I have returned!
Once again, a new chapter. Things in America seem to be escalating, and on top of that, Todoroki and Uraraka are going rogue.
Last chapter may have escalated quickly. It will continue to do that. And things will get darker.

Ochaco walked down the hallways of one of the prison buildings located in Musutafu. The guard opened the door to a small desk, where a woman in an orange jumpsuit was cuffed.
"You've got twenty minutes. Hope you can find what you're looking for."
Ochaco nodded and sat down. Her pink eyes regarded the woman in front of her with distaste. "You're Miburui's mother aren't you?"
The woman snickered. "That little test tube piece of shit ain't mine. I don't give birth to monsters."
Ochaco's lips became thin as she pressed them together. "Okay then. Where is she from?"
The woman's eyes glinted. "You want answers from me? I don't have 'em."
Ochaco slammed her hand on the desk. "HOW DID YOU COME TO CARE FOR HER?"
The woman froze, before speaking back softly. "I-I found her on my doorstep. She was shaking, cold. She had no clothes, and was covered in marks from… something. I had to take her in… but then bad things began happening. Strange events occurred around her, as if she were cursed."
Ochaco sighed. "You took her in for a noble reason… With all that has happened recently I can see how that may upset you so I won't hold anything against you for it. What do you know about her quirk?"
The woman shrugged. "I've seen her change colors a few times. I've seen her move water through the air. The most I've seen out of her was that earthquake. Maybe some kind of manipulators quirk?"
Ochaco nodded. "Or… maybe it isn't just one quirk…"
The woman nodded. "That was another thing I was afraid of. Those nomu things destroyed Hosu, what if she was one of them?"
Ochaco looked at the woman once again. "Do you know anywhere that could have been used as a front for making those monsters?"
The woman shrugged. "I presume you'd need some fancy stuff to make those creatures. It's a longshot, but there's a government lab not too far from my house."
"A government laboratory?"
The woman nodded. "Look. I used to work with the commission. I was placed on watch duty of executioner heroes. They were given top secret info, more than I was given. If you want to know about some shady government dealings, go to the hero I was originally assigned."
Ochaco blinked. "Who would that be?"
The woman nodded. "Nobody knew her real name. Her hero name was Lady Nagant. You can find her in Tartarus Prison."
Ochaco blinked. "Tartarus huh? Well… I guess it's worth a shot… Thank you for your help. I'll make sure that you are released from custody soon."
"Thank you- I never did get your name."
Ochaco smiled. "Ochaco. Ochaco Uraraka."
The woman smiled. "Avery Wellhess. Pleasure to meet you."
Ochaco smiled. "Yes… a pleasure…"

Nezu looked over the files with Todoroki, who was busy fidgeting with a watch.
"It's almost three. I promised them that we would all make a cake together at four…"
Nezu chuckled. "You are taking your duties seriously. Just don't fall behind in your work."
Todoroki nodded, before picking up a small manilla folder. "Are these her quirk test results?"
Nezu nodded. "Would you like to take a look?"
Todoroki shook his head. "Not yet. Ochac said she'd announce them to both of us. She wanted to be the first to see them."
Nezu smiled. "I see. Well then. We're just about done. You can take that folder with you. Have fun with them."
Todoroki nodded. "I will, thank you."
The boy stood up and walked out of the office, folder in hand. As the door clicked shut, Nezu pulled out a manilla folder and opened it, revealing copies of the quirk tests.
"These are quite interesting… But All For One never had any of these… In fact, they're the quirks of guards at Tartarus…"

