Historia Shoukan Chapter 10
Shadows of Third and Zeroth Area
Date: September 2nd, HS 2069/CC 1639
Location: Fenn Kingdom, Zeroth Civilization Area
Fenn Kingdom is a nation without magic. All citizens in the kingdom are required to learn the way of the sword as part of their education. They will live by the sword and they will die by the sword. A strong swordsman, no matter how inferior their lineage, is respected, while a person who cannot wield a sword, no matter how elegant their image, is looked down upon. (This later changed with the introduction of firearms by Historia Alliance, which allows those who lack talent in swords to pick a gun to support the swordsmen.) Aine, a private of the Palace Guards and one of only 10 people in the kingdom to bear the title Master Swordsman, was swinging his sword again today.
He originally didn't intend to become a warrior. He liked swords but he liked designing buildings more and he wanted to go down that path. The one that changed his path in life was his mother.
It happened on a certain winter day back when he was still a student. The air was freezing and it was cold all day round. His mother was preparing dinner when he went out with his horse. At that moment, an accident happened close to their home. There was a woman who was holding her 2 year old child while carrying her newborn on her back. In the few moments she averted her eyes, her 2 year old child had fallen into the river. Since she still had her newborn on her back, she couldn't jump into the river to save her other child, so she called for help from the nearby houses. Amongst all those houses, only Aine's mother was present. Realizing the situation, she didn't hesitate to jump into the river. She managed to raise the child onto the river bank but due to the abrupt change in temperature, her heart stopped, and she fell where she had saved the child. By the time Aine came back, his mother had already passed away.
Aine is a good swimmer. Had he been there, his mother wouldn't have gone in to help and she'd still be alive. Embracing the cold body of his mother, he regretted his decisions all throughout the night. A day passed. Then several days. Then months. He regretted it and cried countless times. One day, taking into heart a sentence he learned at a lesson in school, he decided to enter into the Palace Guards.
Guidelines in Being a Palace Guard, Article 2, Clause 1
A Palace Guard is responsible for the protection of an individual's life, body, and property and it is their duty to prevent and suppress crime, apprehend criminals, and maintain public order and safety.
The Palace Guards are a military organization and at the same time are responsible for the kingdom's law and order. When Aine saw this sentence, he remembered his mother laying down her life to save another, and so he chose his future-one where he would be of use to the people.
"Aine! Come here for a sec."
Aine's boss, the military leader Magreb, asked for his time while he was in the middle of his self-improvement.
"What is it?"
"Sword King Shihan is summoning you."
Sword King Shihan is the king of Fenn Kingdom.
"Eh? He's asking for me?"
It's normally unthinkable for the Sword King to specifically summon someone on the rank of private.
"Not really, I'm also being summoned. He said to 'summon all members of the Palace Guards who are on the level of private and higher'. I heard it's a matter of great importance to the kingdom."
Place: Castle of the Tree of Heaven, Amanoki
At the courtyard of the castle, which looks like a Japanese castle in the Japanese sense, the kingdom's core officers stood in the presence of Fenn Kingdom's Sword King Shihan, who wore a serious expression on his face. He began to speak.
"We may enter into a conflict with Parpaldia Empire."
Tension ran through everyone who was present upon hearing the straight-forward announcement from the Sword King. Fenn has no magic. Due to this, the most pressing matter wasn't the fact that they couldn't use high-grade firepower magic used by mages, which is still a big problem in itself, but rather that they couldn't use manacomms. This stark disparity in information dissemination, even if their soldiers were to be on equal footing, presents a virtually massive difference in combat capabilities. It goes without saying that they as a nation couldn't even match against the Superpower that is Parpaldia Empire.
Compared to Fenn's measly 1 million people, Parpaldia Empire has a population of 75 million people. Fenn's 25 oar-driven warships, which only recently upgraded with cannons as their main armament, are no match against Parpaldia Empire's 643 state-of-the-art magic ships of the line. In terms of air power, Fenn doesn't have a single wyvern while Parpaldia has 550 of the original variant and 450 Wyvern Lords, an improved variant of the original. The gap in their combat capabilities is already disheartening that if they were to enter into a decisive battle for their home, the difference in their equipment was so great that they'd lose even if they had the numbers. The enemy is already someone to avoid getting into conflict with as they are a civilized country. However, them being a Superpower takes the cake. Everyone was silent.
This disparity isn't without reason however, since barring Historia Alliance and Gra Valkas Empire, every other country in Zeroth Civilization Area have medieval technology level, and those who joined Shoukan Defense Council have their military arsenals upgraded. Even then, this is just the first upgrade, so naturally many in Fenn still didn't think it will be enough to repel Parpaldia Empire.
The reason for Fenn not having any wyverns is due to their neighboring country, Gahara Thearchy, being inhabited by Wind Dragons. Since Wind Dragons had high intelligence and are a higher species, wyverns tend to avoid getting close to the islands. Due to Gahara possessing magic, which can be called divine power, they were able to befriend 12 of these Wind Dragons. While Wind Dragons are few in number, their prowess in air combat was higher than that of a Wyvern Lord's that a single Wind Dragon was easily worth a thousand of them. Even the Superpowers, including Parpaldia Empire, acknowledge their power.
Unknown to many New World countries, Historia Alliance have brought another type of true dragons, which are Flame Dragons and Water Dragons. So far, only Shoukan Defense Council members and Gra Valkas Empire that are made aware of their existence.
"I've recently requested aid from Gahara Thearchy. We're also implementing measures in all sorts of fronts in the event hostilities break out."
The Sword King had sent an official letter to Divine King Minakanushi who lives in the Divine Palace in Takamagahara, the capital of Gahara Thearcy.
"In any case, have every person prepare for battle."
The military men and civil officials who were gathered there simultaneously bowed. Seeing them lower their heads, Shihan momentarily showed an expression of guilt.
"Sword King, regarding the Alliance, who already made diplomatic relationship with us and inducted us into Shoukan Defense Council, how do you think they would react?"
Sword King Shihan, who was performing his duties in a formal, Japanese-style room in the heart of the castle, was approached by a close aide, the Master Swordsman Motam.
"Ah, you must've refer to that incident with their airplane back during the first month this year. To be honest, I never thought that there are any civilization in that location at all until iron ships began sailing towards our location. Still, what bothers you, Motam?"
Shihan remembered clearly the strength that Hiroshi Kato, one of GUF members showed months ago.
"I'm worried about our chances if they didn't join our struggle."
"True enough. Qua-Toyne Principality and Quila Kingdom told us that they single-handedly beat Louria Kingdom."
While Fenn Kingdom and Gahara Thearchy can't join because of distance problem, they followed the progression of Historia-Louria War as members of the military alliance. After being shown the video (Shihan is still amazed at that), Fenn and Gahara decided to strengthen ties with Historia Alliance. Shihan then made his decision.
"No need to fear. We've visited their mainland, and the land's reputation as a continent under joint management of Superpowers is well-deserved. The fact that they actually invited us alongside the countries they made contact with to create Zeroth Civilization Area means the Alliance treat us as equals. I'm very sure that they will react the moment Parpaldia Empire made their move. If there are someone from the Alliance in Fenn, tell them to meet me."
"Right away, Sword King. As a matter of fact, the very same representatives that met us months ago, the Human Guards, have decided to pay a visit."
"Even better, then. It's good that it's the face we know."
The Sword King and his aides have decided to directly meet with the Human Guards to discuss the current situation.
True enough, a group of Human Guards have come to Amanoki, capital of Fenn Kingdom, to discuss the current situation with Parpaldia Empire. Turns out, Historia Alliance have similar problems with the Third Civilization Area Superpower. Leading the group is Guard General Hiroshi Kato.
"It seems that Parpaldia decided to press Fenn Kingdom as well..."
The atmosphere all around the country was tense and a strict, rigid mood hung in the air. During their first visit, the Guards had the impression that it was as if they were in a country ruled by warriors. The level of livelihood was low and the people lived in subpar conditions from a modern day perspective, and the life standard has only recently raised after receiving the Alliance's infrastructures. Compared to that, their development of spirituality was high and everyone was polite. It was as if they practiced true bushido, a practice long forgotten in Gensokyo and Japan. The Guards were guided to a room within the castle.
"The Sword King will now be in your presence."
