Chapter 59: Burdens of the Setting Sun


December 2nd, a few minutes off 3 PM.

(Audience Chamber, Imperial Palace.)

Tapping her glasses, Maya leans to whisper on my ear, "The following discussion shall focus on the procurement of new recruits."

Nodding subtly, I thank her attentiveness before refocusing once again on the advisors, who now were finished with what papers they wished to present next.

"Regarding the induction of new members, I'm loath to notify you that the amount of registered candidates is again lower than the available quota," Kisaragi-san softly states, unable to mask the disappointment, the distress in his expression, "The Director of Kyoritsu University has expressed his deep concern about the situation, as the available spots for next year's training course have not been taken. Despite the delivery of the simulator units you requested of my House, the Director envisages that the majority will remain unused due to a shortage of commoner recruits."

"Has the selection process been revised as I requested?" I inquire, giving him my full attention.

He nods yet breaks eye contact, lips folding in, the report pressuring his hand as it lowered, as it bent outwards as if holding bare metal instead of papers, "Partially, at least. The other Regent Houses refused the proposal to train both male and female cadet trainees together, which caused the Director much distress. Also, those of common descent or the Tozamas who have not yet inherited their birthright are to remain in different, less extensive regimes," Taking a moment to, very slowly, turn a page, a faint yet firm luster returns to his eyes, "However, despite these setbacks, all cadets are to share simulation runs as you requested and mock battles shall be arranged between the male and female courses."

Envying his conformism, to find solace with such a meager change, I hold my breath, joining my hands. It is obvious Kyoritsu's authorities will raise their fair concerns, despite the imposition for they to remain training solely female cadets and students they shall possess empty seats in their courses. In an effort to bestow more knowledge to our cadets I suggested to breach this unspoken rule, yet our scarce male students, both pilots and for other careers, will have to remain separated from their female fellows. Such displeasure is bountiful enough to force a frown into my face, I cannot even find the energy to move my neck, to shake my head as if I was molded within a pillar.

Kisaragi-san coughs and continues, stealing glances at me, what little there is of wind pressure under the incoming breeze enough to almost drown his words, "The expected numbers have us fielding more recruits than our losses thus far in this year, and we've heard from the Makabe House that the delivery of refurbished Zuikakus will arrive before the end of the year, a whole month earlier than expected," However, growing still as a pillar, my Shinpan advisor hesitates, doubts on whether to meet my gaze as he rummages through the pages, "…If I may, however, could we gain your approval to once more request our trainees to begin using the Type-97 instead, Your Highness?" He then bows, deeply.

"Hmm… While phasing out the Zuikaku is something we'll have to do eventually, I do not believe it is yet time," Entwining my fingers, I thus stare into his eyes, commanding, "However, that being said, do ensure you remain in contact with the MDF and the UN, so that we can negotiate for their own data on the Fubuki when the time is right. For the moment, let the others assume we've relented on this trail."

"As you will, Your Highness!" He affirms, a step back later he once more bows down for a moment. And despite such, the pressure that keeps the papers firmly stuck onto his red dress, how his brown eyes did not meet my gaze, these signs are ample proof that Kisaragi-san is, understandably, dejected at my answer.

Sigh… Believe me, I'd support the adoption of the Fubuki as the sole training craft for all of our forces if I had the power to enforce such an order. However, doing so would go counter to the Makabe House's own businesses in their duties to lead the refurbishment of the Type-82. And of course, that would also require many negotiations with our industries, since the Zuikaku is not exported to simply cease its production would leave them with quite the amount of worthless parts and components. Yet, if the Fubuki were to become our sole training craft as of now, that would also spawn further divisions with the IJA. The IRG would ask, or rather demand, priority to the available units of Type-97, which would certainly make those who do not favor the nobility grow far more adusted at the situation. It would be yet another confirmation of the privileged status we enjoy to their eyes.

For now, such a segregation in our training crafts is required, the Zuikaku for the Guard and the Fubuki for the IJA. Slowly, the Type-82 will be phased out or left as aggressor units to teach our recruits not to underestimate older models, to showcase how one's overconfidence can lead to an early grave. After all, perhaps Kouzuki's developments could bestow upon the Zuikaku quite a few more moons of reliable usage. That should grant me enough time to negotiate a gradual adoption of the Fubuki for the Guard, without gaining the animosity of the Makabe House and our industries nor festering unwanted disdain in the IJA. So please Kisaragi-san, do remain strong for the time being.

Easing my breathing, taking a brief glance towards the balcony, the skies bright yet cloudy, a smile I raise as my tone returns to normal, "Now, if our supply of Zuikakus is in fine order and this year's cadets are ready to be formally appointed as Imperial Guards, what other concerns were raised?"

With a step forward and a bow, his long amber hair falling from his shoulders, Hifukai-san proceeds to report, "There are also concerns raising on the state of our defenses. Some of the crew from those stationed at Kitanomaru have been rather insistent on their petitions to further bolster the patrols and allotted members to standby sentry duties."

Tapping her glasses, she takes a step forward, "I had believed the respective orders had already been issued, however."

"Indeed, 1st Lt Tsukuyomi. General Guren's designs have already been delivered to all outposts nearby," He affirms with a nod, his fair features growing rough, "Yet, after the recent Defense of Niigata as well as… the report that has not yet been confirmed, some are wishing to leave enough units at the ready should the situation require an immediate deployment."

"Sorrowfully, few are the members we could spare for such patrols," I relent a sigh, shaking my head, "And I do not think it wise to further extend the usage of our TSFs and infantry armors. The units of the IRG standing guard herein this palace and its adjacent delegations are obliged to one duty, to safeguard both this palace and Her Holy Majesty's residence. Furthermore, to bolster our presence might create friction with the MDF's Capital Protection unit," Stating the fact, I allow a moment to veil my sight, to slowly release air from my nose.

Not only such an arrangement would waste precious fuel and energy by leaving more TSFs in sentry duty, yet it could also cause debates over the deployment of said units. Some of the MDF's men would take to the field with pride and haste, yet one cannot ignore that many would welcome the IRG joining the efforts by their side. To flaunt, to deploy further units knowing they shall remain as the last to be sent to battle… I do not believe it wise, much less considering the arduous times we're navigating.

Hifukai-san coughs, sharply veiling his sight, "I understand and agree with your wishes, Your Highness. And so does Kujo-sama, as well as all those of us from the Kujo fellowship that are here at your service," A moment of pause extends, as does the ashen outline over the neutral and composed facade my advisor must endow, "Yet, many are those who echo this wish, to appoint most of the fresh recruits to Kitanomaru or this castle's guards, within the hallways and eateries. Some of my fellows have even heard such statements from groups within the students and cadets of the nearby academies," Brows furrowing along the further slowing of his tone, he cites the numbers and meetings the recruits themselves asked out of the Director, reading the page-long report in which the cadets that'll soon become full fledged Imperial Guards requested of their Instructors a chance for their top performing members to be appointed to this area's defense.

Folding a sigh, my mouth becoming dry and desolate, I merely shake my head again, "…I can sympathize with their desires, yet, such an arrangement is unrequired at the moment. Maya, has Ikaruga-dono displayed any interest in granting this wish?"

She shakes her head immediately, yet her expression does not thaw, "I have heard nothing of the sort, this is news to me, Your Highness. However, if you'd forgive my opinion, perhaps there is some merit to leaving more units in standby. After all, well…" Tapping her glasses, looking down, the others present in the room also seem to find themselves unable to return my gaze, "…you have left your Reaction Squadron grounded for quite some time at Hibiya."

Breathing in, suddenly feeling my heartbeats along a tickling, prickling, peeling on my nape's skin, due to such a sensation my eyes narrow and I thus speak from my stomach, "My orders towards the Chain squadron are a business of the Koubuin House. The defense of this area is related to crucial matters of the Shogunate, and the image we portray to the rest of the forces stationed in the Capital. Do think of how such a strengthening of our defenses would be taken," They all bow down hastily, I cannot help but to sigh heavily.

If the new recruits are all stationed here and tasked to guard the area of Chidorigafuchi and Hanzomon Gate until Hibiya Camp, be it in their machines or as constant patrols, then perhaps it could be misunderstood as an act of defense and distrust towards the Diet. Kurechika-dono does seem to be facing toilsome days indeed when negotiating with our fellows as of late. To instead place them near the rails of the outer gardens would have the recruits facing the international forum, where the UN's High Council is currently located. I am certain that will backfire, quickly. The rest of the surrounding areas of the palace are already covered by the forces of Ikaruga-dono in Camp Kitanomaru, the Imperial Guards who watch over His Holy Majesty, Raiko-san's unit in the small outpost in Hibiya, or this palace's own patrols.

Either way, no matter where we deploy the recruits, consequences will soon follow. Either sow more distrust towards the Diet and the MDF, risk an altercation with patrolling UN soldiers or their bureaucrats as they descend from the trains, bolster Ikaruga-dono's forces or over-commit units to my palace. When in reality the fresh recruits should be taking to the field to aid our people…

However, if the pressure is rising at this particular moment…

"Hifukai-san, would there be any connection between the petitions to bolster our stationed units and the request of the Undersecretary?" A hand caressing my chin, to support my face so that it does not wane under the intimate, burdening weight of the golden crown, I inquire.

He takes a deep breath, petrification permeating his entire posture clad in yellow, "There are no leads that would point towards such a case, no."

