Summary: Violet Hawke wanted nothing more than to be a Bug Pokemon Trainer, but with how people viewed those types all she got was ridicule until the day she bumped into the local Professor. Now on a journey, she tries to make her goal a reality, but with an Organization coming out of the shadows she has to decide just how much she's willing to risk to realize her goal.
Chapter 20: Returning to Viridian City
Violet fidgeted a bit as she found herself in Prof. Oak's study after the man managed to get them back to Pallet Town around the evening.
If she was being honest, it felt strange to be in a familiar place after a month of traveling and experiencing the unknown sights of Kanto.
To think it was here that her journey truly began.
Back when Stinger was just a Weedle.
And it was only because she just happened to find the Pokedex and made the decision to try and find the Professor despite not knowing who he was.
Funny how one action snowballed into everything else.
And to be honest, Violet knew if she could relive it, she would still make that one decision because as dangerous as this journey was, she loved traveling.
Seeing Pewter City, Cerulean, Vermillion, Seafoam and then Cinnabar Island. Then the people she met.
Samurai. Brock. Misty. Bill. Will.
People she wouldn't have met if she didn't go.
Along with Silk and Parasite who have easily become a part of her family that the thought of not having them with her was strange to even consider.
The door opening broke Violet out of her thoughts as she saw the Professor entering with an annoyed look before it disappeared when he closed the door. "Sorry to keep you waiting Violet."
"It's fine Professor." Violet wasn't sure why he felt the need to apologize.
He was the regional Professor and with everything that was happening it was understandable for him to be so busy.
She watched as the man made his way to the seat across from her where he sat down with a thoughtful look.
It looked as if he was trying to think of how to start this conversation.
So Violet took the initiative. "Is everything alright?"
She knew that was a loaded question given how it shouldn't be given Surge being a part of Team Rocket.
It was still hard to wrap her head around a Gym Leader being part of a criminal organization, one that's officially being branded a terrorist organization after the SS. Anne was attacked.
After a bit, Prof. Oak answered. "Besides the immense paperwork, yes everything is alright." He said, a bit of humor in his tone before it disappeared.
With Articuno in the hands of Team Rocket, the whole League was in a frenzy.
The Elite Four were doing their best to fix this as quickly as possible, though there were talks of possibly cancelling the Indigo League Tournament despite how it's been a part of the Kanto Region's tradition to always have it happen.
As it was, they were looking for the other two legendary birds to try and set up a protection detail in case Team Rocket found them, it was easy to find Moltres in Victory Road if one considered the immense heat there matching the frigid blizzards that happen around Articuno.
They sent Lorelei and Agatha to investigate the abandoned Power Plant near Rock Tunnel due to the heavy storms, but given how it stopped it would mean either Zapdos left if it was behind them or Team Rocket captured it too.
Obviously they were hoping for the former if that was where he hid, but they were preparing for the fallout if it was the latter.
Bruno was training up his team, having to replace two of his fighting type Pokemon with two Onix's to give him some coverage and a defensive base against the legends and Lance was going through every bit of paperwork that mentioned Team Rocket despite hating that type of work with a passion, wanting to get ahead of them before it got worse.
The worst case scenario Prof. Oak could think of would be the region erupting in a Civil War with Team Rocket and given how they were still healing from the Kanto-Johto-Orre one that was something they needed to avoid at all cost.
Violet fidgeted again from the silence and that was enough for Prof. Oak to continue.
"First of all I want to say this, I'm sorry." Prof. Oak said, confusing Violet. "Each time you ran into Team Rocket, none of that should've happened in the first place."
"It's okay-." Violet went to wave the apology off, but the Professor shook his head.
"No it's not." He said, Violet going quiet when he spoke. "It should be handled by the authorities. You are on your way to being a strong trainer, but you're ten years old."
He couldn't stress that enough.
"You should be focusing on your journey, on seeing new sights. Not fighting criminals."
And even then she shouldn't be out there, Prof. Oak was one of the people who was against lowering the age limit that one had to be to become a trainer despite knowing why it was happening.
It wasn't just them either, Johto had the age lowered to ten to build their trainer ranks up as well. He could just imagine how the other regions took that given how before then the lowest age one had to be was thirteen and that was in Hoenn.
"It's not like I'm looking for them." Violet whispered, looking down.
Each time was an accident in running into them on her part.
She didn't want to interfere because she was terrified of them.
