INITIAL PROPOSAL: A cursory glance through Human history will reveal, to the observant individual, a pattern. Humans are malleable creatures, and our species has produced heroes, villains, saviors, and tyrants, alike. For each great kingdom or civilization, there is an equivalent nightmare.

It has been said by philosophers and political theorists that there are few things more powerful than ideas – most relevantly in a political sense. Ideas have a habit of taking root and blossoming in the most unexpected of places, sometimes over years or decades. All they require is a man of charisma and rhetoric to convince the crowds, who is brilliant and subtle, and taps into the underlying resentment and unresolved issues of the lives of people.

As a society we often elevate the intelligent and well-spoken. There is an assumption that those who are educated and charismatic are men of virtue and tolerable ideas. In the postwar age, as Liberalism, and later, Neoliberalism, spread throughout the world, many wrongfully assumed Humanity as a species was moving towards a more tolerant and single-minded worldview – an assumption that has been proven woefully wrong.

The liberal democracy should be understood as an incorrect assumption of Human nature. It is a pathetic thing that is incapable and unwilling to amputate the corrupt limb lest the disease in the whole be revealed. It is an army which can be defeated by propaganda. It is a doctor who relies on homeopathy and mystic arts instead of truth and knowledge. It is a leader of a nation who believes the man with the bomb in the kindergarten is bluffing or irrelevant; the self-indulgent fantasy of moral superiority instead of moral action.

Liberal democracy is a contradiction. A self-devouring snake, propagated by blind conformities and temporary whimsies, an institution blind to itself. Unwilling to remove the diseases of extremist ideologies which arise from it, to bear witness to its own flaws, content to be inevitably hijacked from within, by those within, for those within, so long as it holds a grandiose illusion of superiority. This great power, this opportunity, to irrevocably tear out corruption is instead used for infantile greed and self-absorbed power gathering.

They are chained by the principles of freedom and liberty that they mistakenly believe to be core to democracy itself. A lie perpetuated for the purpose of grandiose, deceptive superiority. Yet those sympathetic to extremism have equated their suppression with an attack on democracy itself. And those with illusions of superiority have equated their tolerance with virtue.

False ideas. Wrongful ideas. Corruptive ideas.

Ideas slated for execution.

The world is entering a new era, one which sheds the false understandings of the past. No more will democracy be an institution to be exploited by the evil and extreme. Like a disease they will be purged piece by piece; they are societal rust, corrosion, and corruption, which shall be scoured away.

The Department of Extremist Mitigation will wield the guillotine.

THE FALSE PARADOX OF TOLERANCE: The underlying mistake that those in democratic societies make is that absolute freedom and liberty are virtues that should be aspired to and protected. There is no society which is, or has ever been truly free. Claims of liberty and freedom as ideals to be reached are propaganda and the inevitable result of the fetishization of freedom for freedom's sake.

There is a so-called saying, referred to as the "Paradox of Tolerance" where it is said that to be tolerant, one must be intolerant of ideologies which are themselves intolerant.

It is not a paradox.

It is a fact.

Wrong and right do not equivocate. Truth and lies are not equal. Delusion and reality are distinct. A society that fails to recognise this withers and dies. This is the only foundation upon which to build a lasting society - our society.

For our democracy to thrive, intolerance and discrimination between wrong and right must thrive.

Tolerance and intolerance have been utilized in ways which cause damage to democratic societies. Tolerance has been enshrined as one of the greatest virtues, yet this has resulted in the extreme demanding tolerance for their own views, which society is unwilling to violate the sanctity of. Intolerance by contrast is viewed as a repressive, negative malus that signals the end of democratic societies.

A false dichotomy.

A thriving democratic society must be intolerant of those which pose existential threats to its body, yet be tolerant to those with reasonable alternative views. Tolerance is not inherently good, nor is intolerance inherently bad. They are policies and tools to be utilized by the state for the end of protecting the core of democracy.

A society that enshrines absolute freedom will be hijacked by ideologies and those who wish to abolish said freedom. The greatest strength and weakness of democracy is its diversity of thought and ideas. It is why democracies are often considered stable and thriving, because the people have an outlet to express the kind of leadership and policies they want. More importantly, they are capable of accepting defeat, and the validity of a government even if they do not agree with it.

Yet when these institutions are attacked, when the conversations turn to the validity of elections themselves, of corruption and vote rigging, extremists are at the core of this attack on the institutions. They act not in good faith, but to exploit the natural Human instinct to wish for victory, and look for reasons for why it has failed.

