Chapter 32 Visits and Thinking about ReconstructionCHANGE SCENE: Updates

The Daily Prophet had an excellent front-page photograph of the werewolf falling back from his attack, the first silver knives buried in his torso. Harry Potter stood stoic faced, another flight of silver knives appearing from his fist. The headline read, 'Harry Potter Ends Threat of Werewolf Greyback'. The article included the news that the ministry was prevaricating on payment of the long-established reward for eliminating the werewolf. Gringotts issued a press release that stated clearly the ministry had taken the funds in trust for the reward to pay salaries for pureblood employees more than a year earlier.

Harry glanced at Dobby and asked, "Did the goblins take your memory? Is that how they got that photograph?"

"Dobby think it good photograph of Mr Harry Potter," the elf replied without apology.

An invitation to attend a ceremony at Gringotts on a Saturday arrived for Harry Potter. The headmaster, deputy headmaster, and head of house grimaced uncomfortably at the notion of the boy attending another ceremony at the bank.

"The last time you went to Gringotts there was a war!" stormed Lady Longbottom.

Harry nodded in acknowledgement, though he argued, "But this is just to dedicate a nursery for babies."

Headmaster Bennet smirked, "Baby goblins? Mr Potter, what in Merlin's name do you have to do with baby goblins? I hear the goblins are naming their youngsters after you already."

Augusta and Professor Clark were surprised by the news but Harry only blushed. In the end, they gave permission for him to travel via the floo to Gringotts on Saturday morning for lunch with King Ragnock and the dedication of the Freshgold Nursery. He was under strict instructions not to cause a war or duel any idiotic purebloods.

"There won't be any purebloods at the dedication, and this won't be reported in the Daily Prophet," Professor Flitwick said when he informed Bennet, Longbottom, Clark, and Harry, that he would be Heir Potter's escort and champion for the day.

The visit was without incident from Harry's point of view. He, Dobby, and Flitwick arrived, spent the entire time in causal conversations with Ragnock, Bloodhook, Ironstreams, and their wives, seeing the new infirmary, and speaking only briefly about how the babies would have great lives in Gringotts. Only after their return to Hogwarts did Harry learn that there had been three incidents in the lobby of the bank where purebloods acted out.

First, Madam Marchbanks arrived and demanded the goblins bring the boy-who-lived to the lobby immediately. "He is supposed to be here today! I must speak with him! I am a witch of excellent lineage, and you must do as I say!"

Then, Lord Flint swaggered into the lobby and echoed the demands of Madam Marchbanks that Harry Potter be brought to answer to the purebloods in the lobby. "He escaped a werewolf! Let's see if he can escape the attention of the purebloods!"

Finally, a half dozen purebloods entered the lobby, and under the leadership of Lord Huddleston, they demanded that King Ragnock deliver Harry Potter to them along with the proceeds of the sale of the basilisk, and the new sandstone plate business. The Daily Prophet reporters and photographers captured all statements and suitable pictures of the purebloods making demands before being thrown out of the bank. The rain falling from the sky dampened the mood of the purebloods who found themselves lying in the puddles of the Diagon Alley. They pulled themselves up and apparated home, seeking dry clothes, and fortifying drinks.

Once Harry learned of the incidents in the lobby, he spent the evening in a sour mood. The purebloods moved through society without penalty. The DMLE didn't stop them – most of the Aurors and both leaders were purebloods. The minister who had seemed honest proved to be willing to slant the laws to favour his fellow purebloods.

'I have to tear the whole thing down! Me! Damn all the adults who leave it up to a boy to save them. But I'll burn it all to ashes and then rebuild,' the boy who was not yet fifteen decided. 'I need to find something in history that's like that?'

Not bothering with his homework, Harry headed for the library to wander in the history section, opening books and reading the preface and table of contents before looking at selected chapters. He continued reading until curfew. When the library was closing, Harry checked out a book on the failure of reconstruction in the United States after their civil war, and a book on the birth of democracy in Germany following WWII. Dobby made his Mr Harry Potter eat some sandwiches and drink a glass of milk before making certain he went to bed.

