We've all known how long this as been waiting, its time to see what this prison has in store for All Might, Moe and Hall Monika. What will they find in Hydra? What is life like behind these walls? A lone black car stopped outside a facility, right behind a thick wall that seemed much akin to one belonging to a fortress as opposed to a modern prison. Currently the sky was overcast, devoid of the sunlight and rays of the radiating sun. It was on the outskirts of the mainland clearly designed with a sense of isolation as the facility had its back towards a steep hillside. If one were to look, above said hilltops you would notice four watchtowers, spread throughout the peaks of the hilltops, clearly designed with the means of enabling a full 360 degree view as well as the advantage of having higher ground. No doubt that snipers were already there in case of any stragglers in the case of a breakout.
All Might eyed the layout of the watchtowers that stood tall beyond the walls of this enclosed fortification.
'They have watchtowers…and yet Harukaze was able to avoid detection despite the range the defenses provide?'
All Might took a peak at the view. He couldn't help but notice how isolated this place was. It was far from the city and extremely lacking in natural ambience.
Moe took a look at the nearby prison limits herself, noticing the look of tension in All Might's brow. "What's the matter All Might? Something up?"
The legend himself analyzed the area. "Seeing it in person, I can't help but notice how quiet it is here. Too quiet."
Monika tilted her head, still seeking input being a fresh faced intern. "I didn't notice it myself when I first came here for my interview. To be honest I still haven't noticed anything other than the fact that it's a prison. Isn't this normal?"
Moe narrowed her eyes analytically. "That's what's bothering you?"
All Might sat back in the car. "Trust me, after a few more years of experience you'll get a sense for these kind of things."
Moe, being the enthusiastic sidekick of the Endeavor Agency, simply took it to heart. With her traditional grin she followed. "And that's what makes you a pro, All Might!"
All Might let out a small chuckle. " Was a hero Moe. Not anymore. Right now I'm just an old man looking to contribute anyway he can."
Moe butted in. "Don't put yourself down, I would say you look fine for your old age."
All Might had shadowed eyes, his expression
unreadable.
Moe sweatdropped. "Sorry…"
On closeup one would see a focused glow in All Might's prominent almost otherworldly blue eyes. It wasn't the 'old' comment that registered in his thoughts. Quite the opposite really.
It was not even something he considered in the slightest.
Hall Monika pulled out a wrist pad from her uniform sleeve and pressed a button. It was a portable access clearance for the doors to open. She input her identification number, reading in bold red font 5211980. (A/n: Little easter egg for you readers, I'll send a shout out to whoever finds out what the number means.) The wrist computer beeped.
Moe had used her peripherals to notice the inputted combination before the doors opened.
RUMBLE
RUMBLE
The large thick plated gate unsealed itself. Though originally assumed to be a double door, it turned out that it was an interlocking door, with metal panels planted horizontally as well as vertically. Like puzzle pieces they separated and disconnected before the metallic fibers of the door were fully unsealed to enable the car to drive the inspectors through.
Behind the wall the facility itself was thick in construction, designed for impact and dense with enough material to prevent escape through force. It appeared to be made of thick concrete, though it was lined with a metallic outer shell that served as both fortification for the structure as well as serving as an enclosure for escapees.
There were multiple checkpoints that paved the lone road to the prison itself, safety measures no doubt lied in wait for any who attempted to exit or enter. If that weren't enough, guards also served as a line of defense for these checkpoints. Notably they wore thickened variants of the usual riot gear equipment that normal police forces would wear, and had the body mass and fitness befitting of soldiers as opposed to simple guardsmen. Their vests didn't seem to be made of kevlar as it seemed metallic in design.
'There are many guards here too. Highly unlikely that anyone could force their way out of here even if they wanted to.' All Might paid rapt attention to the sentries placed, carrying automatic weapons, bearing slight modifications such as a laser pointer and an unusual barrel on the side of the guns they wielded.
'Those attachments appear custom made. Wonder what they're for?' All Might took notice of the strange weapon modifications.
Part of the job of a hero's survival is understanding weaponry. Memorizing what weapons are in circulation or manufactured could be a useful means of avoiding an otherwise fatal loss against criminals. Most use guns if not quirks, for experienced heroes like All Might, this was a no brainer.
As the car drove two guards noticed the incoming vehicle. They wore face masks that made the guards' faces indecipherable. They seemed to be similar to gas masks, possessing small vents to ensure maximum breathing capability whilst ensuring the prevention of breathing toxic particles.
One guard pointed towards the black car All Might occupied. The other guards looked towards the black car.
