Rikiya Yotsubashi was a man of great renown and respect. The CEO of one of the largest Support Companies in the entire world, Detnaret. However, people were unaware that he was also Re-Destro, the secret leader of the long-thought extinct Meta Liberation Army, their numbers lying in wait to begin the start of liberation; in other words, the free use of Quirks.
However, in recent years, he had been faced with some eye-opening problems; Namely, the Firestarter. His Quirk was a truly amazing one and he could become a truly sensational individual with it...but his first awakening caused terrible destruction throughout Musutafu.
Now, Rikiya was no fool, he knew that Quirks also needed to be mastered and harnessed, otherwise, there would be an unmitigated disaster; and the Firestarter was the go-to example as why this was needed. However, he saw just how quick people were to vilify the boy for an honest mistake and it infuriated him to no end.
Yes, Rikiya knew the truth. The entire disaster was a complete accident caused by a scared child. Rikiya still teared up when he remembered listening in on the hearing. He'd planned to approach the Bakugo families with support for the young boy once things had died down (and as soon as PR came up with a more valid reason beyond 'preventing history from repeating'); free Quirk suppression/directing tools and classes, fireproofing his possessions…All lost when the poor kid was kidnapped.
Now it seemed like he was being given a second chance. And this time he had even more assistance. Currently, he, along with his protégé, the hooded Geten, was in a dinner meeting with his fellow MLA leaders:
Chitose Kizuki AKA Curious, the executive director of Shoowaysha Publishing; the main printer of their manifesto and creed. A talented storyteller and analysis of the human mind, her Quirk BOMB would make her a frightening fighter…once things got rolling.
Tomoyasu Chikazoku AKA Skeptic, a board member of Feel Good, Inc. Skilled with computers and planning, with a Quirk that enabled him to create artificial beings that aided him in anyway he wanted, Tomoyasu was essentially in managing the army and getting information.
Koku Hanabata AKA Trumpet, the leader of the Hearts & Minds Political Party. With a Quirk that enpowered his followers and mildly hypnotised them for him to use as he saw fit, he was a grand asset to the MLA, to whom he was loyal to the death for….as long as the public and politics were not involved.
"Kishi Toyama was a loose cannon, only caring about himself. Glad to see this Riddler tied things up for us." Chitose said, cutting into some steak.
"Yes, but what's to stop him from coming after us as well?" Koku noted in a troubled tone, taking a nervous sip of wine.
"Indeed, I just received notification that the Heroic Public Safety Committee President disappeared just the other night," Tomoyasu said, checking over some statistics on a computer pad.
"Good, perhaps the Riddler got to him as well." Sneered Geten from the shadows shrouding his face from his hooded parka.
"Rogue elements are always an issue," Koku mused, feeling better with some wine in his system. "But so far, this Riddler fellow has not only been benefiting the Firestarter but also indirectly us as well."
"The 'Firestarter' has a name, Trumpet," Rikiya said sternly, his face blackening slightly and the air going cold, but it was not from Geten. "Izuku Midoriya. A poor child who suffered a tragic accident. A child who was ostracized by society because of that accident and treated as the lowest of the low, a pariah just like my father was."
"Yes, son of Inko Midoriya and Hisashi Midoriya. Hisashi was another fire-breather; a dime a dozen, nothing interesting to report...but Inko? It seems she was the daughter of the Quirk Robber, the Demon Lord, the First Villain...All for One." Tomoyasu noted as he looked over the files on the Midoriya Family.
Said files that had taken him and his subordinates quite a well to get at; All for One had spared no expense keeping his daughter's relation to him hidden, with a false identity fully created with photos, IDs, the whole nine yards. But luckily for Tomoyasu, the great supervillain had personally taken a single picture of himself and his daughter on his personal phone when she was little. That was all it took to prove their connection.
"Indeed. He's just like me." Rikiya sighed. "A child of legacy from a mighty feared legend. Yet I can't help but feel he takes more after my father than All for One."
The original Destro. The son of 'the Mother of Quirks' and founder/leader of the original Meta Liberation Army: All he had wanted was the basic right to use his 'Quirk' as he would he senses of touch, smell, sight and hearing. In a way, Destro was the FIRST hero, and if you said otherwise to Rikkiya?
Well, there was a reason he was looking for another secretary.
From what could be gathered from the MLA's inside source at UA, Izuku was a shy boy but demonstrated the drive of a true savior. In other words? Nothing like his grandfather, but the spitting image of Destro and much as Rikkiya loathe to admit it, All Might.
"What those bastards did to him...it churns even my stomach. And I've exposed my fair share of horror." Chitose sighed.
"Still, this Class Sanctuary is turning out to be a golden opportunity. So many talented youths who can expand their Meta Abilities in so many ways...and some are already doing just that." Rikiya smiled.