It is the slow corrupting of a population into accepting ideas and views that are attacks on the foundation of democracy itself, cloaked in so-called democratic language. The extremists who use democracy as trojan horses are careful and subtle in their rhetoric, using sly language and dogwhistles to prime a population to accept more and more extreme ideas, which will culminate in the destruction of democracy itself.

This destruction is rarely so simple as a direct abolishment. It is the degeneration of democracy through a thousand cuts. It is through laws that oppress all those outside the ruling party. It is attacks and legislation attacking the nation's minority populations. It is changing election maps to favor the ruling party. It is the usage of the state apparatus to control the vote, intimidate the public, and rule under the guise of democratic mandate.

This is how a democracy dies.

This occurs because liberal society has internalized the belief that democracy is inherently defenseless. That to protect democracy from the radical would be a betrayal of democracy itself, it is a paradox that they cannot solve, and because they cannot solve it, democracy will eventually perish.

For the preservation of our society, we must cut off all delusions and illusions. Even those that serve to feed into our sense of superiority.

For if we do not, we shall see ADVENT turned into a nightmare greater than any state of evil we have seen in history.

For that, we will remove this false dichotomy.

OBJECTIVES AND MISSION: The mission and objectives of the Department of Extremist Mitigation are ultimately simple, and will be clearly stated below:

THE SUPPRESSION OF EXTREMIST IDEOLOGIES: Extremism requires attention and oxygen to thrive and grow. A principle mission of this department will be to directly and thoroughly suppress these extremist ideologies with the full backing of the state. Multiple tactics and avenues will be employed to achieve this, from arrests, to deplatforming, to reeducation and political monitoring.

THE INVESTIGATION INTO EXTREMIST GROUPS AND MEMBERS: At the core of many extremist movements are leaders and organizers - be they in large, formal and organized groups, or small autonomous cells, and these are usually the driving force of these groups and ideologies. Each of these should be immediately investigated and assessed to determine if they ultimately fall into the category of extremism or not.

It is important to state that action will not be taken if it is found that such groups under suspicion are not connected to, or ultimately espouse extremist rhetoric, but it should also be understood that such groups that try and hide under double meanings and try and obfuscate their true beliefs will not be tolerated.

THE ELIMINATION OF EXTREMIST IDEOLOGIES AND MOVEMENTS: The ultimate goal of the Department of Extremist Mitigation is the complete elimination of such ideologies and movements from society - a task easier said than done. The digital era has allowed the existence of groups that no longer require physical spaces. A digital space can be removed, but its adherents will simply create a different one. More novel approaches must be taken to address this shortcoming.

However, extremism is driven by leaders, and the leaders can be removed again and again. Movements can be disillusioned and persecuted into complete and total submission. Adherents can be ostracized and abused by society to break their wills and spirits. Ideologies can never truly be killed, but they can be reduced to utter impotence through constant and complete pressure, suppression, and surgical violence.

The end goal is to turn such ideologies and movements into entities so toxic and repellent to the citizen that they would never consider them valid. It is to make them view such things as sickness and mental deficiency. To designate them as symptoms of a warped mind; elements of diseases which are to be purged from society.

And so, they will turn to us, with full trust and faith in our ability and task, as we cut with surgical precision. Within the full view of the public, we show them they can not only trust us, but also believe.

This is how you kill extremism. By showing it no mercy. Totalitarian institutions have used these tactics to various successes. It is time we take their lessons, and use them for the good of Humanity. For we have the capability to succeed where none others have before.

EXTREMIST INDIVIDUAL SURVEILLANCE: Not all individuals who are part of an extremist group will be dealt with right away. It is unlikely that ADVENT or this department will have the manpower and capability to do so for those who are passive adherents. These are internally designated as the "soft" part of the extremist movement, in that they are a mass that can be directed, but do not act without external prompting. Their impact can be mitigated in other ways, and they can be naturally driven to abandon their ideology over a period of time.

Nonetheless, these individuals must be monitored in the event that they transition to leadership roles or attempt to take direct action. This will be achieved in part with the PATRIOT Program, which has the infrastructure capable of helping us fulfill this objective.

THE IDEOCIDE MANDATES: The methods the Department of Extremist Mitigation will employ are extensive, and are designed to destroy the minds, spirits, and assets of those who are targeted. The leaders of these movements will be executed, and the rest will be deconstructed, be it over a period of weeks, months, or years, until they learn to hate everything they stand for, and are remade into something better.