Moe took a look at the watchmen. Her eyes analytical as to their clearly on guard predisposition.
"Don't mind them, they are simply keeping an eye out. They are just making sure you're not a threat." Hall Monika alerted the other two occupants, understanding how the guards may appear to be off putting for newcomers.
Moe raised an eyebrow. "But we're heroes..."
All Might narrowed his eyes. "That's the point, that's why they have to be on guard."
The car reached a small checkpoint, several units tending to a large metallic fence that would obstruct people from climbing through. On the top were anti-climbing razor spikes. The road ahead had these small gates along the pathway, though currently they are of unknown purpose considering they clearly weren't sewer grates or leading to any electrical circuitry.
Upon reaching it the car stopped. The guards immediately began walking towards their position. One guard whipped out a scanner and seemed to raise it towards the front of the car. He held it against the side of the windows and lowered it to where one would press the pedals. Rhythmically the guard scanned the entirety of the guard. The others of this first checkpoint stood by the sides of the vehicle about 7 feet away.
All Might and Moe felt a little uneasy as to the distance. The guards waited for the scanner to finish the necessary sweep.
The guard after looking at his scanner nodded. The gates were opened for the car to pass through.
"What exactly was that checkpoint for?" Moe asked.
Hall Monika answered promptly. "Arms, explosives or other volatile materials. In the case of a security breach the last thing you would want is for rioters or escapees to obtain weapons from outside help. Next one is coming up."
The car stopped at the second checkpoint, this one possessing sentry turret fortifications. The guards here were more numerous and tanks. These guys were clearly for increased security purposes.
One immediately walked up, his gear causing each step to sound loud with the weight in each step.
The guard had an orange sash on his right arm.
Hall Monika mentioned to the other two occupants. "He's part of the sensor unit, he's meant to scout our identities."
The guard stood by the driver seat, the officer brought down the window for the sensory unit to check his over.
The sensor unit went to the passenger seat section opening the door. All Might and Moe made sure to make their body language as laid back as possible to not seem suspicious. The guard could be heard breathing through the mask at a steady pace as he quietly stared at the three.
After a tense ten seconds staring at the passengers he immediately closed the door and with a hand signal the sentry turrets aimed away from the car. The gate opened.
Moe sweatdropped letting out a fatigued sigh. "These checkpoints are really nauseating."
All Might nodded. "Unfortunately it's all part of the job. Whether we like it or not if you weren't a hero, you'd have to resort to such measure when dealing with an entire armies worth of threats to civilians."
Hall Monika added to the conversation. "Mix that with not being allowed to use quirks against villains and you're left with officers who have to fight with their hands tied. In exchange they have to substitute their quirks for arms and technique."
All Might looked in her direction. "I could only guess you will be a big help for them once you become a hero."
Hall Monika smiled with her passionate frost blue eyes. "I've only just started two days ago, but in a way, it also helps with morale. Being isolated far from the city usually means not much exposure to heroes. Being here I am able to aid the police force as well as bring a face they could recognize. One that police and criminals alike would learn to associate with the strength of justice!"
All Might closed his eyes and nodded. It was good to see the optimistic perspective that Monika had in her attempt to make a difference. Every hero wants to help in their own way, and it seems she found hers.
"As long as you believe in yourself and put in the work, I'm sure you'll go far." The old hero said.
Hall Monika blushed from embarrassment. Her voice becoming high pitched from the unexpected compliment. "Oh wow! Thanks All Might! That really means a lot coming from you!"
Moe grinned. "Well you at least seem to be serious about all this so I'm sure you'll do fine."
The car stopped at the actual entrance. It seemed to be a large double door. On the top was a golden emblem stating 'Hydra Rehabilitation Center''. The building was lined with metal and seemed to have a few guards inside bearing red sashes on their left arms.
"Those guys are prison guards, since your heading there they'll be leading us." Monika noted to All Might.
The three made it outside the car, going inside the halls of the building, a large metallic booth stood between them and the rest of the facility which appeared to branch out into two hallways.
A guard called out to the three. "Please step into the booth for processing."
Moe sighed. "Again, yeesh! You think the first two would be enough."
All Might groaned. "Just do what they tell you."
This booth, when Moe stepped in first, emitted a blue light that ran horizontally on her person, steadily going up and down to scan out her entire body. On a portable monitor held by an officer it identified her credentials which included her name, her Hero alias, and medical records such as age and gender.
The guards cleared her through at the sight of a greenish notification on the portable monitor, enabling Monika to do the same. This scan took approximately ten seconds before getting a green notification. This was merely five seconds more than Moe's scan.