"If we play our cards right, we just might be able to form an alliance with them." Koku noted.
"Are you sure? They're backed by Principal Nedzu of UA High." Tomoyasu said with uncertainty. "And even I dare not trifle with that rodent."
"Don't worry, my dear Skeptic. Nedzu and I go way back." Rikiya smirked as he reached for his cellphone. "I do believe we can come to an agreement..."

"Alright, kids! We're going to be having two new teachers join our happy home!" Mamako happily smiled with a child-like glee that just made her more radiant. The kids shared in this exactment, but also some intrigue and worry.
"Cool, who are we getting? Crust? Yoroi Musha? X-Less?" Sho asked as Mamako put a finger to her lips.
"Why don't I let them introduce themselves. Come in, sweeties!"
In walked two women, tall enough to rival All Might, which made the act of one hiding behind the other a wee bit tricky. The first woman initially had a stoic look on her face, but the hints of a smile appeared when she realized where her fellow new teacher. She pulled her forward.
"…Hey kids." The first woman spoke, an awkward smile on her face.
"NO WAY! LADY NAGANT! I THOUGHT SHE WAS DEAD!" Emi gasped in disbelief.
"Wicked," Roromiya said in her usual stoic but gentle tone.
Seras stood up suddenly and marched forward, before falling to her knees and bowing to Nagant.
"I am not worthy! I am not worthy!" The British born vampire chanted.
"Get up, kid!" Nagant hissed, an embarrassed blush on her cheeks. "You're embarrassing me!"
The woman beside Nagant giggled as Seras stepped to attention.
"Apologies, Ma'am! But….You're my idol!"
Nagant's eyes widened.
"R-really?"
Seras nodded, her head nodding at a superhuman rate.
"You are the pinnacle of shooting based heroes and heroines!" Seras cheered. "Fell on and off the scene but near flawless record!"
"…Is that what I look like when I…?" Izuku asked Himiko, who nodded.
"And you're just as cute when you do it." The Biomass heroine in training smiled.
Nagant meanwhile, was unsure how to react to this: She had never been in the top 10, but had her own fanbase. To meet one of her fans in her own new class? It filled her with something she only felt when around Ippan; happiness and a desire to do genuine good.
The heroine then raised Seras to her feet and then said
"Well then, that just means you're going to be better than me, huh?"
Seras squealed before fainting from the praise.
The woman next to Nagant shyly stepped beside her. The first thing the group took notice of was just how tall she was.
"Wow, she is super tall. Probably even taller than Akira!" Spinel whistled.
The tall woman had a curved figure and the appearance of a large humanoid mouse/fox. She had blonde hair that just reached her shoulders, a single strand of which went down the right side of her face. She had large blue eyes with bushy eyelashes and pointed ears, along with green and white fur.
She wore an orange buttoned-up shirt with yellow-orange buttons and pockets on both sides of her chest, as well as black pants with a yellow-orange belt. She wore a wristband of the same color on both of her arms, along with an orange headband that seemed to resemble a pair of ear muffs. She also wore orange and cream-colored slip-on shoes.
"This is my girlfriend and teaching assistant, Ippan Josei." Nagant explained, then realizing something. "Right, right…Should probably tell you my name: Kaina Tatsumi."
She then spied Izuku and her eyes filled with sadness and shame. Izuku spied this and racked his mind for what could be the cause….He didn't recall 'Tatsumi' in the list of his victims…
"I am…so…so sorry."
The woman was now in front of him, fighting tears.
"I….I let you down…"
"Kaina…" Ippan cooed sadly. This was short lived, as her love found herself being hugged by Izuku.
"You kept looking. Kachan told me." Izuku replied. "That's good enough for me."
Himiko then joined in the hug, shooting the Shooting heroine a genuine smile.
"You gave me some money when I first ran away." She explained. "Thanks to you, I lived long enough for Katsuki to save us."
Kaina's eyes watered as she returned the hug. Ippan kissed her girlfriend on the cheek before gently breaking the hug and leading the former Pro back to the front.
"I'll be teaching you kids about Underground Hero, Villain, vigilante and guerrilla tactics. You all know the world isn't perfect and sometimes, dirty deeds need to be done. As much as we hate it, we're the best suited, emotionally, to do them. Understand this: I will not coddle you, but I do everything so that you don't fall down the path I did."
Her wording filled some with dread, but none of the kids faltered, which made her smile
"Well then, lets get started."

"Bullshit. Complete and utter bullshit." Nedzu said as hen looked over the letter, he had gotten from the HPSC: A list of hinderances for Class Sanctuary to 'ensure fair play and minimal damage': Wearing Quirk dampening/negating gear, outright 'benching' some of the kids if certain events came up and worst of all, as punishment for 'past vigilante acts' and 'slow reaction time in the face of danger' limiting the participants to Melissa, Himiko, Masato and Hana.