This is an extensive and dangerous capability that we should be wary of employing.

The mission of this department is one with a very specific scope, and there must be strict limits on where and upon whom it is employed. Today, we are targeting extremism, but if history is a teacher, it is that there is a very real and very dangerous risk of such organizations having their mandates expanded to those far beyond their initial - and justified - targets.

To this end, comes the introduction of the Ideocide Mandate. Our mission is against the ideologies and movements of extremism. Each one of the designated extremist ideological movements have received one of these Mandates, which designated the ideology or belief as one deemed worthy of extinction, and we will fulfill our mandate to achieve this.

However, we cannot ever utilize our resources, personnel, or powers against such ideologies or movements which do not meet the explicit sanction guaranteed by an Ideocide Mandate. Such Mandates will be able to be submitted to the Executive Branch, but they must have the signatures of the Agency of Religious Affairs, at least three civilian institutions that monitor extremism, passage through the Congress of Nations, ADVENT Intelligence, the ADVENT Military, the Oversight Division, our own Department of Extremist Mitigation, with final sign-off from the Chancellor's Office.

The process is intentionally made to be lengthy and difficult, as once this step is taken, it is very difficult to go back. If we judge a threat or ideology so dangerous it threatens the underlying stability to ADVENT itself, it should be a simple matter of coming to a consensus. If there is any doubt or question? Then perhaps we should see if there is truly nothing redeemable in it.

In this instance, it is better to be too cautious than too willing to expand our power. Our mandate must be kept simple, clear, and straightforward, and this can best be done when there is certainty that those we destroy are deserving of it.

However, we must nonetheless have mechanisms in place should a mistake be made or we find that such an ideology was not as dangerous or extreme as we assessed. In the event of no fewer than three accredited civilian agencies filing a suspension for an existing mandate, it will be reviewed by the Oversight Division and the Department of Extremist Mitigation, in conjunction with the organizations who submitted, who will perform a review.

Should the initial review indicate a mistake was made, the Mandate will be suspended as more investigation is conducted, which will result in the suspension being lifted, or the Mandate being permanently abolished with all those targeted under the Mandate released and provided reparations as necessary.

This process can also be initiated by the Oversight Division.

THE TRIPLE I-AXE METHOD: The Department of Extremist Mitigation has developed an operational workflow which will apply to many of the operations that are undertaken. The III-AXE Method is designed with the intention of identifying extremist movements or leaders, intervening by removing the leaders or dismantling formal institutions, and impersonation where agents will pretend to be said leaders, and use their position to demoralize, disrupt, and ultimately dissolve the organizations, resulting in the soft adherents being rendered harmless and capable of being influenced by anti-extremist propaganda.

IDENTIFY: The first thing that must be done before any action can be taken is identifying the target in question. This can be an individual, a group, or a place where it is known that extremists congregate and communicate. Through tips and tangential investigations, individuals and places of interest will be noted and referred to our department, where they will be reviewed.

Personnel will perform research, conduct observation, hold interviews or inspections if necessary, and produce a report which states if the identified organization or individual can be defined as extremist or not. If it is, the operation will move to the second phase.

INTERVENE: ADVENT will not allow these extremists to exist for a moment longer than necessary. If formal organizations exist, ADVENT will immediately move to legally dissolve them and seize their assets. If the leaders have been identified, ADVENT will immediately arrest them and put them on trial for subsequent execution. Since many of these individuals have criminal records, we will use those in addition to their ideology to further ruin them in the eyes of the public, by creating a clear link between extremism and criminality.

During this period, known soft adherents will also be identified. Soft adherents are those who are affiliated with extremist ideologies and movements, but have not participated in direct action or internalized it to the degree they cannot be reclaimed. This is important for the third phase of the operation, and it is for this reason that online forums and sites will not be immediately taken down, as doing so would result in a loss of visibility into the actions of the soft adherents.

By taking action against the driving forces of the ideologies and movements, ADVENT will ensure that the immediate threat has been decapitated, and leaves the remaining adherents vulnerable to follow-on demoralization and dissolution operations.

IMPERSONATE: This will be achieved in one or two ways, even if the ultimate intentions of this phase remain the same. The first will, if the figures of the movement were public or known, be personnel who will pretend to be an emerging leader in response, using fake or assumed identities. With access to the internal dynamics and remaining members, they will be able to manipulate themselves into a leading figure of a scattered movement or ideology.