One of the aides said aloud as the sliding screen opened. The Guards stood up and bowed. Their first impression of Sword King Shihan back then was that he was a plain, unadorned king. He wore Japanese-style clothing and looked the part of a Japanese person from the olden days. For the Guards, this is refreshing, since it shows that Fenn is similar to both Gensokyo and Japan prior to Sakoku.
"Guards of the Alliance, once again, welcome to our country."
His voice was low but well heard. One can feel his broad-mindedness from such a voice alone. Both Shihan and Hiroshi deduced that they have same aura, due to the fact that they're both leaders and experienced warriors. Shihan is the Sword King of Fenn while Hiroshi is the Human Guard General from GUF.
"Thank you for your generosity, Your Majesty. We've heard some commotions during our current visit, and I believe it has something to do with this urgent meeting."
Shihan nods and motions the Guards to check the progress of Fenn musketeers' training. Shortly after the creation of Zeroth Civilization Area, Qua-Toyne, Quila, Fenn, and Gahara received an upgrade from arquebuses to muskets.
"Thanks to your firearms, those who can't wield swords now can also fight as well!"
Hiroshi nods in agreement. He's glad that the muskets helped strengthen Fenn's military power.
"Thank you, Your Majesty."
"Nonsense, it's us Fennese that should thank the Alliance for their help."
Soon after that, they returned to the castle. There, the Guards heard that Shihan refused to sell his country to Parpaldia Empire, and the Guards told Fennese court that the Alliance also experienced similar problems with them. Not only Parpaldia Empire refuses to acknowledge Zeroth Civilization Area, they even derides the Dominion as one of the barbarian countries. Hiroshi can only grimace hearing such insults. Soon afterwards, the discussion ended, and Shihan speaks.
"It is in our best interest to maintain our relation with the Alliance."
Hiroshi silently listens to what Shihan has to say, since Fenn is a member of Defense Council.
"We're eternally grateful that the Alliance decided to contact us first hand and shows that they're different compared to Parpaldia Empire. Not only that, we even acquired technologies that we never thought is possible. In this time of crisis however, we can only ask one thing."
"What is it?"
The Guards tensed up, sensing a grim situation enveloping Fenn. Noticing this, the Sword King then answers them.
"We've seen first hand the proof that the Alliance came from another world. We're honored to be allowed to visit your home world and showing your trust in us."
"I see... This must be critical for Fenn if you went this far, Your Majesty."
"Yes. Which is why I request the Alliance to join our military festival."
"What do you mean?"
"This should be a good opportunity to introduce Zeroth Civilization Area to the whole world."
"And by that, do you mean we should flaunt our fleet there?"
"That would be the most beneficial. And it just so happens that our navy will be scrapping 5 vessels this year. It's very likely that the rest of Civilization Areas won't attend the festival, but just in case, watch out for the Parpaldians. This is my only request."
Generally, the Alliance only wanted to secure their interest by reaching out the countries that are located on Zeroth Civilization Area. However, with the failed diplomacy caused by Pagandans' arrogance, Gra Valkas decided to declare war on Leifor, and currently, their Grade Atlastar and Union's Palanquin are sailing to Leiforia. Most likely, the Gra Valkans will accept the invitation to join the military festival hosted by Fenn, if only to show their power just like in Paganda and Leifor.
"Very well. The Alliance accept the proposal. In return, allow us to invite the Eighth Empire to the festival."
"By the Eighth Empire, you don't mean... The one who subjugated Paganda Kingdom?"
"The very same, indeed."
"Alright, we will allow it."
After reaching the agreement with Fenn, the Alliance decided to contact Gra Valkas and invited them to join the military festival. Seeing it as a chance to flaunt their power, the Empire accepts the invitation. Soon after, both of them decided to send an escort task force to participate in the upcoming festival.

Location: Esthirant, Parpaldia Empire, Third Civilization Area
"So what happened to that plan?!"
A man shouted with a hint of anger in his words.
"Yes! 24 ships of Imperial Oversight Army's East Fleet will soon be dispatched to punish Fenn Kingdom."
The subordinate replies while sweating profusely.
The 3rd Foreign Affairs Office of Parpaldia Empire, situated some distance away from the imperial palace, handles diplomatic affairs.
In Parpaldia Empire, there are three offices which handle diplomacy with other countries.
The 1st Foreign Affairs Office is situated within the imperial palace and handles relations with the Superpowers in the Civilization Areas. Since meticulous attention is needed for these kinds of external relations and warrant the highest level of government decision-making, this department is made up of personnel from the elite of the elite.
The 2nd Foreign Affairs Office is situated outside the imperial palace and handles relations with non-Superpower countries located within the Civilization Areas. This department warrants the pushing for unreasonable demands in the name of imperial interests, backed by the empire's national power. Since this department also deals with protectorates from the Superpowers, they cannot always push for unequal terms to their benefit and so requires flexible judgement. As such, this department is also affiliated with the elite.
As for the 3rd Foreign Affairs Office, their job is to deal with countries outside the Civilization Areas which are, in other words, barbarian countries. Here, maximum external pressure is practiced to try and exploit the other party. Due to the high number of barbarian countries, around 60% of Foreign Affairs personnel can be found in this department. Furthermore, the independent military force known as Imperial Oversight Army are subject to the 3rd Foreign Affairs Office which has the authority to use them to carry out punishments of unruly barbarian countries.
The National Strategy Bureau acted on its own accord and thus the secret plan to acquire the natural resources in Louria Kingdom failed. Since the amount that was invested into the plan was massive, it didn't take long before some people knew about the plan and while it is still in the dark, there were some people in the 3rd Foreign Affairs Office who have come to know about the nation called Historia Shoukan Dominion.
Unknown to them, Historia Shoukan Dominion is the Hyperpower of the newly-created Zeroth Civilization Area and the leader of Shoukan Defense Council. They also have a hand in helping Gra Valkas Empire during their attack on Leifor by creating the legend of Grade Atlastar and Palanquin. Furthermore, barring Palanquin, which is owned by GUF, all of the Dominion's naval vessels came from UNM. However, the Union planned to create their own naval force, with initial projection of two fleets. Currently, they're building a Super Carrier, Great Ark.
Roughly 210 km east of Third Civilization Area Superpower Parpaldia Empire lies a 150km-long, 60km-wide island in the shape of the half of a yin-yang symbol. The name of the country which calls the island home is Fenn Kingdom. East of Fenn Kingdom is another island with the same shape albeit mirrored which is home to Gahara Thearchy and together they enclose an internal sea. 600 km further east lie the continent belonged to Historia Shoukan Dominion.
As part of Parpaldia Emperor Ludius' Greater Territorial Plan, the 3rd Foreign Affairs Office has asked Fenn Kingdom to bequeath to the empire a 20kmx20km plot of land in its southern portion. The area in question is nothing but forest and the deal only served to give achievement to Foreign Affairs Ministry as well as benefit to Fenn Kingdom by letting it into the technological outflow enjoyed by allies of Parpaldia Empire in exchange of a gift of land that would cement its loyalty to the empire. The deal would also greatly lessen the chance of an incursion from both Parpaldia Empire and other nations around it.
However, Fenn Kingdom's Sword King, Shihan, refused this splendid proposal. They even politely refused the second proposal to have the place leased to the empire for 500 years. The 3rd Foreign Affairs Bureau, judging this as an act that 'made a Superpower look foolish', under the orders of department head Kaios, decided to dispatch Imperial Oversight Army.
Because Fenn Kingdom have discussed about their circumstances with Historia Alliance, the leading power of Zeroth Civilization Area, Shoukan Defense Council decided to increase their vigilance against any possible punitive strikes from Parpaldia Empire. In addition, Gra Valkas Empire have agreed to help the Council by proxy. Said proxy is the fleet that joined the joint naval exercise with Historia Alliance.
"Excuse us... If the department head cannot see us then the section chief is fine… We're simply asking for an audience with someone who has authority."
A group of representatives from Historia Alliance have been stuck with the same predicament for 3 months following the creation of Zeroth Civilization Area.
"Please wait. We have procedures in place... However, I've seen the contents of your requests and it's quite... Um… There's some extremely discourteous things written in there..."
"What do you mean?"
"Well... If, for example, a citizen of Parpaldia were to commit a crime in... Historia, was it? If they were to commit a crime in Historia, then they don't have the right of extraterritoriality..."
"What of it? I think that that is common sense between countries..."
"... But we're a Superpower?"
"Yes, and?"
"Is your nation just emerging? Not only is your nation located outside the Civilization Areas, but you don't seem to have an inkling of how international diplomacy works..."