Professor Flitwick and Headmaster Bennet determined that several pureblood students had overheard enough conversations to send the information to their parents about Harry's visit to Gringotts. Bennet refused to ban letters being sent but he did limit use of all floos to the ones in the professor's offices and he received a report of every call.

CHANGE SCENE: Visit Sirius Black

When the day arrived for the spring break to begin, the students on the Hogwarts Express made the journey with multiple professors patrolling the corridors of the train. Absent from the train, Harry travelled by portkey to Gringotts where he continued moving through Magical Britain via the floo systems to the home of Andromeda and Ted Tonks. There, the three of them used muggle transportation to travel by train via the Chunnel to Paris. In that city, Andromeda purchased a portkey that moved them to the Black family estate in the south of France.

There they were greeted by the wizards and witches caring for Sirius Black. The wizard was in his human form and recognized his cousin though he had no memory of ever meeting Theodore Tonks before that day. Then Sirius decided he had met 'Teddy' at Hogwarts where he was Andromeda's secret boyfriend. When Harry was brought into the room, Sirius stared and asked Andromeda if that was 'James'.

"No, Sirius, that's his son, Harry."

"Harry? I remember Harry was a little kid…just learning to walk," the man said before he got up and walked over to Harry. He stared at the visitor closely and said, "Yeah, hair from James Potter and green eyes from Lily Evans."

He spun back around to his cousin and said, "Say, Dromie can your boyfriend come play ball with me and Fang? I need a good run."

Sirius turned into his grim Animagus form and Ted took the large dog out to greet Fang, to throw a pair of red rubber balls across a lawn for almost an hour. Andromeda and Harry listened to the detailed medical reports – Sirius had stabilized and was calm most of the time. Regular exercise and decent food had a great deal to do with his recovery.

The French healer admitted, "But I don't see Sirius recovering any further."

"Does he need anything?" asked Harry.

"There is one person he asks about occasionally: Remus Lupin. If you could arrange a visit by Mr Lupin, that would go well."

While Ted continued throwing the ball for the two large dogs, and they were alone, (Dobby checked for invisible elves, wizards and muggle listening devices) Andromeda asked, "Heir Potter, would you ask Professor Lupin to visit Sirius this summer?"

"Yes, I'll ask him. I have to talk to him about war and reconstruction anyway."

"War?" she asked, the surprise evident in her voice.

"How hard would it be for us to get to the ICW offices and speak to someone before we go back to Britain?"

"What do you want to talk to the ICW about?" asked Andromeda.

"I want to know what threats to the Statute of Secrecy would trigger the ICW sending a force to take control of Magical Britain and rebuild it into a democracy?"

Great Evil didn't stare because she knew it had little to no effect on the boy. After a moment, she said, "Ted and I have a few friends in the ICW. I can floo call and ask a couple to visit this afternoon."

"Thank you," Harry replied. "I need sound advice."

The military officer and lawyer who came through the floo at the Black family estate were calm and well-informed on matters in Magical Britain, Gringotts, and Hogwarts. Harry wondered who spied for the ICW in Hogwarts, figured that King Ragnock had spies to figure out what was going on in the ICW offices, and was glad to hear the wizards and witches in the body responsible for maintaining the Statute of Secrecy were simply looking for an excuse to move in and rebuild Magical Britain.

"Fudge, Barty Crouch, Sr., Bagnold, and Dumbledore played with fire for years with Lord Flees-from-Death and his terrorists," the lawyer explained. "The Muggle Government of Great Britain was in talks with us about moving in that autumn of 1981. Only Dumbledore prevented the invasion and then the Potter intervention occurred."

"We watched for signs of trouble and while the terrorists seem to have finally run away, the corrupt government and power structure in place is cracking. If it gets pushed over the edge, we'll move quickly to take the ministry."

Andromeda asked, "The Death Eaters who all disappeared from Britain…what happened to them?"