A alarm rang once as the large metal door opened. Ochaco walked into the room, where a woman with shoulder length hair sat strapped to a chair. Her arms were coated in metal, which was chained together in several places.
"So. Lady Nagant I presume?"
The woman looked up at Uraraka, her hollow eyes searching her face for some hidden answer. Uraraka gave a warm smile, which caught the woman off guard. Here was a girl, not even past the age of eighteen… and she was… comforting her?
"Who are you?" The woman asked, her voice slightly raspy due to the quirk suppression collar on her neck.
Ochaco sat down. "My name is Ochaco Uraraka. I am a first year at UA high."
The woman scoffed. "Fake…" She muttered.
Ochaco smiled. "Many of my classmates are. In fact, most of those who saw the real world left, as they realized it was just a four year fantasy school."
The womans eyebrow slowly rose. "Really… Maybe the world isn't as hopeless as I thought…"
Ochaco nodded. "I can tell you all about it one day… but first, I need your help."
Lady Nagant blinked. "Okay… what do you need?"
Ochaco cleared her throat. "I recently adopted a child from a bad home. She was mistreated after her quirk, or quirks… activated. Her mother said she had shown up injured on her doorstep. I need to know of any government laboratories that may be experimenting, trying to create super soldiers…"
Lady Nagant nodded. "There are several. The most prominent one that I learned of would be Gaia Corps… If this is any of the organizations I know of, you need to watch your back."
Ochaco nodded. "Thank you. I'll see what I can do about your situation here."
Lady Nagant nodded. "I appreciate it…"
The girl smiled, then stood up and walked out of the room. The guards led her out of the prison, and towards the boat that would bring her back to the mainland.
As she stood on the deck of the vessel, Ochaco found herself thinking about the league. She found herself thinking about their ideals. The ideals that were slowly becoming her own.
"I won't kill to bring change… not now at least…"
Her thoughts were interrupted as a gunshot sounded. Ochaco blinked and turned to see a guard on the vessel collapse with a bullet through their head.
"What?"
Another gunshot sounded, and a bullet whizzed past her face.

Todoroki chuckled as Miburui slid down the slide he had made with his quirk. The little girls eyes sparkled as she laughed.
Todoroki had noticed that she had some effect on everything around her. Maybe it was her quirk.
For one, whenever she slid down the slide, the ground would shake a bit when she landed at the bottom. It was definitely odd as the girl herself was light as a feather.
Shoto also had to constantly repair the slide, until he had used his enhanced ice instead of regular quirk ice. He had gotten better control over time and could make the durability of his ice greater as a result.
Either way, before, the slide had melted a bit with each slide down. Maybe it was just normal for that to happen…
Todoroki felt a buzz in his pocket and took out his phone, finding a text from Ochaco.
O: Be home later than originally thought. Please wait for the quirk results until I'm back.
Todoroki sent a thumbs up as a reply. He smiled and locked his phone before turning to his adopted daughter. "Hey Miburui, wanna go get ice cream?"