"Excuse me?"
Historia representatives couldn't understand what kind of impoliteness they've stepped into. When the personnel manning the window saw their expressions, they decided to step up their tone.
"Look. Currently, there are only 4 countries in this world that are allowed to refuse our extraterritoriality. In other words, they're the Superpowers."
They continued.
"And for you, who are not a Superpower, not in any Civilization Areas, and ignorant of how international diplomacy works, to ask to not have us exercise our extraterritoriality and to have you treated as equals just means that you think your nation is a Superpower. As for the section chief, they will be free in about 2 weeks so please wait till then. However, in my personal opinion, I can't help but say that these requests are just disrespectful…"
Since Historia was situated on Zeroth Civilization Area, it was treated as if it were a nation with a thousandth of its actual national power. The representatives were bewildered by the frustratingly immature system of diplomacy but if they can't say anything about it then there's little they can do. Losing heart, they grudgingly went home. However, these next 2 weeks would be the most important 2 weeks for Parpaldia Empire but no one at the time knew of that.
Exiting the office, they immediately contacted the Outsiders' Vanguard, Lucy Thesda, to report the expected failure. After hearing about Tear of the Wind God, the Alliance became interested in learning about them, and they want to establish relation with Parpaldia Empire to start the trade. However, the failure means further negotiation is no longer possible. So, the Alliance decided to expand their sphere of influence further, and they later found 4 countries, 2 of which are located directly south east of Rodenius.
"Thesda-san, the negotiations failed."
"Just as expected. Lourians provoked us, and we beat them. Leiforians indirectly insulted Gra Valkans, and they got colonized. I'll forward this to Wild-kun. For now, go to Altaras and establish a diplomatic relationship with them, Narusaka."
"Copy that, Thesda-san."
Forwarding the report to Yasei, Lucy will have to inform the Zen Captain about the recent events. As it turns out, the representatives that were being sent to Parpaldia are SAO Veterans.
"I've got the report you sent me, Lucy."
He was in Fenn during that time. To be exact, he's in the capital city, Amanoki. At the same time, GUF Special Dragon Carrier Avicii was in Fennese maritime territory. Warned about the possibility of Parpaldian punitive strikes, Kasen decides to fetch Rashomon and patrol the skies to intimidate Parpaldian wyvern riders by her own initiative while Mizubara will terrorize the sea should any Parpadian ships came near Fenn.
"Looks like Shihan's warning is well-founded. Kasen could use both her dragons for first line defense and early warning. There's no doubt that Parpaldia will use numbers to intimidate the Fennese. To be honest, I already expected that the war will be imminent when it comes to this, as Gra Valkans showed."
"You're right about that, Wild-kun. We should prepare as well."
"Got it. Once again, I'll leave it to you, Lucy. Kuroshin'en might have more intel for the Alliance."
KVL Shadow Division have served the Alliance with their vital intels. As of now, aboard Avicii, Special Dragon Division 'Yoruryoshi' are preparing themselves to participate in Fenn's military festival while keeping a vigilant eye on any possible Parpaldian incursions.

Location: Altaras Kingdom, Zeroth Civilization Area
Place: Athenall Castle, Le Brias
The current king of Altaras, King Taara XIV, gave a deep gaze to the man in front of him. Said man came with an iron ship. The iron ship reminds him of the tale of a merchant that just came home from Mu. In Mu, they saw many big iron ships, bigger than the ships that Altaras possess.
This man is a representative from Historia Shoukan Dominion, the initiator and leading power of Zeroth Civilization Area. He then tells the brief history of how the new civilization area is born. King Taara himself was shocked when he heard such story, but he knew that Sios Kingdom was present during the creation of Zeroth Civilization Area.
'Is this nation called Historia really just some barbarians who just recently establish themselves or... No, they're the real deal. Sios Kingdom have opened diplomatic relation with them for six months now, and their tech level has been increased. If that's the case, then this Historia Shoukan Dominion should have some power. It's decided, I need to have a good relationship with the Dominion.'
After gathering his thoughts, King Taara then starts a deep discussion with Historia representative. After two days of tense negotiations, the two party finally reached some agreement.
- Historia Shoukan Dominion and Altaras Kingdom will continue to discuss with each other toward establishing a diplomatic relationship, starting with an exchange rate that will be immediately put in place.
- Altaras Kingdom will export the seafood needed by Historia Shoukan Dominion. In return, for a period of one year, the Dominion will establish essential infrastructure (water service, electricity, gas service) within Altaras. Afterwards, the products will be purchased according to the exchange rate.
- Well aware about the current circumstances with Parpaldia Empire, Historia Shoukan Dominion will upgrade Altaras Kingdom's military to be comparable to that of the Empire. In order to achieve this, an empty land near Le Brias will be dedicated to teach Altaran military how to use Napoleonic era arsenals. Furthermore, the airport will be upgraded to allow the Dominion to send in the required arsenals to Altaras.
When King Taara saw the points stipulated by Historia representative, he was shocked to the core. His face was as white as a paper as he read all of it. According to the common sense of this world, gunboat diplomacy will be the primary method to force an unequal treaty. In the king's mind, there was already a countless simulations about what was going on when this scenario happened.
What seals the deal is the fact that Sios Kingdom also enjoyed the same benefits once they opened the relation with the Dominion. Seeing this as a chance to strengthen Altaras, King Taara accepted the proposal from Historia representative. He can see a shining ray of hope in the Kingdom.
Little did he knew that the seceded empty land and airport will be crucial for Historia Alliance in the future...

Place: Skies above Amanoki
Susanoo, commander of Wind Dragon Unit of the Divine Army of Gahara Thearchy, was flying in the skies above the capital of their neighbor country, Fenn Kingdom. Today was the military festival that was held in Fenn Kingdom once every 5 years. In lieu of that, 3 Wind Dragons from Gahara Thearchy were visiting as goodwill ambassadors and demonstrating their prowess by flying in formation.
Countless military officials from every country in Zeroth Civilization Area attend this military festival to compare military tech and show off their own equipment. Since every country flaunted their level of military strength, this military festival also served as a way to keep in check of other countries. Countries from the Civilization Areas were also invited to participate but they dismissed the invitation, thinking that 'they don't need to show off how powerful they are' and that 'they have no interest in barbaric festivals.'
Susanoo looked down from the skies above. He saw 18 ships that belongs to Gra Valkas Empire and 8 ships that belongs to UNM. GUF Special Dragon Carrier Avicii is also present, and it's big enough to house the entire Gaharan Wind Dragon Unit. This is Historia Alliance's response.
"How dazzling."
Aramasa, Susanoo's Wind Dragon partner said.
Clad in blue scales that allow it to blend into the sky, it was a magnificent beast. With an inkling of brightness from its wings, the Wind Dragon, which uses its magical power to fly, boasts incredible intellect and is able to understand the words of men. They normally don't serve or attend to the needs of people but due to the so-called divine power possessed by the Gahara Thearchy, they were able to enter into an agreement with the Wind Dragons, permitting them to use them however they see fit.
"There are no clouds today, indeed."
There were little clouds scattered about as the sun shined.
"No. I didn't mean the sun. Those ships down there are shining out lines of light in all sorts of directions at a fast speed.
"Hold on, I'm pretty sure we've already discussed this."
"But of course. I certainly didn't expect that Historia's lead dragon rider actually able to understand me. According to her, the light that we Wind Dragons use to communicate with each other over long distances are called radio waves, and those ships have a device that allows them to trace it via similar method."
"It must be their radar, then. To think their ships have such device..."
"Indeed. I can see up to 120 km. Their radio waves are far stronger and much more focused, although I noticed that 18 of those ships have weaker radar performance."
"... Those 18 ships must've came from the Eighth Empire, then. That means Historia ships have better radar performance compared to the Empire ships. No wonder they invited them."
"That was what I thought too, coincidentally. Speaking about which, I detected the Ancient One and his family as well."
"Historia Alliance... I'm glad they showed us that there are another true dragons..."
Aramasa's remark obviously caught Rashomon's attention, since he made his comments.
"Heh. So you're here as well, Aramasa... At least we're on the same side."
"So Gahara joins the festival... Good to know. Let's go, Rashomon."
"Yes, Master."