"Yet, do you believe that might be the case?"

"…I cannot deny it, Your Highness," Thus finally, dark ashes spread well beyond his expression.

Upon his somber answer Gekka-san coughs while taking a step forward. She then bows before speaking, as loudly as Daizaburou-san tends to do, "Many in Tokyo were perplexed, to say the least, with the sudden visit the Undersecretary paid Yokohama. By such concerns some believe this situation might devolve into…" Voice lowering, a speck of worry causing her lips to narrow, the papers she held now subjected to a vice grip, "Ahem… another treason from Tamase, and thus firmly think bolstering our defenses is justified."

"Sigh… However, from your report, all points to Kouzuki being ready to present precious intel to us," She wouldn't have requested an urgent meeting with the UN's HC and all Regents otherwise, "And forgive me if I'm mistaken, yet isn't it odd for Kouzuki herself to request a meeting of this magnitude? The woman does not strike me as someone who would bluff in such a way."

Gekka-san nods, the oval shape of her dark brown hair immutable unlike the quiver in her voice, "Indeed, Your Highness. The past meeting at Yokohama was but a small show, a quiet time for the Professor to share her reports and findings," She retells with much aplomb, and I nod in agreement.

That meeting, where many expected Alt. IV's start of operations to be announced, served only to disclose some minimal intel about Yokohama's own might. A show of the Imperial UN branch to their backers, to justify the funds spent on the base's construction. According to Gekka-san's prior reports, Undersecretary Tamase and one of the HC's Secretaries, Mooroka was his name I believe, affirmed certain Alt. IV supporters from America had contacted the Professor back then. A warning of what few allies this nation has in the west, of the soon to come pressure for the Treaty to be reinstated and the risk, the threat that supposed for Alt. IV. Chief Yoroi did not delve deeply into this, yet I believe time is running short for the Fourth Project.

Yet, the vital reports all awaited, the results everyone expected Kouzuki to deliver… were nowhere to be found back then, unlike now.

Leaning forward, treading and swirling my hair as I ponder for a moment, as my hand descends to my nape, a small jolt runs through me. Feeling as if static had enveloped my arms, as if my hair were standing in attention, that ensuing grip towered, covered my whole neck again. In slow motion I gulp, even slower I breath in.

Yet, what towers atop my head sinks deeply into me, forcing my chin to fold inwards. The pressure of gold undaunted by the skin and instead piercing the tender below it, tearing into where once he bequeathed kindness upon me. And it begins to hurt, the crown's weight. And it ails further, the reminder of what once was where pain lays now. It is odd, this amalgamation of swirling feelings in me. The same weight atop my head, the same intrusive reminder of my duties that compels such aplomb within is also what wakes whispers by which mine own tempest is cleared, cleansed. Allowing me to breath in calmly, rein in the toilsome pondering, hearing only those whispers of days long gone.

Usually, I'd have remained quiet on this doubt, I'd have taken a more peaceful approach. However… "I suppose that… said concerns do not surge from the Regents themselves?" I am not feeling particularly keen on the peaceful approaches for this occasion.

Gekka-san seemed to twitch, eyes parting open as skies after a storm, and she then hastily shakes her head, "Of course not, Your Highness. In all honesty, those who not know of either the Project or the meeting Kouzuki requested are growing anxious. Yokohama's silence as of late, their secrecy regarding the STF's deployments, and Tamase's sudden visit are making the echoes of those who hold… unpleasant views of the UN louder. Both within our walls and Ichigaya's hallways, it would seem," Eyes squinting as if amidst a heatwave, the habitual vigorous stride of her voice fades and gives way to nothing but a quiet wind to filter from her lips.

Seeing such apprehension, Hifukai-san coughs and looks towards me, with that equal petrification, that same apprehension as if the floor were about to give away upon a wrong step, "There is also the continuous insistence from the US to reinstate the Treaty to take into account, even if said attempts have been diminished since the Yukon Incident. While we cannot confirm any rumors, the UN's image has been steadily falling both in the IJA's camps and in the public opinion, many are those who still link the organization to the American forces," And once again, his expression falls down deep alongside his voice, "And… I also cannot deny some of our fellows are rather displeased with their showings of late, the lackluster support they've given our forces on the latest BETA incursions."

"That is something I can confirm," Kisaragi-san reluctantly affirms, barely raising his voice, "During the exchange of favors to repair and re-purpose the simulator units, quite many mechanics repined about how many units are gathering dust in the UN's bases, both sims and TSFs. I believe this animosity is one of many reasons why a press conference was requested out of you by the Prime Minister, Your Highness."

"…I assumed as much, truth be told," Once more feeling my shoulders grow heavy, desiring to bend down, this confirmation only brings further repining and pressure to the back of my head, from its top to my nape.

"So…" Gekka-san stares hesitantly, petrified in place, the hand she belatedly runs over her burgundy dress as if trying to grasp a flower with thorns, "…would you be wishing to parley with the Regents to quell this animosity, Your Highness?" She inquires and causes all others to also become statues, statues soon to turn to dust as those eyes, those hesitant and resigned eyes look my way.

Sigh…

Perhaps this is why the proposition to bolster our defenses is coming now of all times. Thinking twice, Yoroi has been silent for quite some time already. My actions to defend these deals with the UN have already forced me to debate with the other Houses, and quite adamantly to boot. The IJA is understandably growing anxious as the battles continue with no end in sight, not a single hopeful light arriving to our ears. If another assault were to occur and the BETA threaten with piercing the final defense line once more… If that report Yoroi gave us is confirmed either by the UN, our scouts, or Hikami-san's squadron, then… It is possible my people will choose violence to further their goals. No, any small incident might be plentiful enough to spark up the blazes of conflict which lay buried within the ashes.

Usually, I would relent. Prioritizing our people's and fellows' safety is an obligation I must hold dear. In no feasible way am I wishing to continue clashing with the other Regents frontally. To fold my hand when my agreement to their demands might aid in placating the righteous fury seething within the IJA would be a severe mistake. Even if I'd have to ask my subordinates to bend the knee, our actions should be moved by our obligation to safeguard our people's peace and safety.

Yet, as I breath in while reiterating that determined spiel, I don't answer. I cannot answer. Licking my lips, closing my eyes, I ponder the words, the board and what may lie beyond it. And again palpitations rise up, crawl up my throat, as the crown grows crushing.

"Are those impositions truly so dear to you? Is that what you should be protecting now?" His voice echoes, the query he forwarded after finally returning to my presence after our dissidence.

Usually, I would have ordered my fellows to parley, to find a peaceful solution to this conundrum. My voice as the Shogun is the only tool I truly possess to even the scales of this Empire. I cannot support those who would wish to see the Shogun's entire entitlements be restored lest those powers are either misused by the Royal Guard, who would then stand above the IJA in dominance, or taken as a threat by the UN and the rest of the Asian nations.

I also must support Kurechika-dono come what may as well as the Alt. Project, for both to remain independent as they are now is key so that we manage to maintain this amicable relation we have with the international community. Any signs of the Empire desiring to gain further powers, of the IRG wishing to acquire full control of this nation, of the Shogunate considering to once more rule by royal decrees as I had to during the invasion's darkest days… Even if said fears are unfounded, if the scenery paints such a picture the measures taken to prevent it might spiral into a forceful reinstatement of the Treaty, or worse… the abolition of the Shogunate. And such a threat, such an enticing desire is certain to drive the rest of the Guard into, perhaps, agreeing with those in the IJA who wish to bring about a paradigm shift to this nation. It is understandable that those in the MDF could be considering extreme alternatives to have their voices be heard after all the hardships our peasants are enduring. Kurechika-dono cannot solve what issues plague our people with words alone, and our reality in no way can measure up to the ideals we are sworn to uphold. That is why we remain serving in silence, all we can do as rulers is bow down in apology and keep pushing forward through these dark hours.

…So the obvious option is for me to relinquish further powers, to allow them to use my voice to quell the people and soldiers. It is the quickest and easiest path to stability, for me to simply remain playing the role of a bright Shogun. A mere tool to keep the tethering peace steady, to prevent a greater damage be inflicted onto our people. Appease the IJA, who possesses the numbers to act as a deterrent towards any insurgent desires the extremists within the IRG might harbor. Yet I must parley with the Regents so that they do not cause a power vacuum while I also have to continue to support the Diet despite the liberties some take with their powers, and the reaction that could cause within the more fervent soldiers of the IJA.

I can only sing and pray my voice is heard, and continue to slowly walk forward on this lone rope I have without ever looking back, ever looking down into the abyss that would befell my people were I to falter in protecting this frail balance. No matter how much my feet wail, how sore and numb they become… Such is my duty… to endure this knowledge in solitude, to shoulder this responsibility on my own… for the sake of maintaining this peace we enjoy…

…Then, what is this cold shiver that runs on my back? By which reason is my tongue regressing further and further into my throat? How can my arms feel so tense, as if showered by static?

"If you cannot ever hesitate, how can you be certain you're not making a mistake?" Feeling the glare on my nape, such pressure forces me to gag on emptiness, "If you can't prevent blood from being spilled… then, it's up to you to ensure the minimal amount of it ends up on the soil. You're the one who dictates, the one who forges the path forward as the Shogun."