"They have all run afoul of the law or the ruler of their adopted homes in the last twelve months. Their families are settled but the Death Eaters are all dead or incarcerated for life."

"You said there was an edge. What is it?" asked Harry.

"If the Wizen-maka-doodle can't meet…doesn't have enough members to vote on court cases or bills, then the government will be deemed to have collapsed."

Harry grinned and said, "I like that; Wizen-maka-doodle."

Ted asked, "Andromeda, how many members need to be removed for the government to fall?"

Sitting back and thinking about how to answer, if she wanted to answer, and what to do, Andromeda looked at her husband who loved her, the boy-who-lived who trusted her and helped to rescue her cousin. Then she admitted, "If six members die or otherwise lose their magic and don't have heirs, the Wizengamot is a rump and can't make any laws or decide court cases. The government would collapse."

"What will the purebloods do if the ICW comes in and enforces free elections?" asked Ted, though he knew the answer. He just wanted Harry to hear it.

"They'll not understand, but if the Aurors are fair, the ones who survive will adjust," she admitted. "How long would the ICW stay?"

"Five years or more. The muggle government of Britain will help too. There are large numbers of muggle-born men and women in their armed forces."

The trio returned by portkey to Paris and then entered the Paris branch of Gringotts. There, they were allowed to use an international floo to return to Gringotts London. The Tonks couple didn't have an opportunity to talk to Harry, but he promised to write soon. He did speak with Bloodhook for a time and sent almost fifty sheets of cartouche papers to Hogwarts via Dobby so the elves could fill a large number of orders from China, Mexico, and South Africa for three-brother and four-brother plates.

CHANGE SCENE: Uncomfortable Purebloods

Then Harry used the floo one last time for the day and returned to Longbottom Hall where Lady Longbottom and Neville would host a supper for selected families before returning to Hogwarts. The morning of the dinner, several owls arrived with 'regrets' that the invitees would be unable to attend the supper. Among the families dropping Augusta Longbottom were Lord Weasley, Lord Huddleston, Lord Ogden (who appeared legitimately ill, but his heir declined to attend), Minister Diggory, Lady Anderson, and Lord Fidget.

Lord Brown, Lord Abbot, Lord Old Weasley, and Regent Bones did attend the supper. Amelia spoke openly about the level of concern among the pureblood families fearing the loss of their power in the government. Harry spoke about the words of Fenrir Greyback that afternoon on the path back to Hogwarts and Amelia admitted she'd heard the report from Rufus but didn't act on them.

"And if there's a fight, which side will you be on Madam Bones?" asked Heir Potter.

"A fight?" she asked carefully.

"They sent the werewolf. It appears the purebloods are out for my blood," Harry told her. "Do you think…are they expecting me to just roll over and play dead?"

"The laws…" Amelia attempted to begin, but since her last argument with Heir Potter, she knew the law in Magical Britain was for sale. Harry made a sour face and walked away.

But Neville said, "I wonder what would Susie say about this?"

Then he also walked away. Augusta didn't get a chance to speak to Director Bones before she left the dinner and Lady Longbottom worried about the witch.

Molly Weasley spent a great deal of the meal speaking to Lord Brown about his eldest son who was unmarried and not betrothed to any witch. She kept pressing the wizard with the idea of meeting her daughter and betrothing her to the boy.

"My son is studying law at Cambridge University and that is the central focus in his life for the next few years."

"Cambridge? I'm not familiar with that pureblood family," Molly said. "Where is their home?"

Lord Brown made some comment, and Lady Old Weasley exploded, "Muggles? Your son is studying with the muddy muggles! Arthur, we're going home, now!"

Neville sighed with relief when the last guests left. Augusta doused the fire, banished the fuel, and then fitted a steel plate over the fireplace. Harry had been very quiet and watchful that evening. Augusta said, "Let's use the portkey to return to Hogwarts tonight."

"Why tonight?" asked Harry.