The living creatures called Wind Dragons from Gahara Thearchy flying in the skies above are emitting EM waves similar to radar. The radar waves emitted by Wind Dragons, when considered as aircraft, are reasonably powerful. They managed to confirm the presence of flying objects which possess the ability equivalent to radar in a Zeroth Civilization Area country. In other words, it's possible that there exists forces which utilize a huge number of these dragons in Zeroth Civilization Area, excluding Historia Shoukan Dominion.
Once Gra Valkan crews stop and think about it, that actually makes sense. After all, Grade Atlastar managed to detect Leifor Wyvern Lords despite them not being true dragons. Taking advantage of this information, Gra Valkas Empire decided to start the development of stealth aircraft, while Historia Alliance already have a working stealth system called Mirage. Regardless, said stealth system can still be improved further.
Venue: Fennese Military Festival
Sword King Shihan looked down at the venue of the military festival from the castle.
"Even after seeing the Alliance's ships, it still managed to shock me."
Military commander Magreb nodded in approval to Shihan's impression.
"My thoughts exactly. We already saw their giant ships ourselves, and Gahara also reported the same thing. I've been to Parpaldia Empire multiple times before but I've never seen such massive ships, let alone metallic ships! So this is the strength of Historia..."
At the end of their sight were 8 ships from United Nations Military Navy and 18 ships from Gra Valkas Imperial Navy. The cruisers then approaches two decommissioned Fenn warships each while one Horizon Destroyer dispatches a V-22 Osprey to take care of the last one.
"Sword King! Historia and Gra Valkas ships will soon begin their attack on four of our decommissioned warships followed by the assault from Historia aircraft on our last ship."
'Join the military festival and show the world your strength!' was what Sword King Shihan directly requested to Historia Alliance. This was their response. Off the coast opposite to the escort ships were 5 of Fenn Kingdom's decommissioned warships which were repurposed as targets. They were 4 km away from the cruisers. Sword King Shihan looked at them from a telescope. He heard that Gra Valkas cruisers (Canis Major-class and Leo-class) will fire first, then followed by Historia cruisers (Aegis and Naginata) due to their unique weapons, and it will be finished by a V-22 Osprey.
"Are they really going to attack from that range? Even our fleet's strongest warship, the flagship Sword God, cannot attack at such range."
The Sword King smiles in anticipation.
"They're merely waiting for that aircraft to reach its destination. And then they will fire."
The front cannons of both Canis Major-class and Leo-class cruiser from Gra Valkas Imperial Navy began to rotate. Using radar to accurately measure the distance to the target ships and taking into account the muzzle velocity, the computer precisely calculates the shell's trajectory. Due to the gun's stabilizer, the barrel is stabilized even when shaking due to the ocean, allowing the gun to face its target without the slightest inkling of being off. The cannons spouted smoke as they unleashed a single shell. After a short delay, Shihan and the others managed to hear the sounds of them firing, followed by two strange sounds from Historia cruisers, Aegis and Naginata.
Bam... Bam... Fwoosh... Fwoosh...
Four shots. The number of booms and wheezes they heard is the same number as the number of ships targeted by the cruisers. Immediately afterwards, 4 target ships were blown to smithereens as wooden parts splashed onto the water and up into the air. The 4 target ships were blown to the point where they couldn't be recognized as they slowly disappeared into the ocean in such a short amount of time. And it didn't take long for the V-22 Osprey to destroy the last target ship, as it was splintered to small pieces with machine guns.
"... Woah... I have... no words... This is terrific!"
"That's insane!"
"Unbelievable!"
Sword King Shihan and other Fenn officials were awed by the destructive power shown before them which defied their sense of attack. 4 ships fired exactly once and landed their attacks on their targets with unparalleled accuracy and easily sent them to the bottom of the sea. In addition, the V-22 Osprey fires the machine guns at the last target ship, and lay waste on it with a seemingly continuous fire. Everyone who was watching understood that not even the Superpower, Parpaldia Empire, could carry out such a feat.
"This is the proof that Historia Shoukan Dominion is the leading power of Zeroth Civilization Area. Fenn Kingdom re-affirms its stance as one of the founding members of Shoukan Defense Council."
Having already recognized Historia's power, Shihan re-affirms Fenn's stance with a big grin on his face.
Aboard GUF Special Dragon Carrier Avicii, Kasen and Rashomon detected multiple flying objects approaching from the west. With speeds up to 350km/h, the 22 objects are confirmed to be Wyvern Lords from Parpaldia Empire.
"Master, I detected multiple Wyvern Lords coming from the west."
"... It's Parpaldia."
"My thoughts as well. What do you think about this?"
"Fenn already warned the Alliance about a possible attack from Parpaldia in the military festival. This is their vindication. I'll tell 'Yoruryoshi' Division at once."
She then informs 'Yoruryoshi' Division about the imminent aerial battle with Parpaldia Empire.
"'Yoruryoshi' Division, get ready! Parpaldia will attack Fenn soon! Commence Operation Fallen Lords!"
"Yes, Sage Ibaraki!"
Without wasting time, the entire formation of 'Yoruryoshi' Division takes off to the sky.
22 dragon knights from the Wyvern Lord unit of Parpaldia Empire's Imperial Oversight Army East Fleet have emerged in the skies above Amanoki to punish Fenn Kingdom. Since there was a military festival going on, military officials from Zeroth Civilization Area countries were gathered here. They purposefully decided to attack on this day to remind them of what happens to a foolish country that dared to oppose Parpaldia, not knowing that Historia Alliance already noticed them and deployed Special Dragon Division 'Yoruryoshi' to capture the Wyvern Lords. With this, these non-civilized countries might reconsider or even get scared of Parpaldia's might. By making them aware of the consequence of being a target of attack by refusing to submit, they could create a situation where they're isolated from others.
3 Wind Dragons from Gahara Thearchy were still flying in the skies above Amanoki. When the Wind Dragons glanced over at Parpaldia Empire's wyvern lords, the Wyvern Lords averted their eyes, like a weak person being glared at by a scary-looking person. While the unit commander felt a bit unpleasant, he gave orders to his following subordinates through his manacomm.
"Don't mind those people from Gahara! Attack Fenn's royal castle and... Yes...! That one ship which stands out!"
The Wyvern Lords which have flown into the skies above Amanoki split into two groups as one group swiftly dived towards the direction of Fenn's royal castle.
At the same time, Tatsumi noticed that Parpaldian formation splits into two, and he became alarmed. He then tells Kasen and Wave about the situation urgently.
"Sage Ibaraki! Grand Chariot! The Parpaldians have split their formation! I'll take half of the division with me to face the splinter group right now! Murasame, Pumpkin, on me!"
"Got it, Incursio."
"Understood, Incursio."
"Godspeed, Incursio."
"Get them, Incursio!"
Immediately, half of 'Yoruryoshi' Division then flies to met the group that headed towards Fenn's royal castle.
(AN: Their code names should be an obvious ringer.)
"What's with this demonstration?"
By the time people were starting to raise questions, the diving Wyvern Lords opened their mouths and started to form fireballs.
"Ah shit! Everyone, run!"
Hearing of the commotion outside, the servants in the royal castle stepped out to see what was going on, only to run back inside screaming. Before the Wyvern Lords can burn the royal castle, they're immediately held in place by the arriving Night group from 'Yoruryoshi' Division.
'What the-?! How did they arrive so fast?!'
(AN: When I said Historia Alliance wyverns' speed can rival commercial airliners, I mean it. The top speed? 900km/h. That's more than twice as fast as Parpaldia Empire's Wyvern Overlords, which top speed is merely 430km/h!)
While the group commander wonders about it, Tatsumi and Kosei glares at the Wyvern Lords.
"Nachtgruppe, charge."

"Heads up, Horizon Demonstrator! The other group is heading towards your direction!"
Wave screamed loudly from top of Shubi.
"Prepare the Iron Curtain!"
In the following moments, 11 Wyvern Lords from Parpaldia Empire's Imperial Oversight Army East Fleet launched magic flame bullets towards the Osprey-less Horizon Destroyer 500m directly below them. After getting a message from Wave that there were multiple Wyvern Lords closing in on the festival, Horizon Demonstrator quickly started its engines as they focused on the skies. Fortunately, the Iron Curtain is ready by this point.
"Multiple Wyvern Lords have fired at us!"
"Engines to full power! Evasive maneuvers!"