Usually, I would have negotiated. Requested support for Kurechika-dono, a ceasefire in the intrigue towards the Diet from the nobility, or immediate aid for the settlements and shelters were a BETA incursion to occur again. I'd have accepted the critiques from the nobles for supporting both Kouzuki and Kurechika-dono as I've been doing, I'd have accepted Kurechika-dono's own doubts towards my capabilities as a leader of the IRG who is unable to rein in the nobles under her rule, to be the one who they admire and pledge their lives to. I'd have requested the soldiers of the IJA to merely remain steadfast in their resolve, to look away from my struggles and focus on safeguarding the people, to ensure no more blood is spilled pointlessly.

After all, all of them, those in the Diet, the IJA and the Guard, all of them solely wish for our Empire to once more be able to stand strong and proud by its own might. All that diverges is the methods they'd rather employ, and the colors with which they wish to paint the canvas of our future. Someone who does not take to the field cannot earn their reverence, that much I know. Someone who can only parley with time… is not truly fitting to be a Shogun as the traditions demand. From their eyes, I might as well be another bureaucrat instead of the divine embodiment of a warrior I should represent as His Holy Majesty's appointed Commander-in-Chief. Someone who must remain neutral, colorless, to not upset the spectrum among all factions cannot possibly convince them to reach a compromise.

I've known this since many moons ago, and all throughout these years without you I've managed to remain calm under the setbacks we've encountered, under the daily reminder of this crown which takes root into my head and does not wish to let go… Yet…

"So long as you promise to do what must be done for our future, even against the frail peace of today, I shall abide by any and all orders you issue, Yuuhi. And those who found me worth their trust shall make all those who are not in agreement bend the knee, by force if necessary. So in exchange…" Inhaling sharply, barely opening my eyes does not release me from that frown, that adusted, narrowed, accusing and imposing frown, "I want you to never back down from this oath. If you'll dedicate your life to serve the Empire as the Shogun, then make sure you're truly doing what's best for our future, to guide us towards a peaceful end to all this madness. So if there's any part of you that still would dare to hope for a peaceful world without wars… My soul and fealty are yours to command."

I slowly gulp, hands shifting and closing as the silence extends overlong. The rest continue to stare, still as pillars and afflicted much. There is no hold, yet my nape grows ever stiff. There is no gale, yet the lower part of my ears wail in displeasure and middling pain. There is nothing within my lips, yet my tongue twists and turns and the urge to cleanse it overflows.

You wouldn't have agreed with this course of action, would you Takeru? If I cannot hesitate, if blood will be on my hands no matter the choice… Then, it is my duty to reduce it to its absolute minimum. To make of this Empire a power known not for its military might but instead for its peaceful and honorable values, to reach the peaceful ending we dreamed of together. True peace cannot come to pass while such reservations, such grudges, such belligerent pride remains in our hearts. To continue down this road, compromising my standing to merely gain a temporary ceasefire…

That is not a solution. That's merely patchwork, a temporary deterrent, an eventual impediment. Regardless of whether… that cadet is him or not… if I truly wish for these arguments to stop… I must make myself be heard, otherwise these concessions will know no end. And if I truly have a listener no longer… that confirmation is plentiful for me to devise a path forward. After all, that which I have been regarding as impossibilities are nothing but the safe limits my overly fearful mind built for my ego.

Thus, exhaling softly, what embers of his still remain tried to lightly endow my voice. And I made no effort to suppress them, "…Sadly, I must refuse those petitions," Opening their eyes in dismay, truly flabbergasted they all remain as they find themselves at an utter lack of words, "As I stated moments before, I desire to find an end to these struggles. Furthermore, there are other bases and locations that deserve the Imperial Guard's attention. The troops stationed to guard both castles are plentiful enough, thus I ask that you notify the other advisors that I wish these discussions to be no more. The recruits will not be stationed in this palace nor in any of its surrounding outposts."

"H-However, if I may…" Gekka-san insists, voice again rising along clear concern grafted, imprinted into her eyes, "Your Highness, after the favors you unilaterally gave to Yokohama, you cannot push any further. The coming meeting might not grant us any boons, your standing and image would-"

"I rather see myself losing influence while following my own plans than to be swayed by outside influence," Again unable to repel, to resist the embers the dreams spurred in me, I take some seconds to stare into their eyes, one at a time, before grandly commanding, "All of us present are in agreement, I'm certain, that these squabbles must cease so that we can then prosper. These divisions once brought us to our knees during our darkest hour, and it is my obligation to ensure such a scenario does not repeat itself. Thus, my decision is final."

Thus, tapping her glasses and keeping a low tone, my retainer steps forward, "Your Highness, I comprehend your wishes, however this course of action could incite-"

"No, Maya. I believe such concerns are unwarranted. Kouzuki would not be requesting a meeting herself if she did not possess crucial reports to give. I know that, until the propositions become official, certain matters must remain unspoken, however…" Looking at both Gekka-san and Hifukai-san, the rim of my eyelids squints ever slightly, perhaps as you used to say fire would be coming out, "How likely is it that the Vice Commander requested authorization to assault Sadogashima?"

"Wh- Y-Your Highness!" Maya shrieks, appalled and paling, "How can you ascertain-"

"Maya, please. Considering the need to show results under such a narrow time frame, I do not doubt the XO is wishing to prove the Project's worth in a crucial mission," Between the railgun and the TSF developments she has shown, I do believe the possibility is quite high. Of course… whether she gains UN approval depends on the completion and prowess of the machine she has revealed almost nothing about, the one Kouzuki herself affirmed would be the peak result of her research, "Thus, what have you to say, 1st Lt Hifukai, 1st Lt Guren?" I inquire, once again staring into their souls.

He sighs, slowly running a hand into his long hair while dispelling the abundant tension, "I wouldn't go as far as to confirm such a notion. However… I do believe an important matter will be disclosed, for I have rarely seen Tamase hold his position with such resolve."

Gekka-san quickly nods, a hand on her ear as she slowly places, presses her folder onto her person, "I'd have to agree, Your Highness. I know not of what negotiations have occurred between you and Yokohama, yet it is clear this particular occasion comes with far more weight than any prior meetings. Whether that equals the results you'd be wishing, I cannot confirm."

"I see…" Sigh… That's a relief, at the least Kouzuki is finally delivering results, I'm certain, "Then Maya, may I entrust you with the duty of convincing Ikaruga-dono to douse his insistence over the matter of the recruits?"

"…I shall try my utmost effort," She relents with a bow, lacking all of her habitual confidence.

"That is all I ask," Smiling her way, I am able to finally sheathe the embers, "Well… I suppose this marks the end of these reports?" All of them nod, standing in attention, "Good enough, I shan't hold you any longer. All of three of my visitors bow down in unison, thanking me for my time, and in perfectly coordinated steps they thus leave my presence. Closing my eyes, away from the brightness of the audience chamber, I enjoy the soft breeze that intrudes from the balcony.

"Sigh… Truly, what a busy day today has been thus far…" And it is yet too early to retire to my chamber as well… What wouldn't I give for a few minutes in bed.

"Your Highness?" Maya asks, I look her way, "What has compelled such a stance from you? Are you still…" Lips twisting, she cannot finish.

Thus, I merely nod, "Indeed, it is as you fear. Yet, I believe this was truly a blessing. We cannot risk an incident to occur should Kouzuki truly ask for a mission to Sadogashima."

"Indeed, right you are. However…" Tapping her glasses, her stone-cold scolding gaze meets mine own unfaltering, "Might I advise you to retain your poise from now on? I do not believe it wise, for you to clash in such manner with the guard as you've done throughout today."

"…Yet, merely standing still is something I cannot allow myself to do. If compromises will be made regardless… then, why merely delay the inevitable, why waste time with patchworks? Shouldn't we be taking measures to truly heal this wound instead?"

"…I share your feelings, yet I am uncertain whether this approach is the most proper one."

"You could always employ a royal decree instead," An intrusive voice thus says behind Maya, making me twitch.

"Indeed, a decree would-" My retainer then stops short, opening her eyes wide as she turns around, allowing me to see Tsuhi's composed face as she stands in attention, "2nd Lt Yasomaga! Why have you not notified your presence?!" Maya berates, igniting her anger.

Eyelids descending slowly, Tsuhi remains calm despite the minute furrowing of her brows, "What good is a shinobi that announces its presence? Would you have me announce myself when I'm sent on recon missions, Maya-sama?"

"This and that are completely different matters, also you should not talk back to your superiors!"

"Maya, peace," Swaying my hand slowly as I sigh, Maya also does as she takes a step back which allows Tsuhi to walk closer to myself, bowing once she stops, "Tsuhi, whatever is the matter? Has something… occurred within the castle?"

"No, nothing of the sort, milady. However, Raiko-sama has announced herself at the gate. She is wishing to speak with you, Yuuhi-sama," Then, she looked up, unblinking.

"Is that so?" So she chose this day, when the advisors of the other Regent Houses are present, to come request such of me. Perhaps she's once more testing my character? Hmm… going by how Tsuhi referred to me just now… "Did she speak of the motives behind this visit?"

Tsuhi nods, still as composed as usual, "Raiko-sama desires to platicate with you regarding the food plant's situation, as well as the lack of orders her unit has received."

Maya comes closer, whispering as she taps her glasses, "Your Highness, I'd advise against this meeting. To merely accept to see her without having made an appointment beforehand would perhaps diminish your image."