All she wanted was to gain a team of bug Pokemon and prove their strength.
"I know." Prof. Oak relented knowing she was right in that regard.
"Y-You're not taking my license away are you?" Violet asked, that question coming to mind.
She really hoped not.
Prof. Oak went silent at that because he did think about it, not to punish her but to protect her as he knew Team Rocket wouldn't give up so easily.
He almost did the same with Green only for his Grandson to yell at him for even considering it, saying that he wasn't hiding like a coward.
He swears that boy takes after Agatha a bit too much.
And he could tell that Violet wouldn't take kindly to that either because of how determined she was to battle Blaine. Not only that but to beat him despite the severe disadvantage.
His silence however was scaring Violet who looked at him in despair, but he shook his head.
"I'm not, but I want to stress on how careful you need to be." Prof. Oak told her before he reached into his coat pocket and pulled out a purple TM, surprising Violet as he slid it over to her. "This is the TM for the move Teleport, your Butterfree can learn it."
Hearing that made Violet's eyes widen, remembering how that move was used in so many ways during her fight with both Surge and the Magmar.
"I'm giving you this because it'll give you a way to escape if Team Rocket comes after you again." Prof. Oak told her sternly. "If you even suspect that Team Rocket is in the area, I want you to promise me that you'll get out of there immediately, do you understand?"
Violet gave a nod, accepting that because she had no desire to run into them again so having a way to escape something like the SS. Anne would be of great help.
And Teleport would really cut down on making it back to Cerulean.
Though she'll have to train Silk up in using it before she can go long distances.
That'll be something to work on when she's taking that small break in Viridian.
Seeing her accept the TM, Prof. Oak felt relief wash over him because he didn't have to worry about Green due to his Kadabra knowing Teleport, he could get out of a situation easily as long as he had the psychic Pokemon with him.
So Violet having Teleport to save herself would take a load off his mind in the long run.
"And while I'm at it, here." Prof. Oak placed her newly updated trainer card on the table, sliding it over to her. "You'll need this to continue your journey."
It was quiet that night as Violet slept in the same guest room that she used the last time she was in Pallet Town, the young girl tossing and turning due to a nightmare that was forming in her head.
This nightmare kept changing from what could've happened in Mt. Moon if Brock didn't show up to how the SS. Anne could've been if Green didn't save her.
Small whimpers emitted from Violet.
Unknown to her however, a certain Pokemon was watching her curiously from a nearby window, the usually playful eyes it sports looking a bit concerned before it focused and teleported into the room.
Mew floated above Violet, remembering the young girl who helped it escape the clutches of Team Rocket in their last encounter, it usually stayed in Pallet Town due to how peaceful the place was, taking a small role of being a guardian of the town unknown to its inhabitants, mostly by helping them sleep peacefully whenever they had a nightmare.
It even plays with the children by taking the form of a different Pokemon such as a Rattata, enjoying those simple times.
So imagine its surprise when Mew sensed someone having a nightmare and it turned out to be the same child from before.
Poking Violet with its tail, Mew focused and began to use Dream Eater, watching as the whimpers in Violet died down to show the nightmare ending, a peaceful look returning.
But what it saw disturbed Mew.
It saw Articuno being captured by the same people that chased it and that made the Mythical Pokemon hesitate.
It's been so long since anything threatened the legends, enough that even when Team Rocket chased it, Mew treated it like a game of hide and seek mixed with tag.
Mew didn't take Team Rocket too seriously, but now that might change.
While it would be outnumbered should Team Rocket get their hands on the other two, Mew is more than confident in its abilities to deal with the trio should things get too out of hand.
What it isn't confident about however was this serum.
Mew needed to find the source and destroy it.
Giving one last look to Violet, Mew left knowing that when the time comes it'll repay the girl for helping it out in their last meeting.
It was rather nostalgic for Violet as she walked through Route 1, the area feeling completely different compared to last time.
Last time she only had a Weedle, the Pidgey and Rattata seemed terrifying due to how easily they could lose in a fight against them or how the former was one of Weedles predators.
Now however they were hardly a threat, barely worth mentioning compared to how much stronger Stinger was and that wasn't even taking into account Silk and Parasite.
Speaking of which, Silk was out right now flying around due to how Violet wasted no time in using the teleport TM on her and while she could use it to teleport to different places, it's only to places that Silk remembers, so she can't teleport Violet to Viridian like the others.
