Gran Torino confronts Sir Nighteye who foresee's tragedy on the horizon, as one who doesn't believe it can be changed, it is the incredible burden of being able to see the future.

Chapter 11 -The Burden of Foresight
"Are you sure this was a good idea for me to come?" asked Midoriya.
"It's necessary you come," Gran Torino replied, "Besides, I took the liberty of calling Hawks."
"This so isn't going to end well," Midoriya muttered.
"Wow, fancy meeting you guys here," Hawks called out from above.
"You told me to meet you here you idiot!" Gran Torino shouted back, "Huh, you didn't bring the Squirrel Kid?"
"It wouldn't be good for him, he's supposed to be taking it easy remember?" answered Hawks, "Besides, they get along about as well as some Americans would say, 'Like two porcupines in a balloon factory.' so he shouldn't be here."
Sir Nighteye's Personal Office:
"I take it this isn't because he's decided to give Mirio One for All," Sir Nighteye inquired after door had closed. Leaving Midoriya to talk to Bubble Girl and Mr. Centipede.
"We came here to discuss with you why Izuku Midoriya is the rightful 9th Holder," Hawks replied.
"I'm not likely to agree with you, though I guessed you'd come here," Sir Nighteye replied, "Izuku Midoriya may have heart, but his body can't handle it. A quirkless child..."
"There's evidence to suggest Midoriya wasn't born quirkless, rather his original quirk was stolen," interrupted Hawks.
"Say what?!"
Hawks opened the satchel he had carried with him and put a series of printed images on the table.
"This can't be All Might's brain scan, he's exceptional at wielding it!" Nighteye stammered in disbelief.
"Toshinori was born quirkless, though apparently the load on his brain is well within what would be considered safe," Torino finally stated, "I take it you didn't know that about All Might?"
"No, I did not, it would explain the emotional choice to pick someone like Midoriya, if we had someone more like you Hawks or Best Jeanist as the next in line, I would say he would have made an acceptable choice."
"It could end up shortening Mirio Togata's life if he were to get it," replied Hawks, "there is a reason to suspect that the 4th holder essentially died from carrying the quirk too long for someone that already has a quirk."
"Mirio has the built up strength..."
"He's not talking about physical strength," interrupted Gran Torino, "He's talking about strain on the brain as well as the body."
"Midoriya is adapting to One for All," explained Hawks, "and as you can see from his brain scan, his body is treating it as the quirk he was born with, the activity we're seeing is virtually identical to a textbook case of DQMS."
"So what you're saying is his brain is wired to handle a quirk and is therefore treating One for All as the quirk he was born with," Sir Nighteye sighed, "That would be a logical reason in favor of him being the 9th Holder. My concern also has to do with his charisma, he isn't able to inspire others."
"You mean he doesn't have the boisterous persona of All Might," Hawks translated, "True Midoriya is incredibly shy and skittish, however we've found evidence of child abuse, Nezu's investigating, but he has quite the case load."
"Mother?"
"No, her issue is one I talked to her about and it was something of smothering him in a manner that was tearing down his self-esteem," answered Hawks, "No, the evidence points to his old schools."
Sir Nighteye put his finger on the nose of his glasses to push them up, "I take it your boss believes these schools could be trying to create villains?"
"It is a possibility," Hawks replied.
"My point still stands, about his charisma, though the thought of the boy that All Might chose having his original quirk stolen and being bullied for most of his life in unconscionable," Sir Nighteye stated evenly, though inside he was seething.
"I think the boy has a charisma that is different, but no less inspiring," Gran Torino commented, "I think it would have been good having him work with Togata sometime when he's a little older, I've observed him as a student and he is a lot more assertive when it's about someone else, or when he has to represent his class."
"So any luck with what Mineta managed to puzzle out?" asked Hawks changing the subject.
"Not really, though he narrowed the point of focus considerably," Sir Nighteye answered, "Mr. Centipede is keeping Midoriya distracted looking at it, there have been rumors of a quirk-suppressing drug with the potential of destroying one's quirk being worked on. I wish I could dismiss it as rumors."
"Here I was wanting to stay out of the covert stuff," Hawks muttered.
"This is different, than what you had to do with the HPSC," Nighteye assured him, "There was something else."
"There's a possibility that the quirks of past holders fused into One for All and Midoriya may be able to sometimes tap into one of them," Hawks commented.
"That certainly is plausible," Nighteye admitted, "what is this power appearing to do."
"It could just be he ended up with insanely good dumb luck," Hawks commented, "but there are times it almost seems like the boy has a sixth sense."
"It may or may not be from One for All," Nighteye commented, "Extrasensory Perception isn't always due to a quirk."
"I'd buy that if he hadn't seen eight figures when it first happened," muttered Gran Torino.
"When he dodged the taser at the Sports Festival..." Sir Nighteye's eyes lit up, "If he has an ability to perceive incoming threats without seeing them, it would be a huge asset."
"As long as he doesn't try to use it in a way that he wears himself down to the bone," Hawks muttered.
