Subject: Status of MEC Development Project - Post CDR

Abstract:

The MEC development project was created as a heavy support unit for use by personnel in the field as a counter to the on-going alien invasion. The primary function is to counter the armoured units deployed by the aliens (Ref. Sectopod, Cyberdisc).

Research breakthroughs regarding the application of the alien substance MELD as well as analysis and reverse engineering of other alien technologies has greatly enhanced our technological capabilities.

Critical Design Review (CDR) for the MEC Prototype has been passed (Refer to XCOM-REV-76Q2 Issue 1 for complete presentation) and the final design documents have been transmitted to the Council for approval. Assuming that the current project schedule is maintained, we expect to have the first production units operational within five weeks.

Further updates to be provided following technical feedback from the Council.

Subject: Revised scope of MEC Development Project

Abstract:

Technical feedback from the Council on the final design of the MEC has included some revised scope. The Council has requested a Rough Order of Magnitude (ROM) cost and schedule for adding additional sensor equipment to the design.

The explanation that the MEC already included a wide array of target assist and integrated weapon scopes was deemed not relevant. The revised scope specifically requests additional equipment intended for reconnaissance and intelligence gathering. It has been noted that it may prove difficult to be an effective scout unit when you're ten feet tall and weigh over a tonne.

The response also requests investigating the feasibility of including remote analysis capability with wireless uplink to a remote facility. The intention seems to be to turn the fire support MEC into an optional scout and mobile science team. It goes without saying that this would be a significant increase in project scope.

Subject: MEC Development Project - Re. Question Raised in Latest Council Feedback

Abstract:

Question: Is it necessary for the MEC to be a manned unit, could it be remote operated?

XCOM has already developed and successfully deployed remote controlled robotic units in the form of SHIVs. While they have proved effective in limited situations it has been demonstrated that they do not have the complex processing capabilities necessary to learn and develop. The time and cost of the MEC project could have been significantly reduced if this had been agreed at the start of the project.

Subject: MEC Development Project - EU PPE Directive Compliance

Abstract:

The latest directive from the Council has added a new technical requirement to demonstrate compliance to the European Union Use of Personal Protective Equipment (89/656/CEE). This directive applies to all projects and activities occurring within the EU or being funded fully or partially by EU member states.

It is also required that any supporting documentation (Technical Publications) be made available in all recognised official languages of EU member states. Although, having read the official list, I am fairly confident that at least a significant proportion of those required are not spoken as a first or second language by XCOM staff. Additionally, another proportion of those listed no longer exist.

Subject: MEC Development Project - Provision of Anti-Armour Countermeasures

Date: 3rd July 2014

Abstract:

Anti-tank missiles? Where are we supposed to install them? The soldiers will have to wear the missiles as hats!

It was pointed out to the Council representative that the aliens do not use conventional armour and standard anti-armour weapons would be ineffective. The Council has since responded by reiterating that any Council funding for this development was subject to the final designs demonstrating to have a viable use beyond the scope of the current conflict.

Naturally, this revision in scope will require significant redesign and lead to another delay in the completion of the project.

A revised completion date will be provided post-schedule review.

Adam Temple cleared his throat as he prepared to address the XCOM Command Staff and Council Representatives filling the auditorium.

"Ladies and gentlemen" Temple spoke to the attendees. "It is my great pleasure to present to you, XCOM's MEC Trooper"

The curtain at the front of the stage drew back to reveal Captain David Bright demonstrating the new MEC suit. The prototype was composed of a 10 ft block of solid metal, bristling with scientific and reconnaissance equipment. The remote guidance and control system built into the backpack allowed for remote control of the entire unit when unmanned. And to top it all off, the all-encompassing protective helmet with mounted Anti-armour missile system.

This was to be the future of XCOM warfare.

XCOM Rule 655: All technical requirements are to be agreed in writing prior to starting any development project. Any changes in scope are to be approved in writing including a revised provision of resources and scheduling impact. (We're losing too many Project Leads to workplace stress)
