The next day was the big day. The Bar was packed due to the extent of Shigaraki's plans finally being explained. Muscular and Moonfish were there for once, although Moonfish had a gag in his mouth so that he wouldn't start chewing on anyone.

Everyone seemed to wait with bated breath for Shigaraki to speak as he stood in front of the counter gaining everyone's full attention. They all wanted to be part of the next big USJ.

Toru sat on the side counter, watching, close enough to Kurogiri that he could help her, and far enough that she wouldn't get in the way if Kurogiri needed to break up any fights.

All for One listened from the monitor as he usually did. Audio only.

Toga fidgeted excitedly in her seat, kicking her legs as high as she could. "So, so! Tomura! What's the big secret plan? I hope it's fun! I'm sure it's something exciting. I want to meet those hero students!" Toga said chipperly, being all too friendly.

"I just hope I can be useful to you guys." Twice moaned. "But I'm also super excited about our first big plan! I'm sure it will be great!" He suddenly switched to the excited tone of a schoolgirl, high pitch and giddy.

"I'm sure you'll be useful." Toga reassured him, patting him on the head.

"I'm sure you're all impatient." Shigaraki admitted, "And angry that we haven't had a plan sooner."

Muscular gave a stiff nod. Mustard scoffed. Dabi crossed his arms.

"The final touches of the plan needed to be approved by Master." Shigaraki pointed to the Monitor.

The room grew quiet. The mentions of Shigaraki's Master commanded respect. Even if some of the villains didn't know who he was, his presence and power could be felt even through the monitor. That was how intimidating All for One could be. They all knew he was powerful, even if they didn't know who he was.

Kurogiri brought out a laptop and clicked a button, showing the crowd an image. The picture was of Bakugo from the sports festival, holding a medal with his teeth and angrily restrained.

"Our plan involved creating a major hit to hero Society. Something that will break those heroes' hearts even more than USJ. Something that will fully destroy All Might's peace and spirit." Shigaraki revealed, suddenly drawing everyone's attention with his big promises. "Do you all recognize this student from UA?" He pointed to the Bakugo picture.

They all gazed at the picture of Bakugo. Most of them nodded, aside from Moonfish and Muscular who hadn't watched the sports festival.

Twice nodded and responded with a cheerful "Nope!"

"That's the winner of the 1st year's UA sports Festival." Dabi explained for those who were still confused. "Katsuki Bakugo. He was so violent that he needed to be restrained at the end. And the whole thing was televised."

"That's right." Shigaraki nodded. "He's incredibly violent and fueled with a desire to win at any cost. Does that sound like a classic hero to any of you?"

Most of them shook their heads except Spinner. "Sounds like the sort of hero Stain hated." He muttered under his breath. Noticing that nobody was listening to him, he stopped.

"Exactly." Shigaraki nodded, "This kid is no hero. He's prime material to be a villain. He's like us, not like All Might." Shigaraki pointed out. "He wants to destroy what he doesn't like." He was seeing himself in Bakugo a bit. "This Bakugo…Happens to be one of All Might's precious student's too."

"So? What does that mean?" Magne asked.

"He's the piece we need to destroy All Might's legacy!" Shigaraki announced. He picked up a chess piece from a board Kurogiri was using and destroyed it, as if to show the other villains what he meant.

".H-hey… Nevermind." Kurogiri sighed at his ruined chess board. Compress was beating him anyway so no real loss.

"When Kurogiri and I attacked UA in the USJ incident, you must have all heard about the Nomu All Might faced. The Nomu wasn't powerful enough to defeat him, but I did learn something very important." Shigaraki revealed. "All Might cares a lot for his students. They're precious to him. So, if anything happened to the students All Might was tasked to protect, it would break him."

"Not only that but society's trust in heroes would crumble as well. Can you imagine the headlines if one of the great UA's students got killed or worse…Became a villain of their own free will?" Shigaraki's eyes sparkled. "Bakugo's the top of the top. Imagine how great it would be if we recruited him. Nobody would trust heroes and All Might would break from having someone close to him be a villain." Shigaraki announced.

"So…Our task is to become recruiters." Compress realized.

Most everyone else was quiet. They were hearing what Shigaraki was saying and couldn't help but agree with his speech. It was all true.