Motioning toward the dining room, she replied, "Everyone is very nervous. They all went home to reinforce their wards, douse their floo, and hide their families in safe rooms for the night. Battlelines are being drawn and I'd rather we were safe behind Hogwarts wards tonight."

CHANGE SCENE: Third Task Report

In the tense atmosphere at Hogwarts during the spring term, the Daily Prophet was a window to the happenings in Magical Britain and then out into the entire magical world. Harry arranged with Bloodhook for copies of the London newspapers on three mornings each week. The muggle-born in Gryffindor and Hufflepuff enjoyed the news from 'muggle land' while the militant purebloods denounced the notion that anything from 'muddy land' was relevant to their world. Professor Charity Burbage spent extra hours using the muggle newspapers to show her pureblood and half-blood students what was occurring in Britain and while there were some arguments that ended in detention for students, by the middle of April, the muggle newspapers were read with more interest.

With permission from Headmaster Bennet and Professor Charity Burbage, Harry arranged for three guest speakers to come to Hogwarts for the mandatory classes for the magical raised. First was Madam Clarice Osterhaus, a witch from Lyon, a city in France. She spoke about how the French magical society was integrated somewhat within mundane society. She shopped in the neighbourhood grocery, her children attended mundane school until age ten when they began attending a magical school, and her husband worked in a scientific research centre alongside mundane scientists.

The second was an Italian runes master (who wanted to meet Heir Potter). His story was similar in that in Italy, his family lived in a mixed neighbourhood, but he and his fellow wizards and witches worked in purely magical businesses that were sometimes in hidden parts of the same buildings as ancient monuments.

"Italy is so full of churches and museums; we have potion laboratories and runes chambers that have been magical for a thousand years and the mundane people never notice."

When asked about the purity of his blood, the Italian admitted that his family name was almost six hundred years old. Then he added, "And my papas…the men in my family…always made certain to woo and wed witches from new blood. Our family magic is strongest when new blood joins with it every other generation."

The protests were loud from a few students but more seemed thoughtful.

The third visitor, an Egyptian wizard with a family history of almost two thousand years, came with the news of the third task in the Tri-Wizard Tournament. The gentleman was reserved and admitted that in his world that blood status was secondary to levels of magical power. "Your squibs that you discard…you are idiots! They are only born because you are bred too close like crazy racehorses with too close stud and dam. These muggle-borns you scorn are your cousins, the children of squib families."

There were many letters sent home to parents after these three speakers and a few Howlers tried to come into the Great Hall in response. In each case, the wards grabbed the howler, disarmed the magic, and Headmaster Bennet met with each student (and their head of house) to allow the student to read the letter privately. The headmaster offered each student the opportunity to file a complaint with child services for child abuse but each of the purebloods declined the offer.

The third task in the Tri-Wizard Tournament was a race on broomsticks around the pyramids by the light of the moon. Everyone expected the Durmstrang seeker to win easily and the wizard delayed his start to finish a cup of local coffee. After a few laps, he landed and posed with the pyramids in the background for photographs for international newspapers.

His opponent, the witch from Beauxbatons, kept her attention on the race and she was twenty laps ahead of him before her lead was brought to the professional seeker's attention. Consequently, he leapt on his broom and raced at maximum speed to make up the laps. Professional racers analysed memories of the Durmstrang seeker's race and pointed out the moment his broom began to disintegrate from abuse.

"He never let up on the throttle. A seeker's broom is not made for the constant burn of high speed for an hour. Seekers hover for up to five minutes at a time. The only comfort I can offer to his family and fans is that at the speed he was travelling, when he impacted the stones of that pyramid, he was killed instantly."

The Beauxbatons received her prize gratefully and stated that she hoped no one ever thought to organize another tournament.

CHANGE SCENE: History Lecture

Remus Lupin was surprised and cautious when Harry Potter and Neville Longbottom appeared at his office door and asked to speak with him. During the earlier terms, neither student came to him for anything. Their grades in history were exceptional and their work in the physical fitness classes set an excellent example for the other boys who mimicked them with running and exercising. Neville was the better swimmer, but Harry stuck with it.

