Chapter 9: Who Polices the Police?


Over at UA in the staff room, the pro hero Eraserhead was in a conference room with Vlad King, Nezu, All Might, Midnight, Hound Dog, Ectoplasm, Cementoss, Present Mic, Thirteen, and Snipe. They were in the process of discussing what students should be divided into which class.

"Listen Eraser!" Vlad said aggressively, "You can't keep taking all the top 5 performers into your class! You need to keep the classes evenly balanced! Besides, I already called dibs before the exam was over."

"Then perhaps you should be a better teacher." Aizawa mused in a monotone voice. "And you know full well you can't call dibs."

"That's enough gentlemen!" cried out the principal, putting his head into his paws, "It is like this every year when you two are paired up as teachers. You two are never able to agree on who goes in what class! At this point I'm tempted to just take the choice from you and decide what students you get without you having a say in it! Also, Aizawa you can't go about expelling an entire class of students again!"

"They showed no room for potential." Aizawa muttered back, clearly not interested in what the principal was saying. He was frustrated at the principal's annoyance on the whole matter of him expelling all his students when they gave them unlimited reign on how to conduct their classes.

"That doesn't matter!" Nezu shot back, "Expelling an entire class does nothing to help our school's image! Last year when you did that it hurt the faith in our donors. It takes a lot of money to keep a non-traditional university like this up and running!"

It was at that moment that there was a knock at the door. "Enter!" Nezu called out waving a paw and then placing it on his forehead. "Please let this day be over soon." He thought to himself as the Pro-Hero Ingenium walked in alongside Detective Naomasa Tsukauchi.

"Detective!" Nezu called out in a half-hearted voice full of frustration and sarcasm, "What brings you to our wonderful school? Have a seat while you're at it." With that the detective and Tensei both took seats at the end of the conference table.

"Well principal, I'm here because Tensei Iida thought it wise to inform me that one of your incoming first years is in a very dangerous predicament." Tsukauchi responded in a measured tone. This caused the bickering to stop and everyone to stare at the two newcomers.

"Which student is in danger?" Midnight asked, sitting straight backed in her chair at the news one of her future students was in trouble.

"His name his Hiro Fuji." Tensei responded.

"Ah yes I remember him." Nezu responded with a sad tone in his voice, "I went to his school to deliver his acceptance letter to him in person because he qualified for the UA Full Ride Scholarship. I'm also aware that he is living in a quirk orphanage."

This caused pointed looks from both Aizawa and Kan, as well as all the other teachers. Everyone knew it was not easy to grow up in a quirk orphanage, but he wouldn't be the first student they taught that had been in his predicament.

"I should've known…" All Might moaned, and this caused everyone to look at him. "I've met the boy before several times…"

"Where and why have you been with him before Yagi?" Aizawa asked looking very suspicious. Feeling all the eyes on him, Toshinori quickly put his mind into overdrive.

"Well it is more I was wanting to keep an eye out on Izuku Midoriya, the same boy you and Kan have been fighting over for the past hour and a half." This caused Kan and Aizawa to glare at once another again and Nezu to put both paws on his head.

"I had my own reasons for keeping my eyes on the boy after the sludge villain incident. When I found out he had multiple quirks I wanted to observe him for my own reasons."

This resulted in nods of understanding from everyone in the room minus Ingenium. Everyone else in the room had been let in on the knowledge of All For One, his fight with All Might, and his injury.

"So, I put him in contact with Backdraft who was also there at the Sludge Villain incident. Didn't take much effort to convince him to let Midoriya to borrow his facility given he can command fires to go out with a mere thought. Anyways I kept an eye on him to see if there were any 'connections' and I didn't find any."

"So where does Hiro Fuji come into the story?" Cementoss probed.

"About two and a half months ago, Midoriya shot me and Backdraft a text asking if he could bring a friend along to train with him. Backdraft immediately agreed when he was informed Fuji had a water-based quirk. When he came into the agency, he was incredibly nervous. Midoriya had to drag him by the shirt just to get him inside. He was extremely shy. Wasn't used to any kind of praise. As a matter of fact, he flinched the first couple times we gave him some compliments after he improved his abilities."