"That might be, it is true. Yet… the food plant is one, if the only, project my fellowship can use to negotiate from an advantageous position. Perhaps I should simply allow this and resolve the meeting now," Before Mana calls with their meeting's results, or time erodes Raiko-san's patience towards my person, "Also, you have to be going back to Kitanomaru, don't you Maya?"

"Well, indeed. I can remain here for a moment, in case Raiko-sama were to step out of line," She ascertains, readiness in her eyes.

"Well, what would your orders be, Yuuhi-sama?" Tsuhi inquires, hurries as her sight never lifted from my person.

"…Allow her entrance, I shall meet with her immediately. By the by, have we received any calls during the meeting, Tsuhi?"

She returns herself upright, a hand tracing some hair, "No, were you expecting a call, Yuuhi-sama?" Inquiring as she again stares, tone and expression as loose and neutral as the grayness of her dress, "It wouldn't be something related to my leader, would it?"

"Yes, that is the case," Her inquiring stare eases up upon my honest answer, relaxing into her usual calm demeanor, "Mana might contact us for a report on the situation, is all. Please do inform Maya as soon as the call arrives, she will handle it," I order, holding her stare.

Tsuhi nods, despite how her brows again furrowed momentarily, the curiosity to delve further. After a deep bow, she then turns around and gracefully marches out of the room, with long and slow steps.

"…I swear, I still cannot locate her presence at all," Maya repines, rubbing her eyes under her glasses.

"So, you also cannot detect Tsuhi when she approaches?" I ask in genuine curiosity.

"I wish I could," She sighs, shaking her head, "Me, Mana and our sisters were only trained in the standard arts of the shinobi. I suppose Tsuhi has instead chosen to further polish her skill with her… family's methods," Just as a cloud covered the audience room with a faint shadow, Maya's expression so darkened.

"Is that so? Haven't you spoken with her to share such methods with you and the rest?"

"…I did try, and she refused," Maya sighs again, tapping her glasses as she frowns slightly, a foreign speck of complain in her voice, "She said back then that there was only one person she would ever teach her family's techniques to… And we know how that affair ended up," Her lips twist again, her glare cascades into the floor and I cannot help but to run a hand over my neck, "…However, that aside, Your Highness, are you certain you wish to speak with Raiko-sama as of now? What if Mana were to call amidst the meeting?"

Shaking my head, I finally lean back comfortably for a moment, "I doubt the situation warrants such concern, Maya. I can finish the meeting then or they can wait until we're done. Furthermore, I believe I do not have any impending duties for the remainder of the afternoon?"

"No, our fellows shall be crafting a speech for the press conference yet I doubt they'd have it for today."

"Sigh… I suppose I'll have to stand in wait all day long now…" Hopefully Mana can bestow me a pleasant report, to finally dispel these echoes I cannot rein in as of now.

Some moments pass, Maya made some tea for me and left the kettle and another cup at the ready for the eventual arrival of our guest. As a gentle breeze rustled its way into the audience room, as I breathed in this freshness, as the herbs replenished my good spirits, a rhythm knocked onto the door.

"Yuuhi-sama, may we enter?" Tsuhi requested.

"You may enter," Maya replies, and thus, the doors once more part open.

And behind Tsuhi… two figures walked towards me. A tall, slender but well-defined shape garbed in the burgundy attire befitting of a High Shinpan, readiness and resolve as in Maya's own stance. The short lily hair, with a trio of sharp spikes flowing backwards above her ears on each side as if three steel feathers they were, the strong, darker purple of her eyes locked onto mine own, her fair and smooth features betrayed the imposing aura, the brief displeasure that surged forth as she and Maya crossed glares. Stopping short, a slow and graceful bow she gives me, and her soft yet firm voice follows suit.

"Thank you kindly for receiving me, Yuuhi-sama. I hope this day finds you faring well, milady."

"…Thank you, Raiko-san. You may rise, it is… good to finally meet you again," She raises back, nodding to my words with a neutral expression. As she did, I could not help but to let my eyes wander to the one who stood by her side, tightly holding her hand, "Hello, I believe we have not met in person?"

The small boy hid behind Raiko-san, timidly peeking with a single eye at me. The short, light brown hair, the equally strong purple of Raiko-san's own eyes, the child was wearing a most elegant western set of clothing for the occasion, in cerulean and aquamarine with some small shades of thistle along its upper half.

"Come, introduce yourself," Raiko-san whispered to him, a small smile on her face as she gently pulled him by the hand, the child now standing before me.

Giving me a bow then quickly returning to her side, his eyes remained on me, "Good morning. I am Fujikagi Amato. It's a…" He looks up at Raiko-san, who gives a small nod, and his stare hesitates its way back to mine, "…It's a pleasure, Your Highness-sama."

"Fujikagi, you do not need to add a -sama when referring to Her Highness," She corrects softly.

"Truly?" He asks, eyes wide as he looks back at me.

Smiling and chuckling, I nod his way, "Indeed. There is no need for further honorifics," He then bows down, thanking me as he again hides behind Raiko-san's back. I remain staring at him for a moment, something or the other crawling down my throat, before I shake my head, "I suppose we should have him rest somewhere else. Tsuhi?"

"As you will," She immediately nods and walks up to the boy, who doesn't seem startled by her presence.

"Fujikagi, I need to resolve some work for the moment. Do behave well while under Tsuhi's care," She tells, patting his head.

The child nods with a smile, and bows down again my way before Tsuhi guides him by the hand out of the room. Raiko nods and thanks Tsuhi, who wordlessly salutes her as she goes her way towards the door along the child.

"…I see no reason why you'd bring the boy with you," Tapping her glasses, glacial gale greets its way forward. Sigh… Not again, "To have him ascend to this floor just to then have him rest elsewhere, I believe you should have left him resting in the nearby hotel."

"Why, I cannot merely leave him unattended. I expected more from someone who once watched over young children, but perhaps even than is beneath you today, Tsukuyomi," Thus, she immediately retaliates ready to rend Maya asunder.

My retainer frowns, scowls as she takes a step forward, "…Well, it is understandable. Yet, it is audacious of you, to request a meeting on this particular day without a prior appointment."

"Oh, I did request an appointment, you see. I wonder why my petitions have all fallen on deaf ears…" Raiko-san returns the pleasantry, grinning faintly, "It is almost as if someone were interfering with the communication attempts."

"Raiko-san, peace," I speak up, before Maya loses her temper, "I have not been in proper form to give you the time and attention you deserve. Please, do forgive my lack of tact towards your person."

Placing both hands behind her back, she hastily bows down, "No, there is no blame on your shoulders, Yuuhi-sama. Such are the circumstances you have been made to endure."

"That is good to hear… So then, do sit down. Tell me, how have you been faring as of late?" Trying to smile her way, she relents a nod and knees on the floor.

Shaking her head as Maya had offered a cup of tea, Raiko-san swayed her hair backwards in one fell swing then locked her eyes onto me, "As my reports have notified, I believe we have a working prototype for the main unit of the food plant. The smaller unit managed to deliver a satisfactory result, thus it is now time to proceed to the next stage and devise the core in its required size to be of use for the synth food plant's outlined output. Should the approval and funds be bequeathed to us, I estimate that we can begin work on the final phase in a month's time," She then told me of the work and proceedings she's been overseeing, going into fine detail when I so asked her to, "…At the very least, the filter to separate the flagellates from the seawater and any other substances is completed as of now. As I said, my main concern at the moment is the development of the main unit and its support systems. With proper funding, I estimate that it would take us two years to deliver the first off-shore food production plant."

"Is that so? That is truly a blessing…" Finally, a good advancement that is not tied to the war. Of course, it will also aid the war efforts greatly with its food supply, but such a development will certainly become a key piece for negotiations with the UN in the years to come, "I am certain that the Kujo House will undoubtedly support this endeavor, and I suppose the Takatsukasa House might also do so. Maya?"

She steps forward, giving a prompt nod, "It would seem that way, yes. The young Head of the Saionji is, well, more swayed by the militaristic approaches, yet I am of the opinion that Ikaruga-sama would try and negotiate for some of his fellows to be involved in the development process before giving his agreement."

"So we could have four of us in unison, huh. Raiko-san, I know I might be imposing, however is there any-"

"I must refuse," She quietly warns, frowning towards Maya, "The food plant is the fruit of the Koubuin House's endeavors. As the current Head of the Amato House, I shan't agree to relinquish our secrets or autonomy to the Ikaruga House."

My retainer steps forward as I was sighing, "You would dare to refuse a petition of Her Highness herself? The gall…"

Raiko-san once more ignites her wrath, clashing, crashing her sight into Maya's with unmasked contempt, "No, I am refusing your suggestion. We cannot show such weakness in our negotiations, to simply reveal our cards so easily won't do us any favors."

"However, further clashing will only place Her Highness in a compromising position," She ascertains, firmly, "I believe that, as her servants, it is us who should lower our heads to safeguards our Regent's wishes."

"Hmph… I wonder who you're referring to now," Very much toxic, she eyes Maya sideways.

Who does not relent upon my coughing, instead taking a step towards Raiko-san, "…So you think I serve another Regent, do you."

"Yes, for real," Frowning, she fires off. The wording catching me and Maya off guard, it brings cold nails into to nape, into my hands, "I certainly did not expect you to be wagging your tail so openly, dog of Ikaruga."