Ochaco ducked down as another bullet flew by her head. The crew was in a battle against another vessel. Urarka could see that their enemies were prepared with full combat gear.
Ochaco had picked up the handgun that the dead guard had on him. She was currently ducked behind one of the ship's rails. She could see the shots being fired from both sides. The sounds of the enemy's voices were getting closer too. They must be planning to board the ship.
Ochaco quickly took out the magazine from the pistol and tapped the top bullet with all five fingers. Her eyes flashed pink for a minute and the bullets became heavier in her hand. She quickly reloaded the weapon and peeked out from above the rail.
There were two men with assault rifles close to the edge of the ship. They were probably going to board it. Ochaco quickly shot twice, hitting both in the leg. Ochaco quickly ducked and another gunshot went off.
"I should just use the goddam suit."
Ochaco looked up and saw an open door to the inner parts of the ship. She quickly dashed to it while unloading the gun she had on hand, before tossing it away.
Ochaco leapt through the open door and ducked down behind a wall as bullet holes filled the space she had once been in.
The girl unbuttoned her jacket and tossed it on the ground. She then took off her shirt, revealing her vigilante suit. With a quick tap to her chest, her bracers folded out and her helmet expended over her head.
Ochaco brought her hands together and pulled, making a black hole, which she controlled and held away from herself as she dashed into the fight once more. The bullets shot at her were absorbed by the rift under her command, and she float jumped to the other ship.
"You here for me?"
The enemies gave a battle cry and rushed at the vigilante. Ochaco made them fall to their knees by increasing gravity's pull, before knocking each of them out with quick punches.
A wave of water caused Uraraka to dodge.
The girl looked up to see a girl in a blue hero suit with water wrapped around her.
"Surrender villain!"
Ochaco blinked. "What do you mean by villain?"
The hero leapt at Ochaco with a yell, only giving her time to dodge.
"You have illegally fired at a government vessel!"
Ochaco growled. "THAT VESSEL KILLED ONE OF THE GUARDS AT TARTARUS!"
The hero ignored the vigilante and they continued to fight. Water whipped around in the air, controlled by both as if it were nothing.
"Wh-what are they…" One guard whispered. He was laying down, ducked behind some boxes to use as cover. His hair was white, and he looked to be around six foot five. He was slim, and wore grey camouflage pants and a grey camouflage jacket, with a black shirt underneath. The guard had two handguns on him, one holstered at each hip.
He was young. Around the age of twenty.
"Haruto," The guards commander said. "You're the only one of us with a quirk. You need to help ms Uraraka."
"But sir I-"
"Go now!"
The guard nodded. "I understand."
Haruto threw his jacket off. While he was slim, that didn't mean he didn't have compact muscle. The guard whipped out both pistols and leapt up, taking out any attackers that were slowing Uraraka down.
One fell, then another. Haruto leapt behind some cover as more shots were fired, his eyes being drawn to a crate on the other vessel.
A crate that was labeled "Extremely Flamable".
More shots rang out as bullets punched holes in Haruto's cover. The young man brought out his one pistol and grabbed the front of it, making the barrel turn cherry red.
"Okay, here we go. Ignition…"
Haruto rolled out from behind his cover and shot once, twice, three times. His first bullet flew and hit one of the attackers. His second pierced the crate and ignited it, causing the large box to explode, and the third was caught on the explosion, and flew up to pierce the water hero in the leg.
Ochaco looked at where the shots came from and was surprised to see a young man with white hair, his blue eyes glowing with a silver aura.
"GO NOW MS URARAKA!"
Ochaco nodded and leapt up at the water hero. The vigilante pulled the water under the heroes control off of her while increasing her own weight, before delivering a punch to the stomach.
Time seemed to slow down.. The hero gave a gasp, before being launched through the deck of their ship and into the engine room, passing out.
Uraraka landed on her feet. She quickly spun around and drew water into a single point, before pushing it away and releasing the pressure.
Water blasted over the ship, knocking all of the rest of the attackers off board. Uraraka pulled the water hero up to her and dragged her to the Tartarus boat.
"C'mon, wake up."
The water hero slowly came to. "Wh-what happened?"
Uraraka glared at the water hero. "What do you mean by that? You and your crew killed several tartarus guards, and attempted to take my life as well."
The hero blinked. "B-but… the head of the commission… they said that-"
"What did they say?" Ochaco blinked, now very interested.
The water hero too a deep breath. "I was pulled into this mission by the head of the commission. She said that there was a boat that would be leaving Tartarus, containing a vigilante who had stolen something valuable from them."
Ochaco blinked.
'Valuable… Is it her? Is Miburui what they're after?'
A large explosion went echoed through the air. Ochaco whipped her head up to see burning buildings. 'We're this close to shore? Is that a villain attack? Why is all of this happening?'
Ochaco quickly nodded to the hero. "Look. I have a provisional hero license. I have been given permission by Nezu himself to use it at my own discretion. So how about you and I go put a stop to whatever is happening over there?"
The hero nodded. "Right!"
"I'll come too." Haruto said. "I can't just let innocent civilians die."
Ochaco nodded. "Then let's go."
The three leapt off of the boat. The water hero reached out with her quirk and grabbed Ochaco and Haruto, before hurling them to the mainland.
Ochaco and Haruto landed a short ways away from the fire. Ochaco quickly dashed towards it, covering her head fully with her helmet and pulling chunks of rubble into the chambers on her arms.
When the two arrived, they were met with the sight of a man in a suit, holding a gun. Two men in riot armor stood behind him, each with a taser baton.
"Ah… how nice of you to join us." The man said, turning to Haruto and Ochaco. "Ochaco Uraraka… you have something that belongs to us…"
"Who the hell are you?" Ochaco growled.
The man smiled, before raising a hand. "That's none of your concern."
Ochaco felt her strength leave her. Both her and Haruto fell to the ground, unable to get up. The man walked over to Ochaco and picked her up by the chin, before pulling out a knife.
"Give her over to us Uraraka. Or else things will get worse."
Ochaco spat at the man. "You're vile. What are you going to do to me huh?"
The man smiled, bringing the knife to Ochaco's left eye. "Compared to what I'm about to do, this will feel like you are dying over and over again." He pressed down around the eyelid and hit the back of her head, causing her to shout.
The shout became a scream of pain as his fingers dug behind her eyelid and plucked her eye out. With a quick movement, the man severed the nerves keeping her eye connected to her, causing her to scream out in pain, and convulse on the ground, before passing out.
Haruto was kicked in the head, and thrown into a wall, coming to rest with blood leaking from the corners of his lips.
The man chuckled and pulled out a small jar, which he placed Ochaco's eye inside of, before putting a lid on it. "Let's go now gentlemen, we have work to do.
The three men then disappeared from the scene. The fire behind them putting itself out.
As soon as the others left, the water hero dashed onto the scene. She saw Ochaco and Haruto and quickly rushed to their aid. An ambulance rushed the two to UA, where recovery girl would treat them.
Hopefully it would be soon enough…