Shigaraki nodded, "Yeah, we're going to recruit the hell out of that Bakugo kid and crush the trust the public has built up in heroes."

Dabi frowned and looked at the picture of Bakugo again. "How? It's not like we can walk up to him on the street and ask him if he wants to join us. He seems like the type who would blow someone up without listening."

Toga nodded. "Oh! Is the plan that we kidnap his mom and I replace her? I bet I can if I drink her blood! And most people listen to their parents! Not me of course, but maybe Bakugo's that good sort of guy who can't help but listen to his Mommy. Let me drink her blood—"

"No. That sort of plan is too subtle. It wouldn't make a big enough splash in society. Nobody would even notice or care if we replaced Bakugo's mom." Shigaraki pointed out. "No. We're doing something much bigger. We're going to kidnap him in a huge mission and convince him to join while he's held captive."

Eyes were wide at such a big proclamation.

"A kidnapping? Like…after school or are we attacking UA again?" Magne asked

"Attacking UA again, of course. We're making a big splash, remember?" Shigaraki reminded.

Muscular was finally smiling. A lot of people were.

"Kurogiri, pass out the other photos and the list of names." Shigaraki ordered.

Kurogiri portaled a paper with pictures and a list of names to each villain. The paper was a list with student's names, organized under a "Kill" and "Do Not Kill" section.

"Finally! Something exciting! But I can't promise I won't kill anyone under the Do Not Kill section." Muscular joked. "That's why I'm here though…To kill."

Kurogiri ignored his remark. "Shigaraki and I have extensively researched the best time for you all to strike. We've determined it's during UA's summer Camp for their Hero students to partake in. Have any of you heard of it?" He asked

Most of the villains shook their heads, aside from Dabi, Spinner, Mustard, Compress, and Toga.

"I had a friend whose boyfriend went on it last year!" Toga raised her hand and offered up her knowledge. "It's something that lasts for a week in summer break, that spirits away hero students for intensive training, right?" Toga asked.

Shigaraki nodded and Toga cheered that she got it right.

"It's not that secret that it exists. I read about it in a magazine." Spinner explained, "The location changes every year though and is pretty secret. I've seen like…only one paparazzi picture of it in all my life."

Shigaraki didn't respond to him. "We'll be raiding this summer camp and kidnapping Bakugo there. We don't yet have the location but once we have it, Kurogiri can easily portal you there. We finally have the timeframe of the summer camp though. It will be the last week of July. You'll attack on the third day but arrive the second day to figure out which pro heroes are present and do some reconnaissance." Shigaraki revealed.

Twice counted on his fingers. "That's in less than a week!"

Shigaraki nodded. "We've been investigating when the summer camp will happen before we wanted to reveal the full scope of the plan." He lied.

That was an acceptable enough answer.

"So, we don't have any idea on who will be there protecting the students yet?" Spinner asked, "And where it will be?"

"Shigaraki's Master will provide the location at a closer time." Kurogiri admitted, "And we do not yet know which pro's will be there besides Vlad King and Eraserhead. It's doubtful that All Might will be present since he still has hero work to do and isn't good at arriving promptly at secret locations. Even with many unknown variables, you all should be able to handle this mission though."

"Us all? Does that imply you two won't be on this mission?" Compress noted.

"Kurogiri and I are too high profile for this mission." Shigaraki explained. "Even being somewhere for just a few minutes, the cameras somehow spot us. Not only that but the hero students know our quirks. It will be easier for them to handle us than you."

"So, I have decided to make you all our vanguard. You'll do this special mission alone. You are the Vanguard Action Squad. Bring about victory in a way befitting the league of Villains." Shigaraki ordered.

Spinner smiled at the cool name.

"I will be teleporting you in and out of the location though." Kurogiri insisted.

Dabi frowned. "So…This mission is all on us. Are you sure this isn't just a test for us new recruits?" He asked suspiciously.

Shigaraki just shot back an absolutely wicked smile, not answering.

Dabi frowned but didn't complain. "It will be tougher being sent into a mission with no leader. We'll be like a herd of cats. It could make the difference between victory and defeat." Dabi pointed out.

Shigaraki frowned. "I was getting to that! The Vanguard Action Squad leader will be…" He pretended to think, swirling his fingers in the air, even though he already knew the answer. "You Dabi." He pointed. "I'll give you a Nomu to use."

