Here's a short chapter, and I'll be going more in depth with the reviews I've gotten this time, and will go over a more straight-forward lore-expansion I made, that fits with the canon and this fanfic as well.

Brisk air collided along the sides of Ihei's mask, as she soared above the ravaged and evacuated street where Urie and Shirazu had been battling with one another before her arrival. Even though it had always been Furuta's plan to have Urie become the 'scapegoat', in order to have CCG and GOAT to join forces to defeat with Haise or Yusa at the helm, Ihei herself wasn't sure whether or not Urie himself was still willing to play the role he was assigned long ago.
Shifting her crimson-wings upwards to slow down her velocity, the moment Ihei's feet touched the ground she immediately started to walk along the asphalt on the road, before making her way past the sidewalk and down the path of debris leading towards the opening she had made along the factory wall where Urie had crashed through.
Stepping over large chunks of broken cement and rebar, Ihei made her way into the large interior of the old factory, and momentarily gazed around her surroundings to see that she had wandered into an abandoned steel-mill plant. Judging by the weathered and aged white letters that loomed over the main production area that read 'Q-Steel Production', that appeared to have been painted sometime in the mid twentieth-century, Ihei assumed that the steel-mill she would be confronting Urie in had once been owned and operated by CCG, before they had developed more advanced methods of combating ghouls.
'Abandoned and gutted… I wonder why this place wasn't ever renovated.' Ihei thought to herself, as she approached the black-armored figure that stood two-stories above her on top of a suspended and steel-greated catwalk that hung above what appeared to be several old conveyor belts that made up what Ihei assumed to once be an assembly area of some kind.
Retracting her eerie-grinning mask back into her kakuja, Ihei mentally calculated the angle in which she would need to raise her rifle up in case she needed it, as she came to a slow halt. Staring up at Urie to be met with both of his grey eyes, Ihei assumed that his black eyepatch must have fallen off after she had hit him in order to save Shirazu, and to get him isolated so that she and him could talk privately.
"... Hello Urie," Ihei said with an uneasy voice, as she gazed nervously into the sheer amount of hatred and betrayal in his grey eyes, "sorry about using my quinque to hit you back there, it's just, well… I had to make it look authentic for Shirazu, and for anyone else who might have been watching."
"That's understandable," Urie said in a foreboding voice, while glaring down at Ihei in momentary silence before once again speaking. "Although, what isn't understandable is how you expect my further cooperation; especially now that I'm aware of what's been going on down in the 24th Ward, and what GOAT's true intentions are."
Unsure of what exactly Urie was talking about, Ihei furrowed her brow at him before asking, "What do you mean by that?"
"... I'm talking about the colossal kakuja that used to be down in the 24th Ward; it's apparently called a 'dragon'," Urie explained with suspicion that Ihei was simply playing dumb with him. "Almost six-months ago, I was told by Furuta that he and Arima saw potential in me, and that with their help I could reform the CCG, and prevent my squadmates from getting hunted down."
"... At first, all they asked of me was to lie about getting my q-frame removed by Dr. Shiba, who they told me was going to give me the power to combat CCG, and anyone else who would want to hurt my squadmates. I agreed to that, and do you know what happened after that?"
"... I'll tell you what happened: they started to ask more from me. It started off as nothing more than going out to eliminate the criminal syndicates that were left in the wake of Aogiri Tree's decline; tasks that I would have done otherwise as a ghoul investigator," Urie explained, as he rested his hand against the catwalk's steel rail, while still continuing to get more visibly upset as he poured his heart out to Ihei.
"... Once the Aogiri Tree was dealt with, it started to escalate more towards attacking investigators, and then raiding detention centers and research labs… Then they wanted me to murder the staff and harvest the children at Sunlit Gardens, then to indiscrimtely sink the ships of those who weren't even combatants, over at Rushima Island's shores."
"... I did all of this, abandoning my humanity and morals, knowing fully well how it was going to end for me; and that still wasn't enough for them," Urie said with bitterness in his voice, while Ihei watched as his fingers squeezed the metal railing until a piece of metal snapped in his hand with ease. "I trusted GOAT, and turned on those who I sacrificed so much to protect… And for what?!"
"What the hell am I still fighting for, Ihei?! I have NOTHING left; NOTHING!" Urie screamed hatefully with rage burning in his single kakugan eye, "You three took everything from me… Everything, and yet you have the audacity to lie to me, and take away the small shred of hope I had left in this world… I wasn't ever fighting for a better future; I've been fighting to destroy Tokyo this entire time, not to save it."