Nedzu knew some of the kids still needed to learn better control their Quirks. But the Sports Fest was to showcase the progress of all. And it was at his school, so how it functioned was under his control. So he did what anyone would in his place: He ripped it apart and tossed it into a shredder.
"Oops."
As he began prepartions to use the bribe to ensure travel and excellent seats for family and friends of Sancutary, he suddenly received an anonymous E-Mail, containing two riddles:
'What can be good or bad, and while goes missing, never actually leaves?'
"A Memory." Nedzu answered, then going to the second riddle:
'I am a grand event to showcase strength and skill, once held internationally. I can make or break a career, but not in the right ways. What am I?'
"The sports Festival." Nedzu said, finding this riddle fare easier and understanding what it meant:
The UA sports Festival would end memorably, so be prepared. The door of his office suddenly opened, and the clatter of six pairs of feet filled his ears.
"Ah, perfect time. I understand this is odd for you, having to wait a bit before joining Sancutary, but I feel that this might be just what you need to silence your critics, However, if you wish to just begin after the Festival I understand…"
None of them said a word. Instead they waited for an explanation for what Nedzu's plan was. This filled the rat mouse creature with pride and excitement as he produced and handed them each a security badge.
SANCTUARY
Nine's eyes opened up, frowning at feeling like it hadn't been very long, and thought it'd still be several months before he was ready to awaken.
Nine was a man of reasonable height with fair skin and thin, rectangular gray eyes and white pupils. He also had white hair that reaches just past his shoulders, swept back away from his face.
His most defining feature was the large black mask that covers him from his chest to just above his nose, four extra pieces winding around the exposed skin of his face and around his head. Four darker plates cover each side of his neck, lined with dark purple, and he had what appears to be something similar to the flat muzzle of a gas mask over his mouth that's decorated with seven gray studs, as well as a large purple and black cylinder protruding from each of his shoulder blades. Below this, he wore a full-body suit of a similar design, with plates of black covering his entire body, leaving only his fingers exposed, and, over this, a blazer and dress pants of a pale lilac color. He also wore black boots.
"I expected the procedure to take longer. Or am I being awakened early for something?" Nine thought before standing up, only for his eyes to widen in surprise as he registered the lack of pain that came from his Quirk.
No trouble standing, breathing, moving, he no longer felt like he'd fall apart at any second, he's completely healed and cured.
"My body…it's healed and repaired." Nine whispered in surprise, not expecting The Doctor to have been able to repair his body so soon.
"Not only repaired, but it's also even better." All For One stated, getting Nine's attention, now seeing the Symbol of Evil standing not far from him.
"All For One? What do you mean?" Nine asked, wondering what else was done to him, only knowing he'd be given a weaker version of All for One's Quirk.
"You have been given a more powerful version of All For One. Before you would have only been able to absorb a certain number of Quirks before reaching your limit. Now, you have no limit to the amount you can take. As well as the improvements I had made, now you may use your [Weather Manipulation] as long as you please and you won't suffer so much as a headache. As I said, you aren't just repaired, you're better than you could have ever been." All For One explained, much to Nine's amazement, knowing he'll be able to make his and his allies' dreams a reality.
"Then you have my thanks and gratitude, I couldn't have come this far without your assistance." Nine said, before immediately grabbing All For One's head to steal his Quirks. "But I'm afraid that there's no room for two Kings in this world, and your time has long since passed."
All for One smirked, not even trying to stop Nine. "I know."
With all of his Quirks gone, even the ones keeping him alive, All for One dropped dead, his body withering away into dust. Nine gasped as he felt the power flow through him.
"All these Quirks, this power, it's…indescribable." Nine thought, reveling in the power flowing through him, feeling like he could do anything, along with being pleased with taking care of a dangerous rival.
"Yes, it is, isn't it?"
Suddenly, Nine screamed in agony as he felt something tearing inside his body, his very soul. All for One's voice began echoing in his head.
"Thank you, Nine, for doing exactly what I was counting on you doing."
Nine's body bent, twisted, and contorted before going still as his head hung limp, his hair covering his eyes before he looked up to reveal they were now black with red pupils.
"What Nine failed to realize was that Quirks contain fragments of their owner's consciousness. And with the nature of your Quirks and all the ones we've collected over the years, there's no one better to take advantage of such a trait! When he took all your Quirks, he took you as well!" Dr. Ujiko laughed as he stepped out, having witnessed everything.
All for One chuckled as he admired his new body.
"It's been so long since I could see and breathe without assistance."
He took in a big gulp of air before taking a good look at his old friend, before his eyes turned to the tanks holding his daughter and son-in-law. A gentle look overtook the legendary villain's new face,
"…Just a little longer, my precious princess." He cooed at the sleeping Inko.