Dabi's complaints ended once he was handed power and responsibility. "I won't let you down."

"Do the rest of us get cool roles?" Spinner asked, excitedly.

"Being in the Vanguard Action Squad is a cool role." Shigaraki argued. "But all of you will have things to do. Muscular- You should be in the outer rings of the camp, to clean up and destroy anyone who tries to escape." Shigaraki ordered.

Muscular grinned and punched his own hand.

"Moonfish, uhh will do whatever Moonfish wants I guess." Shigaraki knew Moonfish was uncontrollable. "Injure some students or something."

Moonfish couldn't even respond with the gag on.

"Mustard, you should be in the middle of the camp, because you'll need to make all the heroes unconscious with your gas. Bring down their numbers so they can't fight back." Shigaraki ordered.

It was hard to tell Mustard's expression under the gas mask, but he bobbed his head up and down excitedly. "I can do that. I can bring about even better results than you'll expect."

"Compress, your job is to get Bakugo at all costs. Your quirk is the best fit for that. You'll be the one looting the goods." Shigaraki joked.

Compress tipped his hat.

"What about me and Toga?" Twice asked eagerly and impatiently

"And Big Sis Mag and the lizard!" Toga pointed out, equally as impatient.

Spinner looked offended.

"Spinner and Magne will be mostly muscle. I'm fine with whatever you do." Shigaraki shrugged, "But Twice and Toga you'll both have a special mission."

Toga looked excited.

"Toga I don't want you focusing on the main mission. Kidnapping Bakugo? Killing Heroes? Distracting the Pro's? This isn't your mission." Shigaraki told her. "Your orders are to get blood from at least three different heroes so that you can transform into them at a later time. Your goal is to only get blood and then get out of there safely, got it?" Shigaraki hissed.

Toga nodded. "I got it! I get to cut up three different people! Oh, but I only want to cut up people I like and cute people. None of those ugly mutants." She shivered.

Shigaraki glared at her but didn't reprimand her. Spinner looked at her in shock and offense.

"What about me? What's my special mission, Boss?" Twice asked.

"Your mission is to also stay safe. You should try to avoid being seen if you can. Stay near Dabi, replicate him so that we can burn even more than we could with one Dabi." Shigaraki ordered.

Twice breathed a sigh of relief. "Whoo! Good! I was going to tell you I can't fight, Boss! Don't want to get any injuries and then vanish! But you thought of everything!"

Dabi was listening but also trying to figure out the list Shigaraki had given him with the "kill" and "Do not kill" list.

"Can you explain why some students are targets to be killed and why we don't kill others?" Dabi asked. "It's hard for my flames to not kill someone…And I thought our only target was Bakugo."

Shigaraki nodded. "In Video games, there's always a mission, and a secret mission. The secret mission is a bonus. The students on the Do Not kill list are basically those bonuses. They're powerful, and we could probably find a use for them if we capture them. If you run into any of them, try to capture them too. But it's not as important as Bakugo."

The Do Not Kill list didn't have many names. Bakugo, Tokoyami, Uraraka, Shiozaki, and Monoma only. If Toru were to bet anything, it was people with quirks that All for One found interesting and wanted for himself.

"It's based on the UA sports festival, so there's not a lot of Class B names, since we barely saw them." Shigaraki admitted. "Those four kids could be added extras, they're strong, and one of them, that Monoma kid, has a really twisted personality, their quirks might be useful to us." Shigaraki frowned. "If you see any Class B kids with strong quirks, use your own judgement, I guess. I barely saw them so there's probably someone who might be useful to us." He shrugged not really caring.

Dabi nodded. "Okay…But could you explain the Kill list? Why are these students so special?"

The Kill list included Midoriya, Todoroki, Iida, Kirishima, Tetsutetsu, Yaoyorozu, and Hagakure.

"Todoroki, and Iida placed high on the sports festival. So, they could be dangerous to us, because of how powerful they are. Not only that but they're pro hero kids, same with Yaoyorozu. So, kill those hellspawn." Shigaraki sounded disgusted.

Dabi looked a little excited at the aspect of killing those three.

"Kirishima's apparently close to Bakugo based on the sports festival. We don't want Bakugo tempted to refuse our offer because of him, so if you see him, you can kill him. Tetsutetsu is basically Kirishima, so you can kill him too. And Midoriya, I just don't like him. So go wild and kill him." Shigaraki shrugged.