"You… You must be confused, Urie," Ihei said in her best attempt to remain calm and collected, "GOAT's purpose was always to reform CCG and have the 'One-Eyed King' unite ghouls under humanity's protection. I don't understand where this talk about a 'dragon; and 'destroying Tokyo' is coming fro-"
"-LIAR!" Urie shouted in rage, as he interrupted Ihei while involuntarily causing his body to release a wave of electricity that ran through the aged copper wires that were still connected to the railings of the catwalk; causing the old fluorescent bulbs above them to shine brightfully for a split moment, before suddenly exploding into shards of glass that rained down on both of them.
"Before I killed him, Matsuri showed me everything… The footage that Furuta sent him of Corniculum, the pictures of the 24th Ward before GOAT occupied it… Told me how the oggai are still human, with an RC-cell count that should be higher than what the scanner showed… Told me the stories of the Underground King, the original 'One-Eyed King': Zhang, Kuzen, and what the dragon is capable of producing… Everything I was told about me being injected with 'kakuja-infused RC-cells' was a lie! I… I don't even HAVE RC-cells; SO WHAT THE FUCK IS INSIDE OF ME THEN!?" Urie demanded in an outraged tone, while watching as Ihei instinctively took a step back before raising her rifle up at him to take aim.
Pulling his hands to his sides, Urie's breathing became intensified as his gaze went from being one of anger, to one of absolute anguish. "... This morning, I finally forgot my mother's name, as well as my father's. As of now, I can't even recall what my life was before joining CCG; I can only think as far back as two years ago, before my mind starts to draw blanks."
"... My memories are fading; it seems like ever since Sasaki awoke, my identity has been disappearing as the days go on. It's clear to me now that there's a connection between him and I, that goes far beyond the sentimental relationship Sasaki and I had long ago," Urie said in a voice that was filled with a combination of somber and resolute emotions, before pointing at the face he wore that wasn't even his own.
"... I don't even look like myself anymore. I… I look like Sasaki, back when he was the 'Eyepatch Ghoul'," Urie said in a low voice, as he pointed upward toward his snow-white hair that had slowly changed to appear messy and of medium-length, before lowering his hand down to point at his grey eyes to no longer appeared to have diamond-shaped pupils. "On top of that, I can't even distinguish whether or not this voice is mine, or his… It's clear to me that I'm becoming him…"
"... And that's okay," Urie stated with a sudden smirk on his face, as he began to glare more menacingly at the woman beneath him that had 'supposedly' underwent the same surgery he did, "because I share the same goal that 'Kaneki' once had, before he became 'Haise Sasaki'..."
"... And that goal was, and is, to destroy those who twist this world into what is now… And that starts with the death of the last living V member: Kishou Arim-"
The moment it became known to her that Urie was now an active threat to her beloved brother, Ihei no longer was willing to negotiate on peaceful terms, nor was she willing to show him mercy.
Pulling the trigger on her quinque-rifle, Ihei fired a beam of concentrated RC-cell plasma directly where Urie was standing; blowing apart the catwalk into a hot-molten explosion along with accidentally igniting the old oil reserves that were still in the large silos behind where Urie was standing.
As she dreaded, Urie produced a disorienting flash of lightning to obscure her vision, before leaping off the catwalk to descend down upon Ihei with his handfuls of electricity emanating out of his open palms. Quickly producing her kakuja mask to shield her face, Ihei only had enough time to defend herself by raising her plasma-rifle up to absorb the sheer amount of cascading lightning that was being rained down upon her.
Although her rifle was able to absorb a large amount of Urie's lightning, the experimental 'RC-cell Reactor', the same that was inside of Shirazu's body, became overheated to the point where it exploded within her quinque and ignite the large chamber of highly-concentrated lithium gas built beside her weapon's leaking coolant tank; causing a lithium and surrounding gases to immediately ionize between them.
In short, Urie and Ihei were both sent flying backwards after being caught in the large pink plasma-blast, causing a chain reaction of dispuring heat that eventually led to the large fire burning inside of the old oil silos to explode as well; resulting in a massive fire that enveloped the entirety of the five-story tall steel-mill.
Although her face had been shredded and had bled profusely upon her kakuja masking exploding from the blast into seeing-hot shrapnel, Ihei was able to ignore the pain long enough to keep her grip fastened around Owl's handle, as her body came to a skidding halt against the hard concrete floor.
Even though she was experiencing an intense pain that only made the bleeding in her eardrums and the corners of her eyes feel worse, Ihei knew how vulnerable being on the ground was, so she ignored her burning skin that was still in the midst of healing, and got back up to hear feet in time to see Urie standing across from her, looking ominous as while a wall of fire burned behind him.
Trying to use her quinque's ability to fire kagune-shards to catch him off guard, Ihei was shocked to discover that not only had her rifle-quinque been destroyed in the explosion, but Owl's large-white blade had been shattered completely; leaving her with just the hilt.