"We will need to train that body for the next phase of the plan. After all, you won't be using it for very long." Dr. Ujiko frowned as All for One nodded.
"Yes, indeed. Tomura is the one who will truly inherit my legacy...and when he does...it will be time to move on from this mortal coil at long last."
A solemn silence fell over between the two men. They had spent the better part of 4 generations together in friendship: scheming, experimenting, ruling from the shadows….
It would be painful to say goodbye.
Until then, the two ancient Quirk users decided to make the most of their time.

Speaking of Tomura, he was busy conversing with Curator and his crew, the Wild Pack, consisting of him, his close friend Bearhead, and his brainwashed lackey, Zookeeper.
"So, you believe we can benefit from forming our alliances together?" Curator asked as Tomura nodded.
"Hey, I'm a Team Player. This is our growing guild and taking down the current society we live in is gonna be our ultimate end goal."
"We're just here for Nine's sake." Spoke Chojuro Kon AKA Chimera. Along with him were Kiruka Hasaki AKA Slice and Hoyo Makihara AKA Mummy. They were the close allies of Nine and only came because the LOV was a group Nine was part of.
"Well, to be bad Nine ain't around no more." Volcano sneered beneath his mask.
"Indeed."
Everyone turned to see Nine's body but there was something very different. Tomura, Kurogiri, and Curator managed to easily recognize who it really was.
"Sensei?"
"Yes, I am here." All for One smiled, delighting at seeing his protégé's face again. "I sincerely apologize to Slice, Mummy, and Chimera, but Nine was a necessary sacrifice for what we have planned."
Chimera growled angrily, Slice and Mummy looked poised to attack but they all knew in the end, they stood no chance and settled down.
"Hey, relax, we're still helping you guys create the world you want to live in, right?" Tomura reassured the three. "Besides, you'll find that we're a pretty good group to hang around with."
"Very well, if that's what you plan, then we'll stay with you," Mummy said, his eyes narrowed. "But just know that we won't ever forget Nine."
"Of course, of course." All for One chuckled before getting into a stance, thunder and lightning sparking from his hands. "Now, who wants to help me break into my new body?"
Nine's former comrades leapt towards the legendary villain, whole Tomura. Zookeeper, Bearhead and the Volcano thieves watched the scene in interest.
SANCTUARY
Izuku sighed as he looked at himself in the mirror. He was still mostly human, the only difference being the emerald scales that decorated his cheeks, back of neck, shoulders, forearms, hands, legs, back, sides, and legs. His hands and feet now ended in claws and talons, his teeth were razor-sharp, and his emerald eyes were slitted. Now, he had also grown wings and a tail to further accent his new mutations.
"Are you okay?" Ippan Josei asked as she came in. Thankfully, the dorm doors were big enough for people of her height.
"U-Uh, yes, Ms. Josei..." Izuku stuttered as he turned around, his tail swishing back and forth shyly.
"Everyone is downstairs getting prepared for the Sports Festival. Would you like to join them?"
Izuku nodded. At the time she and Lady Nagant had settled as the newest additions to Sanctuary's group, they had become extra mother figures to the kids, especially Ippan, who just radiated kindness that rivaled Mamako's own, not that she minded, she was happy there was more than one maternal figure in the dorm now.
Currently, all of Class Sanctuary was looking over a pamphlet that Nedzu had given them regarding what they would be doing for the Sports Festival:
"An Exhibition Round?" Crona asked in confusion.
"Indeed." Mamako cooed. "The third event will be all about you, babies. You can chose anyone to fight…And not just one person; it can be as many as you want."
Akira, Lucy and Ragnarok looked forward to that, already having some targets in mind.
"Alright! We're gonna show everyone what we're made of!" Luz cheered along with Michiru, Himiko, Yuno, Nui, and Penny.
"Nobody will be expecting us! Let's kick some arse!" Seras added.
"Yeah..." Izuku smiled. "Let's all do our best, guys!"
Devil Dragon Stand Knight A/N:
The next chapter will start up the Sports Festival Arc! Also, as you can see, All for One has taken over Nine's body and is now in full health but needs to build his strength back up first.
All for One taking over Nine's body was taken from Naruto: Rise of the Orange Hero by windstorm16. Credit goes to them for the idea and dialogue used.
Also, who are these six mysterious youths that Nedzu will be having join Class Sanctuary after the festival is over? You'll meet them soon enough!

Just couldn't wait! Had to update now that we're getting into the meat of the story! Hope you liked it! I took the idea of the two riddles leading to a message from the old Adam West (RIP) Batman show, where that was Riddler's gimmick.
Next to update will be Those Society Rejected, followed by Otaku Hero and then Hazbin.
Have a great one!
