I hear Yoarashi say loudly, "Inasa Yoarashi, a Shiketsu first year. My Hero name is Gale Force!" He starts making a gale as he continues, "Rescue exercises get me pumped up." The baby and old person from HUC start to get swept up in his gale. Yoarashi says, "You're gonna be safe with me!"

Mora says, "Inasa!"

The HUC baby's mask falls off and he starts chuckling and mutters, "Wind, eh? Seems like a sloppy approach at first. But in reality he's manipulating countless airstreams to adapt to all the people and debris he's moving. Huh. His subtle control is unbelievable." The HUC baby then says loudly, "But it's still reckless! Minus Points."

Yoarashi says, "Ah-"

Mora says, "You shouldn't move anyone or anything unless you've checked on the condition of the injured. You could make things worse."

Yoarashi says, "Of course. I apologize!"

Another Shiketsu student says, "Hey. Camie ran off again. What's her deal lately?"

Yoarashi's wind goes away and the baby and old person from HUC lands safely in his arms and he asks, "Are you all right?!"

The baby points and says, "Reckless!"

Yoarashi says, "Ah-"

Shishikura says while watching in the stands with his teacher, "The quality of one's training is most apparent in their initial response to a situation. Take Inasa. He petitioned to take the test even though it's normally reserved for second-year students, and was strong enough to be accepted. He even passed the first round. However, he's acting far too impatient. His lack of experience is obvious."

The teacher next to him having been saying 'Ah' puts his hand to his mouth and says, "You realize you're sitting in the stands because you're the one who failed. Right, Shishikura?"

Shishikura says, "Yes, I am aware."

The teacher says, "Just checking. You should use this as a chance to analyze what went wrong. Reflect on your bad influences."

Shishikura asks, "What do you mean?"

The Shiketsu teacher says, "Seems to me you've taken Stain's words to heart."

Shishikura says shocked, "Me? Influenced by a villain? Absurd."

The Shiketsu teacher says, "No, it's not. Listen, what he taught wasn't necessarily all bad. Between Stain's fundamentalist ideas and All Might's retirement, there are many who wish to reform the role that heroes play in society. That's just fine. But if negativity and hate take over, like they did for you during the first round of the exam, they can impair your judgment and keep you from your potential."

An examinee says, "There's someone in here. But they're not responding when I yell. It's way too dark for me to see."

A female examinee says, "I can at least check their pulse and breathing."

An examinee moving rubble says, "I'll make some room for treatment."

Sero having been watching says, "They're so good at this."

Momo says to the others, "Everyone! We should be moving quickly as well. This old man's conscious. He needs help."

The HUC elderly man says, "It hurts! What are you waiting for?" Ochaco and I quickly run to her side.

Ochaco says, "He's trapped by debris. I'll float it away."

I hear the HUC elderly man say quietly, "Poor girl. She's gonna lose points that way."

I say, "Ochaco, no."

Momo creates something stopping Ochaco in her tracks and says, "Please wait a moment."

Ochaco gasps looking at Momo. I come to a stop next to Momo looking at the walls inside.

Momo says, "Look at the way the walls have collapsed around him. Right now, the structure is balanced precariously, like an intricate puzzle. Everything will topple if we're careless with our movements. We have to do this strategically." I nod agreeing whole-heartedly.

Ochaco looking at her hands says, "Now I see. You're right."

Momo makes a support beam and says, "First, let's use a support beam to prop up this wall. It'll take some time to get everything into place though."

Sero and Sato come toward the support beam. Sero says, "No worries. You can leave that to us!" Sato and Sero work together to get the support beams secure.

Sato asks, "How's that for a brace?"

Sero says, "I've reinforced the wall, too."

Momo and I have looked at it nod and Momo looks at Ochaco and says, "Now, then. Your turn!"

Ochaco nods and says, "Move the debris that doesn't affect the structure and make a path! On it!"

I watch as Ochaco goes in and uses her Quirk to clear a path for us to get the elderly man. I say to Momo, "Momo, I'll go ahead of Ochaco and get to him since I'm so light I won't effect anything structure wise. I'll check him for any injuries." Momo nods at me and I quickly go that way.