All Might stepped into the booth next. His scan took the longest. All Might raised an eyebrow when the scan took its time. After a silent twenty seconds a stillness could be felt in the air. All Might gulped as he knew this to be the growing steadfast awareness of the nearby guards, staring deep at his back as the monitor had yet to clear him through.
After about forty seconds of no confirmation.
CHICK
All Might felt his spine crawl, one of the guards had subtly clicked his safety off on his weapon. After his many years of experience, All Might possessed tempered awareness of his surroundings. Quirk or no quirk, at least he still had sharp hearing.
"Sir, I need you to turn around for further screening. Hands raised." The lead prison guard demanded. All Might made sure to move slowly as when he took a look at the guards he couldn't help but notice that their broad shoulders were more stiffened, ready for action. Their hands were already tightly clasped around the neck of their automatic weapons.
All Might slowly raised his hands, making sure to not look at them in the eye to avoid inciting the prison guards. As he stepped forward, at least four feet away from the guardsmen the same one called out to him.
"Okay that's close enough. Stay where you are and don't move." The guard ordered. He whipped out the monitor from before, it glew a neon blue as it flashed against All Might. After a few tension filled seconds the monitor came back positive on the identity of All Might.
The guard came closer with the monitor and scanned All Might via a weapons check, grazing his arms and legs with explorative hands. The guard stiffened the moment he reached and touched All Might's jacket pocket with his free right hand.
CHUCK CHICK
All Might saw the officer that was once scanning him immediately held a gun to his head with his left hand as he stayed stiff from touching All Might's pocket. It was a quick response, highly trained and effective in taking down targets.
Moe was about to step forward. "Hey, what's the big idea!"
Two guards pointed at Moe with their weapons, the sidekick remaining silent as the guards clearly were not above dealing with her if she made any sudden moves.
Hall Monika immediately protested. "Stand down officer! They're with me."
A scrawny guard retorted. "Intern, stay out of it."
Hall Monika shoved his gun downwards. "I'm interned as a personal assistant to Warden Warlow, put your guns down now!"
All Might felt his heartbeat quicken, as he wasn't sure what was wrong. He called out to Monika. "It's okay…they're just doing their jobs…"
Hall Monika seemed ticked by the audacity of such hostile behavior. Her officer hat shadowed her expression. Though it was clear that her teeth were clenched.
That was when the ex hero saw the strange object the guard was seeking.
A lone purple sphere.
All Might recalled the aforementioned. 'That's the sphere I accidentally took from Mamira! I completely forgot I still had it!'
The guard looked confusedly at it, turning it left and right.
"What is this?" The guard ordered from All Might, gun still planted on his head. All Might had to come up with something, anything to avoid getting shot. He spoke calmly.
"It's a medicinal tablet. I have this condition you see and I take it daily."
The guard took a whiff. "*sniff* It's grape flavored…looks more like a jawbreaker…" The guard mentioned before scanning it again.
"Jawbreakers are made of dextrose, a type of sugar. It's easy to forget that sugar can be an explosive. In fact, it's four times more powerful weight for weight than TNT." The guard explained as the scanner emitted a red signal upon viewing it and its contents.
All Might sweatdropped. These guys are highly intelligent as well.
"Okay…he's clear." The guard said. The men behind him lowered the gun
"Um…the gun…" All Might mentioned to the officer whose pistol was still against his temple. The guard looked at All Might for about three seconds, the visor of his helmet reflected All Might's face obscuring his facial expression before the guard simply holstered the gun.
"Carry on. Sorry about the confusion." The guard apologized before disengaging.
All Might let out a breath he didn't know he had. That was far too close for comfort.
"That's a tablet? They get bigger every year!" A burly guard said as the three walked away. Moe and All Might were being led by Monika who took a left to of the intersection.
"I apologize All Might. To be honest, it's a first for me to see them act this way." The intern apologized on behalf of the officers' conduct.
Moe gritted her fanged teeth in irritation, her green flame locks sizzling duebto her furious state. "It rubbed me off the wrong way, these guys were ready to shoot first and act questions later! The nerve of those guys."
Monika sighed. "It's Harukaze. Because of his escape, they can't take any chances with these scans . But…it worries me as well…"
All Might was steadying his heart rate. It was a rarity but he was caught off guard by what just occurred.
'I really have gotten old, back then situations like that wouldn't have mattered. Now…I have never felt more vulnerable.'
Moe though burning with internal rage from earlier was curious still. "So the left side of the intersection takes us to the prison, but what about the right?"