Stella Strange walked up to the door of the Wilson-Rodgers house. She could see the television playing through the window, and the light chit chat of voices could be heard coming from inside.
After knocking on the door, she was greeted by Anna, who saw her and frowned. "What does one of the Avengers want?"
Stella blinked and looked at the girl up and down. "We need to talk."
Anna chuckled. "Yeah sure, now we need to talk? After your captain America was killed?"
Stella sighed. "Anna, you can't hide things from me."
Anna humphed. "And what do you mean by that?"
Stella pulled out a cell phone and pulled up a shot of the villain who killed Captain America, standing over the man, about to deal the finishing blow. She quickly zoomed in on the arm of the villain, which was surrounded by a dull white aura.
"We both know what this is. We both watched the news on the first person with this power as they have so much in common with both of us." Stella said. Anna went wide eyed.
'She knows…'
"Right now, this isn't between Stella Strange, mistress of the mystic arts. This is between Stella and Anna, and none of the information here is mentioned to anyone else. No Avengers. No other heroes. Now…" Stella locked eyes with Anna. "How did you become Izuka Midoriya's student, and how can I contact her?"

Quirks: Heat, Observe
Haruto is one of very few individuals born with a dual quirk. While these technically fall into the definition of one single quirk, the ways he uses the powers separately from each other causes others to see them as two different quirks.
Heat allows Haruto to use heat waves however he likes. He can heat metals, light fires, etc. Haruto can absorb heat from different sources, has a certain level of fire resistance, and can see heat signatures, which plays into the use of Observe.
Observe is a power which allows the user to analyze the area around them, and create a strategy to win a battle or solve a puzzle. The quirk itself wouldn't be super overpowered, if Haruto wasn't a living genius. Haruto used this quirk to fire a bullet which would catch the shock of an explosion to redirect its course into the leg of the unknown water hero who attacked him and Uraraka.
As aforementioned, Haruto is a genius. His IQ is comparable to that of Izuka and Nezu. It is unknown whether this is a side effect of his quirks or just his normal IQ.