The engines on Horizon Demonstrator were set to max power as white wakes were drawn on the trail of the ship. The sudden acceleration allowed Horizon Demonstrator to quickly reach its top speed, dodging the fireballs which rained down one by one. By the time they evaded 10 of the fireballs, the boat rocked violently. A fireball had managed to land on the ocean just to the rear of Horizon Demonstrator. The magic flame bullet instantly changed the seawater into steam, prompting a tremendous volume of water to expand and cause a steam explosion.
"Activate the Iron Curtain!"
BOOM... CLANG!
Luckily, all Historia ships have an Iron Curtain device installed for emergency shieldings like this. If they were caught while the Iron Curtain is charging, then the damage could set a fire to the stern. Horizon Demonstrator continues its evasive maneuvers until Kasen arrives with Rashomon.
"Huh? Even with that timing it hardly hit?"
The 11 wyvern lords, which were now flying parallel to the ocean surface, despite firing with considerable timing, were aghast that their shots missed.
Suddenly, all of the Wyvern Lords feel an enormous pressure down on their spines, preparing to flee, afraid of something.
GRAA! GRAA!
From the east, a red dragon is flying towards them. But when they try to communicate, they can't contact the HQ because something is jamming them. Some of the panicked Wyvern Lords make their riders fall to the ocean.
Even Gahara Wind Dragons take their distances because they don't want to mess with it.
GROAARR!
Gaharan Wind Dragon riders looked at where the sound came from. And they immediately recognize the very same Ancient Flame Dragon that managed to best their entire unit.
"I'll take over from here, Aramasa."
"As you wish. You lot! Make way for the Ancient One!"
Receiving the signal from Rashomon, Aramasa and the other Wind Dragons opens the path for him and Kasen. The Wind Dragons bow to show their respect while their riders caught in awe at his size.
"S-so huge..."
"No wonder we lost against them..."
(AN: Ever wondering how large Rashomon is? He's huge enough to eat a wyvern! Yes, I already checked it. You know what they say about Ancient Dragons.)
Rashomon only needs to glare to make Parpaldian Wyvern Lords follow his bidding. He then orders them to stay in formation until the Nachtgruppe returned from the royal castle. Many riders are unfortunate enough to be stuck in this predicament, but one particular rider caught his attention.
"This young man here has a potential. What do you think, Master?"
"If he caught your eye to such extent, then I'll trust your judgement, Rashomon."
The fact that Rashomon talked actually shocked Gaharan Wind Dragon riders more than his size.
Soon enough, Nachtgruppe returned with the remaining 11 Wyvern Lords. They too, are glared by Rashomon. Soon after, the assembled Wyvern Lords are gathered at one place.
"Excellent work, Rashomon. We'll bring them back to Nankaigan."
"As you command, Master."
Rashomon (Flame) is one of the Ancient Dragons that Kasen tamed back in Falmart alongside Mizubara (Water). As of how Rashomon ended up under Kasen's care, he was heavily injured and retreated after facing unexpected resistance from Coda Village Convoy Escorts, which turns out to be Historia Alliance Fighters. Kasen was informed about this and decided to search for his whereabouts. When she discovered him in a cave, she treated his wounds and being told that a certain Apostle forced him to serve her. Said Apostle turns out to be Giselle, and Kasen fought her to free Rashomon and his family, since it turns out she was ordered by Hardy to wake the Flame Dragon 50 years earlier. Upon hearing the name of the culprit of the GATE creation on Ginza, Kasen became scarily calm and threatens the poor Apostle to not go near him or his family ever again, in which she obliges because she's scared. Currently, you can expect Rashomon to be Kasen's mount either in Gensokyo or Shoukan Dimension.
As of now, he already managed to made all 22 Wyvern Lords do his bidding.
"W-what are you doing?! Shoot it! Kill it!"
But none of the Wyvern Lords responded. All but one rider fired their muskets at Rashomon. But he shrugs it all because of his thick and strong scales. Being glared sharply by the Ancient Flame Dragon, this time the Wyvern Lords shake their riders off, except for the one who didn't shoot at him. As it turns out, it's the very same rider that caught the dragon's attention.
Without wasting time, Historia ships immediately rescue the riders that fell into the ocean.
"My job here is done. I'll take them back to Nankaigan."
"Yes, Ancient One."
The Wind Dragons still bow their heads in respect since they've already experienced Rashomon's powers first hand six months ago. His powers are truly not of this world.
Since 'Yoruryoshi' Division also came to attend the festival, they didn't mind that the Special Dragon Carrier Avicii was being used to transport the Wyvern Lords to Nankaigan. Being hailed as heroes for stopping Parpaldian punitive strike is just a bonus. Kasen and Rashomon then escorts Avicii back to the east.
It just so happens that a certain V-22 Osprey flew back to Horizon Demonstrator shortly after the Ancient Flame Dragon departs.

Sword King Shihan and those next to him, as well as the participants in the military festival from Zeroth Civilization Area countries, had their mouths wide open at the unbelievable scene that had just unfolded before them.
22 Wyvern Lords, which has prompted the existence of battles where the outcome depends on whether they could shoot down one of them, were easily captured by Historia Alliance in front of their eyes. Those Wyvern Lords were no doubt from Parpaldia Empire. If Fenn Kingdom were to fight against those Wyvern Lords, not even a battalion of warriors would be enough in bringing down a single Wyvern Lord. Their scales were too tough for arrows to penetrate. A direct hit from a ballista could work or they could use their legendary strong bow, Berserk Bow, but it's so rigid that there are only 3 people in the Kingdom who could operate it. Bringing down a battle ready Wyvern Lord was close to impossible for Fenn Kingdom.
If a Zeroth Civilization Area country can bring down even a single Wyvern Lord, they can take pride in themselves as a country in the greater world.
"We are strong enough to bring down a Wyvern Lord!"
One can assert their country's power by saying something along the lines of that.
Then there were Historia Shoukan Dominion, Hyperpower of Zeroth Civilization Area, who easily capture 22 Wyvern Lords like a drill sergeant rounding up its men to receive another course. They will let this information spread to see how the rest of Superpowers will react. If it was just one Ancient Dragon, then they can bluff their way out. Unfortunately, Historia have two Ancient Dragons, and they're tamed by the same person. Those who were at the scene witnessed how Parpaldia Empire's Wyvern Lords decided to follow Rashomon after merely being glared.
They felt history unfolding before them and the world itself changed forever. The Wyvern Lords might have come to attack Fenn Kingdom as a punishment for their refusal of their proposals.
For the Alliance to keep their word and protecting us must have been the will of heaven...
Sword King Shihan smiled as he looked at 'Yoruryoshi' Division flying above the royal castle, enjoying the scenery Fenn Kingdom offered.
Susanoo and the Wind Dragon riders were on their special seats up in the sky as they watched the Wyvern Lords get captured by Historia Alliance.
"Those ships... How fascinating... And that's not mentioning the Ancient One."
Aramasa let out a remark of astonishment.
"These four ships take down their targets with just a single hit. I don't know about the Eighth Empire's ships, but I can say for sure that the Alliance's ships are a lump of technology that are much more advanced than what meets the eye... As for the Ancient One, I'm just glad we're on his good side."
"R-Really, now? Are they really that amazing?"
"They're like those magic ships from the legends about the Ancient Sorcerous Empire."
"Hmm... That amazing, huh? Still, to think we actually saw just how big that dragon is when compared to Parpaldian wyverns and our Wind Dragons... There's gonna be one heck of a report back home..."
Dragon Knight Reckmeyer of the Imperial Oversight Army's East Fleet was stuck in his Wyvern Lord. He thought that the order to punish Fenn Kingdom was an easy job just before breakfast. If it's up to the Wyvern Lord unit of the glorious Parpaldia Empire, then a single Wyvern Lord would be more than enough to handle a battalion of warriors from a barbarian country like Fenn. He heard that military festivals were festivals where military officials and warships from other countries gathered to sightsee demonstrations and maneuvers. If they were to go there, it would be a chance to make these barbarians realize once more the power of Parpaldia Empire.
To make them understand that they'll have a bad time because they attended the festival of a country like Fenn which has antagonized the Empire, they decided to aim for a ship which stood out without its aircraft. However, the ship avoided the fireballs they launched at a distance which should've hit with unbelievable speed. To make matters worse, they are facing the first of their nightmare. Historia Shoukan Dominion possessed an Ancient Dragon and Parpaldia Empire must act carefully, since even Gaharan Wind Dragons kept their distance and actually bow to said Ancient Dragon! He feel the dragon watch him in fascination, and what shocked him is the fact that it can talk!