After a moment of bewilderment, wrath overflowed my retainer, "What… What was that?! I dare you to repeat that!"

"Maya!" Frowning, I warn. She grimaces, wringing her hands as she takes a step back, "Raiko-san, could you kindly cease these petty attempts to instigate an argument?"

Eyes narrowing, she eyes Maya sideways again, "I did nothing of the sort. I merely stated a fact, that Tsukuyomi herself suggested involving Ikaruga into our own business. And as the High Shinpan I am, I refuse to allow such a treason to escape unpunished."

"Treason, you say?" Maya whispers, her hands are shaking, "What has you casting such defamation upon my person, I wonder?"

Meeting her gaze, Raiko-san scowls, "…Under who are you stationed and what is your callsign as of now, Tsukuyomi?"

"Wh- That has nothing-"

"Could you kindly answer the question?" She presses, Maya groans in frustration, I sigh and shake my head. It is always the same between these two, I wonder why they never were amicable with one another.

Maya's gaze crumbles, fades to dust as she tightly veils her sight and whispers the answer to the query, "…IRG 16th Battalion, callsign Horn 3."

"Oh, is that so? If my memory isn't failing me, that unit is none other than the Ikaruga House's personal battalion, is it not?"

"Raiko-san, enough," I glare her way, voice low, "Maya has remained loyal to me, her position in said battalion is something I myself ordered many years ago. There is no need for such accusations to fall on her person."

"…Yet, one cannot deny the overbearing presence the Ikaruga House possesses in this palace, and the influence it holds over the other Houses. I cannot help but to think that… perhaps, your retainer should not be someone who has served another Regent for so long a time."

"…After not seeing us for so long, this is how you choose to conduct yourself?"

"Precisely because I do not know when we'll meet again I speak as such, Yuuhi-sama. Your retainer might be fulfilling her duties as of now, yet I implore you not to forget where her loyalty lies," She affirms, the link between our gazes never breaking, never waning.

"What are you even accusing me of?" Maya threatens, "I'd find you far more worthy of such suspicions, refusing to release the project if it isn't under the circumstances you desire, even in front one of Her Highness' direct requests."

"Well, if you insist I can refresh your memory, dog," She narrows her eyes once more, whatever thwarted the animosity giving in, "Who was the one who opposed my directives during Shura's Dance, wasting crucial time on the mission?"

Maya recoils, a step back as her lips quiver, "That… I was merely-"

"Who was the one that surveyed my unit's efforts after the fall of Yokohama, interfering with our investigations on multiple occasions?"

"I… I was not aware of-"

"Raiko-san, please let this matter rest. Nothing will come out of-"

Clearly not hearing me, or not caring to stop, she swiftly points a finger straight at Maya's eyes, a dagger at her throat, as her own eyes came under a draconian spell, "You are not worth our trust after your devoted service to the Ikaruga House during the invasion. Such is the reason why Takeru-uesama refused your collaboration when the Swordbreakers were still in function. If he did not deem you worth our trust back then, I see no reason to give you the benefit of the doubt when you've done nothing to cleanse the image you portrayed during the '99."

The mention, the name emptied my insides once again as the hold covered my neck whole. Inhaling deeply, to halt the harsh brush of anger into my canvas, to resist the embers, the echoes of the dreams. Thus, I took a moment of pause, yet…

Restrain withered in Maya, she hastily stepped towards Raiko-san, "How dare you mention his name… after you misguided him into such violence, you dare speak his name?!"

Observing her well, Raiko-san's fair features did not even waver. She merely narrowed her eyes at Maya, uncaring and cold as he used to be, "Misguided? Me? I'd like to you to not talk about which you know nothing about, dog of Ikaruga."

"Do not utter such balderdash," Hands wring, rough outlines of clear anger taint her face, her rising voice, "Who else other than you could have influenced Takeru into following such a vengeful path?"

Now frowning, scorching ice breathed through her lips, "Such words prove you know nothing about him. Takeru-uesama chose his own path on his own volition, as you did back then."

"Most interesting, coming from the person who prevented me from meeting him at all," Maya retaliates.

"Which was only a precaution I had to take, after you harmed him so savagely," Quietly, she thus slays any remaining composure my retainer had left.

Combusting alive, those eyes narrowed, those hands tightened as they stared at each other, "…I did nothing of the sort, you merely deceived him into-"

"Takeru-uesama was who refused to see you, because he no longer believed you worth his trust. And considering the current state of affairs, I still believe his judgment to be correct," She states, relentless downpour of aggression.

"That was only because you twisted his-"

"Maya, stand down," I order, firm and loud. When she holds my gaze, I frown as I used to do, endowing the embers once more. Maya recoils, sharply bowing down and taking quite a few steps back. Not dispelling the tension in me, I silently stare at both of them, who seem to sheathe their arguing wishes upon my gaze, "…Cpt. Amato, it has been two years already. Maya has already proved she was merely lacking intel on your operations."

Despite the bow she gives, the animosity did not thaw, "Yet, she herself is the one who mentions, the one who proposes to involve the Ikaruga House in our House's matters."

"As the Shogun, I require my fellows to prioritize the Empire's wellbeing over our own interests. Do remember the words of the Mugen Kidou, as well as the honor code."

"…That extends to all Regent Houses, not solely the one whose Head is the Shogun. Would you then be wishing to order me to relinquish my project to the Ikaruga House?"

Maya sighs, tapping her glasses as her voice cools down back to normal, "If it gained us the fastest approval without further discussions falling upon Her Highness… perhaps that is the correct choice."

"…I see. It would seem I was guided to the wrong room," Frowning, my guest slowly stands up.

"Excuse me, what is the meaning of-" Halting my words with a glare, a glare that resembles his all too much, she proceeds to bow down.

"I had asked to speak with Yuuhi-sama, the Head of the Koubuin House, yet it would seem… all that's left within you is a docile Shogun. I shall be taking my leave," She thus promptly turns around.

"Wh… Halt where you stand," I order, she looks back, "Cpt. Amato, I am both the Shogun and the Head of our fellowship. Such provocations shall only bring you further setbacks."

"It does not look as such from my eyes," She squints them, briefly glaring at Maya, "For you to so easily accept to hand over our research to other Houses… shielding this blatant mingling by saying it is for the good of the Empire… If that is how you wish to proceed, I shall resign my position from the project."

"…Why are you showing your fangs so easily, Raiko-san? I had believed you also wished to lead us to the peaceful world he so desired."

Scowling, her voice descends, the cold blizzard looks straight into my eyes, "Because I have not forgotten. Do you believe Takeru-uesama would have favored such a course of action?"

"…We must deliver results with the food plant, then perhaps we can once more offer it to the rest of the world to gain us valuable funds. It is a vital piece to negotiate, it could allow us to parley with Ikaruga-dono quite easily."

"You're assuming he would relent on his pressure," Looking away, venom overflows her lips, "And to hand over our advancements? If you wish to continue chasing this naive ideal of a forced peace, then do so. If you wish to keep compromising your power, to keep sacrificing your influence, you're free to act as you deem fit. However…" Taking some steps towards me, accusing and aggressive, "I will have to request you relinquish the position of the Head of the House, you're clearly only going to bring us to our knees in your quest for martyrdom," She states, almost hatefully.

"…Do you see me as such, Raiko-san?"

She nods, unabated, "Indeed I do. It is one thing to search for a compromise, to try to reach a truce in the required negotiations you face. However, you're preemptively readying yourself to lose your power. If your very first card to play is to knee and offer your boons to the rest of the nobility, then you're free to act as you deem fir. However, those of us who have supported your wishes would rather you stand firm in rule."

"Yet, that won't grant me any favors now, would it? I require the support of the other Regents, and Ikaruga-dono could very well aid us in reaching said compromise with his influence," As much as it pains my lips to admit…

Once more, the scowl surges forth. Sudden, harsh strokes of crimson taint her eyes, and Raiko-san can no longer hold my gaze, "Is that so? Then… If you've determined such martyrdom to be your sole path forward… Why do you not marry Ikaruga instead?"

"Wha… What did you just say?" Teeth gritting, a cold sensation covers my back.

"If you wish to gain Ikaruga's unconditional support, you could court either him or one of his Shinpan retainers," She states, and we glare at each other.

"…I would never surrender myself in such a way, my First Gentleman must be someone who adheres to the code of the Koubuin House, someone who can stand by me in support of my wishes," Both as a Regent and as a woman, and simply uttering, pondering such words… brings back the grasp, the grip to my neck, pushes the air out through my teeth as I lick my lips, as his voice echoes again, "Could you perhaps enlighten me on what spurs such an irreverent inquiry from you, Cpt. Amato?"

"It is simple, Yuuhi-sama. I wish you to would clarify your standing for all those of us who you have neglected in these years," She then glares at Maya, barely subduing the scorching within her eyes, "If you have chosen to surrender your powers to the complete service of the other Regents' demands, then I ask you to give your vassals the freedom to act as they deem fit. We serve the values of your House, and if you choose to not uphold them then-"

"Silence," A quiet warning, a straight gaze into her. Inhaling sharply, a void rising from my stomach into my throat. I again speak from my stomach, "I understand your concerns, and they do hold some truth to them. I admit I have been neglecting my duties as a Head, imposing onto you all the order to always bow down, to be the firsts to relent. My apologies," I thus give her a short but deep bow. Yet, it does not release me from the frown, the accusing and disappointed frown I know he would have endowed, for I know Takeru wouldn't… have supported this course of action.

