A/N: I hope you all enjoy this story. I've always been interested in Elsa as Queen, specifically when set in a sorta "real historical" time period. Essentially I've pulled our setting from a combination of Frozen Canon Universe from the different Frozen books out there as well as real historical 1800s Europe. I've pulled from some real events as well as making my own. Basically if I reference something and it doesn't seem true to 1800s Europe or Scandinavia, that's because its not and I made it up. Sorry long note but I wanted to give you all a frame of mind so you aren't confused. Disclaimer: I do not own any of the Frozen Characters nor Frozen of Frozen II. The Frozen franchise and it's characters belong to Disney and it's creators.

Book 1: Chapter 1

"Your Majesty, no one is claiming that a Queen can not rule competently alone, Queen Margrthe, Tsarina Catherine, Queen Elizabeth all demonstrated that centuries ago; however, the council believes that it would be in the best interest of the country and the line of succession if you do find a Queen's Consort." Prime Minister Marius Earl of Akenfjord said from his seat at the far end of the table from Elsa. He was the oldest member of the council at 60 years old and one of the few nobility in Arendelle. He was technically Elsa's first cousin twice removed, far enough away to not be considered part of the immediate Royal family but close enough to hold significant influence in Arendellian politics.

Arendelle was unlike most nations in Europe, there had never been a large aristocracy; rather in the early days, large areas of land were broken into counties overseen by hereditary chieftains. When Elsa's ancestor, four centuries prior, led an alliance of chieftains into battle to stop the evading forces from what is now Sweden, he was unanimously named King of Arendelle. It was from this alliance that Arendelle's four earldoms and four baronies were derived. The early Earls and Barons like the chieftains before never owned the land their people lived on, rather they represented the interest of the peoples in that area. Arendellians were fiercely protective of their liberty and independence, so the feudalism that swept through most of Europe never gained traction in Arendelle. Over the years most of the Earldoms and Baronies were absorbed into the Crown as the male lines died out; currently, only one Earldom and two Baronies existed outside the immediate Royal Family. Elsa reissued a second Earldom to Kristoff and Anna at their wedding a year ago.

Marius's small beady brown eyes stared expectantly at his Queen, he stood as tall as his aging frame would allow. While he was still broad and tall with nearly grey auburn hair, old injuries from his years as a sailor were betraying him and he required a cane to stand and walk with. Elsa could see him daring her to lose her composure over this exhausted matter.

Elsa took a deep breath, calming herself before addressing this issue for what felt like the one-hundredth time. "Ministers, I will reiterate my stance on this matter as I have before, I am not opposed to marriage, nor taking a consort; however I do not feel this is the time to do so. I have just completed my second year as Queen, and while Arendelle is doing very well, I feel it is in the best interest of my country, that I've given an oath to always do what is right for, that I continue to put my efforts in reestablishing our economy, building our infrastructures, and negotiating fair and prosperous trade agreements. While my father was a diligent ruler, we all know that certain matters were left neglected due to his desire to protect me from the world."

"Your Majesty, one of those matters was our diplomatic relations with other nations," Henrick Baron of Englefjord and Minister of Foreign Affairs stated. "With all due respect, ma'am, the political climate of the world is changing; small kingdoms are being absorbed by larger ones, rebellions are emerging in colonies and nations all around the world; while Arendelle is not a small nation, we are not a large one either. We have an enviable location at the southwestern tip of the Scandinavian peninsula with shared control of shipping lanes between the North and Baltics Seas. In addition to our location, your Majesty has done a remarkable job in the past two years of filling our coffers and taking advantage of our natural and manufactured resources for trade."

"What Baron Englefjord is trying to say," Minister of Defense Admiral Magnus Pederson cut in, "is that intelligence from our Scandinavian neighbors is that Norway and Sweden's newest spat is over whom will invade us, should her Majesty not make a political connection in the near future."

"And with Crown Princess Anna's marriage, the only political match possible now is your Majesty's hand" Henrick finished.

Elsa resisted the urge to rub her temples that were starting to throb; she knew all of this would be coming, but she thought she'd have more time; she was only entering the third year of her reign and she was still young. Of course, Queen Victoria was 5 months younger than she, at 21 was wed and bore a child within that same year. It was only logical that not only Scandinavia but all of Europe would want the other young Queen Regnant, who unlike Queen Victoria, was the head of her government and magical to boot, married as soon as possible.

"Your Majesty," a more gentle and feminine voice spoke up, it was the Minister of Agriculture Karoline Karldotter who happened to not only be the only female on the council but also the second youngest, "we do not wish to push you or ask that you obtain a suitor tomorrow, we just ask that you take serious consideration into the matter sooner rather than later."

Elsa gave the women a slight head nod before looking around the table at the rest of the Ministers, her eyes finally settling on the Earl of Arenfjord, " I will take your concerns into advisement and return to you with a decision within the month."

"Thank you, ma'am" Marius responded.

"I believe that is all, thank you for your time this afternoon Ministers." With the obvious dismissal, the Ministers began to file out of the room. Marius was the last one to exit the room, stopping by the Queen as he did so, "How is the Crown Princess today?"

It was always surprising to Elsa when Marius would drop his Prime Minister persona and reveal a kind Uncle like attitude. Elsa and Anna obviously hadn't known their grandfather's cousin very well grown up, especially after the gates were closed, but Elsa remembers her Father speaking about his cousin who was more like an Uncle to him and had taken him under his wing and guided him during the early years of Adgnar's reign. The Royal family of Arendelle had a tendency to only produce one or two children each generation. This meant the immediate royal family was rather small. Their father and grandfather had both been only children, their great grandfather had a brother, Marius's father, and their great-great grandfather had a sister who married into the Finnish royal family. Their mother had a sister who was married to the King of Corona, which meant Elsa and Anna's only cousin was Crown Princess Rapunzel; but that was about it. Elsa didn't mind though, she had Anna and that was enough for her.

