Ty Lee would be the first, and it'd probably happen in Ba Sing Se or on their trip back to the Fire Nation. Zuko is happy - or at least thinks he should be - but he is also very bitter and worried that his father will just tell him to leave the second he walks through the palace gates. Ty Lee's kindness and optimism is both irritating and the only thing giving him a bit of hope. He wants to talk things out with Mai since he has feelings for her, but he always seems to pour his own issues into every conversation they have and push her away. His relationship with Azula is… "complicated" to say the least, and she brings up all kinds of confusing, inappropriate feelings he should not have, so he can't talk to her either.
Meanwhile, Ty Lee is there. Being unbelievably sweet and understanding, and he wants to connect with her somehow and show her that he cares about her too… but he is too emotionally stunted to do it in a healthy way. So one night, he just barges into her room and somehow finds enough courage to kiss her. She reciprocates, but as it goes on he starts getting carried away, being more and more forceful, and Ty Lee is too shocked, and a bit scared, to tell him to stop. He ca tell something is off, but he just needs this, and she lets him take whatever he wants from her. Once it's over, he expects her to kick him out, but she just hesitantly embraces him and he spends the night with her. After that incident, Ty Lee is still nice to him, but she is far more distant and Zuko can tell that he ruined whatever it was that they had.
He starts trying to be more careful with how he handles his issues, and that actually allows him to become closer to Mai. They're getting along, and things seem to be going good - until they go to Ember Island. He just gets so paranoid that he'll lose her that lashes out at a guy he should, realistically, know Mai would never care about, but just thinking that she might leave him someday drives him insane. She's mad at him, and he tries to talk things out, and even admits that he loves her, which does seem to affect her… and then of course he just loses all control and has his way with her on the beach. She's not resisting nearly as much as Ty Lee did, but she is not as vocal about her pleasure, which pushes him to try "breaking" her, which would made him feel very guilty the following morning.
To his surprise, Mai told Ty Lee about what happened, and instead of telling her to stay away from him since he was clearly unstable, Ty Lee admits they had a one-night stand (which is not how he had assumed she would refer it, since he still feels what he did was sexual assault, and he is not completely wrong about that). On top of that, it seems they decided they both want to date him. When he leaves the Fire Nation, they leave with him.
And that means his sister is all alone. Seeing how losing the three of them left her completely devastated, he feels it's his obligation to take care of her and help her get better, especially since he is her big brother. All seems to be going well and he manages to keep his urges under control… until one morning Azula wakes up screaming and crying, and he just holds her in his arms trying to soothe her - and just freezes in shock when she kisses him. He knows he cannot do this, that she is not in her right mind and will regret this later, that she is his baby sister and this is wrong… but he cannot resist her. Not when she is so fragile, so desperate, wanting nothing more than to be loved by someone, anyone, no matter how twisted and harmful said love is. And he just cannot keep lying to himself. Despite the guilt, he enjoyed "breaking" her friends, and there's nothing he wants more in the world than to do that to the sister he had always thought was permanently out of his reach. He does everything he ever wanted to do to her, and soothes her once the shame of having allowed herself to sink to low hits her. The three of them are all his now.