After the dragon glares at the assembled Wyvern Lords, his comrades were thrown into the ocean and are currently being rescued by 5 of the metal ships that joined the festival. Reckmeyer became scared with the country that easily captured their Wyvern Lords, which was a feat that only a country stronger than any Superpowers could manage. As of now, he is the only rider that hasn't been thrown off, and he deduced that the dragon must've be interested in him if he decided to let him stay in his Wyvern Lord as the rest is thrown away. He's glad that he made the right choice to not anger the dragon.
"We've lost contact with the Wyvern Lord unit."
"What?!"
A shock ran through the deck of one of the ships of the line of the Imperial Oversight Army's East Fleet.
"What the hell happened?!"
No air power in Third Civilization Area could surpass the capabilities of a Wyvern Lord. Almost all of the Wyvern Lords in use by the countries in Third Civilization Area were exported by the Empire. It was simply unthinkable for a country outside the Civilization Areas to bring down 22 of their best selectively-bred wyvern lords. They were now in an unsettling predicament. Admiral Poquetoire wanted to scream. He felt a horrible premonition which he never felt before. However, this was an order by department head Kaios: an order in which hung the prestige of the empire. They cannot afford to turn back.
24 ships of Imperial Oversight Army's East Fleet fully opened up their sails and sailed east to punish Fenn Kingdom right in front of the military officials from the other countries as well as to crush those that dared to oppose the empire by bringing down their Wyvern Lords.
Unknown to them, the Nachtgruppe from 'Yoruryoshi' Division detected Parpaldian Fleet when they were dealing with the splinter group from back then. True to their mission, they keep high vigilance against any possible Parpaldian incursions. Tatsumi have informed Gra Valkas ships about a possible naval punitive attack. Seeing their chance to shine, the Gra Valkans decided to sail and meet Parpaldians at the sea.
"So, another Superpower that tramples the Zeroth Civilization Area... We'll let the Alliance deal with their wyverns while we deal with their fleet."
"Yes, sir!"
Yasei, meanwhile, have recorded everything in the skies of Amanoki. He currently flies a Raven Drone Copter from the ground. Now he will shift the Drone Copter to the west in order to get the recording of Parpaldian Imperial Oversight Army's East Fleet. Little did the Parpaldians knew that a certain Eighth Empire have maintained their diplomatic relation with the Alliance since three months ago...
"Good. We managed to defend Fenn."
Hiroshi, the Human Guard General, nods in relieved manner after seeing Kasen capturing Parpaldian Wyvern Lords that were going to do punitive strike on Fenn Kingdom. True, they got involved in an international dispute... However, this also enables the Alliance to assess Parpaldia Empire's behavior.
"Glad you think so. We already expected that Parpaldia will attack during the military festival thanks to Fenn's warning. But now this is where things became complicated for us."
Reimu's comment made Hiroshi nod in resignation. But, the Alliance need to do this, since they have to know how to deal with a country that was claimed as a Superpower. Gensokyo Union Fighters and United Nations Military became the current leading Superpowers of Historia Alliance in 2040 after dethroning the Lunarians, who stagnanted. The creation of Zeroth Civilization Area is just a start to give the countries outside First, Second, and Third Civilization Area pride and a sense of identity, since the Superpowers consider them as barbarians in Shoukan Dimension.
After discussing it further with the rest of the Alliance Leaders, it's decided that the Alliance will continue to defend Fenn as long as they agree to it. After this punitive strike, there's little doubt that it will happen.
In order to not escalate the situation further, Human Guards managed to collect more information about the recent events.
- When they asked military officials from other countries and citizens in Fenn Kingdom, they believed that the unit that attacked them was none other than Wyvern Lord unit of Parpaldia Empire, one of the world's 5 Superpowers located in the Third Civilization Area, in Philades Continent some 500km west of Fenn Kingdom. This matches the intel that KVL Shadow Division gathered during the three month attempt of opening diplomacy with Parpaldia.
- The unit is under another unit called Imperial Oversight Army, which reports to the 3rd Foreign Affairs Office, which handles diplomacy with Zeroth Civilization Area countries. This confirms that they have conducted a punitive strike.
- It wasn't a mere coincidence that the attack to punish Fenn Kingdom fell on the same day as the military festival where important officials from other countries had gathered in one place. It's believed that they did this to increase their power and influence and to keep other countries in line, which is a textbook example of gunboat diplomacy. This confirms that gunboat diplomacy might be practiced at a large scale in Shoukan Dimension.
- According to Special Dragon Division 'Yoruryoshi', they were able to verify a fleet of 24 ships travelling eastwards at 15 knots roughly 200km west of Fenn Kingdom. This matches with what the Raven Drone Copter detected. To make matters worse, Fennese fleet was already moving to intercept them and their distances are around 75 km away from the contact. Gra Valkas escort task force already went to the site, but they won't be able to help Fennese fleet in time.
A conflict is imminent. Due to the current situation, an urgent meeting will be initiated between Fenn Kingdom and Historia Alliance. Feeling grateful because of the Alliance's action in defending Amanoki, Fenn complied with their request.
Place: Castle of the Heaven Tree, Amanoki
The Human Guards were waiting in a reception room. The royal castle itself wasn't flashy or extravagant but the reception room that was meant for representatives was very elegant and refined and while it showed simplicity, it was also comfortable. A while after tea was served, Fenn's military commander Magreb emerged from one of the sliding doors.
"Allow me first to give my honest gratitude for capturing all the Wyvern Lords that have suddenly attacked Fenn Kingdom with your splendid military prowess."
Magreb lowered his head deeply.
"You can thank the Alliance's Commander-in-Chief later. In fact, we thank you as well for warning us against such possibility. One of our Sages, Kasen Ibaraki, was able to capture said Wyvern Lords because of it."
The Human Guards shifted the credits to Yasei since he made sure that the Alliance are prepared to repel Parpaldia. Since Fenn is already a member of the Council, they're obliged to defend them.
"Before we continue... We'd like to discuss more pressing matters... By this point, Fenn is officially at war with Parpaldia. While we can assist you in defending against their attack, we can't help you if you decided to attack at your own initiative. Regardless, I will call few Guard Brigades to fortify Fenn until this is over."
What Hiroshi means by that is the Alliance will help defend Fenn, but their hands are tied if Fenn attacked on their own, unless when Parpaldia also declared war on the Alliance as well.
"I understand. We're still grateful for the gesture. However, there's one thing that we want you to take into heart. I'm sure the Alliance are aware that these Wyvern Lords came from Parpaldia Empire, Third Civilization Area's Superpower. They demanded us to grant them land in a one-sided deal, which we refused. It was for that reason that they decided to attack us. They are that kind of country."
Hiroshi swallowed in grim anticipation. He heard that the SAO Veterans were being turned away at the reception of 3rd Foreign Affairs Office. But if anything, Parpaldians' behavior was more fitting to that of a barbarian culture. Magreb dispassionately continued.
"In the past, there was a country like us that Parpaldia Empire punished. That country caught their dragon knights by surprise and killed them. In retaliation, Parpaldia Empire attacked them and leveled their country to the ground, executing those that resisted and enslaving those that submitted and selling them to other countries. The royal family was massacred, including those who were related to them, and their bodies impaled on skewers to be left on display in front of the royal castle."
Since their technology and standard of living were on the same level as those from the feudal era, their means of diplomacy, which included a system of punishment and the like, was also reminiscent of the feudal era. It was clear that how they will deal with them won't be straightforward.
"It's not just Parpaldia Empire... Please keep in mind that the other countries which bear the title of Superpower have a similarly strong pride to them."
"Will do. Thank you for the information."
Now aware about Parpaldia's MO, the Guards exited the castle and headed towards the harbor. As stated, the Alliance will react once Parpaldia made the first move.
Place: Amanoki Harbor
Lined up all along the harbor in Amanoki were sail-based warships reminiscent of those from Sengoku Jidai. The scene of the ships in the harbor, which were like those from a cultural heritage site, gave the Human Guards a true sense of familiarity in comparison with the other-worldly feel of Qua Toyne and Quila. Furthermore, the warships moored in the harbor from the other countries participating in the military festival added to the magnificence of the spectacle. However, there were no signs of Historia and Gra Valkas escort task forces. Despite being the harbor of the capital, the level of tech in Zeroth Civilization Area was low, leaving the depth of the harbor much to be desired. Since the escort ships couldn't enter the harbor, the Guard Brigades that will reinforce Fenn will arrive by using several troop transports complemented by 8 Leviathan Helicarriers. Thanks to the fact that Fenn Kingdom is part of Shoukan Defense Council alongside Historia Alliance, they granted military access to all of the Alliance's military assets, hence the huge incoming Guard reinforcements to Fenn.