She also taught Parasite SolarBeam, however that one would need to be trained due to how powerful the move was, using it once would no doubt tire the bug out to the point of being unable to move for a bit.
The max any Pokemon can use SolarBeam is ten times, some can go use it sixteen times with enough training, but they have a long way to go before they can even use it twice.
"Fweh." Silk flew around Violet, breaking the girl out of her thoughts with her smiling before she pulled an Oran Berry out of her bag, holding it out to the Butterfree who eagerly accepted it.
It seemed that Silk found this Route to be very relaxing compared to anywhere else.
The fact that it was so close to her original home in Viridian Forest was a plus.
A scream made their heads snap up in shock before Violet ran towards it, not even thinking of what it could be.
What she found was a kid being surrounded by a group of Spearow which surprised her.
Spearows aren't usually seen in this Route.
But she knew how temperamental they could be, so Violet worked fast, seeing how scared the young boy was.
"Psybeam!" Her voice caught the Spearow's attention right before Silk shot in there, firing the psychic attack that took out half of their flock with one hit.
Seeing that, the rest scattered in fear, knowing how outmatched they were while the young boy looked at Violet in awe.
"Are you alright?" Violet asked looking over the boy for any injuries.
There were some claw marks from the talons and light scratches, but nothing life threatening, though Violet had a feeling this kid might be scared of Spearows from now on.
It was a young eight year old kid with messy brown hair, wearing blue shorts and a yellow shirt, staring at her in awe.
That was kind of weird, she never had anyone look at her in awe before, usually confusion, sometimes respect when she beats others in a battle but most times people look down on her team.
So awe was a new one.
Silk landed on her hat, looking at the kid before deeming him no threat.
The kid still said nothing, now Violet was getting worried.
"Do you need medical help?"
"N-No." The kid finally spoke before he jumped to his feet in excitement. "Oh man that was amazing, you took those Spearow down with ease!"
Violet took a step back in surprise, not expecting that type of reaction. "It was nothing."
"Nothing? That wasn't nothing." The kid denied, stars in his eyes.
Deciding to change the subject, Violet spoke. "What are you doing out here?"
It was strange for an eight year old to be by himself, even more so for one to be attacked by Spearow who while temperamental usually attacked to defend themselves.
Just like that the kid seemingly deflated, looking nervous.
"I wanted to get a Pokemon so I can prepare to be a trainer." He muttered knowing that while he won't be able to travel, having a Pokemon wasn't against the law.
"So you came here by yourself?" Violet asked, earning a nod from him. "You're lucky you weren't hurt."
He was lucky he wasn't killed, but Violet wasn't going to say that.
"Come on, I'm sure your parents are worried about you, where do you live?" Violet asked, wanting to get him home.
"V-Viridian." The kid muttered. "But Mom said I'm not supposed to go with strangers."
'Yet you decided to go into a Route without anyone watching you.' Violet thought in amusement.
Instead she smiled and held out a hand. "I'm Violet." She introduced herself. "What's your name?"
"J-Joey." The kid whispered, accepting the handshake, looking a little red.
"Nice to meet you Joey, now we're not strangers." Violet said, using that logic for the kid, though she was confused on why he was red.
Was he sick?
A rustling made Joey tense up while Violet got ready only for a small Rattata to exit the bush, sniffing around.
It didn't seem to notice them before Violet gained an idea.
"Want to catch that Rattata?"
The question made Joey stare at her in surprise before he gave a nod, excitement filling him again.
"Alright, Silk here will help you out." Violet pulled out her Pokedex and brought up the moves she had, scanning the Rattata as well to show it to be lv. 3.
Joey tilted his head in confusion, wondering what the Pokedex was while Violet showed him the moves Silk knows. "Try either String Shot, Supersonic or Stun Spore."
"Um… Use String Shot?" Joey felt like he was asking, given how Violet was teaching him.
Silk looked from Joey to Violet who gave a nod before doing so, the attack catching the Rattata by surprise as its back legs were wrapped up, preventing it from running as it struggled.
"Good job, but it's still strong enough to break out of a Pokeball, to catch a Pokemon you need to weaken it first." Violet explained to Joey who listened. "Silk however is strong enough to knock the Rattata out even with a small Tackle, so you should try one of the status moves to make it easier."
"I-I remember that lesson." Joey said, having been in class for that one. "Stun Spore."
He said that one a bit more confidently, watching as Silk used the attack now paralyzing the Rattata.
