If you think about it... all of the ways fans are "allowed" to meet their heroes is designed to stop any romantic overtures! Who can romance a man when they were just almost mugged? Not you, and you're the most romantic person around. Any normal person, with their comparatively modest quantities of love, couldn't hope to manage such a feat!
Even the meet and greets - obviously not a lot of great opportunities for flirting when you've got less than ten minutes. The true reason for these rules becomes obvious the more that you think about it! By forcing any of the "unwashed masses" who want to get close to their beloved heroes to jump through ridiculous, or even impossible, hoops, the powerful can monopolize all the amazing heroes for themselves! Obviously, this is a conspiracy by the powerful to let their sons and daughters have all the heroes and heroines to their own greedy selves! Doubtless, some nefarious man in government or business cackles as he collects ten heroines for his personal harem, who never had the opportunity to interact with their fans and find the young men who loved them!
Such a thing can't stand! Poor Ten Man no doubt believes - falsely - that these are merely well-intentioned rules, intended to "protect" him from the public. "Oh," says some man in a nice business suit, "what about the liability, if you met a young woman outside of these contexts?"
The only "liability" is that he might get you pregnant after a passionate night, morning, afternoon, and evening of lovemaking and the two of you would have to hurriedly get married, and that's no liability at all! In fact, that's a benefit, since you'd make an amazing wife! Mai always says so.
But how can you, a girl in love, possibly stand up against the forces no doubt arrayed against you? The Official Justice Charter for Heroes. Who even wrote that garbage, anyway! You decide to look it up online.
The Ministry of Justice wrote it. Damned government bureaucrats. Oh, but the Hero Association made alterations and completed the final draft. Damned corporate aristocrats.
A conspiracy between big business and government, all to stop you - and no doubt countless young men and women like you - from seeing their heroes. You have to do something about it? But what?
This is hard. You sit on your bed and meditate on the question for a while, but nothing comes to mind. Then you realize - Mai! Mai would have a better idea.
You call her up, and she picks up on the first ring. She's such a good friend. "Ganko!" She says, in a rushed voice. "Did something happen?"
"Yeah! I got a letter from Ten Man."
"Oh," she says, sounding mournful. No doubt thinking of the resume she meant to send to her love target, but instead sent to you. "What's it say?"
"Here, let me read it," you say, holding the paper up. You can hear Mai sigh in relief as you read it, no doubt happy to hear that at least your love target has responded. Such a great friend, always looking out for you! "So, pretty good, huh?"
"That's a form letter, Ganko."
"What? No it's not! Look, he even mentions my thoughtfulness and emotions, and that I wanted to meet him! It's obviously written just to me! It's got his signature and everything."
"They have automatic signers. It's a form letter."
"It's not."
"It is."
"It is not! Look! I called for a reason!"
"Please, tell me it."
"So, the letter, which was sincerely written in response to my heartfelt young love, it says he can't meet me due to this dumb 'Official Justice Charter for Heroes'!"
"Right."
"But that's bad!"
"I see how you would believe that."
"I need to get rid of this Official Justice Charter for Heroes, so that I can meet him!"
"How do you plan to do that?"
"I don't know! That's why I'm calling you."
"Become the Prime Minister."
"I can't do that, you have to be at least thirty-five."
"You can hold onto your love for a mere seventeen years," Mai responds, in the kind of voice that says you can't.
"I can, but I don't want to! Or, I do want to, but I want to do it while also 'holding onto' my love in other ways, if you understand my meaning!" She falls silent on the other end of the line, probably trying to puzzle out what you meant. "I mean I want to hold onto his back while he fucks me silly!" You add, in case she didn't get it.
"Thank you, Ganko." Mai sounds annoyed at herself for not having gotten what you meant.
"No problem! Give me some other ideas, though."
"I mean, normally, that kind of rule only gets changed because of some scandal related to it," Mai explains.
"Aha," you say, "so I just have to create a scandal."
"No, that's not what I-"
"Thanks, Mai! Talk to you later!" You tell her, before hanging up.
A simple problem, with a simple solution, that you shall simply embark upon. You just have to create a scandal, related to the rules regarding heroes fraternizing with their fans, which wouldn't happen without the rule. You tap your lip thoughtfully as you puzzle it over. Your phone starts to buzz, as Mai calls you back, but you ignore it, focusing on the question before you.
Okay, so, if you were a heroine, then you could get blackmailed by a fan, and create a scandal that way, forcing the Ministry of Justice and/or Hero Association to reconsider their policies.
Wait. Hang on. If you were a heroine, you wouldn't be a fan, you'd be a coworker! Fraternizing with you wouldn't be against the Hero Association's policy! That plan's so much simpler and better, why didn't you think of it before? Must have been Mai putting the concept of a scandal in your head and distracting you.