"How can I help you this afternoon?"

"Well, first, my lawyer, Andromeda Tonks, asked me to invite you to visit with Sirius Black this summer."

"Sirius? Is he better?" asked Remus, anxious for news of his friend.

"Much better but the healers don't think he'll ever be able to be in society again. He's well-cared for at a chateau in France. Anyway, write to Andromeda Tonks if you're interested and she'll make the arrangements."

"I will, Mr Potter. Thank you. Now, what else can I help you with?"

"Professor, I am researching history for successful and failed reconstructions of societies."

"Failed?"

Yeah," Harry replied using a muggle expression. "There've been lots of times in history where society's been destroyed and then rebuilt. There are two I'm looking at for ideas."

'Ideas?' Remus thought but he asked, "What two are you studying?"

"The American South after their Civil War and then Germany after the Nazis."

Remus reviewed the information in his mind quickly and said, "There are many times in history where a nation or society has been defeated in war and had to rebuild. Sometimes the conquerors moved in and took over so there was a new ruling class. That's what happened here in England when the Normans defeated the Anglo-Saxon king in 1066."

"My ancestors were Vikings that fought with both of them," Neville said.

Remus touched on a few other wars that left society in ruins before he said, "Now why are you interested in the American Reconstruction?"

"Well, I think it was a complete failure. The Federal army conquered the Rebels and sat on them for about ten years and then went home. The ruling class in the south came back just as strong as before and maybe even worse against the people who had been slaves."

The teenager continued, "The people in the other parts of the United States didn't care what happened to the people who'd been slaves. Today people claim they really did care, but they didn't. They let their 'purebloods' rule the southern states for another century before there were any substantial changes."

Remus nodded and said, "And it was the advancement of technology and knowledge that forced that change. After WWII, the USA had to live up to its promises of equality because it faced the Soviet Union and the Cold War. And the oppressed people rose up and demanded change, the rulers at the national level agreed because they needed peace in their country, and only then did things begin to change."

"So if the purebloods were willing to give up power and share it with the muggle-born, that would bring change to our society?" asked Neville.

Remus chuckled and said, "You might as well say that King Arthur and Merlin had returned…the purebloods will never give up their power."

Harry nodded and said, "So Germany after WWII…it's a democracy today."

Remus took Harry's book and found a picture of Berlin in 1945, and pointed to the absolute ruins of the city, "After six years of war, the whole of Germany was in ruins, the people were starving, four armies from other nations had their boot on German necks for several years. And the Germans were forced to accept fact that they were responsible for horrors not seen before."

"The Holocaust," Harry said.

Remus nodded and added, "The Nazis attempted to exterminate Jews, Gypsies, Poles, and everyone else they 'determined' to be racially inferior."

"Like the purebloods in Britain look at the muggle-born and muggles?" asked Neville.

The professor nodded and said, "History books in Magical Britain tell history the way the purebloods want. The books don't include the truth about Tom Riddle and the Death Eaters killing people. They killed muggles and muggle-born, but they also slaughtered many pure-blood families. There used to be a large number of families that had led Magical Britain for the last five hundred years. You two boys, Daphne Greengrass and her sister, and Colin Creevey's family represent the four families left."

"So, Magical Britain is in ruins," Neville shivered.

"The Wizengamot meets and passes laws to keep the purebloods in power. They ignore the muggles and pretend we can survive living in the seventeenth century," Harry said.

"There's one missing ingredient to your rebuilding scenario, Mr Potter," Remus said at the end. "You need an army to march in and put the purebloods in charge on trial or in prison. The muggle army can take over but that might lead to a guerrilla war that goes on for a decade."

Harry nodded and left. Neville thanked the professor for his advice and grabbed the two books off the professor's desk.

Author Notes on Goblin Curses:

There are several goblin curses used in this story. They do not have English translations because they deal with human mating practices as imagined by adolescent goblins who have only met a few wizards and generally never seen a witch in their lifetimes.