Once I get to the elderly man he says, "It's not perfect, but it's not a horrible plan, either. When there's a large-scale disaster, there are never enough rescuers to help those in need of saving. That means the work should be as fast and efficient as possible. If someone tries to do everything themselves, they'll lose time in the long run. What's important is being realistic about what your own Quirk can and can't do, and then figuring out how you can divide the labor with the other heroes. Focusing on your role during the test where you're trying to stand out takes courage. It's something you can only do if you really understand the situation. But there is still a lot of wasted effort here. If they keep going like this, we won't be able to grant them licenses."

I ask the guy, "Do you hurt anywhere? Do you think you can walk once we have a path cleared?"

The elderly guy looks at me and says quietly so the others don't hear, "You are the only one here that really knows exactly what your doing, don't you?"

I smile slightly and say quietly, "They are doing better than I first thought they would when I knew it was rescue we were doing but they definitely are learning from this experience too. We will get you out of here and to triage and first-aid soon. Just hang in there a little longer."

Mineta says, "This isn't good. We're just standing around and watching."

Shoji says, "Several people already went off on their own. Unlike in the first round, we may need to split up for this one. We could move in smaller groups."

Tsu says, "In that case, I'll be of much more help if I head to the river."

Shoto says, "I'll join you."

Hagakure says, "Me, too!"

I say louder, "I'll head to the river and find you once I know this guy is okay. Panther will work well over there."

Ojiro looks at Tokoyami, Koda, and Mina and asks, "Guys, work together?"

Mina throws her fist in the air and says, "Cool beans!"

Tokoyami says, "Sure."

Mina turns to Koda and says, "Yo, Koda. Can you use animals to look for people who need rescuing?"

Koda nods at her.

Shoji says looking at Tenya, "I'll keep my eyes open. Mineta. Will you help me?"

Mineta says, "Sure thing!"

Tenya says, "Good. Depending on the situation, we should also work together with other schools. That's how we'll save lives."

We all say, "Right!"

Aoyama coming to the people who had a person trapped in the dark says, "Did you say it was too dark in there?"

Aoyama goes on his back as the one guy turns and Aoyama shoots his Navel Laser up in the sky saying, "Allow my twinkling to save the day!"

The examinee says, "Perfect. Thanks!"

Mineta watching Aoyama says, "That's a shocker. I didn't think you'd be the first to help. But, then, you do love that pose."

Aoyama giggles and winks.

Tenya says to Momo, Yaoyorozu. We'll disperse across the field and get to work."

Momo says looking at Tenya, "Roger that!"

I allow Ochaco to carry the HUC elderly man out and head to Shoto's side as Ochaco says, "I think his right leg is broken. Sero! Tape him up!" Ochaco releases him into the air.

Sero says, "I got him."

Momo turns to Jiro and says, "All right, Jiro. Look for the next person in need of rescue."

Jiro uses her Earphone Jacks and says, "I'm on it. Gimme a sec."

In the mountain zone, a HUC man says, "Help. Someone!"

A HUC woman says, "My arm hurts pretty bad."

Bakugo, Eijiro, and Kaminari stand above them on a rock.

The HUC man says, "Mine, too. Save us."

Bakugo yells, "Shut up! Save yourselves, you whiners."

The HUC man and woman yelp.

Eijiro and Kaminari look at Bakugo mouths agape. Kaminari leans around Eijiro and says, "Man, you've gotta work on your rescue style."

Eijiro says, "They might be really hurt - we can't just leave 'em here."

The HUC woman says, "Wait. We are supposed to be low-priority victims with only minor injuries."

The HUC man says, "So you think...that he figured it out. And that's why he told us to go off on our own?"

Kaminari says, "You're kidding me. They took it in a way that made it sound okay?"

Eijiro flips down and says, "We'll get you two somewhere safe."

Kaminari follows him saying, "Yeah!"

The HUC man points up at Bakugo and says, "His tone was wildly inappropriate. Minus points."

Bakugo starts snapping around saying, "What the hell did you say?!"

The HUC man and woman yelp again while holding onto each other.

In the City Zone, Shoji uses his Dupli-Arms to help find victims, while Tenya and Mineta stand ready to go with him to help. Shoji says, "I hear a voice. Coming from over there!"