The easier alternative is for primarily online congregations of extremism, personnel will simply impersonate the individual who has been dealt with, inherently gaining the trust and authority given by members. Once the impersonation has begun, they will begin to sabotage the movement and ideology in any way possible.

They will encourage or perpetuate infighting, they will kill all forms of direct action, they will highlight how dangerous ADVENT is, and how 'times have become difficult', and overall work to demoralize and demotivate adherents whenever possible. Near the end of the operation, they will begin to espouse heretic views that will further split the movement, and drive adherents further away.

The final action will be going completely silent, leaving their fate unknown for a period. For this time, ADVENT will monitor the remaining adherents to see if they go to other groups or just leave. Once this period of time has passed, ADVENT will shut down the place of congregation for good.

This is work which poses risks for our personnel who conduct this, as they will be exposed to highly corrosive and dangerous ideologies that can and will affect their mental state and character if insufficiently prepared. A failure to select proper operatives, or those who are potentially susceptible to extremist ideologies, would be disastrous, and several preventative and ongoing steps will be taken to address this.

The first will be an "Inoculation" period where after candidates have been selected, they will receive education in not just the philosophy, tactics, and arguments of the extremist group, but how to discredit, debunk, or otherwise undermine the ideology. This process will make individuals inherently less susceptible to arguments or conversation they will encounter in the course of their operation.

At regular intervals operatives will undergo psychological assessments to determine their mental state and the effect the operation is having on them. Depending on results, they may be recalled to undergo further inoculation periods, or pass and continue their operations. Those conducting digital operations will regularly rotate so as not to focus on a single extremist group at one time.

Individuals who are involved in the Impersonation Phase must not use entrapment methods or ever encourage any kind of extremism. The goal of this phase is not to arrest more members, but ensure the movement dies and the adherents lose their motivation and will, and be allowed to endure in society while posing no threat to it.

While it would be ideal if movements died without leaders, movements thrive on hope. When hope dies, so too does the movement.

AXE WARRANTS: For leaders and members of extremist organizations that cannot be charged on accounts of violence, association with crime, or abetting crime, they will be charged with an Actions in Extremist Environments (AXE) charge, further pending an AXE warrant. AXE charges are a criminal status for all positions associated with leading, abetting, funding, organizing, or cooperating with Graded Extremism identified groups. Unidentified groups may be charged with AXE at discretion of Peacekeepers, with mandatory review of all discretionary AXE charges.

AXE charges are graded in relation to the grade of connection to extremism. With full scaling of punitive measures related.

Grade One is association. Grade Two is membership. Grade Three is perpetration. Grade Four is leadership. Grade Four AXE charges can be declared on equivalently dangerous ideological figures and emerging leaders of extremist organizations.

AXE charges can include the following, application dependent on requirements specific to each case.

- Full freeze on all monetary assets.

- Full and standing eviction from all privately owned homes and non-public shelters.

- Full freeze of all legal aid status.

- Full freeze of all benefits and social services.

- Full freeze on employment and earnings

- Full application of Child Protection Services, and unconditional no-contact status.

- Full application of Domestic Protection Services, and unconditional no-contact status.

- Social networking psychological damage campaign operations.

- Twenty-four/seven monitoring and standby full arrest warrants.

- Limitation of employment to AXE certified organizations and facilities.

- Execution under Stochastic Laws (Grades Three and Four only)

They will be homeless. Exhausted. Hungry. Poor. Disconnected. Pushed out of every comfort and regularity. Driven to the edge, and into our waiting hands, with full reconditioning processes ready to be applied, be it at civilian facilities, or in prison facilities.

IDEOCIDE MANDATES: There are numerous unique extremist groups that exist around the world, but all of them can be placed among the following categories, which will be rendered illegal under ADVENT to perpetuate, practice, or otherwise promote groups, individuals, or ideologies which are below. Please note that there are groups and individuals which can be classified under multiple categories, so not all will be defined under one category.

NATIONAL SOCIALISM (NAZISM): Nazism, more technically referred to as National Socialism, does not need a real introduction as it is a extremist fascist ideology that promotes racial supremacy, slavery, and subjugation or genocide of "inferior" races, primarily Jews, but also other ethnic minorities.