All Might gave a sigh and a minute's pause before going on. "The entire time he was there he exhibited signs of abuse and neglect. His thin frame to start out with was a sign of poor nutrition. Speaking of which when we pointed out he was starting to fill out his frame he got visibly scared. I'm such an idiot for letting all of this slide by. Whenever we'd ask if things were okay at 'home' he'd always dodge and avoid the question. It was excuse after excuse. Why didn't I do anything back then?"

"It's not your fault Yagi," Hounddog said after a moment of silence, "You aren't a trained and licensed counselor like me. You didn't know the right questions to ask. He won't be the first student that we've taught who has grown up in such a place. I'll get started on a routine and plan some sessions with the kid with Dr. Maruki our new therapist and our resident psychiatrist and trained psychologist Dr. Sakura."

"That is true," Tensei responded, "However my younger brother Tenya who will also be joining UA at the start of term has already befriended him as well, I believe Midoriya was the one who introduced them to one another. And last night they discovered a terrible truth that Fuji has had to live with his entire life. Luckily for us, Midoriya recorded the conversation and entrusted it to my brother to pass it along to me so pro-heroes could take care of the situation."

With that he placed his phone down on the table and played the recording of Hiro's confession. To say that the pros were horrified was an understatement. Once it was over, they all sat there in silence with clear fury on each of their faces.

"How could something like this happen?!" Ryo barked, "Quirk orphanages are supposed to be regulated by the government! They must be routinely inspected to make sure they are up to code. I know they aren't really pleasant places to grow up. However, they must follow governmental standards! I fail to see how a licensed facility is getting away with what they are doing. How can they not have doors on their bathroom stalls? How can they neglect maintenance so much the three to four boys have to share a single shower head? How can they not even have hot water for that entire boy's childhood?!" It was at this point that Ryo fell victim to his quirk because of his anger and was unable to continue with human speech.

"Isn't it the job of the police to prevent this kind of abuse from happening?!" Aizawa growled at Tsukauchi. "Seriously? This is why law enforcement is a joke these days. They just don't care about arresting some people because the heroes didn't show up and do their work for them. It's the reason why there is a rise in vigilantism again." He silently thought to himself.

"You won't believe me, but what you have heard isn't the worse of what this young man is going through…" Tensei added on, and this caused more gasps of horror.

"Worse than what was in that recording!?" Midnight shouted, "What the bloody hell could make what that kid's life even worse than what he already said?! You better have something goddamn big up your sleeves gentleman!"

"This was not captured on the recording, but it came to light several hours afterwards." Tensei explained, "According to my younger brother, he and his two friends went out on the town to celebrate getting into UA. They helped treat this young boy to many firsts in his life. For instance, he has lived in Japan for 18 years and hasn't even had sushi before."

This caused more groans from everyone around the conference table. "However, they went to a traditional Japanese Sento because I might have accidentally leaked it to my younger brother that that will be what the bathrooms will be like in the dorms here, and Izuku Midoriya had never been to one growing up with a single mother. While at the sento, they discovered that Hiro Fuji has been cutting himself, and the staff knows this has been happening. They have been reportedly been supplying razor blades to the boys so they could do this to themselves."

"That is just as good as the staff abusing the boys themselves!" Ectoplasm shouted.

"According to my younger brother, he has been cutting himself where he can hide it, where is undergarments usually cover his body." Tensei went on to explain as all the pro heroes stared at him open mouthed, "According to Tenya, Hiro said it was considered the norm for the younger boys to start doing it when they watched the older boys do it. He said he started doing it when he was seven years old."

Present Mic stood up at this point. "That's insane! And this kid has been in this place his entire life?! Who owns this trash heap of a place?"

"My superior…" Tsukauchi choked, "Detective Abe Zabatsu…" Again, another moment of silence.

"Are you telling me?" Snipe growled, "That THEE highest ranking police detective in all of Tokyo and its surrounding prefectures, controls this nightmare of an institution?!"

Slowly Naomasa bowed his head, "Yes…"

"No wonder how this place has escaped suspicion for 18+ years!" Thirteen cried out, "If you got one of the highest-ranking police officer's owning the place, he could most likely falsify any inspection reports on the place. Sweep any complaints under the rug. I'm willing to bet those who age out of the orphanage are too terrified to speak of what life was like there!"

"Not only that," Vlad cut in, "Quirk orphanages are sometimes known as villain pipelines. How many villains has this police officer unknowingly created?"