As Hiroshi continue to witness the fleet from other participating countries, he noticed that his second-in-command, Rikuto Akigiri, approaches him. The Guard General can tell that he came with an urgent news from his expression.
"Sir, a new instruction from Shoukan Command. You will have a meeting with the rest of Top Outsiders and Incident Resolvers aboard the Kuznetsov Dreadnought."
"Could it be our current situation with Fenn?"
"Yes, sir. A single V-22 Osprey has been dispatched to pick you up."
"Got it. You're in command of the Guards until I return."
"Sir!"
Hiroshi ponders about the repercussion of the Alliance's actions so far. Reaching out to Gra Valkas by expanding their naval activity has paid off, and now they have the diplomatic relation with the Empire. It seems Shoukan Dimension will be a good preparation ground for the upcoming Multiversal Campaign.

"Human Guard General Hiroshi Kato, report."
"Yes, Captain. I've called several Guard Brigades to fortify Fenn."
"Good call there. What are your thoughts about this?"
"If you ask me, Captain, I agree with you. The situation will escalate into an open war once Parpaldia actually going to invade Fenn."
Lucy then tells the rest about the negotiation failure.
"Yeah, the SAO Veterans had a hard time trying to contact their 3rd Foreign Affairs Office. Looks like the Parpaldians greatly underestimate the Alliance."
Iseya replies immediately.
"It's fine if the Parpaldians just underestimate us. But from what I managed to read from the report, they actually refused to recognize the existence of Zeroth Civilization Area. Not only that, they consider us as barbarians, just like how Pagandans and Leiforians saw Gra Valkans last month before their countries' demise."
"So, how should we approach this?"
"We decided to abandon our diplomatic mission to Parpaldia and managed to secure diplomatic relationship with Altaras. We can always learn about Tears of the Wind God later."
Reimu then tells her opinion.
"None of us objects the formation of Shoukan Defense Council. If anything, Gensokyo will benefit from this since we decided to expand it to the size of Nagano and Yamanashi Prefectures. The knowledge we gained here will be crucial in building multiple settlements outside the Core Territory."
Marisa follows up with a grin.
"With Fenn as one of the Council's founding members, if Parpaldia decided to invade them, then the Alliance can enter the war."
"But Parpaldia is different compared to Louria. Even with technological advantage, we can expect a hard time facing them. Leifor doesn't count because we're merely helping Gra Valkas dealing with them."
Now it's Izayoi's turn.
"According to KVL Shadow Division, Parpaldian colonies want to revolt. They only need a perfect time to begin. What about UNM?"
"We already made offensive plans in case the Alliance enter the war. As long as Parpaldia attacks first, we will have the benefit of self-defense. No one will say a word if we somehow managed to capture Esthirant."
'As expected from the Union Top Groups. They made their decision quickly. Since we managed to secure Altaras, we can improve their airport and build a FOB near Le Brias.'
Hiroshi thought as he saw how quick they set the course of action. Then Lucy and Yasei ends the meeting.
"There's no need to change the course of action. 'Yoruryoshi' Division and the Guard Brigades should prove that the Alliance honor the agreement with Fenn."
"Keep up the good work, General. You can return to your men now."
"Then excuse me, Captain."
The meeting has ended. After Hiroshi returns to Amanoki, he and the other Guard Officers go to the royal castle to tell Shihan about the Alliance's stance. Their sphere of influence continue to grow.
Place: 3rd Marine Dragon Division 'Umihara'
150 km west of Fenn Kingdom, GUF Naval Dragon Carrier Loch Ness that carries 24 Common Dragons and 8 Laplace Plesiosaurs are monitoring the movement of Fennese Royal Fleet and Parpaldian Imperial Oversight Army's East Fleet. They are 3rd Marine Dragon Division 'Umihara', and currently they're contacting 'Yoruryoshi' Division.
(AN: In case you wonder, yes, I'm basing the Laplace Plesiosaurs on Lapras.)
"Intel update."
"Gra Valkas escort task force won't make it in time for interception. Fennese fleet already went ahead. ETA for the Gra Valkans to arrive is 3 hours while the contact between Fenn and Parpaldia fleets will happen in 75 minutes."
"Oh, no..."
'Umihara' Division have received their orders. Since Fennese fleet decided to went ahead and meet Parpaldian fleet, they cannot help them. Shortly after the formation of Shoukan Defense Council on June 26th 1639 by Historia Alliance, Qua-Toyne Principality, Quila Kingdom, Fenn Kingdom, Gahara Thearchy, Sios Kingdom, and Louria Republic, the Alliance expands their naval activity to protect their sphere of influence, which is basically the entire Zeroth Civilization Area that is created at the same day.
(AN: By this point, Historia Alliance have heard about Annonrial Empire. Obviously, the Annonrials will scoff at the idea of 'Zeroth Civilization Area', and refused to be associated with them. Unknown to them, the Alliance have deduced that they have similar if not higher national power than even Holy Milishial Empire based from the captured satellite images that shows the difference between Bushpaka Latan and Branchel Continent, hence Annonrial's classification as 'Southern Superpower'. This is why the Alliance decided to contact Gra Valkas Empire.)
Currently, the Alliance are still waiting for the time when Parpaldia officially declared war on them. Obviously, 'Umihara' Division can just sink the Imperial Oversight Army's East Fleet, but that will cause a huge mess on both of their ranks.
"Inform Shoukan Command that the clash will start in one hour."
"Affirmative."
"Incursio, Grand Chariot, continue the observation from the sky. Once the naval battle between Fenn and Parpaldia ends, we will conduct SAR operation to rescue the Fennese sailors."
"Got it, Nereid Kyrie."
"Roger, Nereid Kyrie."
Place: Fennese Royal Fleet
14 ships of the navy under direct control of Fenn Kingdom royal castle were patrolling roughly 150 km west of the Kingdom due to the possibility that hostilities would occur with Parpaldia Empire due to the worsening relations. For this patrol, the best and the most elite of Fenn were chosen. Those that were relatively less experienced were sent to participate in the military festival instead.
The wooden-hulled ships, with their ineffectively-designed sails unfurled, advanced forth. If the battle requires maneuverability, they can use their oars. Iron platings meant to block against fire arrows are neatly placed in intervals along the deck and 3 small cannons meant for attacking enemy ships are mounted on each side. Storage area for the muskets are also placed on the deck. The flagship that held the 14 ship navy together was much bigger than the others and had a large cannon fixed to its bow.
Commander of Fennese Navy, Kushira, glared at the horizon to the west.
"Sir Kushira, will Parpaldia Empire really come?"
"Wyvern Lords flew straight towards the kingdom a while ago... Their fleet isn't far behind!"
Kushira has never been wrong about his conjectures. Feeling fear due to the fact that their foe is a Superpower, the vice commander's face stiffened.
"... Can we even win?"
"Hmph! Just because they're a Superpower doesn't mean we will give in! All of us here are the best of the best! Not to mention..."
Kushira pointed to the large cannon on the bow and the ships surrounding them.
"Look at our ships. The Alliance has been kind enough to upgrade our ships with cannons. And since we already have some knowledge about them with our flagship's cannon, at least we now have a better fighting chance."
"Their capabilities do make me stumped!"
When the vice commander saw the testing fire of the new cannons, he was taken aback by the ferocity of its capabilities and changed his mind about the arsenal upgrade.
"On top of all that, our skills surpass those glorified pirates! There is no need to worry!"
Kushira didn't mouth off his anxieties to help boost his subordinates morale. However, he knew. The Superpowers had weapons called magic ships of the line that can destroy entire fleet. Their knowledge of Parpaldia's military capabilities is a highly kept secret in Fenn Kingdom. It's entirely possible that these ships are loaded with magic weapons that were just like the upgraded cannon on their strongest ship, Sword God. It's even believed that a ship like Sword God is a common sight in the Superpowers. Commander Kushira desperately worked out tactics in his head on how to get advantage in a battle with a Superpower like Parpaldia Empire. He's then contacted by 'Umihara' Division.
"Sword God, this is Loch Ness. What's the current status?"
"We're still waiting for Parpaldian fleet to reach our visual range. Are you in position, Loch Ness?"