Hall Monika answered plainly. "The medical wing, I've only been here for two days and fighting can be a problem here. Prisoners are often looking for a means to vent. They are all quirk users, they find ways."
The trio went onto a field. Specifically a chained fence hallway that enabled prisoners to at least see the outside.
All Might with each step couldn't help but notice the goosebumps against his skin. 'This feeling…its not good.'
All Might looked up from his internal thoughts to find three guards, one who seemed to be unmasked unlike the others.
His face gave off a steely expression, a military man based on the business like and yet tempered ferocity known only to combat veterans. He had green eyes and average skin. His hair was dark brown, long and stylized as a ponytail, albeit slightly dry due to the time demanding nature of his role. Possessing a full thick beard and a few minor scars on his face, gave the man a masculine and fearsome outer look. He was clearly no stranger to heavy combat.
"As I live and breathe, All Might in the flesh." The unmasked officer spoke.
All Might nodded. "Hello. I'm here to inspect the security measures of the prison grounds."
"Of course, I was informed over the phone by my intern Monika here you would be arriving, hope the drive wasn't too long." The officer extended his left hand for a handshake.
"I am the warden here. You'll have to forgive me for my men's lack of formality, can't take anything to chance these days. The name's Warlow." The head of the prison introduced himself.
All Might reached with his right hand. "Yes it is good to meet you."
-Hydra Prison: Holding Cells-
All Might, Moe and Monika went with Warlow and his men into the large prison complex. Loads of ambience via talking and chain rattling could be heard as clearly the many guards and inmates populated the area. Prisoners were currently hanging around their cells or performing exercises in the outside fields.
All Might felt the aura of this place. The hostility practically infested the air. One prisoner looked at All Might with a sickeningly insane grin.
"Party time! Party time!" He called out before scampering back in his cell.
"This is the first floor, above us you'll see we have roof defenses via sentries in case any would be daredevils decided to-"
"Finally freedom!" A loud echoed voice could be heard as from high above them, an inmate could be seen throwing himself and using some advanced climbing with some custom made rope made of sheets and blankets to attempt an escape.
All Might and Moe closed their eyes to the prisoner's attempted escape. They knew he wouldn't escape.
Warlow simply watched on as a sentry turret on the ceiling shot the prisoner with a single shot.
BANG
The silence brought on after the deafening of the shot killed off all ambience. The prisoner fell downward, landing on a nearby rail before guards picked him up and hauled him elsewhere.
All Might sighed.
Warlow continued. "Our sentries are normally set to stun, unless an inmate is carrying a weapon, melee or otherwise. He should be fine, didn't make it really far, I'm actually disappointed. This was the worst attempt yet."
Prisoners could be heard collectively laughing, steadily mocking the failed attempt of the stunned prisoner.
"Have fun at the medical ward Melvin!" A prisoner mocked.
The first cell they came upon entering held an inmate who quite literally had his body inverted. As opposed to skin, his skeleton seemed to be on the outside fused against his skin and muscles. His movements were surprisingly normal though one couldn't help but hear the cliterring and clattering of bones against the ground as he walked. If that weren't enough the strange prisoner simply stared at the wall, his head clearly a skull fused to his muscle-exposed exterior. He slowly stared at All Might, the corner of his 'eyes' were clearly made of a jewel like material.
All Might cringed instinctually as the appearance was akin to a mutilated corpse as opposed to a functioning living being.
"Do I know you?" The prisoner asked with a booming introduction. His voice was powerful as the gem-like eyes pierced into All Might's own. It's powerful voice conflicted with the frail scrawny appearance of the skeletal man.
All Might backed from the cage as he followed Warlow.
Hall Monika whispered into All Might's ear. "That's Daichi Furukawa. He's the oldest among all the prisoners I've seen so far. He's pushing 88 this year."
All Might raised his eyebrows in interest. He whispered. "What's he here for?"
Hall Monika spoke somberly. "Three life sentences…one for severe fraud, one for arms trafficking and one for providing intel to a terrorist organization."
All Might blinked as he looked at the skull faced felon who turned more in the blonde's direction as All Might made eye contact.
Warlow interrupted. "Careful, that mind is as sharp as it is deadly. Only reason we even found him was because Nighteye detected him with his quirk about ten years ago."
All Might felt his heart pound in his chest. His once sidekick had encountered such a strange villain.
"H-he did?" All Might asked responsively, as the memory of his old friend and pupil weighed on his mind.
"Single handedly I might add. This guy was the best information broker of the criminal underworld, sold to every highest bidder you could imagine. Went by the moniker Diamondeye on the count of his eyes. Best to ignore him for the time being. He's behind bars and his story will end behind bars."