ETHNIC SUPREMACY: Ethnic supremacists are defined by their belief in the superiority of their own race, often at the expense of all other races. Ethnic supremacy is often accompanied by the persecution, harassment, and violence against other ethnic or racial groups, whom ethnic supremacists see as an existential threat to their existence.

SPECIES SUPREMACY: Species supremacists are defined by their belief in the superiority of their own species and view other species as inferior or threatening. This is accompanied by the mistreatment, harassment, violence, and detrimental action against alien species within dominated spaces who are minorities, or painted as an existential threat to be destroyed.

FASCISM: Fascism is defined by the centralization of power around a single dictator or political party which uses the power of the state and military to suppress all forms of dissent and opposition, while often strictly regimenting society, culture, and the economy along their defined - often militaristic - lines. Fascism is often driven by ultranationalism and systemic discrimiantion that can be based on race, ideology, gender, nation, culture, or species.

ULTRANATIONALISM: Ultranationalism is defined by individuals who are fanatic adherents to their national identity, and are willing to conduct violence, terrorism, and totalitarian measures against those they view as insufficiently loyal to their specific national vision. Ultranationalists are typically totalitarian, repressive, obsessed with control, and consider all those who do not adhere to their beliefs as enemies. They resist any form of integration or negotiation with outside bodies, and are strongly against all forms of globalism. Ultranationalists pose a direct threat to the stability of ADVENT.

RELIGIOUS FUNDAMENTALISM: Religious fundamentalism is defined as believing in a strict and curated understanding of religious teachings, which is often used to promote reactionary social views, violence and terrorism against the state and rival religions and sects, and often has the spreading and enforcement of such harsh rules and measures over a large population as a primary goal. It is very rarely based in actual religious teaching, and is often utilized as a mechanism for extremists to gain power and control over a group predisposed to religious manipulation.

VIOLENT POLITICAL EXTREMISM: This refers to groups or movements who consider the current government of ADVENT insufficiently in lockstep with their political ideology, or otherwise properly embodying their desired ideals, and are willing to conduct violence against the state to establish their ideal government.

ANTI-STATE ANARCHISM: Anti-State Anarchism is defined as groups or organizations (ironically) that advocate for the complete and full abolition of the state. It often contains loose collections of young disaffected terrorists who have no plan or capability for determining a solution. These are often small and isolated groups, but the end goal is a direct threat to the stability of ADVENT.

It is important to note that this category does NOT include individuals who self-identify as "Anarchists", whose actual beliefs are closer to Libertarian or small-government decentralization, both of which are acceptable political views in ADVENT. These self-identified "Anarchists" are NOT extremists, and should not be mistaken for such.

INTERNAL DIVISIONS: Within the Department of Extremist Mitigation will be a number of subdivisions, each focused on fulfilling the mission and needs of the department.

THE COMMISSARIAT CORPS: Those who carry out the field duties of the Department of Extremist Mitigation will be members of the Commissariat Corps. This will be the division which assists in the arrests, interrogations, investigations, and other manual duties of the Department.

They will be drawn from individuals who have backgrounds and training in psychology, detective work, interrogation, and combat training. They will be the public face of the Department of Extremist Mitigation, and be responsible for immediately following up on tips for extremism and later referring cases to other internal divisions.

Only Commissars are given full legal authority to declare AXE charges, and AXE warrants, without mandatory review required. They are screened, chosen, and picked not for pure skill, but for possession of the correct set of emotional and psychological traits required to successfully destroy extremist mindsets.

When the program has been in operation for an extended period of time, Commissars should also be drawn from the ranks of reeducated extremists. It is expected that they will have a unique drive and understanding of the extremist mindset, which will further enhance the Corps.

Commissars will also be the official points of contact between the Department of Extremist Mitigation and the rest of ADVENT. Commissars will also be utilized for military units, Peacekeeping Divisions, and other militarized parts of ADVENT due to historically the chances of the fomentation of extremist ideology being high.

THE DIVISION OF IDENTIFICATION AND CLASSIFICATION: This division is responsible for handling established cases, and determining if they are worth following up on, and if so, how they should be categorized. They are tasked with the identification of extremist leaders and members, determining the organizational structure of said groups, and acquiring as much information as possible to achieve a clear picture as to the internal workings and overall threat of this group.

They will work closely with other divisions to provide support for cases should the need arise, and be responsible for closing cases upon their conclusion. Particular attention will be paid to any who have criminal backgrounds or associations. There will be several PATRIOT Program embeds with this division.