"Y-Your Highness!" Maya steps towards me, paling, "You need not show such gestures, you are our ruler. We would follow you to hell itself if you so ordered!"

"Please keep your opinions to yourself, Tsukuyomi," She retorts, pure toxic roused further, "Many of us wish to be able to uphold the values we hold dear, to protect our people instead of always have to bend the knee in front of the other Regents' and the UN's demands," Raiko-san fires off as aggressively as always, absolute anger anchored in her voice and tight posture.

Which causes my retainer to once again scowl in full force, "You dare to cast doubts on Her Highness' wishes? Have you no shame?!"

"Maya, stand back," I order, she flinches, "Raiko-san raises valid points, I have been too passive as of late."

It is true, all I've been doing is chasing the quickest solution. Never hesitating to obtain the result, no matter what was asked of me. All to safeguard our peace, so that no more innocent blood has to be spilled… Because one such as myself must not ever waver, for I am a guiding light that must forge the path towards future peace. Yet… by never questioning myself, by being hyper-fixated in my… yes, in my own selfish wish to never see blood be spilled again, I have allowed things to almost spiral out of control.

If the IJA had decided to try and root out Kurechika-dono in their frustration at our current situation, what would I have been able to do, realistically speaking? Try to parley with them or the government? Request UN support and leave the city to protect the people? And then… what cards would I have left? To see my people murder each other? To fail to keep them away from those shadows that almost engulfed us entirely during the invasion?

It is the same with these negotiations, at one point the only option I'll have left is… to entrust myself to fate. Perhaps, I could take action if I still had my Takemikazuchi if violence was chosen. If not then, I could face either the IJA or the IRG in the issues they have… to try and shoulder the burden on my own once again… as I've been doing to not upset either side…

Yet, if violence is again used to solve our inner problems… someone could then take the same path Takeru once took. Again, my passivity, my constant agreement to the expectations I am obliged to answer to would spawn a heartless blade… and my words might not be enough to sheathe it this time…

Hunching over, the crown again drills into my hair and skin. Sighing heavily, the cold feeling covers my back whole. Thus, I shiver before looking up again, "I admit, I have only been trying to not tip the scales, the balance of this Empire of ours," Slowly entwining my fingers, I frontally meet her gaze, calming down my tone, "Yet, I also do not think it wise to endow such aggressiveness as you do, Raiko-san. I will endeavor to bring about favorable results for our House, while also maintaining the frail peace we have today until we can begin to restore our land. And I ask you to once more place your trust in me, I assure you the tailwind is soon to come," I nod her way, not faltering upon her inquiring gaze.

Some moments pass, as do some clouds which obstruct the illumination. After a pause, a long extension of silence, Raiko-san eases up her posture, loosens up her arms, and bows down in apology.

"My sincerest apologies, Yuuhi-sama," Sigh… So youstill refuse to call me otherwise, "However, how can you ascertain the tailwind is soon to come? From my humble outpost the sky looks grim indeed, and what we've discussed and your own complexion would grant credence to such assumptions," Kneeling again, she stares in concern as she folds her arms. Maya sighs and starts taking a few steps back.

Brushing my hair, the embers away, I try to inhale calmly for a moment, "…There have been some developments that have given me hope we'll hear good news soon. Your concern is noted, yet, I must ask you to remain steadfast for the time being," Brows still arching in dejection, she relents a nod, "Now… Do you think the food plant project can be brought to fruition without the support of the Ikaruga House?"

"I rather negotiate with the Takatsukasa or the Saionji, or even delay the plans than to continue to relinquish power to the Ikaruga House. And if you desire to gain their support, allow me to inform you me and my fellows shall resign our positions from the project," She states, again firmly staring at me.

"Such warning is unnecessary. Raiko-san nods, eyeing Maya sideways once more, "Yes, Yuuhi-sama. However… I would like to ask Tsukuyomi to give us some privacy. I am not comfortable speaking of this in the presence of someone who serves another Regent," She insists, and their stares clash once more.

"Sigh… Very well, I shall grant your wish," If only to not have you two keep fighting all day long.

"Your Highness, there is no need to give in to such demands," Maya states, understandably adusted, "I am your retainer, and I shall stand by you."

"However, you also must be returning to your duties in Kitanomaru," I admit, which causes her to flinch as Raiko-san narrows her glare upon my retainer, "And there are other office duties you must see to before you depart, of course," Namely, the incoming report from Mana.

"Yet… Uh…" Maya's tone crumbles, she shivers for a second. Worriedly staring at me, she then looks at Raiko-san, and finally my retainer once more sighs, "I see… As you wish, Your Highness," She bows down deeply, as deeply as her voice fell, as her eyes lost all luster, "Now then, if you'd excuse me," Standing in attention she salutes me, then marches towards the door without sparing a gaze or any parting words for our guest.

Choosing to finish my now lukewarm tea, leaving the liquid in my mouth for a moment, tranquility envelops me. By that relaxation the cold is driven away, the echoes subside and my breathing eases up again.

"…You truly do dislike Maya, do you Raiko-san?"

"Dislike feels inappropriate. Despise fails to convey the feeling," She admits.

"Sigh… I know it might be pointless, yet I trust Maya with my life. She truly was merely in the dark regarding your operations. And… I won't claim to know in detail what transpired between you two during those months after Yokohama fell… yet I'm certain Maya would never have done anything to harm Takeru."

"…We will have to disagree on that front, Yuuhi-sama," She thus says, low, before shaking her head, "In any case, I do not desire to fuel any unnecessary altercations. If she keeps quiet, I shan't retaliate."

"Maya simply… has a strong view of you, as you do of her. I believe she might have thought you brought the child in an attempt to wrest for sympathy, perhaps."

"Hmph, as if I would subject Fujikagi to such uses… Please do not clarify her intents, it only darkens the already pale image I had of that dog," She fumes, understandably. It was my miss, I shan't deny it.

"If I may ask… Why did you bring the boy with you?" Let's try to divert the talks momentarily, so that we can reach the core matters under a more amicable atmosphere.

"As I said, I cannot simply him alone," She nods to herself, arms folded.

"Is there a problem in Hibiya I was not aware of?"

"No, nothing of the sort. It's that, while I'm nearby, Fujikagi stays put reading or playing, but as soon as he notices I'm gone my fellows have told me he starts wailing and complaining much, wanting to know of my whereabouts," She then sighs, "Such is the reason why I have not protested against your decision to have me do office work as I oversee Hibiya's outpost, for it means I can look after him without issues. However… these two years have been rough on me, to tend to him on my own…" Eyelids descend slowly, lips twist inwards, a sorrowful, wistful expression hewn into her face as she once more sighs, "Truly, I only brought him here due to that, and his curious questions about the Castles and what kind of person the Shogun was. "Yes, we have no complains, Yuuhi-sama," Back to her firm form, she nods, "However… There was something I wanted to notify you of."

"You see, some days ago, we noticed a train arrived out of schedule at the station," She says, low. I gulp, nodding as I gesture her to continue, "It would seem one of the HC's Secretaries was the one in it, along some of his men. Our scouts said the UN's HC was in an uproar at the time, and my sources there did not wish to divulge what was the cause of such hectic behavior. However, they did tell me everything took a swift change after this Secretary arrived."

"…I see, so that happened…" She's talking of the report that came to lessen… the cadet's punishment. While Mana reported the situation to me, someone else did so to the HC. Which would mean… all of them now know of the name 'Takeru Shirogane'… If he ever returns…

"Yuuhi-sama, what is the matter?" She inquires, worriedly staring.

"Nothing… I was merely apprehensively pondering on what it could mean."

"Is that so? I had heard… Meiya-sama was harmed during her trial. Does such worry stem from that affair?" Her voice lowers, eyes sharpen, as whenever she proposed to… crush someone's fangs for me or Takeru.

"…Yes, it is related to that. However, that issue will be resolved soon. Worry not, Mana is handling it at the moment."

"Understood," Dejectedly, her readiness evaporates.

"In any case… I actually had a few requests to ask of you," Once more dulling my smile and speaking in a commanding tone, I stare into her eyes. She nods in silence, awaiting the orders, "First, I would need you to… take to the field once more. There is one matter that I require intel on."

"What does it entail?" She curiously inquires, unable not to smile. After all, it has been… a long time since I've sent Raiko-san to the field. I believe, since Kyoko-dono perished and we lost the support of the Takatsukasa House.

"A certain report reached my hands, a most dreadful report truth be told. There are many teams scouring the field to check the veracity of the papers, yet we do not have enough hands as is," She nods, full focus on my figure. Seeing such honesty in her features, how we can share words so easily, it reminds me of days long gone, it reignites the shiver on my back, the craving to divert my gaze despite knowing he is not there, "Thus, I'd be wishing to request your squadron to scout certain areas near the Niigata frontline. You would have to spend time away from here for this mission, and I'd like to ask you to begin the preparations immediately if at all possible."

"Hmm… It would take a day, perhaps two. What does this scouting entails? Will there be other fellows aiding in this search?"

"Yes, as it were… I was thinking on contacting Hikami-san for this mission as well."

"Huh? Is… that so," She says, lips again twisting. I suppose, to field her along one of her past squadmates must… make her wish to sortie alongside her, yet Hikami-san is not serving the IRG as of now, sadly.