"You look familiar…" Diamondeye's voice echoed in his cell. His voice echoed and bounced against the walls.
Warlow pressed on. "Ignore him. He's just looking to kill time."
All Might thought to himself. 'Times like this I wish I could have at least settled things between me and Mirai sooner, the same as being there for Nana. Nana…even though you have long passed, I can't help but wonder where you are now?'
"She survived the blast…" the voice of the felon reached All Might's eardrums prompting him to pause in place.

His black eyes widened as the booming voice echoed the statement. Monika and Moe looked at All Might in concern.
"Something wrong All Might?" Moe asked.
"...and was killed slowly, her head mounted on a pike, displayed as a makeshift memorial, forced to watch the sky she could no longer reach…"
"All Might? What's wrong?" Hall Monika asked in worry. The retired hero in question clenched his fists tightly.
"...while crushed by the pressure of the tide. A suitable delicacy for hagfish and crustaceans. The sight is underwater lying at latitude-"
WHAM
All Might snapped, slamming the notably hard steel plated doors of the prison with his skinny yet still powerfully masculine thick hands.
"SHUT UP!" All Might roared at the villain. Hall Monika and Moe flinched by the fierce voice of the once great hero and from having never seen him lose it like that.
All Might was breathing hard as Diamondeye stared through the impact proof glass that separated his cell from the outside. All Might stared upward, meeting face to face with the skull villain who had moved quite swiftly without All Might knowing. His literal diamond crusted eyes stared through All Might.
"I know you…" Diamondeye spoke.
Warlow signaled two men who immediately opened the door, going inside whilst pressing Diamondeye against the wall. The guard closed the door as All Might was pressed forward, a tad ashamed for his display.
"Don't worry about it. He loves his mind games…" Warlow consoled. Hall Monika seemed saddened.
'What exactly did he say to All Might? I didn't hear him say a thing.'
"I answered only what was asked…"
Monika immediately turned around as the voice sounded directly behind her. She could hear struggling in the room as Diamondeye was searched.
Monika walked a bit faster from the unusual feeling of being watched from afar. This was new to her as she had never had a confrontation with this particular prisoner.
The group continued the inspection, on floor 10. Warlow informed. "These villains were all detained and brought here at a time when All for One was active. Couldn't risk him knowing about the place, hence all the red tape. Now due to the massacre, secrecy is worthless, we can only hope to keep him separate from these men and women."
Moe looked into one cell which held a woman who possessed long messy purple hair and had a pale skin tone. She had sharp purple nails on her bound hands and bare feet.
"That's Kiki Yagi, goes by the name Narcissia. I didn't have enough time to read up on her quirk, but what I do know is that she was highly active years ago when vigilantes were more commonplace." Monika mentioned, whispering to Moe.
Warlow continued. "Not all are serving life sentences. We divided them based on the length of time they are serving. Minor criminals serving up to two years are held at the medical ward for proper rehabilitation and make up the bulk of the inmates. Right now we're at the sector which houses the violent ones serving five to life. The deeper we go the more heinous the criminal. Diamondeye was an exception since someone made an attempt on his life just last week.
"Personally, I can see why…" All Might mumbled, as he himself almost snapped with just a few words from the felon.
"Yeesh, this place certainly does have an aura about it." Moe commented.
"By the way, where is Harukaze?" All Might asked.
"Below our feet. He's held twenty floors down completely at the bottom, confined as we speak. If I hear it correctly a new hero named Mayhem tied him down real good. Be sure to send him my regards." Warlow took a peak with a small knowing smile at All Might and Moe.
"Never heard of him!" Moe said with her grin intact whilst All Might nodded towards the warden, knowing who he was referring to. He couldn't help but sweatdrop though at Moe not really knowing about Mineta's accomplishment.
The group took an elevator heading downwards. With a push of a button the elevator practically shot downwards, nearly causing whiplash from the speed alone.
Upon exiting they bore witness to a prisoner having an intense argument with a guard.
"I'm telling you I need to get to the medical wing!" The prisoner complained, possessing handsome features and short black hair. He was a man in his thirties. He seemed to be chained by large metal bracers but had found himself out of formation with the other prisoners who were being navigated to a nearby lunchroom.
The guard he spoke to responded. "Get back in line!"
All Might and the rest were walking past the halls of this floor. On a nearby glowing neon indicator, they were on floor 20.
"Please! I'm serious here! It's getting really bad, I've had spasms in my body all day and a fever for three whole weeks! I never had a fever in my life!" The prisoner complained.
