Chapter Three: The Council Meeting.

"Alright everyone, has I'm sure you're all aware this is an emergency meeting. I take it that no one except the server overseer knows why we're here correct?" Inpu asked the council members with a frown. They replied with a curt nod before allowing Inpu to continue. Inpu nodded having expected this has most of the council members with the exception of the Server Overseer and a few others living in the main world. "Alright then Server please brief the council on the reason for this emergency meeting being called."

Server, an elderly woman in her 70's stood up and gave everyone a smile. She patiently began to explain what had happened on the Hermitcraft server and what made it so important. She then sat back down.

"I see, this is very concerning. If there is already one person in the intensive care unit because of this in just a few days after being bitten and is already in danger of permadeath then this is not a matter to be taken lightly. Especially if there have been more sightings of them. If they begin to bite people on sight, then it's more than likely that our hospitals will get overwhelmed, and the healthcare system would be soon to follow." One of the council members said while overlooking the papers that had been handed out.

"Indeed, we must deal with the situation has soon has possible. We should give it priority at once seeing has Alpha Nine has provided evidence that the Ender Watchers are involved with these "Ender Phantoms" creation. if they can make someone sick to this capacity in such little time and seeing that there's evidence that they haven't reached their final phase we best put them on the illegal mobs list and have them exterminated has soon has possible." Another council member agreed.

"Agreed, what shall we do to deal with this issue however is the main question we should answer. I motion for a vote to put all administrators on alert and have them inform us if they begin to appear on their server." A third council member suggested.

"Very well, all in favor of Administrative overseer Amelia's suggestion please raise your hand." Inpu called out to the council. The vote was unanimous with all in favor of ordering all admins to be alert for these new phantoms.

"So, it's decided. All admins are to be informed of the situation and ordered to alert the council should they be seen on the server. I call for a debate to discuss if the server public should be made aware of the situation has well, with the exception of the private server of Hermitcraft said discussion shall be followed by a secondary vote on the matter." Inpu replied.

"The server public should be made aware. That way we can keep track of how quick this situation is spreading if at all." The first council member gave their opinion. The second shook their head having a different opinion on the matter.

"No, informing them at this stage would only cause panic. Let us wait until we gather more information before we inform the public." They said in a firm tone. Amelia had a mixed opinion on the matter.

"I'm not so sure, on one hand we must remember that this is a potential weapon of the Ender Watchers. On the other hand, we must ensure that the public doesn't panic needlessly. I suggest that we only inform the admins and the public who are living on servers that these Ender Phantoms are found on."

"I think Amelia's idea is a good start after all it can allow us to check on how fast these phantoms are spreading, and we can regulate the spread of information this way. Maybe we could put out a bounty for trained hunters to find and capture these phantoms so we can get some specimens for the scientist to study." Another council member contemplates.

"Agreed, if we are to gather the information we seek then we must get it from the source of the problem. But we must also factor in the virus that these phantoms are able to inject into their victims. We should put an advisory on the bounty that Erika suggested. We should also only have licensed hunters go after them." A fifth agreed with the fourth.

"We should also put an order out to all hospitals to report the number of cases and deaths to this virus if there are any." A sixth added on with a frown. After a bit more discussion and a vote, a plan was decided upon by the seven council members.

The plan was simple, an order would be sent out to the head administrators of all server admins. If an ender phantom appeared on the server, they would inform everyone on the server, weather they were gray or whitelisted about the phantoms and that all sightings of them were to be reported immediately. A bounty of 15 diamond blocks would be awarded for ender phantom captured. With the value of the bounty increasing should more information that appeared. In the meantime, they would draft scientists from across the servers to do research on the illegal creatures. Inpu would also speak to the creator council about them and see what to do from there.

The meeting was dismissed and Inpu made his way to his office and sat at his desk. Bringing up his email he began typing an email to the Council of Creators. He needed to request a meeting with them. One of the things that only he could do, has the council's overseer he was responsible for ensuring the Council of Creators were aware of what was happening in all server worlds.

From: Inpu

To: Creator Prime

Dear Creator Prime

I Inpu Anubis Devail formally request a meeting with the council of creators regarding a new issue that has arisen in the server worlds. A new mob that has appeared on the server known has the Private Residential Survival Multi Player Server of Hermitcraft. It's appears to be a hybrid between a Phantom and Endermen. Has far has the Administrative council is aware there was no such mod known to us before this.

The Reason that this mob is such a concern to us is because it carries a virus of potentially deadly nature. We don't know if it's fatal yet, but we would like to take precautions for the public's safety. We also have reason to believe that the appearance of this new mob could be related to the criminal group known as the Ender Watchers do to the increasing amount of evidence linking them to its appearance.

Please contact me at your earlies convenience to inform me with your decision to grant this meeting approval or not. If you are willing to do so, then please send me an email with your earliest available time. I have attached a list of evidence linking the Ender Watchers to the appearance of this Ender Phantom has he have named it which includes the evidence I mentioned above.

Thank you for your time in reading this email

Sincerely

Inpu Anubis Devail

Head of the council of admins

Inpu checked that there was no new evidence linking the Ender Watchers to the Ender Phantom before sending the email to the prime creator and hopefully getting a meeting with them in a few days. After that he went back to work for about an hour.