THE DIVISION OF COORDINATION: Due to the complexity of operations conducted by this department, there requires a significant amount of coordination between inter-department and external stakeholders to achieve this. This division is responsible for making sure that all divisions are communicating with each other internally, and pressing members to keep lines of communication open.

Their other task is the management of relations with departments and agencies outside the department, specifically with ADVENT Intelligence, the Peacekeepers, the Oversight Division, and ADVENT Military. In the event that additional support or guidance is needed, this division will be able to immediately reach out to maintain operational tempo.

THE DIVISION OF INFILTRATION: This division is responsible for managing operatives which are tasked with infiltrating and impersonating extremists to identify members, assess internal workings, and sabotage the organization as swiftly and efficiently as possible. This division will have two internal subdivisions.

The digital subdivision will be managed by teams that have the responsibility of impersonating digital personas, which do not require single individuals to play roles. The physical subdivision will be composed of individuals who infiltrate in-person meetings and established infrastructure of extremist groups, usually in preparation for their swift dismantling.

THE DIVISION OF DEMORALIZATION: In later phases of operations, the Division of Demoralization is tasked with determining the optimal methods that will be used to demoralize extremist movements whose leadership has knowingly or unknowingly been decapitated. In addition to providing support for ongoing cases, their primary work will be performing research to determine the most effective and successful ways of demoralization.

This team will be composed of people with sociological and psychological backgrounds, with focuses on group and digital dynamics. Not all extremists are the same or have the same mindsets, and this division will help the department navigate which methods are likely to succeed and which are likely to have difficulty.

THE DIVISION OF DETERMINATION: There must be a determining organ of the department to assess if a group falls within the defined categories of extremism or not, as well as how to handle the review of individuals arrested under AXE warrants. This will be achieved through this division, which is responsible for two different tasks. The first is greenlighting disruption, demoralization, and dismantlement operations against groups.

Due to the serious nature of this task, it will be composed of leaders from all other divisions, experts on various kinds of extremism, and accredited and accomplished psychologists to ensure that there are no mistakes or misunderstandings made. This will have representatives from the Oversight Division, ADVENT Intelligence, and the ADVENT Military as well.

The second aspect of this division is overseeing the review process that all individuals arrested under AXE warrants undergo prior to sentencing or introduction to reeducation. This review process is to determine the viability of if the individual is capable of sufficient reeducation and resource allocation.

This is primarily intended for leaders and hardcore adherents to extremist ideologies, as those who are deeply involved in the management of such organizations are usually deep adherents where the ability to reeducate them would be an intensive effort. A smaller percentage of these leaders are sometimes involved in extremist groups for personal power, profit, and devoid of ideological motive. These individuals who are not connected to criminal activity will be imprisoned, as they are not possessing the ideologies that warrant harsher penalties.

For true extremist ideological adherents, leaders and organizers are able to be executed under the highest possible punishment under the Stochastic Laws, which to provide a brief summary, are laws which ensure that public figures do not use their position to inspire violence or hatred towards a particular, often marginalized, group or individual through innuendo and dogwhistles. If a review determines that there is a high chance of a successful reeducation, this path will be pursued instead as the benefits justify the time and resources investment.

Please note that this option will only apply to individuals who are not facing execution for other criminal activities.

This review process will last a minimum of ten days, where the subject will be observed, interrogated, and assessed by this division to determine their psychological state, malleability, and likelihood of reeducation success. Psions will be utilized as needed if there are uncertainties in honesty or intention.

For most individuals, the review process will be concluded during this timeframe, and the majority will be sent to be handled by the Department of Reeducation, or in the case of leaders and organizers who are incapable of reform, trial and execution. In some instances, reviews will be extended if there are signs shown of a possibility of reform, and this can be extended as long as the Division of Determination assesses it is necessary. Absolute certainty must be acquired prior to the conclusion of a review.

The review process is essential for ensuring that only the most irredeemable of extremists are erased from society, and the remaining ones being given the opportunity to become something better.

THE DIVISION OF DECONSTRUCTION: How to weaken and remake the mind is an ongoing study by ADVENT scientists, though the goals of this particular division will be significantly more focused on how someone becomes radicalized, and more importantly, how someone can be deradicalized.

The sheer degree of nuances and unique aspects of this task cannot be understated, but it falls to the department to make a substantial effort to ensure that this is done. Those who are not too far gone should not be forced to remain imprisoned simply because their mindset cannot be changed. It is the duty of ADVENT to make deradicalization a priority for those who can be rescued, and it shall be done.