"Get back to the fucking line! Last cha- TURN OFF YOUR GODDAMN QUIRK!" The guard commanded the prisoner whose eyes were smoldering a violent magma color.
The prisoner raised his arms up behind his head. "What? I'm not using my quirk!"
Guards had rifles on the prisoner.
"Get down on the ground now!" The guard said as prisoners backed away from the incoming confrontation.
The prisoner seemed scared. "Wait! Wait! Wait! Back away I just gotta calm down, my hearts- oh fuck!" Steam emanated from his body.
The guard screamed. "He's gonna blow!" The guards immediately ran away as the villain had triggered his quirk by apparently an accident, a small bloody explosion emanated from his person. The guards checked in on the mess.
It would appear that the fire like quirk user had unintentionally triggered an explosion from inside his person as opposed to outside, his body being burned as it literally melted from inside out. He remained barely alive, clearly in agony.
"Ahhhh…uhhhhh…" The prisoner groaned in subdued pain, his once handsome face had third degree burns, his skin melted like grilled cheese mixed with pus and all sorts of horrendous smells with it.
"Oh god…" The guard whispered.
"Kill….ahh…me…." The prisoner drawled out as his body burnt apart. He couldn't move and his body was practically boiling.
The guards immediately made the other prisoners move. One guard went towards the lone watchman who had confronted the prisoner and whispered something before a group of medics had arrived to pick up the burnt mess.
All Might, Moe and Monika had seen the display. As horrendous as it was, they remained shut.
"Sorry you had to see that…quirk destabilization. If one can awaken their quirk, one can also be subject to losing control of it. Its a disorder that's quite rare, but I've noticed seeing it more and more in these halls. I've requested aid from the Musutafu Medical League to send some specialists to learn more." Warlow said in a business as usual manner, whilst the three shaken heroes were stunned.
Nearby in a floor 20 cell, they could hear someone yelling. "Woah they look better every year! Hey sugar tits! Why don't you step on over and let me show you what my quirk is. I got two dicks!"
Monika merely called out. "Ignore him Moe, they always do that."
"Hey fire babe, I'm a pilot too, I fly a cockcoptor! Want a ride? *laughs maniacally*"
Moe felt pissed, her hair lighting up along with her emotions. "I swear if it weren't for those cells…"
Monika narrowed her eyes. "Tell me about it…"
With a little more walking they came upon a large steel bolted door. It was isolated from the prisoner routes, enabling Hydra Prison Security to keep him confined while ensuring no one knowing of his location.
"Here is where Harukaze is held. Had to get him inside without others finding out via an emergency elevator. They seem to get rebellious when they hear his name so we figured keeping him isolated would diffuse their tendencies to act out. Let me show you how our little guest is doing. I assure you he's well taken care of." Warlow said before the door was opened revealing one Kuro Harukaze. He was surrounded by guards along with medical staff workers who were busy taking checks on his heart rate. They worked from a separate room whilst the felon in question was in his, blocked by a wall with impact proof thick plated one way glass.
"We had to keep him like this because of the nature of his quirk. We didn't know about this before the massacre but it gains momentum with the more oxygen he takes in, so we strapped him with that modified air mask he's currently wearing. Allows him to breathe, but not enough to enable him to use his quirk properly. Our original method was through the use of tranquilizers but we ran the risk of critical health defects as well as being unsustainable long term. I'd say this served to be efficient enough for the time being until the Medical League takes a look at him." Warlow explained.
All Might stepped forward as he looked at the once bank robber strapped like a wild animal. He looked as to how the felons' left hand was missing, being melted off by Mina's acid and Mineta's burning jam in the fight. Each breath he took echoed past the black metallic contraption covering the lower half of Harukaze's face. It sounded like a reptiles' hiss as he gobbled up air in a stilited careful manner. Currently he stared back at the one way glass, patient and stoic. Seeing his pale gray form up close with the ebony colored chitin like limbs he possessed made All Might narrow his eyes.
'Seeing him face to face, he looks nothing like when I took him in. What the hell?' All Might thought.
Harukaze specifically was strapped in thick metallic bracers. Currently he was sitting in the middle of his empty soft room. His arms were bound by thick steel locks that prevented him from utilizing his claws. His ankles were also bound by thick restraints, serving only to enable him to stand and shuffle around.
Immediately upon All Might's stepping forward towards the one way glass, Harukaze's completely black eyes widened a few millimeters.

"Heart beats elevated." A staff member informed the rest for the staff as Harukaze clicked his mouth. Immediately looking at the group behind the one way glass.