Meanwhile with Davis and the rest of Alpha Nine were back at the server core station. Davis was speaking to the members of the team that couldn't accompany them. "You're sure that he's secure?" Asked Davis with a frown.

"We believe so, I told the commander what we found out when you called. Of course, since he's being detained on a count of illegal code tampering, we don't have anything that links him to the Ender Watchers yet. Right now, Server security is interrogating him, but they know that you need to talk to him has well. He doesn't know that we're on to him yet." Cain replied.

"Good, the best way to catch a criminal is when they let their guard down. Either way we can't let this opportunity slip us by, this is the biggest lead we've had in a while and I'm not going to waste it. Afterall this case has been going on for five years now. The top brass wants it solved has soon has possible." Davis stated sharply.

The two men were waiting outside the interrogation room for border security to finish there questioning. Davis would be the one doing the questioning while Cain would be his witness. Under criminal laws all interrogations had to have at least one witness to prevent abuse of authority more in cases where the authority in question had been suspected of abusing their power.

A man came out of the room and nodded knowing that they were here to see the man in the interrogation room. "Just so you know you won't have much luck with him. He's pretty tight lipped. I also recommend you be careful while you're in there. He's pretty quick to anger." The server security officer told Davis with a frown.

"Thanks for letting me know. I'll be careful, he said in a clam toon. However, he waited for a while before entering. Not by choice mind you but by law. Under the suspect of rights laws anyone being held for questioning was entitled to a thirty minute break between interrogations. This was to ensure that they could begin each interrogation in a clam state of mind.

While waiting for the break to be over he sat down with Cain and went over the things that he needed to interrogate "Jacob O'Bryan" or Samuel Gladiator has they confirmed he was in reality. Davis went over the evidence that he had and needed to show during the interrogation.

Soon enough it was time for him to enter. The room wasn't any different than an interrogation room you'd find in our time, not at all. It was just the typical gray walls, gray floor and wooden furniture. Although there was one thing that was different in the in the room before it was a woman with sitting at a machine. A stenograph to be precise. Another safe guard against abuse of authority.

"Name and proof of identity sir?" The woman asked with a frown. Davis gave his name and identity in the same professional tone. Davis was allowed into the room and found the man that he was about to interrogate waiting for him.

"Hello Mr. O'Bryan, my name is Sergeant Davis Ramirez, and I am the leader of Alpha Nine "Wolf's Claw." I'm here to ask you some more questions after this assuming nothing else comes up you should be sent back to your cell to await your trial. Can you please state your name for the record?"

"Jacob O'Bryan, security guard for the Private Residential Survival Multi Player Server of Hermitcraft. The man replied coldly. Davis hid a frown knowing that he couldn't give the game up right away. He got out his evidence that he had and began his interrogation. "So "Mr. O'Bryan" I say I'm to ask you about your involvement with the Ender Watchers."

"Interesting what makes you think that I'm involved?" the brown haired man frowned. Davis frowned in turn but for his own reasons. His response was far to rehearsed. Has if he expected that he knew.

"Well, for one we know that your name isn't Jacob O'Bryan, we found that your documents were forged. There was no one in the citizen registry with your name matching your description. In fact, it just so happens that when we that the closest person to your description was someone who I know from a prior case, Samuel Gladiator. Responsible for the destruction of the Tokyo Soul server and disappearance of Taurtis Joeyish and the murder of several others. And later on the disappearance of the entirety of the whitelist for the destroyed server of Evolution. Both of which so happen to have been destroyed with the same method that the Ender Watchers used. Which was something only they could manage to carry out. Not to mention that you're the prime suspect in the kidnapping of Grain Charles Watson" Davis smiled in a cooler tone.

The man before him smirked and Davis felt the need to put a hand on his pistol. "So, you figured it out huh well it doesn't matter. He then suddenly stood up attacked Davis. Davis dodge and the secretary pushed the panic button and quickly joined the fight in order to try to restrain him. Unfortunately, Sam got the upper hand and managed to flee the room.

Cain noticed and tried to stop him Sam was faster. Cain went back to the room and saw Davis on the floor. He called for back up from the officers that were nearby and told them to call for a lock down. It wasn't long before an alarm was heard, and the facility was locked down has the council was made aware of what had happened.

POST CHAPTER NOTES

Name: Davis Ramirez

Based off of: Invisible Davis Studios

Role: Leader of Alpha Nine Wolf's Claw

Rank: Player

Description: Invisible Davis Studios has made a verity of different roleplays but this version of him is based on his iterations from his SCP and Fairy Tail roleplays. Here he is a bit jaded but can still be kind when needed. Though he can be known to get protective of his family if they are in danger. He can turn back time to an extent like his SCP counterpart but can't control it well. While he prefers not to use it he will if he deems it necessary to assist with the mission. He gets along with his teammates but prefers working with Jacqueline and Cain the best.

Task force groups: Task force groups are groups of law enforcement officials that prefer to work in a group with certain people. Like that of Alpha Nine, all of these groups specialize in certain types of cases. For example Alpha Nine has mentioned in chapter 1 specializes in Trafficking, Kidnapping and Missing Person cases. Each Task force groups is given a code number along side their name. This code name was signified by the quality of work they did and how good they were at providing this quality of work. These name actually come from the Greek alphabet so Alpha being the best quality you can get and the number shows how high up in that area of the rankings your team is.
