The Doctor had found it in Adric's room while searching for some calculations the young mathematician had been working on before his untimely death. He had quickly realized that this innocent-seeming paper could do a lot more than assist in the visualization of block transfer computations. He kept it with him and constantly found new uses for the stuff.
He didn't show it to Tegan and Nyssa. The use of it made him feel shadier than he liked to be—not that he ever did any harm with it! Certainly he used it to help get into some exclusive locales that might even have been proof against his charm and skill with words, but only with the best intentions.
Tegan and Nyssa had certainly enjoyed that week at the top-flight spa while he had amused himself with the cricket league.
Unfortunately, when he had presented it as a pass to get them into the science museum where the planet-buster bomb had been hidden, he didn't know that the passes were one time use. The Doctor looked on sadly as the psychic paper was incinerated. Where would he ever find more?