"It's impressive how much he can see despite being technically blind. If I didn't know any better I'd say he could see us just as we could see him." Warlow said as Moe looked at the staff.
One guard was whispering to another as they passed by.
"Should've locked that freak below."
Moe's eyes widened a tad. 'Below? I thought this was the bottom floor?'
All Might looked into Harukaze's void shrouded pits he had for eyes with his own black sclera blue pupiled orbs. He took a step back as Harukaze came up towards the glass, as if responding to the inspectors' presence. Each micro step Harukaze took was heavy with the amount of weight that weighed his limbs.

"Heart beats rapidly increasing." A female staff worker responded.
Moe whispered to Monika. "He's secured right?"
Monika nodded. "Yeah, he's strapped down tight. Only way he's getting out of there is if he tore his own arms off."
Warlow looked at All Might. "Well that's the most active I've seen him in a while. Might as well carry on. You still have the rest of your inspection to carry out, no need to bother with one prisoner." Warlow informed All Might.
All Might stared at Harukaze, the background noise muffled out as All Might faced down with the follower of All for One.
'At least he's secured. I'll make sure it stays that way.'
All Might turned around. His footsteps echoed as he walked away from Harukaze, the air tense between the two.
Harukaze breathed in again, and this time breathed out slowly, slowing his heart rate. Harukaze closed his black eyes.

All Might felt his wound agitate, causing him to spew out blood from his mouth.
"*cough* *cough* Right now of all times…" All Might said offhandedly, attempting to leave the room. Monika came to his aid by keeping him up on her right shoulder.
"All Might! Are you alright?" Monika asked in concern, her dutiful voice dropped in favor of one fitting her age.
All Might nodded off, clearing his throat. "Sorry, just some old wounds that had yet to go away."
Upon going back to the main cell block of the 20th floor, other prisoners were gathered for roll call. They were lined up as they were taken in attendance. There were many chained and scarred felons, as each stared at the inspectors with barely hidden anger and open hostility. The only thing keeping them at bay was the line of armed officers.
All Might followed Warlow and Monika as he took a look at all the horrifyingly damaged felons. One of which seemed to be an extremely tall wolf mutant type, coated to the brim with knife and claw marks, standing on its hind legs and hunched over due to its muscularity on its upper body that weighed him down. He possessed sickly yellow eyes and stained yellow claws, clearly used to using them. This appeared to be a battle hungry individual.
"These are the worst among the prisoners, each of them nearly killing at least fifty men."
The wolf mutant took a sniff at the group, a guard responding to the mutant quirk by shocking it with an electric baton to keep him at bay. The prisoner seemed to back off though seemed more angry as opposed to stunned, even with smoke simmering off its burnt fur.
"Remember, this isn't the city, these individuals are not to be taken lightly, not in any sense of the word." Warlow warned.
To his right, Warlows bodyguard tilted his head towards the Wolf who simply growled threateningly.
Monika placed her whistle labeled number 3 on her lips, and the beast man backed down begrudgingly.
"Nakashima Inuzuka, A.k.a. Legion Lycant. He's a real nasty piece of work." Warlow introduced them to the prisoner as they walked past the line of inmates.
"Takes one to know one doesn't it Warden? Real easy to talk behind a wall of guns." Lycant said sarcastically his voice coming out a gurgled low pitched growl.
Moe widened her eyes as two prisoners began whistling at her. She replied by increasing the heat in her hair threateningly.
"Cock tease…" One of them said under his breath.
That prisoner was bashed with the butt of a rifle after stepping out of the assigned line again. He began bleeding through his nose from the blunt wound. Lycant in response growled at the guard, startling the guard due to Lycant's audible response. Lycant took a whiff.
"Easy prey…" Lycant threatened. His eyes widened upon catching All Might's scent. Upon sensing All Might, the wolf-like being immediately rose up, stepping out from the line.
"Wait a second…your scent…it's familiar…" Lycant asked as guards shoved him back.
All Might just brushed past. "No sorry…we never met…"
"Not you in particular…there's something on you that's familiar…you have Harukaze's scent on you…" Lycant said.
The entirety of the prison became quiet. A cup was heard dropped from three floors above due to the still quiet brought on by uttering his name.
The guards looked around as everything was deathly quiet.
All Might raised an eyebrow. "His…scent?"
Up above there were murmurs from the other prisoners.
"He's alive! Where is he!?"
"What you do to him you bastards!"
Warlow commanded. "Back to your cells!"
