Chapter 58

Thaddeus Ross, stood at the head of the table with Rhodey, Natasha, Steve, Tony, Sam, Vision, Everleigh, and Wanda gathered around in the seats. "Five years ago, I had a heart attack. I dropped right in the middle of my back-swing. Turned out it was the best round of my life, because after 13 hours of surgery and a triple bypass… I found something 40 years in the Army had never taught me: Perspective. The world owes the Avengers an unpayable debt. You have fought for us, protected us, risked your lives… but while a great many people see you as heroes, there are some…who would prefer the word "vigilantes''."

Everleigh closed her eyes in frustration. This wasn't fair to them to know what Thaddeus Ross was doing. It wasn't a good sign of what was to come.

"And what word would you use, Mr. Secretary?" Natasha questioned looking up at the older man.

"How about "dangerous"? What would you call a group of US-based, enhanced individuals who routinely ignore sovereign borders and inflict their will wherever they choose and who, frankly, seem unconcerned about what they leave behind?" Thaddeus activated a screen behind him. There was news footage from the past Avengers and Shield matters. "New York."

Rhodey looked regretful. He glanced behind him at Natasha.

"Washington DC."

Sam looked down.

Everleigh gripped her hands tightly knowing that he was pointing out the worst things that they had done, but they had saved thousands of people from being killed. They weren't dangerous not compared to everything that they had faced.

"Sokovia."

Wanda and Tony looked at the screens of what happened in Sokovia.

"Lagos."

Wanda looked down, gripping her hands tightly together.

Everleigh winced looking down knowing that it was just as much of her fault as it was Wanda's.

Steve noticed that it was bothering both of the magically enhanced women of his team. "Okay. That's enough."

Secretary Ross nodded to an aide and the images disappeared from the screen. "For the past four years, you've operated with unlimited power and no supervision. That's an arrangement the governments of the world can no longer tolerate. But I think we have a solution." He placed a thick document on the desk and passed it to Wanda.

Wanda picked it up before sliding it to Rhodey.

"The Sokovia Accords. Approved by 117 countries… it states that the Avengers shall no longer be a private organization. Instead, they'll operate under the supervision of a United Nations panel, only when and if that panel deems it necessary."

"The Avengers were formed to make the world a safer place. I feel we've done that." Steve said, looking up at Secretary Ross.

"Tell me, Captain, do you know where Thor and Banner are right now?"

Steve looked up and stared Ross directly into his eyes.

"If I misplaced a couple of 30 megaton nukes . . . you can bet there'd be consequences. Compromise. Reassurance. That's how the world works. Believe me, this is the middle ground."

"So, there are contingencies." Rhodey said, looking up at Ross.

"Three days from now, the UN meets in Vienna to ratify the Accords."

Steve glanced over at Tony.

"Talk it over."

"And if we come to a decision you don't like?" Natasha questioned looking at Ross.

"Then you retire."

Natasha stifled a smile knowing that it was going to be impossible for everyone to do just that.

Everleigh gripped her hands tightly together. She wasn't about to retire, but what concerned her was that Ross wasn't giving them much of a choice in what they were to do. It wasn't fair to them or anyone else. Her brain wheeled at the thought. She didn't know what to think of what choice she would have to make.

This is the end of Chapter 58. I hope that you guys enjoyed this chapter. I'm trying my best with trying to write these chapters out as wonderfully as I can. Hopefully I'm doing this story justice even though it is taking a lot of time to get through these chapter. And I know that this story will be a long one and it's always a fun thing to do. But I don't think I've ever written a story this long before. So it is a new territory to me.