"We don't know." Tsukauchi responded, "All the records on this place have been sealed under child identity protection laws. All we were able to deduce was the name of the orphanage, its address, and who owns the place."

Meanwhile Nezu was writhing his paws in fury, and he finally spoke up, "I knew who owned that orphanage. I found out when I pulled up Hiro's address in the system once he got accepted to figure out what school he was zoned into so I could deliver his acceptance letter in person. It told me that Zabatsu owned that wicked place. I assumed it must have been an above average place just based on the name alone. But I should've put it together as soon as I saw Hiro in person. To say his clothes were in rough shape would have been an understatement. Why didn't I put the signs together right when I was with him in the office? I'm such an idiot. How can I be one of the smartest people in all of Japan and miss this?!" At this point Nezu lost his self-control and started to bang his "fists" on the table until a couple of his fellow teachers had to restrain him. He had to take several breaths to compose himself.

"We are lucky that this Midoriya kid did the right thing and recorded the conversation and found a way to send it to us." Aizawa cut in once Nezu had calmed down, "That means we can now develop an attack to take down that orphanage and bring that officer to justice."

"But Aizawa." Mic cut in, "Who polices the police? How are we supposed to prove that one of the highest ranking and most well-respected police officers in the country is actually a villain? How are we even going to legally get inside this dumpster?"

"We go in as teachers looking to meet our students before they officially come to UA." Power Loader suggested, "We take the initiative and visit every student's home in person to personally introduce ourselves as their homeroom teacher. We do this across all departments and classes as to not arouse suspicion. That will give us our in to get inside the orphanage itself. To not let us in would arouse concerns."

"We could draw upon the story of Kaito Nakamoto, the business course student who is starting this year because his abusive parents from last year kept his acceptance letter from him." Midnight suggested, "We could use that past story as an extra layer of security in addition to dropping off the acceptance letters at their schools."

"Excellent idea," Aizawa growled, he was out for blood, "And I'll scope out the place at night. I'm used to stealth operations. I bet I could easily convince a couple other pro heroes to help me out."

"I'll put you in contact with Edgeshot." Tsukauchi, cut and Aizawa gave him a curt nod in response. "He has always had a soft spot for making sure kids were well looked after. Also like you Eraser is excellent at stealth ops and infiltration. We will have to tread lightly. We will have to go in most likely without warrants and rely on Code 263-37, even though it has ripped to pieces by the courts in the past few years since that massive scandal. This is a case were at the end of the day we will have to ask for forgiveness rather than permission. With luck I'll be able to convince Tsuragame to give us retroactive warrants. Given that we are going after a police officer that could easily shut us down. I think this is our best option."

"That settles it then." Nezu said in a dark voice. "Not a word of this operation will leave this room. Not a word discussed here will be talked upon anywhere or with anyone else. It is our job as UA faculty to protect our students. And now we must do so before they even arrive for their first day of classes or moved in. We must not allow the corruption and the villainy of the police officer to tarnish our future heroes. We must stop the influx of villains this orphanage MAY be creating. We must look out for all those children who are being victimized. We WILL put an end to this. Although we have a problem already."

"What problem?" Yagi asked, "Did you do something Nezu?"

"I was simply following school protocol." Nezu grumbled, "Even though all those coming into our school are now legally adults at 18, as you all know they don't get all of their freedoms till their 20, so we are legally obligated to inform those who are considered next of kin on file for security reasons. Since Zabatsu is the owner of the orphanage, I was legally required to notify him that someone under his care will be attending UA."

"Well shit…" Aizawa grumbled, putting a hand to his face. "He knows we are coming. There goes our element of surprise."

"Nothing can be done about it Nezu." Cementoss said in a consoling voice, "You are required to do it. You were simply following protocol, nothing you can do to change that. Don't beat yourself up over it."

"Very well. Let's get started right away, and that means we finally have to decide who gets who in whose class for crying out loud!" Nezu called out in frustration. "Kan, because of recent events I'm giving you all three boys involved in this current incident, you get Fuji, Iida, and Midoriya. They are a package deal since they are all friends and it is imperative that Hiro is living under the same roof with them once we shut this heap of trash down. They will be integral to his recovery process."

"Nezu." Aizawa grumbled, "I wanted those three! Besides if I'm going to be doing some investigating into this case shouldn't I get those three boys?"