"She is doing well, thank you for asking."

"Tell her that Ingrid and I are thinking of her."

Elsa nodded, "I will, perhaps Ingrid and you could join us for dinner later this week."

"Ingrid would love that. Good evening to you Your Majesty." He gave her a genuine smile and left the room. Elsa allowed herself to slump in her chair a moment, to let herself feel overwhelmed with this new task, one she did not want to undertake but knew for the good of Arendelle she must. She closed her eyes and felt herself begin to center, she let her magic and stress seep down her limbs and into the ground, freeing up space in her body, in her consciousness to just be, to empty her thoughts until all that was left was peacefulness.

Meditation was a practice she had learned from a visiting Buddist monk 6 months prior; she found that when in a meditative state she had the most control of not only her emotions but her magic. The Buddhist monk had insinuated that the practice would cleanse her magic; bring her intune with its purest form. Elsa still wasn't very good at clearing her mind of all her thoughts, but even just taking a moment to calm and breathe had amazing results for not only her magic but her mind as well.

A small knock on the door told her that her moment alone was over. Opening her eyes she took one last breath before calling to the person at the front door, "Come in."

A strawberry blonde head popped around the door, taking a peek around the room, then entered. "Good you're alone." Anna smiled as she pulled up a chair next to Elsa.

"Yes, we finished a few minutes ago." Anna cocked her head and raised an eyebrow at her; "go that well?"

Elsa sat back in her chair and turned to face her sister, her beautiful, cheerful, loving sister. Anna's very presence always made her feel better, lighter somehow. "They brought up finding a suitor again."

Anna rolled her eyes; "Tell them you'll get married if and when you find someone you love."

Elsa held in her urge to laugh at her sister, Anna even at 20 years old, and going through all the hoops set out by the council to marry Kristoff was still naive at times. "Anna it isn't that simple, Arendelle is in a precarious political situation right now; there are countries out there who will move against us if I don't at least put up a pretense to be considering a husband. I won't put our people through war or worse an invasion because I am not ready to marry."

Anna reached out for her hand, squeezing it gently, her eyes kind and earnest, "Elsa you've given up so much for Arendelle, please don't marry just for a political match, you deserve so much more."

Elsa stood and walked towards a portrait of their mother and father on the day of their wedding; "Love matches in royalty are rare, you know this, most princesses are arranged for marriage before they are even women. Father held off our suitors because of my powers; had I not had them I would have had a marriage agreement by no later than my 16th birthday. At least this way I get some say in who my partner will be" She turned arms wrapped around herself a small defeated smile gracing her rose-colored lips, "Mother and Father were an arranged marriage, and they grew to love each other so, perhaps I will be as lucky as them," she walked back over to Anna and took her hand, "as you."

Anna shook her head, her eyes too defeated, "I just want so much more for you." She pulled Elsa into her embrace and they held each other for a moment or two. They were still hugging when the door flew open and Kristoff came in; "Oh great you told her the good news!" Kristoff was smiling more brightly than even his wedding day and was striding to them as if he were on the clouds.

"Good news?" Elsa pulled back holding her sister at arm's length, "What good news?"

Anna shot Kristoff a glare and he slowed his pace holding up a few steps from them, "Uhh" he scratched the back of his head, "oops."

Anna shook her head at her husband before turning her gaze back to Elsa, "Well I came here to talk to you, to tell you something but then you look so upset and we started talking and…."

"Anna, what is it?" Elsa interrupted the ramble that was surely gearing up.

"I'm pregnant." Anna blurted out her cheeks going red, her eyes searching Elsa's face for any sign of how her sister was feeling.

Elsa was taken back, that had most definitely not been what she had expected to hear. Her mind whirled with a thousand thoughts and emotions at once, finally settling on one single thought and emotion. Elsa flew forward and wrapped her sister in an even tighter embrace and let out a rare and genuine laugh, "Anna that is fantastic, I'm so happy." And she was, Elsa was beyond overjoyed at the news, Anna would be a fantastic mother, so gentle and loving.

"How far along?" Elsa finally asked as she led Anna to sit again, then taking a seat herself. Elsa subconsciously registered that Kristoff was still in the room, that she should congratulate him as well, but all her attention was on Anna.

"The doctor isn't completely sure but he thinks between 4 or 5 months since I can feel the baby moving. I've had my suspicions for a few months, especially when I was getting sick in the morning for a few weeks, but I wasn't really sure. Now though I can feel my stomach growing and the baby moving." Anna was beaming brightly, her hand slipping down to her abdomen reverently.

Elsa couldn't hide the swell of pride that welled in her as she watched her sister disappear in the joy of pregnancy and impending motherhood. She then looked to Kristoff who had come to stand slightly behind Anna's chair and placed his hand lovingly on her shoulder, "Congratulations Kristoff."

He gave her a lopsided smile and then leaned down to place a kiss on top of Anna's head, "Thank you, Elsa."

Later that night as Elsa's ladies-in-waiting left the room and she finished preparing for bed, Elsa couldn't help but reflect on the day and think about all that had changed so quickly, she would soon be actively looking for a husband, the father of the future heirs of the kingdom, and Anna was expecting her first child, ensuring that even if Elsa was unable to secure the bloodline, Anna would.