This division will work closely with leading academics and experts in this field to determine pathways and frameworks to begin a successful deradicalization process, ones which are guided and in facilities, or passive actions and monitoring assisted by PATRIOT. Coordination with the Bureau of Optimization is strongly recommended to ensure maximum efficiency across ADVENT.

THE DIVISION OF EXTREMIST REEDUCATION: For those who have been determined as being capable of rehabilitation as a result of reviews conducted by the Division of Determination, this division will handle their in-person deradicalization based on the techniques and plans created by the Division of Deconstruction, and subsequent reeducation into model ADVENT citizens.

The primary purpose of reeducation will not be the imposition of specific values and beliefs, as those are inherently absolute, but the stripping of extremist views, ideologies, and beliefs, while creating a framework for the individual to rebuild their personality into something better than what was.

This will require dedicated psychologists and personalized plans, and will likely only be capable of performing reeducation on a limited group of people at a time. It is estimated that this is an acceptable risk, as the number of individuals requiring reeducation can be staggered and managed over a period of time with minimal risk to ADVENT if other anti-extremist measures have been carried out.

One potent tool which will be employed after this department has been in operation is the usage of former extremists who have been through reeducation. It is an objective that after a certain period of time, at least a quarter of staff should be former extremists, which we estimate will increase the efficiency and effectiveness of the programs significantly.

RECRUITMENT AND TRAINING: Due to the sensitive nature of the work planned for the Department of Extremist Mitigation, recruitment will be carefully done to ensure that those hired are experienced and skilled in their particular line of work, as well as possessing the requisite disposition for the kind of operations they will be undertaking.

This has been mentioned several times in this proposal, and will be again stated here - former extremists who have been successfully deradicalized should be pursued and employed wherever possible within the department. They are a unique asset, and one which we should retain to continually refine and improve the program.

It is recommended that those who have dealt with various forms and groups of extremism be prioritized, as they will have a greater motivation and belief in the mission of the Department of Extremist Mitigation. Recruiting from activist groups, law enforcement, and the military will also likely gain individuals who possess the necessary mindsets for this work.

CONCLUSION: In the end, this is a problem that comes down to choices – and allowing extremism to continue in ADVENT is a choice. It is not an unsolvable problem, it is not one which has no solutions, it is not one which is easy to achieve. But it is possible, all that is required is that the state possesses the means and will to see it through.

ADVENT has shown that it has the capability and the will to do what is necessary for the good of mankind. It is time that the disease of extremism be purged once and for all, and this shall be the institution through which it is done.


NEW YORK – Officials and observers have begun leaving the building where Jonathan Wordis was just executed via telepathic command for promotion and adherence to an extremist ideology and involvement in the city's organized crime. The execution took place following a short, concise, and extensively televised series of trials. With Wordis's execution coming on the heels of a litany of criminal associations, guilty pleas, and violent clashes.

With the formation of the Department of Extremist Mitigation, and the legislation that accompanied it, ADVENT utilized the legal arguments presented within, specifically on the illegality of promotion of extremist ideologies, and the recent signing of the Ideocide Mandates, to successfully argue for Wordis' execution, despite complaints from legal experts who argued that law changes prior to trial should not be permitted. The Oversight Division has committed to investigating this issue, but declined to intervene in the case itself.

The case itself was televised in tandem with a series of mass arrests, in conjunction with heavy raids of privately owned buildings and homes. With unrestrained usage of knock-out gas, tear-gas, rubber munitions, shock-cuffs, and shock-batons.

By the end of the raids, nearly all of the publicly identified groups, including Militant Anarchists, Neo-Nazis, Black Nationalists, Islamic Jihadists, and Christian Militias, had been rounded up, including large numbers of connected family members.

Jonathan Wordis, in direct connection his criminal associations, was best known as one of the most infamous neo-Nazis and white nationalists in the United States of America, and was the nominal head of the Nazi Party of America – a fringe and small party, but one which enjoyed the freedom of expression protected under the American constitution. Following the formation of ADVENT, and the suspension of the American Constitution as a binding legal document, he attempted to go into hiding, and was only recently apprehended in an altercation whereby he, his family, and his organization were ambushed and captured.

The remaining eight neo-Nazis were arrested and put on trial, and three of them were executed along with Wordis for their adherence to Nazism and connected criminal activity, while the ones that lacked criminal records were put into Extremist Mitigation Reeducation Programs. The Department has stated that they are confident all individuals will emerge fully reformed and changed.