"That should do it, you have a Pokeball?" Violet asked, making Joey hesitate. "You didn't bring one?"
"No I did, but the Spearow broke out."
Ah, that explained why the Spearows attacked him.
"Alright, here you go." Violet handed him one of her spares.
"A-Are you sure?" Joey asked, not expecting that.
"Your first capture is always an important one, go ahead." Violet reassured him as Joey smiled brightly before throwing the Pokeball to catch the Rattata.
The Pokeball shook for a bit before clicking, Joey was now celebrating while Violet watched with amusement.
It reminded her of when she caught Stinger, or rather when that old man in Viridian showed her how to catch Pokemon, so in a way this mirrored her first capture, only this time she was the one teaching.
"Congratulations, Rattata is officially your Pokemon." Violet said, pulling a Paralyze Heal out of her bag. "Now let's get him all healed up."
Moments later, Joey was holding the Rattata who looked a bit uncertain of what was going on, now healed from the paralysis along with the string shot not being on him. "T-Thank you Violet." Joey said, looking down to hide his red face.
"It's not a problem Joey." Violet smiled before reaching over to mess with his hair, the boy freezing up at that, caught off guard. "Just promise me something."
Joey blinked and looked up at her in confusion. "What?"
"Promise me that you'll treat your Rattata not as a tool but as a friend, as family." Violet told him, remembering seeing how some trainers didn't get that and how bad Team Rocket were. "Do that and you'll make it far as a trainer."
"I will." Joey promised, earning a smile from Violet.
"Thank you, now let's get you home."
From there it didn't take too long for Violet to get back to Viridian, the moment they entered the city, Joey left to go home after thanking her once more after she returned Silk to let her get some sleep.
It was rather odd to travel with someone for a short time, Joey spent so much of the walk asking question after question.
What was it like being a trainer? How strong are you? Are you competing in the upcoming tournament?
She said yes to that last one and Joey said she'll win for sure which surprised her but she appreciated someone saying that.
Right now however, she just wanted to get home and just relax.
Now that she had teleport, she was planning to take two weeks off rather than one to rest up, using that time to train before she continued her journey.
That should give Silk enough time to master Teleport enough to get them to Cerulean where she'll get a bike and then go through Rock Tunnel.
"Well isn't this a surprise." That smug voice made Violet come to a complete stop, not hearing it in a long time. "Haven't seen you since you dropped out Violet."
Slowly, Violet turned to see Lucy who was giving her a smirk.
… In all honesty, with everything going on Violet forgot all about Lucy, or how she started this journey as a way to show her up.
With Green being her Rival, the Gym Challenge and Team Rocket, Lucy just took a back seat and ended up being forgotten.
"What no words? Here I was thinking you might've started being homeschooled to avoid being embarrassed." Lucy continued, thinking that her lack of talking was from how shy Violet seemed. "Still training your weak bugs I take it-."
"Are you done?" Violet asked in a calm tone, pushing down the anger she felt, though really her tone sounded bored.
The question caught Lucy off guard, never having Violet speak back like that.
Even when she defended her bug, Violet sounded scared.
So for her to just do that was new territory for Lucy.
Violet however didn't care.
Compared to her real problems, Lucy isn't worth being angry at.
"Oh grew a backbone?" Lucy asked, trying to act like that didn't happen.
Violet took a deep breath before giving Lucy a bored look. "I guess, honestly this is just pathetic."
That made Lucy take a step back in shock.
Did Violet really just say that.
It seemed that Violet wasn't done as she continued. "The Pokemon I train are none of your business for one and really your insults don't even bother me anymore."
"You're acting pretty big headed, I suppose you want to battle?" Lucy challenged, wanting to knock her down a few pegs.
But to her surprise, Violet just shook her head. "I don't have anything to prove to you."
If anything, that was the most surprising part.
All she could think of in the beginning was to get strong enough to beat Lucy but looking back that didn't matter anymore.
Especially because Violet knew that Lucy didn't get too much stronger due to staying in Viridian.
Not that she's weak because Lucy was one of the strongest trainers in the school, but compared to the rest of Kanto that wasn't much.
Lucy was the big fish in a small pond if Violet wanted to compare it to anything else.
Maybe Violet was getting a bit cocky, maybe she wasn't but she came back to Viridian to relax, not to settle an old grudge.
"Scared to lose?" Lucy however seemed to ignore that. "Makes sense since you dropped out-."