Shutting my sight for a moment, I again entwine my fingers to quell the minute quiver in them, to prevent the desire to scour my neck once more, "…Thus, would you be willing to accept this mission?"

"If you grant me time to prepare properly, it would be my pleasure. However, you have yet to disclose the details, Yuuhi-sama," She says, eyes narrowing.

"Sigh… I shall give you the report shortly, to hear your thoughts on the situation. In any case, regarding the second-"

A strong knocking halts my words, a knocking in a rhythm I recognize as Tsuhi's way of announcing herself on the few occasions she does so. Why would she be coming to my presence herself once again? Well… Since Maya should still be here, it should be safe to allow her entrance.

"You may enter," I loudly say, so that she can hear me from the door.

Shortly after, Tsuhi enters the room by herself. As slowly as usual she approaches, taking a moment to stare, to gauge our complexions. Stopping some steps behind Raiko-san, she stands in attention.

"Yuuhi-sama, Mana has called."

"…Pardon?"

"I said Mana has called, and she says the report is urgent," She says, immutable.

"Excuse me?" Why are you mentioning that now? Tsuhi, what in the Heavens do you think you're doing? I… I had ordered-

"What is this about, if I may ask?" Understandably, Raiko-san firmly stares my way.

"Ahem… It is nothing. There are some negotiations underway with Yokohama, is all," I reply, barely managing to subdue the quiver in my neck. If Raiko-san were to learn of-

"Yuuhi-sama, I have the communicator with me," Tsuhi says, far closer than before, now standing merely a few feet from my position.

"Tsuhi, we were in the middle of dire business," Raiko-san wearily says, shaking her head, "Please, give us some moments. It shouldn't take too long, I presume."

"She speaks the truth," I affirm with a nod, "It won't be more than a few minutes. You may wait outside, Tsuhi," And cease whatever foolish attempt at a joke you're doing. I am in no mood for your taunts today, so kindly step outside.

"No, I believe you should inform Raiko-sama of this as well," She refuses, holding my gaze, "After all, going by their words, procuring a meeting might backfire as of now."

…Huh? Wait a moment, why did they tell her of the report? Did Maya have to leave for Kitanomaru instantly? No… What does she mean, a meeting might backfire? Did… something happen to-

"Yuuhi-sama, what is this about?" My guest inquired, clearly concerned as she switched her sight from me to Tsuhi.

"…It is nothing. I shall be overseeing this business myself."

Tsuhi shakes her head, brows narrowing, "I do not believe it wise, Yuuhi-sama," Still calm as a lake, she states, "By your lonesome this situation might not yield positive results."

That I'm not enough? That I'm insufficient? What is… she implying?

Fingers coil in, nails rake my palms. Inhaling slowly as I lead back, the shifting weight atop my head once more ignited the pressure on my nape. Choking a strand of hair does me no good, it cannot halt the shifting spectrum in my face as I can tell I am no frowning.

"My decision is final, 2nd Lt Yasomaga," I harshly order, Raiko-san seems puzzled and perplexed, "Take your leave, and await my call."

Yet… Instead of showing more signs of displeasure, Tsuhi smiled and began to chuckle, "Oh, is that so? Yet, considering what little Mana-sama has disclosed to this humble servant-"

"Silence! Such matters are-"

"…all this attitude of yours will achieve is to bring further harm into Takeru," She finished, both her words and my stride.

And for a moment, nothing could I hear or feel, even the intimate pressure of the crown, or the breeze coming in.

"…What do you mean?" That I'll harm… Wait, does that mean they have confirmed-

"Yuuhi-sama…" A low, hoarse voice releases me from my inner woes. Raiko-san was still as a mountain, her entire being subtly shaking, "…You wouldn't be testing my loyalty now, would you?"

"What… O-Of course I am not. I would never employ his name for such ploys."

"Not that!" Raiko-san berates her, loudly and out of breath, "How in the Heavens did… How did…"

"Ahem… The specifics can wait until later, however, around a month ago, Takeru returned to the Empire as a cadet in the UN. And after many trials and misunderstandings, Mana-sama and those in Yokohama have finally attained undeniable proof of his identity, in their own words," Taking a pause, Tsuhi smiles at the slack-jawed Raiko-san, "So, yes, for some odd miracle… Takeru is still alive, albeit with certain lakes in his memories. As of now, we are determining how to arrange his safe return."

"…As of now?" Her teeth gritting, biting her lower lip, it would seem the report had only served to ignite the hellish furnace of a wrath fierce enough to melt mountains, "You knew he was… all this time and… you said nothing for so long…"

"Cpt. Amato, please remain calm," I quickly order, "It hasn't been so long that…"

My voice drowned, unable to depart from my lips. All the apprehension, the stiff molding posture I had endowed in fear melted at once. Tsuhi herself also seemed surprised, mouth slightly open and also bereft of words.

"He's… alive? Are you being truthful?" She inquired firmly yet low, as if not daring to hope. All the while… her eyes were watering.

Not enough to release tears, not so little that one could dismiss it as a minor annoyance. Tightly holding her breath, never breaking eye contact, my nod served only to further enhance said posture as she embraced her arms, taking short breaths as she veiled her sight.

After a long moment of silence, she whispered, "Yuuhi-sama, since when… since when did you knew? Since when had he returned to the Empire?!" She demands, almost rising to her feet, embers lurking behind the dampness in her eyes.

"Peace, it hasn't been that long… Little more than a month ago."

"A month ago? Why did you wait so long to even try to confirm his safety?!"

"Sigh… I had not been made aware of this until the sorrowful incident of the CCSE. And since then… I've ordered the cadet to be observed closely, in case he were a faker."

"…And why did you not notify the Chains of this grave a matter? Had you sent us to Yokohama-"

"Cpt Amato, you know we cannot clash with the UN nor reveal Takeru's identity," I impose, she relents, "Furthermore, the risk of the man being a faker was decidedly high."

"Well… I can understand your apprehension," Caressing her hair, it does little to douse her mood, "So then, if he took part in that CCSE, was he placed alongside Meiya-sama? Does that mean Takeru-uesama is… stationed in Yokohama base?" A frown raises in concern, in disgust, "How is he as of now?" Raiko-san quickly inquires, edging closer, "Has he been treated fairly? What was of him during the CCSE?""

"Yes, he has remained in good spirits for the time being. Mana did notify me he had some altercations from time to time with certain people, but he has adapted well enough. As of now he's under a punishment due to what occurred during the CCSE, however. All points to… the cadet arriving on the twenty second of October to Yokohama."

"I see… So Takeru-uesama was who defended Meiya-sama from the chasers…" Nodding in realization, she relaxes for a moment. Yet, sharply opening her eyes, a finger tapping one of her brows, she begins to groan to herself, "The twenty second… The twenty second of October…" She repeats, every one lower and lower as if a tender bell it were.

"Raiko-san? Is something the matter?"

"…No, it is nothing," She takes a deep breath, folding her arms, "I was trying to… cross reference some odd occurrences with that date is all. So… Ahem, would you now possess veritable proof of this man's identity, Yuuhi-sama?"

"That is what this report should grant us," I nod, the confirmation sending a small jolt down my back, "Tsuhi, this proof you spoke of… Are Mana and Daizaburou-san absolutely certain of his identity then?"

She nods, "Indeed. The words he said during the meeting they held seemed plentiful. However, there are other concerns they raised."

"Uh, Yuuhi-sama? Could you perhaps enlighten me on the overall situation? Why was a meeting requested? And what of that fox? Does she know who Takeru-uesama is?" She inquires, again firmly staring.

"I suppose I could notify you of the situation later, if Yuuhi-sama so allows," Tsuhi diverts, and now I alone am under the dread-lock of Raiko-san's gaze.

"…Sigh. I suppose there is little to be done now. However… Raiko-san, you shan't take actions that might impair our efforts thus far. This situation is… delicate."

She narrows her eyes, obviously offended, "That was unnecessary. So… So is Takeru-uesama truly… alive?"

"It would… It would seem, yes. Even if some memories seem to be missing."

"However, how… how can you know it's truly him and not a faker?" All stoic remnants scattered, all that remained were hesitant, scarred fireflies in her eyes, a low tone in confusion.

"Well… all points to the man having possession of a Minaru Kamui," My guest recoils in shock, "Also, some of his words have… lent some credence to our doubts. Thus, Mana and Daizaburou-san would have a meeting with the man, under the guise of learning of where the blade came from and if he had any intel to mend the… well, empty data banks."

Unable to once more hunch over, I inhale sharply as I look into the wildfire within her eyes, "I know you… valued him much, yet hastiness will not work in our favor. I suppose I could… allow you to hear the report, if you give word you'll follow my directives to ensure his safe return to my side."

Immediately bowing down, she loudly and firmly speaks up, "As you command, Yuuhi-sama."

"…Even if I ask you to remain away from Yokohama?"

"I shall find ways to make myself useful to this cause without going against your wishes, milady," She affirms, all looseness, all quivers replaced by raw determination as if readying a slash, "If this is… if he truly is… alive…" Taking a moment for a deep breath, her gaze cascades down, "Then… Then, how could I do anything other than support you? A moment passes and she doesn't relent, so I allow a nod to not spur any altercations now, "We shall see to it once he returns, then. However, no words goes to his other fellows unless I so order," I order, she quickly bows, "Now, Tsuhi. Is Mana-"

She bends one knee, offering me the communicator, "The connection is secure, and I took the liberty to also trigger the speaker," She informs.