Lycant growled out. "You've seen him *growls* I know you did, I see the truth in your eyes. Tell me…now…" The walking juggernauts' fur seemed to puff up sharply, as if the anger of the more viscerally feral inmate triggered it.
All the guards pointed their guns immediately at Lycant who still didn't back down.
"KAZE!" A prisoner called out.
The guards next to All Might could be heard breathing a tad faster as their pulse rate increased.
Warlow commanded again. "Get back to your cells or we will open fire!"
"Why don't you try it and find out."
"KA-ZE! KA-ZE!" The chant was louder and steadily growing as the many floors of inmates called for the appearance of the aforementioned, seeking him.
All Might narrowed his eyes. His expression bearing confusion at the fact that these people chant for such a man. 'They are…chanting for him!?'
A guard tased him again, only for Lycant to ignore it, simply looking at the guard ominously.
With a simple swipe of his shoulder the guard was dropped on the ground by the strength of his muscles. The other prisoners began laughing collectively.
Monika placed All Might behind her protectively. "Get behind me!" she spoke with authority, one that commanded respect and took charge when the going got tough. Being that All Might lacked his strength there was simply no way for him to combat a felon like this.
The guards attempted to restrain Lycant who simply endured all their batons as he walked over to All Might. Before he could get too close, Warlow smashed Lycants' snout with the but of a pistol, making Lycant let out a small whine. He pressed forward anyway, fangs beared.

Monika blew on her number 3 whistle which enabled her to disorient her target. Lycant grabbed his ears and then backed off a bit. His eyes had maddened cracks bulging through his sclera, snarling as clearly the titanous canine mutant was further irritated.
A guard immediately shot a sleep dart from his rifle. It made its mark, injecting the beast with tranquilizer. With a responsive counter swipe of his claw however:

Lycant held the guard by his ribs as the beasts' left arm held him in a vice grip. The talons of Lycant pressed painfully against the guard sending droplets of blood onto the floor.
Monika attempted to use her whistle again.
"Use that glorified rape whistle again and I'll crush him to bits." Lycant threatened, his hostage crushed between his fingers.
Lycant bellowed an impact full roar. Like a shockwave the entire floor shook from the power of the grand beasts roar.
Warlow unloaded on Lycant with a few sleep darts from said pistol, causing Lycant to back off, snarling as he fought off the effects. He seemed a tad sleepy eyed before shaking it off.
Another prisoner threw a piece of rock at the group, prompting other prisoners to begin getting riled up, booing the guards and inciting Lycant to fight with cries for blood. Upstairs, guards would have helped however with their numbers they were already busy handling all the protesting and increasingly incited prisoners.
All Might took note. 'The prisoners are gathering.'
Lycant snarled as adrenaline began fueling his movements and volatile mental state.
"Where is Harukaze!?" Lycant demanded,
Warlow immediately commanded his men. "Light him up!"
The guards immediately pulled their line of triggers at the wolfman.
CHICK CHICK CHICK
And found that their assault rifles did not work. They were jammed.
On closeup inspection one would notice black strays of wispy smoke emanating from the guns of the guards. All the wispy trails of smog connected to an air vent the size of a fist, one among hundreds providing air circulation to the prison.
Monika, Moe and All Might stared in growing bewilderment and shock.
'Harukaze...is able to control his quirk from that distance!?'
SPLASH
All Might coughed out more blood as his wound acted up again. This time was far more painful as he felt lightheaded. The lights hurt his retinas due to the impact of his lungs coughing out blood.
'What's happening to me!? Why now!?' All Might panicked internally as he looked at the piled up blood splatter on his right hand which he used to cover his cough.
Monika looked in concern. "All Might!"
Lycant repeated.
"All Might…"
With his sharp animalistic eyes focused on the trail of black smoke, the prisoner tightened his hold on the unlucky guard in his grasp. With a bone crushing grip. A wild grin took on the rebellious canines' face.
"ALL MIGHT!!!!" The wolf man bellowed, his voice echoing upwards past the many floors of the prison. Prisoners grew increasingly intrigued and enraged by the name alone.

The guard was easily brutalized, his arms and limbs practically popping out of their sockets. Due to the velocity of the blood that shot out of the now dead guard, blood soaked the hide of the monstrosity that now sought its hunt. The crimson spillage had sprayed droplets onto the clothing of Lycant's fellow inmates as well as the officers assigned to keep him.
The warden and the guards were being steadily backed up by the ever bold and steadily rising floor 20 prisoners. A growing tide of orange prison jumpsuits filling the visions of hero and officer alike.
Harukaze, though within the confines of a cell, had successfully sparked a riot.