Tenya says, "Excellent. I'll go first to check on the conditions of those who need to be rescued." Tenya starts up his Quirk.

Mineta says watching Tenya, "Sounds good."

Tenya shoots off and mutters, "Even if this weren't a test, I would still reach out to save those looking for help. Because I'm sure that's what my brother, Tensei, would've done."

Ojiro, Tokoyami, Mina, and Koda run together to find victims. Ojiro says, "Let's head to the mountain zone. There should be animals over there!"

Mina says, "Smart! Then Koda can use his Quirk!"

Hagakure says, "Todoroki! Cara! Tsuyu! Over there!"

I look where she pointed and hear a HUC boy say, "Help! I can't swim."

I say, "Tsu. You go. I'll stay here and find a way over the rocks to help if you need it."

Tsu nods and says to the boy, "I'll be right there."

I run along the shore of the rocks to find a way there while Tsu swims.

Shoto and Hagakure run. Shoto says looking at Hagakure, "We might need to warm the boy up. Let's gather firewood." Shoto and Hagakure split to find the firewood.

Hagakure going one way says, "Leave it to me!"

Izuku running with the first HUC kid says, "We're almost to a safe space, don't you worry." Izuku gasps seeing the area for triage.

Izuku gets there and mutters, "There are so many."

A girl examinee looks at Izuku and says, "You, there. Let me see that boy!" She stands.

Izuku sets the boy down saying, "Yeah, of course. His head got hurt somehow. He's bleeding quite a bit, but his wounds don't look very deep. He responds to questions clearly."

The girl looks at him closely and says, "Hm. He should be fine. Take him to the space over there on the right."

Izuku nods and says, "Yes, ma'am!"

The HUC child smiles and says, "Good."

I snap my head up at hearing Gang Orca's voice say, "In the short time until emergency responders arrive, heroes must act alone. Helping the victims and performing first aid. Once the professionals show up, the transition should be seamless." Gang Orca hits a button and asks, "How goes it?"

Mera says, "Let's see. During their initial response, there was some poor judgment. But the points taken off by HUC members are still pretty minimal. The students are doing better than expected. Less incompetence than usual, I would say."

Gang Orca says, "Wonderful. But in order to protect citizens in need, heroes must multitask. They can't just rescue. They must adapt."

I snap my head up when an explosion rocks through a side of the arena. I mutter, "A surprise to deal with."

Izuku taking the HUC boy to the right where the girl said before holds the kid's head gasping when he hears the explosion and asks, "What happened?"

Eijiro yells at the explosions saying, "Whoa!"

Kaminari running from the explosion yells, "We're gonna die!"

Shoto has the boy on his back and says, "Explosions?"

Hagakure says, "What?"

I say, "Those of us strong in fighting need to go towards that and assist. Shoto, you and I need to go. Tsu. Hagakure. We'll leave you here to rescue more people."

Ochaco looking around says, "Wait. Could this be..."

Over the speaker Mera says, "A villain has completed another large-scale attack."

Izuku looks around at the people by him and says, "Everyone! This is part of the exam."

Shindo says, "You think so?"

The girl says, "That means..."

An examinee says, "Hey, look!"

Izuku gasps turning and sees Gang Orca.

Gang Orca says, "Tell me, wannabe heroes. Can you rescue people and fight at the same time?"

Izuku steps back a step and says, "That's Gang Orca!"

Mera mutters, "During the search-and-destroy mission against the League of Villains, Gang Orca fought alongside Endeavor and Best Jeanist. He's a strong pro, currently ranked number ten. Impressive. He's also ranked third in the list of heroes who look as though they should be villains."

Gang Orca's underlings run forward towards the examinees and victims. Mera says on the speaker, "The terrorists have appeared and are beginning to sweep the area. Hero candidates at the scene should continue their rescue efforts while also suppressing the newly-arrived villains."

Tenya says hearing the announcement, "We're gonna have to save people and battle?"

Mineta says, "Are they serious?! Jeez! Come on! Aren't they expecting too much from us?"

Dad says in the stands, "Even for a pro, this would be difficult. They're going a little far I'd say."

Gang Orca on the floor says, "Now. How will you react? Will you fight or protect? Help or run away? What would a hero do?"