"So he's like All Might in that regard," sighed Nighteye, "Thankfully Mirio doesn't have that issue."
Outer Office:
"So what am I looking at and should I be looking at this, if it's for a case?" asked Midoriya.
"Sir suggested that a fresh set of eyes look at this," answered Bubble Girl, "The Dragon Hero had one of her interns look at this and narrowed it down that what we were looking for was probably already in Japan."
"Okay what's it supposed to do?" asked Midoriya.
"Suppresses or destroys one's quirk," answered Mr. Centipede.
"This may sound out there, but there are quirks that suppress other quirks, what if they are experimenting on someone with the ability to surpress quirks?" asked Midoriya, "It would explain why you couldn't find anything."
"Which would make it next to impossible to prove unless we got a hold of it to test for human DNA," Mr. Centipede sighed.
"I-I'm s-sorry!"
"For what?"
"For g-giving such bad news," Midoriya had a look in his eyes that Mr. Centipede had seen in in Child Abuse cases, one where the victim was extremely wary of all adults except maybe a select few.
"It's not your fault, if that's what the evidence suggests, then it just gives us another line of investigation," Mr. Centipede assured the boy, he noticed the concern in Bubble Girl's eyes too.
The door to Sir Nighteye's office opened preventing them from trying to get the boy to open up.
"...Yes we'll keep in touch on what we find out," Sir Nighteye assured Hawks and turned his attention to Mr. Centipede, "Any leads?"
"Midoriya suggested we could be looking at human experimentation rather than a simple drug," answered Mr. Centipede.
"That is a distinct possibility we haven't explored, while I doubt we'll find anything with the police in missing persons check anyways," Sir Nighteye ordered, "I suspect Midoriya may be right, though it could be due to it still being in development."
"Yes-sir," Mr. Centipede went to contact his sources in the Police.
Sir Nighteye gave into a temptation to use his quirk on Midoriya, a choice he would immediately regret. After he had seen the three out of his agency he directed Bubble Girl to have a look at Aldera Junior High School.
"For what sir?"
"Child abuse, if we don't find anything else," Sir Nighteye answered, "I take it you two saw the signs too, if Midoriya is one victim, there are likely others."
"I take it things went okay?" asked Midoriya.
"You could say that," Hawks grinned, "At least where you're concerned." There was a buzzing on his phone, and he looked at the text. 'This is bad.'
"What's wrong?"
"It's work, I gotta take this," Hawks flew up, "I'll catch you later." Then he took off towards the Midoriya's to try to be there and gone before Izuku got back. He dialed back Sir Nighteye, "Talk to me."
HPSC Headquarters:
The HSPC President listened to Hawks detail what Sir Nighteye had seen as he flew.
"I see, I'll have agents assigned to watch her," she promised.
"It won't be enough..."
"We still have to try," she retorted, "Where are you going?"
"To talk to her, ask her how she wants to handle this," Hawks replied.
"Are you serious?"
"Look if I'm going to keep this from him, I better get her approval first, on tape," he replied, "Give her a chance to say goodbye, or see if we can do something to save her."
"Do we know if he foresaw our agents being there?"
"No, it was limited to being centered on Izuku," Hawks sighed.
"And why are you telling her," she asked.
"Because otherwise, he'd never forgive me or trust me again," Hawks answered.
"I'll send agents, they'll be aware of the risk," she answered, "Hopefully it can be changed."
"I don't think it can," Hawks stated, "Reason he said it was a certainty was because Izuku saw the body, but he got there after things were over."
"You going to tell Rocky?"
"Yeah, I have to, maybe by being in the area he can help," Hawks replied, "I'll be in the area too, but I already know I'll be too late."
"I'll get the agents to watch her," she said before signing off.
Sir Nighteye's Personal Office:
"Sir, are you alright?" asked Mr. Centipede, "You used your power again."
"Is the boy going to die?"
"No, though he's going to see the body..." Sir Nighteye, shuddered at seeing the stricken look on Midoriya's face, "First seeing All Might die and now this..."
Mustufa: (T-1 Day till the Midterm Exams)
Rocky settled in on the roof of the Apartment nearby the Midoriya Residence, "You're sure sir?" he asked over his headset.
"Sir Nighteye was," came Hawks' reply, "I have to be at U.A. for the midterms when they get their provisional licenses.
"She should be there, let those bastards try to get her there," Rocky snarled his ears laid back.
"She wouldn't have it," Hawks replied, "She was afraid they'd target someone else, like Bakugo's parents or Izuku. She did leave something for him... Rocky, be careful, whoever this is, will be no joke."
"I'll try sir," he replied back, he checked his gear, and settled in for the night, 'I wish they had told Gran Torino, but then if things go south, it's better if he doesn't know ahead of time.' He didn't expect to survive this, but whomever was going after her, he promised would be in for one hell of a fight...
Notes:
I was originally writing a different chapter, but then remembered the meeting that Gran Torino was going to have. So Chapter 11 became Chapter 12 which is still being worked on, and this chapter came into being.