"Let this day be a reminder, freedom of belief is not freedom from integrity," Director Arkadiusz Sroka stated in a press conference following the execution of Wordis. "For these are not just beliefs. These are beliefs in repugnance, in cruelty, in murder, in crime and predation. A cancerous tumor spreading with parasitic feeding on pain and suffering on young and old alike with twisted beliefs and warped views and pernicious lies. Let there be no doubt, Jonathan Wordis died today not just for what he believed, but what his beliefs made him do. He was put down for being a part of the disease of Nazism."

The execution of Wordis as well as the other neo-Nazis executed was heavily attended by ADVENT and city officials, as well as livestreamed to an audience that exceeded fifty thousand. ADVENT has stated that all activity prior to executions will be locally televised and published. The ADVENT Legal News channel will actively 'ensure targeted audiences for maximal effect.' with safeguards in mind to regard psychological effects.

Their organs were donated. Their bones were amputated for prosthetics, and their scraped-off flesh recycled for animal feed. Only men are buried. Animals are processed."

The family of Jonathan Wordis was likewise arrested under AXE charges. His two daughters were sent to re-education camps and his wife imprisoned under abetting charges.

While Wordis was the first major high-profile execution of an individual primarily for holding illegal political views, this has been conducted by ADVENT before. With the establishment of the Department of Extremist Mitigation, ADVENT has solidified its intention to not only hunt political extremism, but employ drastic measures to ensure it doesn't take root.

GENEVA – With the recent spread of crackdowns against ideologies and beliefs ADVENT has classified as extreme, there is a growing debate among citizen and academic circles on what the limits of free expression are, how they should be maintained, and if the current regulations are too stringent.

"It's worrying," one citizen said when asked. "I'm not going to cry for a few Nazis being executed, but I always feel this is how it starts. Extremism is a subjective thing, especially when you get into more generalized definitions. And without fail, every single government promises to handle it responsibly. That is never true."

"I hate to say that America did something right, but the First Amendment was one of those things," another citizen said. "Once the government can shut you down for disagreeing, I don't know how much of a free society we have. Maybe ADVENT is fine with that, but that makes me uncomfortable."

It has been a question that activist groups and free speech advocates have wrestled with since the formation of ADVENT, when from the beginning ADVENT made it clear that there were certain things that would not be tolerated. "Countering extremist ideologies is a laudable goal," said one lawyer of the ADVENT Civil Liberties Union. "Where I, and millions of others have concerns, is defining where it stops. We can all agree that Nazis and racial supremacists are bad, but I don't think they should be killed over it. I fear that we are moving close to an era of thoughtcrime, and today its extremists. ADVENT hasn't earned the trust to believe they won't change in the future."

Since their foundation, ADVENT has put a particular emphasis on the regulation of disinformation, extremism, and other radicalism, sometimes with controversy from citizens. ADVENT has endured a number of protests surrounding expression and speech, though has not given any indication that there will be any review of current policies.

"Their fears are well met, I share them," Director Sroka said when asked for comment. "I chose this duty with full knowledge of the lines, and the heavy weight of it. But it must be done, stringent measures must be taken. People must be allowed to speak their mind within reason, yet if what is on their mind is extremist poison, then it is a corruption of freedom. This must be recognized."

When asked about limits on suppression, his answer was the following: "Everything has been carefully laid out, and ADVENT and our department has taken care to only target ideologies which are considered extreme by any reasonable metric, in conjunction with academic and accredited experts, with aid from from groups that had been at the forefront of dealing with extremism. Be they the House of Wisdom, the Catholic Brotherhood of Germany, Ikhwan Al-Hilf, and countless others."

Comments about freedom of speech and free societies, Sroka was even more blunt. "No, you don't live in a free society, and that has never been a reality at all. ADVENT will not lie to you, for the sake of a warped illusion of superiority. We are a civilized species, and with civilization comes rules and restrictions. We do not accept that all ideas and speech are valid, and will take action when this is violated. The words of extremists degenerate society and ruin civilization. No longer will freedom encompass the freedom to destroy."

Thus far, there has been little comment on this issue from Representatives, and free speech advocates have begun organizing to petition the Congress to revisit the current regulations on speech and extremism. ADVENT has provided no comment, and is not expected to encourage a review of the existing regulations.
