AN: Yeah, this is a fic where Endeavor gets his act together much earlier and, because of circumstances you're about to see, takes in Izuku and even trains him to be a hero. Because seriously! Why would All Might tell Izuku he can't be a hero when his own sidekick, Sir Nighteye, could only use his quirk ONCE a day and often avoided using it when he didn't have to. The man fought while basically quirkless so there's no reason that other people can't do the same if they work hard. So, this is a Quirkless her Izuku as well.
To Temper the Flames
-Shoto-
Hearing the front door open, little five-year-old Shoto Todoroki gulped, knowing that meant his father was home from Hero work and it was back to the painful training the man kept making him go through. Hurrying to the entrance, not wanting to make his father angrier by delaying, he came to a stop as he saw his father step through the door. His father was still in his Hero costume but, for once, his fire beard wasn't active, his massive shoulders slumped. "F-father?" Shoto blinked confused, having never seen the man look so…defeated before.
"Ah, Shoto." Endeavor sighed as he removed his pauldrons, tossing them aside, not showing the usual care he would give to his Hero uniform, "No training today. Go…go spend some time with your siblings." Stunned, Shoto watched his father trudge onward, too confused to form words. His father had never told him to spend time with his siblings, let alone cancelled training unless one of them was sick or injured to the point it would be detrimental. Silently, Shoto made his way to where he could hear his siblings playing what sounded like a board game, his mother most likely with them.
"Yes, I got twelve!" his eldest brother, Toya, shouted eagerly as he looked at the dice he tossed down before spotting Shoto in the doorway, "Shoto? But I heard Endeavor come back. Shouldn't you be training?" at his brother's confused question, the others in the room looked up and saw him there.
"He said to spend time with you all…he cancelled training." Shoto's confusion was mirrored by the others as his siblings gaped open mouthed. His mother's response was more controlled before she put aside her book and left the room.
"I'm going to talk to your father, I'll be back." His mom called over her shoulder as Shoto glanced at his siblings who were already getting out of their chairs.
"Where are we going?" Shoto tilted his head as his siblings pulled him along, silently following their mom down the halls.
"To eavesdrop, duh." Natsuo grinned as they saw their mother enter Father's study.
"You cancelled Shoto's training." It wasn't a question but still conveyed that she wanted to know what was going on, that she wanted to know why. Shoto knew his mother hated how father trained him, he saw her growing more and more upset by the day.
"…You know the poker game I go to every few weeks, the one down in Mustafu?" he heard Father ask, sounding tired. Shoto knew about the game in question, it being one of the only evenings he could spend with his family as his father would be out of the house for a specific amount of time they knew in advance.
"Yes, the one with other fire quirk users. What of it?" his mother sounded impatient right now.
"Hisashi Midoriya, one of the friends I had there…he and his wife…" he heard his father's costume creak as Endeavor gripped a tight fist, "By the time I got there, the house was already blazing too hot for any fire fighters to get in. Inko Midoriya managed to get out with her son but Hisashi…he never made it out of the building. Inko herself only lived for a few minutes once she got out. Their son, he was no older than Shoto, his arms and legs were…" Shoto wondered what happened, his father trailing off. Judging by his sibling's expressions they knew, and it wasn't good.
"And this is why you cancelled Shoto's training?" His mother sounded sad and hesitant as he heard the couch in father's office creak, maybe mother had sat beside him.
"Their son was screaming for his father." Endeavor's voice was soft, "He was screaming for his father to get out, screaming for his mother to get up. He couldn't walk anymore, he couldn't move his arms, but he kept trying to get back to that house anyway, back to where his father was in a hope to save him. He was broken, he was screaming at the world to give back his parents. I saw that, and I wondered if I was the one in that building would you have wept? Would our children? I can't honestly say I think they would. I…I can't say I would blame them."
"Enji." He heard his mother's voice, full of surprise and concern, as Shoto thought he heard tears coming from inside, but that couldn't be. His mother didn't have a reason to cry and Endeavor would never shed tears, would he?
"What am I even doing Rei? I want to be the number one Hero, I want to surpass All Might…but I couldn't even save my friend. I couldn't spare his son. I can't even be a father to my own children." Father's voice was shaky as Shoto's siblings began pulling him away, back towards the room they had left.
"Then start trying to be." His mother whispered just before they were no longer in earshot.

Pushing Izuku's wheelchair, Enji entered his home where Rei and the children were waiting, "Everyone, this is Izuku Midoriya, he's going to be staying with us from now on." He told them before looking at Toya "Toya, could you and your siblings show Izuku around?" his son nodded, still watching him confused and wary, before taking the wheelchair away, the green haired quadriplegic child not responding to it at all.
"What happened?" Rei demanded of him the moment their children were gone, the two weeks since the night of the Midoriya house fire having shown her becoming much bolder in confronting him.
"All Might was at the Hospital, making rounds and visiting children." Enji scowled "I was nearby when he got to visiting Izuku and overheard them. Izuku asked if someone without a quirk could still be a Hero and All Might had the gall to say no, to try and crush Izuku's dreams. That man's own side kick was near quirkless and there are prosthetics that could put the boy back to full functionality if not beyond. If he still wants to be a hero, I plan to get him what support I can, to train him and any of our children that want to be Heroes." And this time when he talked of training, he pictured actually training, rather than the grueling sessions he'd been forcing Shoto to suffer, one's he was starting to see were just him taking out his frustrations at the world. Judging by the gentle smile on her face, Rei was seeing the change too.
AN: So yes, this is before Rei Todoroki got so bad, she did the boiling water thing, and it's going to have Izuku with high tech prosthetics and support gear as a hero.