Really any students could be on the kill list. It wasn't any of their jobs to hold back.

"What about this last name?" Magne asked, "Hagakure?"

"I don't even remember a Hagakure from the UA sports festival…" Spinner scratched his head. "Was it that brainwashing kid? No, he wasn't a hero student. And the supports students name will forever be in my head since she said it so often…"

"I believe it was the girl with the vine hair from 1-B." Compress decided. "That must be Hagakure. She did seem rather dangerous—"

Shigaraki sighed. He hadn't expected them to all not even know who Toru was. "She was the invisible student. The one from 1-A."

The people who had seen the sports festival thought.

"Sorry. Still can't remember her." Toga frowned. "She just wasn't as cute as the people with flowing blood!"

"She's dangerous to our plans. If she slipped away, she could get help. So, she has to be taken out, be that through Mustard's gas, or some other way. She can't be around to screw up our plans." Shigaraki ordered.

Compress nodded. "…You're right. I hadn't thought of that. Not only that but an invisible student could easily slip into Kurogiri's teleportation and find our base…"

Shigaraki didn't respond to such a smart realization. "It might be an overwhelming frantic mess when you all start attacking, so if you can't kill her, fine, but at least maim her so she can't spy on us. In fact, prioritize destroying anyone with an information gathering quirk!" Shigaraki ordered, trying to keep the focus off Toru.

This had been discussed with Toru beforehand. She had to be a target so that she could be heavily injured as an alibi. The problem was ensuring she was only injured and not dead.

Dabi wrote something on his kill list. "I guess that means we should prioritize getting rid of the earjack girl and the multi arms dude too." He added.

"Sure. Anything to up our chances of victory." Shigaraki shrugged. "Now, any more questions? Or does the plan make enough sense?" He was running out of energy from talking so much.

Everyone nodded. They looked at the list excitedly.

"Well then, I suppose we'll be back in a few days for the operation." Muscular smiled.

"Me too. I've got lots to think about…I'll do even better than you're hoping for!" Mustard agreed.

Kurogiri teleported him, Muscular and Moonfish away.

Toga spent the rest of the day excitedly talking to Twice and Magne. Spinner left to train his sword fighting. Dabi thought up plans. And Compress read a book.

"Oh, Twice, before I forget. Stay a little after closing time. I got something to discuss with you about your role. You too, Dabi." Shigaraki mentioned.

Toga looked jealous. "Oooh! Something extra special! Lucky you two!"

Magne didn't bother them and left.

Compress looked a little interested in this talk after closing time. That was when Kurogiri returned from teleporting people home.

"Something must be discussed with you too, Compress." Kurogiri admitted. "Shigaraki's Master wishes to meet you. Let me take you there now."

Now Twice looked interested. "What did you do to make Mr. Audio only interested in you?"

Compress shrugged. "A magician never reveals his secrets. Nor do I know myself. But I have some…suspicions. Let us go then." He walked up to Kurogiri and the two were gone.

Taking her cue, Toga sighed and eventually decided to leave too, guessing that whatever Dabi and Twice were going to do would be boring and had to do with Dabi's official role as the leader.

"Come on then. It's time to go to the back room. We've got a lot to discuss with you." Shigaraki gestured.

Kurogiri popped back into existence to join them.

Twice's eyes on his mask widened. "The secret room?" He glanced at Dabi. "Ooh! That's great! Dabi's being let in on it?" Twice obviously was ecstatic at not being the only one having to keep the secret.

"Be quieter, idiot!" Shigaraki shushed.

Twice calmed himself.

"Huh. So, there's a secret room here. Of course, there is." Dabi said, hands in his pockets.

Kurogiri pressed the button and the four of them, plus Toru went in.

It was time to see if Dabi and Twice could actually be trusted with her secret.

I think it was during the camp raid that Muscular said that Midoriya was on the kill list. (Unless it was Magne). That made me wonder who else was on the kill list.

Originally Yaoyorozu was on the do not kill list because I thought All for One might be interested in having her quirk, because it's very unique. Then I booted her to the kill list because she's a pro hero kid, and I can't imagine the league of villains not wanting to kill Pro hero kids.