Some of her patience running out, Violet spoke. "I have my license." Once more, shock washed over Lucy who stared at her in disbelief.
"No, that's not possible, you need to graduate from school to get your license." Lucy denied, thinking that Violet was lying.
School didn't end until next month, so there was no possible way for her to get her trainer license.
And even then Lucy refused to believe that someone who decided to train bugs was able to do it before her.
At that point Violet was starting to see that Lucy wouldn't take a no for an answer and decided to get it over with.
"Two on Two?" She offered, breaking Lucy out of her shock. "Or do you have a third Pokemon now?"
"I only need one." Lucy glared at Violet who didn't look too bothered.
Whispers broke out as the two girls made their way to the trainer school where the battlefield was.
Violet on the other hand just looked around, recognizing a few faces from her old class and it felt odd seeing them again.
Even though school was over, the field was always open to let the students who want to be trainers practice their skills for when they do get their licenses.
She could still see some of the kids with unevolved Pokemon such as Rattata, Mankey, Pikachu, Pidgey, Nidoran.
It was rather strange but she kept quiet as she heard the whispers.
"Wait, isn't that Violet? I thought she ran away."
"Maybe she was homeschooled?"
"A straw hat? Is she still training bugs?"
"Can't believe she's battling Lucy, does she want to be embarrassed?"
At that point, Violet just tuned it out as they made it to the field, the two getting into position.
Lucy wasted no time in sending her strongest Pokemon, Nidorina out, the light blue Pokemon giving a cry as her red eyes stared cockily at Violet showing that the amount of wins Lucy had affected her starter.
Violet calmly took out the Pokedex and scanned the Nidorina, Lucy looking confused by the device.
'Nidorina, the Poison Pin Pokemon. The Female's Horn grows slowly compared to its male counterpart. As such Nidorina prefers biting and clawing their opponents. When its horn retracts, the Pokemon is relaxed. Current Level is 22.'
Despite thinking this would be easy, Violet will give credit where it's due considering how Lucy was the strongest at the school for a reason. No doubt when she does begin traveling she would grow stronger rather quickly.
But for now she was outclassed.
So she sent out Stinger who gave an agitated buzz, only to stop at seeing the Nidorina, already feeling the difference in strength, resulting in him glancing at Violet as if to ask 'seriously?'
Though he was wondering why their opponent seemed familiar.
The Nidorina however faltered despite the cockiness it had.
She could tell the difference just as easily but stood her ground.
"Tch, I take it that's the Weedle you bragged about?" Lucy asked in a mocking tone just as Stinger finally realized who they were battling and the disbelief turned into anticipation.
This girl made his trainer cry last time they were in Viridian. He was going to enjoy this immensely.
Violet said nothing, waiting for Lucy to make the move as she frowned.
"Double Kick, follow with Scratch."
Nidorina shot at Stinger with speed that would've been impressive if they battled a month ago, but Stinger made a show of dodging it, giving a mocking buzz in doing so.
Violet however took note of the moves Lucy called out showing that she wasn't using any TM's, makes sense considering how rare they were and Lucy couldn't afford them at the moment.
So all she had were moves that Nidorina could learn naturally and they weren't enough right now.
But Nidorina would definitely beat Brock's no badge team quite easily and Lucy would be able to round her team out a bit more in the future to be more of a challenge.
Still, Violet had no desire to draw this out.
"Twineedle."
It was an instant KO as the move connected, sending Nidorina flying back as she was unconscious much to Lucy's shock.
There was no way that actually happened.
It was dead silent around them, none of the other students expected this outcome.
"Good job Stinger." Violet said with the Beedrill crossing his arms in satisfaction.
Lucy stared at her unconscious Nidorina, still trying to comprehend losing like this, falling to her knees in shock.
She hasn't lost in a long time, ever since her Pokemon learned Double Kick they've been taking down the others left and right, the wins making her Pokemon stronger before the evolution only added to their strength.
So why? Why did she lose to a bug of all things?!
Bug Pokemon were the weakest types of Pokemon, that was what they learned in school. No one used them in the Indigo League tournaments, that was proof in itself that bug Pokemon were weak.
Bug Catchers were trainers that were usually mocked and used by other trainers to train up their team during the beginning portion of their journeys.
She was so lost in thought, she didn't notice Violet approaching before holding a hand out.
A hand that Lucy smacked away without hesitation, not wanting to be pitied.
