World War the land had been at peace, and trade and relations between the two dimensions had flourished.
But would Harry be safe there? Would they allow him to come back to Hogwarts?
As much as he did care about Harry's happiness, his safety and his eventual return to Hogwarts came first.
It would take a lot of work, but it could be done. Harry had to be raised away from here, for at least a few years, and hopefully he would be given a chance at a normal childhood before he had to throw it all away.
In the end, on a cold day in mid November, Harry Potter was finally adopted by Naruto and Hinata Uzumaki. They already had a young son, Boruto, who was a year and four months older than Harry. Albus felt pleased and reassured leaving the smiling baby with the young couple. He would be raised by one war hero and his village was led and protected by another. It was the safest Harry could possibly be, if neither the magical world nor the muggle world were an option. The village and his family were made fully aware of his unique situation, even if some of the details were fudged. All they knew was that Harry had an all-expenses-paid magical education set up for him waiting halfway across the world when he turned 11.

Should Harry become a genin? I think it would be fun and interesting if he was, but at the same time, he'd have to graduate early, and I can't see a village of peace allowing that. He would have to do his last 2 years long distance somehow. Yes, 2, because he's gotta turn 6 before the school term starts on April 1st. Cause it starts in April in Japan according to google. Harry wouldn't become a genin until the spring semester of his 2nd year at Hogwarts. Another issue – once he's a genin, he obviously can't be on a regular genin team cause he's away for most of the year.
Harry will be having his first year of Hogwarts while Boruto's adventures as a genin is going on. What do you want to see, in regards to this? Harry going on missions with them will be absolutely out of the question.