"No that's the exact reason why you aren't getting Hiro" Nezu grumbled. "Seeing you in class everyday as someone who just liberated them from their life of eternal Hell is only likely to remind him of what he just went through. He'll be better off psychologically as a result. Isn't that right Inui?"

"He's right." Hounddog responded, "He's got you beat there. It'll make my job a lot easier."

"Not only that Aizawa." Nezu cut in, "Since you personally recommended and requested those students who were in that 'accident' a months ago, you already have you hands full when it comes to helping students who have come out of a traumatic event. Also, it is about time that Class-B gets the cream of the crop for once instead of Class A for a change."

"Fine." Aizawa grumbled, he would've thrown his hands in the air if he was ever emotionally dramatic.

"There is one more thing about Hiro's injuries?" Naomasa added before leaving, and all the teachers turned to look at him. "The Midoriya boy was able to completely heal them."

There was a moment of silence as he looked his friend Toshinori in the eyes and they quickly shared a silent conversation.

"What?" Yagi asked his friend quietly. "But aren't those cutting type of injures… Permanent?"

"Yes, they are…" Naomasa said softly, knowing what his friend was thinking. "But I wouldn't get your hopes up yet. He probably hasn't told you personally for that reason. Apparently, this "super move" as my brother explained it, had an exceedingly high price for him to pay. His guess was he had to use his own stamina in the process and was barley able to walk afterwards."

"Chiyo will be wanting to have a word with him." Nezu sighed, "Especially for doing something reckless. I fear the boy's skull will be cracked by her cane eventually before the first semester ends."

"As if!" Mic shouted, "You'll have a job getting her hands off him!" This caused everyone in the room to have a much-needed laugh.

"Sorry Kan." Ectoplasm chuckled, "Looks like you are going to have to share Midoriya with either Pandora or Chiyo."

"I'm fine with that…" Kan mused. "At least I won't have to send my students to her as often."

"Doubt that…" Midnight said with a smirk, "She's most likely had an eye on the boy since the entrance exam and will insist on supervising his work."


Izuku was just coming home from school after spending a couple hours after class from spending time at his school's greenhouses. However, when he got home, his mom wasn't the only one there. There was a man also in the apartment.

"Oh, please no! My mom is trying her hand at dating again?!" Izuku thought to himself in horror. His mother's previous forays into dating after his dad died never ended well. "I was hoping she gave up on this…"

"Welcome home Izuku! You came home just at the right time dear!" his mother said as she gave him a hug.

"Wow. I know my mother isn't much of a looker anymore, but damn she really lowered her standards. This guy looks like a vampire. Especially in that suit…" Izuku thought to himself as he took in the man who was in the living room. He was very well built, but the teeth poking out of his mouth made Izuku a bit uneasy. Inko looked between her son and the man waiting in the living room and then back to her son and then it clicked in her head.

"No Izuku he's not my boyfriend." She sighed, but her face oddly blushed.

"Great… That as good tells me she is dating but didn't want to tell me."

"I'm Sekijiro Kan…" the man in the living room grumbled, "As you know the courses at UA University have a similar style to some high schools, thus I'm going to be your homeroom teacher at UA. I'm not interested in becoming your stepfather at all."

Izuku flinched and stuttered, "Well… Well... Nice to meet you Kan-Sensei…" "Great now I'm shaking. Great way to give off a first impression Izuku."

Kan nodded in reply and then gestured for him and his mother to have a seat on the sofa across from him, which they did. "Now the reason I am here formally is to introduce myself to my students and their families." Izuku could tell there was a but coming.

"But… When it comes to you Midoriya I can tell you the truth as to why all the teachers are visiting their new students at home. I take it you can guess why?"

Izuku stared into his teacher's bloodshot eyes before answering. "You must have gotten a hold on the recording I took." Izuku mumbled looking down at his knees.

Kan stared at him for a bit before responding. "Yes, and UA is already taking steps to put those responsible behind bars. I can tell you feel guilty for recording your friend without their consent, but it is something you'll have to do once in a rare blue moon if you want to be a hero. Be glad you are having this lesson now rather than when you are in the field."