"We are, Sword God."
"Glad to hear it. At least our diversion tactics will help stall the Parpaldians until the Eighth Empire arrives."
"I see... Godspeed to you, Sword God."
"Likewise, Loch Ness."
Kushira steels himself for the battle.
"24 ships have been sighted!"
A lookout loudly shouts from a lookout platform on top of the sails, which isn't found on Japanese atakebune back on Earth.
'They've finally come!'
Shadows of ships could be seen off the horizon. Looking through a telescope, the ships were much larger than theirs and far more advanced-looking. Attached behind the masts which were products of design and functionality were Tears of the Wind God which used magic to blow wind onto the sails, allowing them to move much faster than Fennese warships. The enemy ships, which gradually grew bigger, looked elegant, beautiful, and powerful. Their undeniably high skill can be inferred from each ship's graceful movement.
"Everyone! Battle stations!"
The sailors on all the ships hurriedly ran about preparing for battle.
"They're getting closer faster than I thought..."
The enemy fleet was approaching faster than what Kushira anticipated. It was now apparent that the tactics he had thought of are useless. In his impatience, he decided to play a hand that wasn't necessarily the best move to play.
"Ngh... Have us, the Sword God, move in front of the formation and fire the grand cannon at full speed!"
Please... Just one hit will do...
Kushira put his hopes on the upgraded large cannon mounted on the flagship Sword God's bow.
From 'Umihara' Division's perspective, Fenn flagship Sword God is equipped with 24-pounder long gun with the rest of the ships equipped with 3 18-pounder long guns each. On the opposite side, Parpaldia have equipped their ships with magic cannons of the same caliber as 36-pounder long guns.
'Yoruryoshi' Division then updates 'Umihara' Division about the naval movements.
"Nereid Kyrie, Gra Valkas ships will arrive in two hours."
"The battle is about to break out, Incursio."
"The least we can do is to rescue the Fennese. The Gra Valkans will stop the Parpaldians before they can reach Fenn."
"Copy that, Grand Chariot."
Behind Fennese fleet, the Laplace Plesiosaurs are dispatched to caught any Fennese sailors that will be thrown into the ocean, alive or dead. Those who are still alive will receive treatments while those who are already dead will be brought back to receive proper burial.
Place: Parpaldian Imperial Oversight Army's East Fleet
"Ships sighted. That flag... It's Fennese Royal Navy."
Receiving the report, Admiral Poquetoire talked to the vessel's captain to keep the information in his head in order.
"Fenn Kingdom... They may have some new weapons which have caused us to lose contact with our Wyvern Lords. What do you think, captain?"
"Losing contact with the Wyvern Lord unit is normally an unthinkable sequence of events. I conclude that it's extremely possible that Fenn Kingdom is hiding something. We must move with maximum effort from start to finish."
"So you've also reached the same conclusion... Alright!"
Poquetoire raised his voice.
"We mustn't look down on our foes as mere barbarians! We will fight them as if they were another Superpower and crush them with all our might!"
The fleet raised its speed further as it continued on its course straight for Fennese Royal Navy.
Place: Fennese Royal Fleet
"The enemy will soon be within 2 km!"
The lookout reported once more. Kushira's brow was drenched in sweat.
"Just a half kilometer and we'd be in their range... Bring out the oars! Maximum speed!"
Oars were brought out of their ships' sides. Matching with the beat of the drums, the oars were rowed back and forth as the ships slowly accelerated. The 14 ships of Fennese Royal Navy finally reached their frustratingly slow max speed when...
"Enemy ships are turning!"
The enemy fleet simultaneously turned to their sides in front of Fennese Royal Navy.
"! They're going broadside!"
Kushira warned the rest of Fennese ships when he saw what Parpaldian ships are trying to do. Suddenly, countless puffs of white smoke arose from the enemy ships, enveloping them in smoke. After a while, sounds of explosions rang out across the ocean surface near Fennese Royal Navy.
"Enemy ships have fired! Brace for impact!"
The magic cannons in use in the civilized areas should've had a range of only 1 km. However firing at broadside will increase the rate of fire. Flagship Sword God only has 1 grand cannon. A single enemy ship has an incomparable number of cannons mounted on each side. The sound of the shells hitting the water almost pierced their eardrums as columns of water erupted successively from where they landed.
'Tsk! ... They're gonna hit!'
Commander Kushira prayed to the gods.
As the loud, ear-piercing sounds of explosions continued to ring out, he turned around. The other ships following the Sword God were hit. The shells that had hit them exploded, hitting the musket storage that was installed for ranged combat and setting them on fire, engulfing the wooden-hulled ships in flames. His men, the best in Fenn Kingdom, having trained their bodies and sharpening their skills in hell-like exercises to become masters in swordsmanship, were left to burn on the decks or to fall disgracefully into the sea without even seeing the fruits of their training in the form of their enemies' blood. It was hell like he never anticipated.
"What the hell…"
Shells landed on their ships one after the other. In the blink of an eye, the 14 ships of their fleet were reduced to half.
"We have to retaliate! ... Kh... Even if it's just one ship... Fire the grand cannon!"
The grand cannon mounted on flagship Sword God's bow fired a shell as it spit out flames and a loud boom. The following moment, enemy shells landed on the deck of the Sword God, causing a massive explosion. A massive hole opened up on the deck as the sound of splintering wood coincided with the hull breaking apart.
"So this... is a Superpower..."
There were many more enemy ships. A single enemy ship had an overwhelming amount of cannons. Their cannons had devastatingly long range. Their ships were much faster. The enemy was an order of magnitude higher than they were. From the deck of his sinking ship, Kushira glared at the sight of a Superpower's fleet. He never expected there to be much of a disparity. He thought that the title of Superpower and the difference between them and that of a Zeroth Civilization Area country were nothing more than pretense. However, reality was different. Whether in quality or tech, a Superpower would stand above the rest of the Zeroth Civilization Area, excluding Historia Alliance and Gra Valkas Empire. Even if the enemy used a single ship, they were never going to win.
Before Sword God's ammunition stores caught fire and explode, Kushira noticed that many his men were being rescued from the doomed battle.
'Umihara' Division successfully rescued half of the Fennese sailors, including Kushira.
"Tell Shoukan Command that Fennese fleet has been destroyed, Incursio."
"Copy. What's the status of the survivors?"
"Half of the crews have been rescued. We'll take as many dead bodies as we could to give them proper burial in Fenn."
"Acknowledged, Nereid Kyrie. How about the status of Gra Valkans, Grand Chariot?"
"One hour to contact."
"Roger."
With their job done, 'Umihara' Division then withdraws from the western sea. All of the survivors were brought to Naval Dragon Carrier Loch Ness. Once it's done, all that's left for 'Yoruryoshi' Division is to direct Gra Valkas escort task force to repel Parpaldian Imperial Oversight Army's East Fleet.
"All 14 ships of Fennese Royal Navy have been sunk. We suffered zero casualties and personnel and equipment are all in good condition."
'So I was just overthinking...'
Taking precaution upon precaution, they were barely within their firing range when they started firing. However, it seems that at the end of the day, they were still a so-called barbarian country.
"Just as I thought. Fucking barbarians. They were able to fire a single large cannon but the shell landed far outside of our fleet. Judging from its range, it must have been the ones in use in the civilized regions similar to our old cannons."
Poquetoire was deep in thought as he listened to the captain's report. While satisfied with the outcome of the naval battle, he couldn't process what it was specifically that he still isn't convinced about.
"Whatever... Set course for the capital, Amanoki!"
With the fleet seeking for more enemies and Poquetoire seeking for the source of his sense of discomfort, they marched on eastwards.
In the meantime, Gra Valkas escort task force will be in position at one hour. Although they're unable to save Fennese fleet, at the very least they will repel Parpaldian Imperial Oversight Army's East Fleet from Amanoki.
"Damn... We're too late. But at least the Alliance managed to save the Fennese survivors. Equuleus group, stay on reserve. Canis Major, Leo, sail behind me. We'll avenge them and show these bandits the power of Gra Valkas!"
"Roger, Taurus!"
Parpaldia Empire, Superpower of Third Civilization Area, will soon learn the power of Gra Valkas Empire, conqueror of Leifor and proxy force of Historia Alliance, Hyperpower of Zeroth Civilization Area.
The shadows of Esthirant (Parpaldia) and Rairekishigaku (Historia) will meet near Amanoki (Fenn).