Speaking of Mai, she's been blowing up your phone. It was very distracting when you were trying to think, but now you can tell her your ingenious plan. You pick up.
"Ganko," Mai breathes, sounding desperate and anxious, "please tell me you're not doing anything stupid."
She's so concerned for your well-being! What a great friend! "No, I came up with a brilliant plan."
"Oh God," Mai says, in apparent horror. You don't know what's so scary about that.
"See, I figured it out, all thanks to you." Mai lets out a small noise of panic, starting to say something. "Let me finish! I was thinking, if I'm a heroine, then it wouldn't be fraternizing for me to get together with Ten Man!"
"Oh." Mai's reply is short and surprised, as if she was amazed by the simple elegance of the plan. Which is fair enough, it's such a brilliant and artfully put together plan. Sometimes you surprise even yourself!
"Right. So I'm going to become a heroine-in-training, and then I'll do my best to get mentored by Ten Man, and that will be my chance to seduce him," you say, already salivating at the thought. "He'll be won over by my charms, and no doubt within... three hours, he'll be begging me to fuck him, and I'll happily let him!" You sigh wistfully at the thought.
"Becoming a hero is really hard, you know," Mai says. "Are you really sure you can manage it?"
She's just trying to tear you down! "With love on my side, anything is possible! Plus, my physical skills are great, and my power's an A-tier support power, because I was meant to support my beloved Ten Man!"
"Your grades aren't too good, either... hero academies have pretty strict entrance requirements."
"I'll study, I'll study harder than I've ever studied, I'll study twice as hard as I did when I was studying to impress Kenji!" Which was already a lot of studying. Four hours a day, and twelve on Sundays! But that jerk, he got together with some other girl and said he was happy with only one, spurning your love and breaking your heart. You would have happily been his mistress too! If you think about it, though, it's lucky that he told you off, since now you can get with your true love, Ten Man!
"...right," Mai says, uncertainly. She's no doubt intimidated by the depths of your love, your endless willingness to seek out anything to get with your beloved. "You can't just become a heroine just to get with Ten Man. What if it doesn't work out?"
"Of course it will work out, don't be ridiculous, Mai! I'll become a heroine, and get mentored under Ten Man, and as we're working together late one night, I'll confess to him that I became a hero because he inspired me, and I'll push my lips against his, and he'll hesitate out of respect for me, but in a moment of passion he'll push me down onto the desk, and start fucking me senseless, while growling how much he's wanted me since the moment he laid eyes on me, how he still remembers saving me from that guy with the knife that night, how he's wanked off to the picture I included in my marriage resume, how much he dreams of making me his happy pregnant wife, and then we'll get married the very next day, and become a wonderful hero team." You take a deep breath, having exhausted yourself. "Mai? Mai?" You look at your phone. Huh. Apparently she disconnected.
You call her back, but she doesn't pick up, any of the six times you call. Maybe her phone ran out of batteries? Well, that sucks. Anyway. You decide to look into heroics as a career.
A hero is a person who uses their powers for situations in handling criminals who specifically use their powers. Most criminals don't use their powers, simply because most people aren't well-trained in using their powers, or their powers aren't useful for a lot of crimes. It'd be pretty hard for you to rob somebody with your power, for example! But sometimes a criminal has a good power and makes the most of it, and that's where heroes come in!
They also patrol and stuff, of course, and there's the marketing deals and all that stuff. But that's not what's important! What's important, is getting together with Ten Man! There are a few major types of heroes. Some are in more investigative roles, but Ten Man's not one of those, so you set them aside. There are categories that emphasize rapid deployment versus static emplacement, and a bunch of other crap like that. You grunt in frustration. You just want to know which ones would let you team up with Ten Man! Why do they have to make this so hard!
Eventually, you manage to work out that there are three roles were you could likely get close, personal interaction with Ten Man.
Support Program. For people with powers that aren't so good in a straight fight, but want to help fight crime anyway. It's more logistical and strategic than front lines, and your power does let you spy on any organization with at least one member you can get your hands on... it's definitely a way to help Ten Man, and if you play your cards right, you could be the person he relies on the most.
Active Service. For people fighting crime up close and personal! Ten Man's one of these! You just need to partner with him. Maybe you could even get under him in a mentor program. Ah... then you'd be his sidekick... so romantic...
Interdisciplinary Liaison. The gum that makes up the machinery! Or whatever. You'd help make sure all the parts of the Hero Association work together. You'd get to interact with the broadest array of heroes, ensuring that sooner or later you'll be able to work wit Ten Man, though it's not really an active duty job. They're still trained, though.
Hmm... active service sounds like the most fun! Fighting crime right alongside Ten Man! You make your decision, tap Mai's heart to keep it alive, and fall asleep, firm in your convictions.