"What kind of steps is UA taking to protect Hiro?" Izuku asked, "My mom and I already have a plan in place that we are trying out. It's going to take a while to implement though…"

"Yes, your mother informed of your plan to foster Hiro before you arrived." Kan noted, "I plan on informing the rest of the UA staff of your actions so we can incorporate them into our own long-term plans."

"But mom said she was still a certified foster parent…" Izuku muttered, feeling frustrated that he can't do more to help, "Can't we just take him in right away? We even cleared out half of my bedroom so he could have room for his stuff. We even got rid of my bed and replaced it with a bunk bed."

"I'm afraid things are not going to be that simple." Kan sighed looking disappointed, "The fact that you have opened your heart and home to this boy says a lot to your pure intentions. However, because the person who owns this orphanage knows what is going on inside, and he is not likely to release custody of any children under his care into a foster home. Especially when he knows that UA is taking in one of his charges, and that same charge is friends with two other UA students, and given the owner of the orphanage is a high ranking police officer…" Kan stopped, he did not mean to tell Midoriya that piece of information.

"HOW COULD YOU LET A POLICE OFFICER GET AWAY WITH RUNNING SUCH A PLACE?!" Izuku had snapped, he lost control. His quirk accidentally activated in his rage and all manners of books, plates, and the such started flying around the place like a tornado, even the floor of the apartment shook.

"IZUKU PLEASE CALM DOWN!" Inko yelled at her son, and slowly the apartment stopped shaking and all the objects that were in the air fell to the ground. Then Izuku collapsed onto the couch and bent forward and started crying.

"I haven't lost control like that since I was a little kid. I really am—"

"You aren't terrible…" Kan replied calmly crouching down so he could look at Izuku, who turned to look him in the eyes, "Yes I knew what you were thinking because sometimes the best of us let our quirks and emotions get the best of us."

"You aren't one to think like that Izuku…" His mother cooed mothing in closer next to him.

"I… I…" Izuku stuttered through tears, "Just wish… th-th-ere was more that-t I could do for him…"

"There is Midoriya." Kan replied softly, and this caused Izuku to look straight at him with his puffy reddened eyes. "We need you to keep an eye on him when he is outside. We need you to be observant of any odd behaviors he may exhibit when he is in your company. Keep an eye on him. However, for right now we have decided to not let him know what we are doing behind the scenes. That's your job for the next two weeks you have till you move into the dorms."

With that Kan got up, "Just stay out of trouble. And before I leave, did you see Fuji today?"

"No, I didn't…" Izuku muttered, "He never turned up to our meeting place…"

"I wouldn't think anything of it." Kan muttered as he put his shoes on, while actually thinking a million things. And with that he was gone.

"Izuku…" Inko said looking at her son who watched his future teacher leave.

"I'm not thinking of doing anything stupid." Izuku lied, still looking at the front door, not daring to look his mother in the eyes.

"Good…" Inko whispered, "I'll have dinner done in about thirty minutes."


Twist Orphanage

"WHAT WERE YOU THINKING OF APPLYING TO THE HEROICS COURSE!" an orderly shouted, her arm had turned into a whip. Hiro lay chained to a wall, his back exposed.

"They saw my quirk on file and suggested I try out when I originally applied for the business course!" Hiro lied in a yell, his eyes full of tears. He had been taken to the basement as soon as he woke up after the morning inspection. He had no idea how long he had been down there. He guessed all day. His back felt like it was on fire. This was his very first time in this room. He always made sure to follow the rules after seeing someone hurt the first day he was sent to the orphanage. His back was cut open and bleeding. His entire body was aching in pain. The bindings on his wrists were so tight he almost lost all feeling in his hands. Hiro was so demoralized. That is when the door opened, and someone came in.

"You just had to go and ruin everything for me didn't you." A brand new and cold male voice said.

"Wh-who ar-are you?" Hiro stammered out, barely able to speak, unable to turn around given he was chained to the wall face first.

"I'M THE MAN YOU RUINED YOU SELFISH CHILD!" the man roared, and he felt a large impact to his back, and he gasped. "YOU FILTHY VILE SON OF A BITCH!"

"Is this the guy who owns the orphanage?"

"BECAUSE OF YOU! EVERYONE HERE IS GOING TO LOSE THEIR HOME!"

Hiro flinched as he was hit with the whip again and followed up by another punch to the back.

"EVERYONE'S WHO HAS BENT THEIR BACK FOR YOU IS GOING TO LOSE THEIR JOBS!"