A moment of complaining at her attitude later, I grasp the comms. Air squeezing its way into my lungs, slowly I bring it closer to my lips. A cold brushing against my nape, a moment of blankness, then I sigh and press the button.

"…Mana?"

"Yes, here we are, Yuuhi-sama," The static of the connection did not hide the weariness, the apprehension that had taken root in her tone, "Can you hear me well?"

"Yes. So… Tsuhi had said you had found proof of… the man's identity?"

"Yes, we did… However, well… Please remain calm, I shall detail what we learned in utmost detail," She affirms, and after coughing she thus begins to tell.

"…So he still refuses to mention who handed him the blade, huh," I sigh, coldness of dusk enveloping me.

"That is an ill omen," Raiko-san says, wincing, "For Takeru-uesama to refuse such inquiries so adamantly… it would equal he holds no trust towards them, not even giving them the benefit of the doubt," She looks down in concern, Tsuhi nods in agreement.

Mana, who had not heard them, continued her detailing, "…We believe that whoever that person was had owed Takeru-sama some form of favor, for they knew of the Minaru Kamui's royal purpose yet did not disclose it for over two years."

"That is true, it is odd the blade could make its way back to its owners hand unimpeded," I nod, tracing some hair, awaiting the intel I need to hear, "Thus, I suppose no other inquiries were forwarded regarding the blade?"

"No, we let that matter rest then," She affirms, the other two nodding to the words.

"Well enough. So, did the cadet… accept to visit the Capital at some point?"

"…No, he did not," Halting my breathing, my grasp on the comms tightened, "As a matter of fact, he was very defensive on that matter. However, this is when we acquired the proof we had been looking for, Yuuhi-sama."

"Is that so? What came of it? Did Takeru… recall anything?" Subduing the urge to press the speaker onto my ear, my heartbeats palpable on my neck, I awaited the orders.

The second it took Mana to order her words felt far longer, far tortuous than it should have, "It would seem he has recalled pieces of his earlier days, of his parents."

She then tells of how Takeru spoke of both of his parents on his own, detailing the looks of his house in Hiiragi, the position Kageyuki-san had as a Royal Guard, and even how his mother had died when he was young. Yet, the delay, the hesitation, the low tone Mana employed did not carry auspicious news.

"…Mana, what was it that went wrong? Did Kouzuki interfere somehow?"

"No, at all. The Vice Commander actually had tried to ease his temper, Yuuhi-sama," She relents voice prey to static and not because of the comms.

"His… Are you saying he grew adusted at you two?"

"Yes… It wasn't as back then, it was more subdued yet it was clear Takeru-sama was upset, pained at the situation. Kouzuki said he was still in shock after learning of his parents' passing and how they, well… lack any data in their profiles about ever having a son," She admits, low.

"We could not, I'm loath to admit," Maya dejectedly affirms, "A bad choice of words on my part caused him to flare up in anger, and since then the meeting spiraled out of control," Once again, my tongue seems to be retracting into my throat, my exhalation strong enough to reach the hand which held the comms, "H-However, he did not remain in such anger for long," Mana tries to comfort, "I also believe he might be confused, is all. Kouzuki did affirm she'd welcome our aid were we to bring some intel regarding his life. And this is, well, the core of this report," Coughing, she takes as second in silence. All three of us also shift in the pause, awaiting the words, "As it were, Takeru-sama seems to be afflicted over what became of him after Kageyuki-san's passing. He was convinced he was left alone, and that if he had been adopted it only brought him further suffering."

The oppression I've been feeling melts away, opening the doors to a dance of emotions. That which I held within breaks loose, my vision grows distorted, tears fall slowly. My heartbeats clang faster and faster against my throat, trying to blast, to burst away from me as I hold my mouth tightly in a futile gesture, for I cannot stop weeping.

Like a lone leaf being swept around by the winds, I let myself wander to those days, those so distant nights, the days before the war came to our land. When he was still here, laughing by my side. When he did an utmost effort to adapt, to meet the required expectations of our ways of life. When he always was my tailwind, a smile ready to bring me back to my good spirits.

…It has been two years. No, a little more than that. Since we met battle for the very first time he had never smiled as he used to, he never gave me that delight of hearing his laughter once more.

A hollowness spawns on my chest, as I torment myself with the echoes our times together, both good and bad. Forcing me to remember when I wasn't enough, when he pushed me away. It tugs at my heart, it burns my insides. A gash so deep that no amount of time could heal, relieving his pain, remembering how powerless I was to console him.

For not all my memories with him are pleasant ones. How I was hurt by him here, in this same place. How he broke his vow, and left me all alone. How I failed him, when his heart was crumbling.

It all brings me pause, and makes me shiver inside. Because if this isn't a clone, a spy… if this is truly Takeru…

…It means I cannot remain idle, regardless of why he did not return to me after Lucifer. If he once again falls into anger… I cannot leave him alone, yet pushing him to return to the Capital will only worsen his disposition…

"Yuuhi-sama," Raiko-san calls, I look at her, "You must begin to take measures to bring Takeru-uesama back home."

"…No, not now. Pressuring him will do us no good, furthermore we need to delve into who might wish him harm."

"What are you saying?! Are you planning to leave him in the clutches of the UN, then?" She repines, eyes narrowed.

I don't know if she meant it, yet, the insinuation that I would abandon him again… is enough to break the bindings of my ire, thus I frown her way in honesty, "I am doing nothing of the sort, I'm merely being cautious. Also, there is a mock battle arranged for tomorrow. Mana and the rest can try to spur his memories back during it, and we need ample time to decide what intel we present to the UN. We cannot risk his identity being revealed," I remind as my gaze towers over her.

Yet, she frowns back, "You should be aware of how much Takeru-uesama despised the UN Farces and that vixen fox of a Vice Commander. Not only for his own mental health but for our relations with the UN as well, as much as I dislike the organization, we cannot risk him having an outburst!"

"He seems calm for the moment, we have enough time. Haste makes waste, and his safety is on the line. The safety of Takeru Koubuin, let me remind you."

However, instead of the wrathful counter I expected, Raiko-san breathed in deeply, rubbing her forehead as she winced, duress breaking her composure.

"Yuuhi-sama?" Tsuhi interrupts, "I believe Raiko-sama is raising fair concerns. Surely you recall the pattern that follows whenever Takeru grew distressed?"

"…The pattern?"

"Yes," She nods, composed as always, voice clear and undaunted, "First he vents loudly, expressing his concerns openly to those who he trusts. Then, he grows distant, silent," The words again brought back those days, and I could do little but mimic Raiko-san's expression. Tsuhi did not relent, calmly continuing, "When the pressure is too much, he begins to weep yet then will try to convince himself to keep pushing forward. And when he can't take it anymore-"

"Enough, Tsuhi!" Raiko-san yelled before I could, hitting the floor as well, "It's enough… You've made yourself heard. Mana, was he truly so distressed?" She asks, eyes cemented onto the wood.

"No, I do not think so," She quietly replies, "He was antagonistic yet not particularly aggressive, save for moments at a time. And while Takeru-sama was pained, I believe Kouzuki is handling the situation tactfully for the moment," A small pause, her tone grows firm through the static, "Even if it means she does find him useful, for whatever reason. However, Yuuhi-sama, I find myself agreeing with Raiko-sama's words. I know it might take time, but precisely because of that we should begin to take cards in the matter."

"Is that so? Do you think you could platicate with… with Takeru during the mock battle?"

Thus, all that stoicism crumbles into a quiver, "I do not know… He did not even return the 'See you later' I gave when he left the meeting…"

"I… see… Then…" Inhaling sharply, my voice flows from my stomach, from my deepest wishes once more, "Remain in standby, and be careful when trying to contact Takeru during the battle. I shall use my available free time to devise a fitting report for the Vice Commander and him, so do stay on your guard and keep him under watch."

"…The only thing he did was that line of anger, how he would 'crush the fangs' of anyone who would stand in his way," She says, understandably dejected. Looking at her, Raiko-san folded her arms as her expression seemed to cloud over, still as a pillar.

"Is that so… Well… It is not yet too late. I'm certain that, with due care, Takeru will regain some memories of us. And… at the very least, we must clarify his circumstances now that we've ascertained he truly is him. Stay at the ready, I shall call you in a few moments," Saying my parting words to Mana, I try to stand up.

My ankles feeling sore and numb, the wood feeling as if sand it were, I almost fall on my face as I hurried. Hastily lending me her shoulder, Raiko-san aids me to my feet. Thanking her gesture, once I felt my feet had regained their senses, the numbness and coldness receding, I walk towards the doors with my guest following behind. Yet, as I grasped the cold steel of the large knobs, I hesitated.

"…Raiko-san?"

"Yes, Yuuhi-sama?"

"What would you suggest we do… were Takeru start to show hints he's returning to be that… cold shadow he used to be?"

"I do not think such a thing worthy of your worry."

"…Why do you think so?" Because you prefer him in that way? Because he'd… ask for the Swordbreaker to be reinstated? Staring at her, instead of a cold expression or a mocking smirk…

I found a small, almost tender smile, "Because you should know better than anyone that he wasn't truly as cold as he seemed to be.
