Debt
It was obvious that he was drunk when he wondered into the Central Headquarters. She confronted him, but he quickly procured a set of hand restraints and latched her to her desk. His gloved hand removed the gun from the holster at her side as he told the woman that he was going to repay the debts he owed the Ishvaran people.
Not even half an hour later, the colonel was found in a pool of freshly shed blood near the one he loved.