CRACK! Hiro felt a kick to his left calf and felt a bone break.

"EVERYONE IS DOOMED BECAUSE OF YOU!" The man shouted as he hit Hiro with every word.

"YOU JUST HAD TO GO AN APPLY TO A UNIVERSITY THAT IS FULL OF HEREOS!"

THWACK! Hiro felt his right calf break that time.

"YOU HAVE RUINED ME!"

That was followed by an impact to the back of Hiro's skull and he passed out. Meanwhile the man who had knocked him out ripped him from the wall, the metal stakes and chains being ripped along with Hiro's unconscious form. The man kept beating the defenseless teen while he laid unconscious till he was out of breath.

"Zabatsu" one of the orderlies came in, addressing the man, but quelled under the look he was given, "Apologies Lord Waira… It'll take a couple days to stage the accident. Till then I suggest we act as normal."

"Very well…" Waira/Zabatsu responded, "Just as long as this place burns down, and everyone dies inside we will have nothing to worry about. Lock him in the cells down in the base. Let him rot there."

As both men left the room, they didn't notice a cloaked drone silently float behind them…


"Is that what you needed to see Tsuragame?!" Aizawa growled. They had managed to find a way to force Tsuragamae to come to UA and view footage taken from a drone under code 263-37 that Power Loader and Nezu had developed. It was a highly advanced prototype that came equipped with a cloaking device that Nezu himself had developed.

"You understand that as much as I would love to use this footage in court. It would be dismissed as illegally obtained? No court has recognized the use of code 263-37 since that scandal all those years ago!" Tsuragamae asked the group at large.

"It is still just law on the books, neither the National Diet nor the HPSC have taken it away. You must issue the warrants retroactively." Nezu said in a harsh voice staring down Tsuragamae. "Unless you think that this abuse doesn't justify our use of this code."

"To do so would be illegal!" The dog-man protested. "That code never holds up!"

"Well right now you are you doing a fine job of convincing me that you are on the side of Zabatsu." Kan growled, "Who from this footage has been hinted at being at being Waira. A villain we have been looking for the past 15 years!"

"And the reason we haven't been able to find Waira for the past 15 years is because the detective in charge of looking for Waira is apparently Waira himself!" Tsukauchi barked in rage. He personally felt insulted that one of his own personal colleagues was in fact a notorious villain that they have been hunting down for years.

"How do we know for a fact that you aren't secretly aligned with Waira?" Mic stood up, glaring at the police chief. "What proof of loyalty can you show us that you too aren't a traitor to the police force?"

Tsuragame was starting to sweat nervously. "Please you must understand. I want to take action just as much as you do! It's just my paws are tied in fact that I legally can't make a move without a proper warrant."

"This is why society frowns upon the police." Eraserhead growled, "Your apathy is the reason why society holds Heroes in higher regard than actual police officers. It is because we do the dirty work that you are too afraid to do."

"Then why didn't you give me the recording that the Midoriya boy earlier?" Tsuragame asked, he looked like he was grasping for straws.

"Because Zabatsu is your right-hand man and closest confidant." Naomasa responded, "You would've told him, and he would've misplaced or destroyed the evidence. Also because of your own close relationship with the man, we cannot still be sure of your loyalties. For all we know you are tied up deep in Waira's dealings."

"So that means you will have to earn our trust by doing what we want you to do." Nezu replied coldly, and this caused Tsuragamae to flinch.

"So, either issue the retroactive warrants and pretend that you were working behind the scenes secretly with the heroes as to not arise suspicion with someone who can be argued as being your second in command." Aizawa offered, "Or we release EVERYTHING to the media, and you face a scandal so large that you will never be recover from it politically. You'll be treated as a pariah, and unable to find work in Japan ever again." Aizawa hated the media, but he had to admit they did have their uses.

"Okay! Okay!" Tsuragamae relented, "I'll do what you ask."


A/N: I understand events may be playing a bit fast for some readers in this chapter. However, during revisions and rewrites. I realized that one person REALISTICALLY would be moving way faster than I initially intended, and hence why things move at a faster pace to accommodate that realism that I just couldn't ignore.

Also I would like to explain why I decided put the 'cutting' into the story. The reason is I actually had a friend who cut themselves. He went into an institution and came out supposedly all fixed.