This was a fluke.
It had to be.
If she used Spearow, she would've won.
Lucy kept trying to tell herself that, trying to come up with a reason for what happened.
Giving a glare at Violet, Lucy took off running with Violet comparing this to the last time they saw each other, only for the roles to be reversed.
A month ago, Violet would've felt satisfaction at doing this, but now she was worried about Lucy but knew there wasn't anything else she could do.
Lucy had to come to terms with this on her own.
Clapping could be heard as some of the other students began to cheer, having lost to Lucy quite a few times they were happy to see that she could be defeated.
Looking around at the other students, Violet felt some annoyance because she remembered how a lot of them agreed with Lucy on her choice of Pokemon. Of how none of them stood up for her back then. How they avoided being associated with her. To see them act differently just because Lucy lost was infuriating.
So she returned Stinger and left, not wanting to be at the school anymore.
She just wanted to go home right now.

About the same length as the last chapter, but nothing much happened here except for Violet going back to Viridian where she ran into Lucy, who hasn't been seen since the first chapter. I wonder how many of you forgot she existed with everything going on?
Even Violet did because Lucy used to be the one person she wanted to beat back in the beginning, always thinking of beating her but overtime that disappeared as everything else happened and she actually stopped thinking about Lucy which was what I had in the last few chapters, I was surprised no one noticed that part.
Then we had Mew show up again, the Phantom Pokemon taking a liking to Pallet Town and it may come help Violet when the time is right against the legendaries.
Finally yes Violet is responsible for Youngster Joey in this fic who might be a supporting character later on, but it also references where Red met Yellow in the Manga as well, allowing for Violet to take up a role of being a teacher.

RonaldM40196867: Thank you and the name Violet Hawke came together pretty easily with Violet coming to mind because I wanted to have a character with a color name to help fit in due to the MC being Red, Blue, Green and Yellow in the manga/game. Hawke however came from Dragon Age because I thought that was a unique name.
LuxBeacon: Fair enough, I still need to get around to reading your fic, I haven't had much time to actually read anything lately. Oh yes, Green is never taking Kadabra off his team after that mess. Honestly Teleport is one of the best moves one could have realistically, it's so limited in the games that it's considered a discount version of fly. Truth be told I actually debated on whether or not I would have Violet win or lose before going with the former because I knew that everyone probably thought she would lose the first time. And yes she is getting closer to getting new team members that's for sure, there's no question she's also getting closer to Koga as well as that reunion will definitely be messy. Huh, I've never noticed a lack of main female OC's, then again I wasn't really looking.
Pokemonking0924: Yes it was and yea, if Blaine used any of the more powerful fire Pokemon Violet would've been nothing but ashes in that fight, so while she won she still has a long way to go. Violet does have a bit of an effect on people whether she realizes it or not.
Viewtiful Vampa: Thank you and I'm glad you noticed the reference to PP, though in my case I explained it as the Pokemon not being trained enough to use it considering how it was mentioned that Blaine's Arcanine could use Fire Blast repeatedly without feeling strain. Yes Scyther and Pinsir would definitely change up her battling style once she gets them. You're doing a Bug run of Radical Red too? I've done the same thing with Violet and I'm in Celadon right now, I love how they did Ledian by giving her Iron Fist as an ability. Bug runs are always a ton of fun no matter the generation.
Kunoichi69: Yes he is, given the amount of Pokemon he catches in the Anime/Manga/Game he would always be the more well balanced of trainers, making him a powerful rival for Violet. No he won't be happy about her being in the lead but he would use that as motivation to get stronger. I might have Violet get a hobby soon, just trying to decide which one would fit her character.

Pyrojack25: Really? I could've sworn they banned it in America due to the use of a tank, they banned the Safari Zone due to the use of a gun after all, I'll have to look into that. Yea the serum has really become dangerous, to think it started off as a reference to the forced evolution of a Rhyhorn into a Rhydon in the early pages of the Manga. They only caught Articuno due to how weakened it was which rarely happens to any of the Legendaries so it had little to no strength to fight back after that mess with the giant Tentacruel. Sabrina was confirmed to be one of the three executives back in Chapter 07. Yea, looking back the Pokedex is quite the advantage if one thinks about it, I wanted to reference that so many times but I felt it was better to wait until Violet was strong enough to defend it before actually doing so. If Team Rocket ever got their hands on one that would be pretty bad that's for sure.