Keeping her focus solely on where Urie was standing ten meters away from her, Ihei was in the midst of calculating her next plan of attack when all of a sudden she felt four-wedged tendrils ripping through her body from behind, causing her to immediately drop Owl's broken handle.
Gasping out before immediately beginning to vomit out blood, Ihei tried reaching outward to grab a hold of the violet-red kagune-tendrils ripping through her chest and stomach, but was unable to do so after getting two knives plunged into her spine. Paralyized and unable to fight, Ihei was helpless and unable to defend herself as she was raised into the air by her ambusher's kagune, before being thrown into the pit of fire that had once been an oil reserve.
Finding it fitting that Ihei was casted into something akin to the fiery lakes of Hell, Urie found himself staring back at the masked-face of Mutsuki, who had been the one responsible for saving him from the Merciless Reaper. Bleeding black-blood from the corners of his mouth and ears, Urie's body began to tremble violently as he tried taking a step forward, before suddenly collapsing against the concrete floor.
Having sustained too much battle damage from his intense fight with Shirazu, and from being caught in the kill-radius of the plasma-explosion caused by Ihei's quinque, Urie's dragon-cells had finally reached their limit, and had only been able to reconstructed his body one-last time before going dormant and in need of more RC-cells to refuel themselves with.
As his vision faded and his body started to shut down, the last thing Urie saw before the world around him became dark was the sight of Mutuski beginning to make her way over towards him.
That's right guys, Mutsuki is betraying Haise's group, and is choosing to help Urie instead.
Don't worry about Ihei guys, I'm sure she'll be fine. Probably.
There are a few things I want to touch on before reviewing the reviews for the last chapter, about some stuff that might seem confusing from chapter 36:
So the biggest one is the origins of the dragon and of the Yoshimura bloodline.
According to the Washuu-Clan's records, the Underground King was a member of their clan that migrated from the middle east to Japan, to start a revolution to unite ghouls and humanity. The dragon that used to be in the 24th Ward was the mutated kakuja formed by the Underground King.
The founder of CCG, Daikichi Washuu, traveled to Japan and formed a guild of ghoul hunters who agreed to help him stop the Underground King from uniting ghouls with humanity; one of humans who helped him was Junnosuke Date.
While fighting a war against the 24th Ward during the Second-Shino wars and World War II, Junnosuke forced himself on the Underground King's fiance, and cut her head off after he was done with her. The 'Underground Queen' regrew her head, and gave birth to Kuzen.
There's something wrong with the Washuu-Clan's account of Kuzen's conception, because at this point Junnosuke is human, and the Underground Queen is a ghoul; it shouldn't be possible for her to have been pregnant by him.
However, because this was a while back ago and times were different, it's safe to assume that the Underground Queen thought she had been impregnated by Junnosuke, so she gave birth and abandoned Kuzen as a child; hence why he was always mostly a loner until eventually meeting Ukina.
The 24th Ward fell when the Underground King, out of grief of losing and from having suffered so much damage and eating ghouls who had joined Daikichi, became overwhelmed with a mutated kakuja, hence where the dragon came from.
Eventually, Daikichi and his guild defeated the Underground King, and the dragon's outer layer became fossilized and made of 'stone'. Their victory is what led the Japanese government of the time to offer Daikichi and his family a place underneath the Emperor, thus the CCG was created.
Junnosuke, however, wanted more and had already become loyal to the Chinese government. He went back to the 24th Ward, and used the Emperor's men and resources to mine through the dragon, where he managed to rip the Underground King's heart out before the dragon healed him and itself.
Junnosuke ate the 'dragon's heart', and his body underwent the process of becoming a 'one-eyed ghoul', but unlike the Underground King, Junnosuke became violent and hungry; hence where the myth of one-eyed ghouls being naturally volatile came to fruition, which didn't help because Eto herself was a violent person before calming down with Haise.
Junnosuke became Zhang, and was challenged by Daikichi, who he ended up killing.
Daikichi's son, Yoshiu Washuu, would end up collaborating with the Germans during the end of World War II, where he created the schematics for quinques alongside Adam Gehner, who was a German scientist who worked for the nazis before becoming the Commission Chief of the 'Ghoul Forschung Gesellschaft', or 'GFG'.
GFG is Germany's counterpart of CCG, and is where Matsuri and Dr. Kanou worked at one point in their lives.
Keep in mind, I'm just expanding the canon source of Tokyo Ghoul; I'm not just making all of this shit up lol.
Tsuneyoshi Washuu, who would later be a chairman for CCG and is Yoshitoki's father, was known as the 'Demon Tsune', worked alongside a teenage Kuzen and Noroi, and together they fought and defeated Zhang, who had taken up the name 'Dragon General'. By helping the Allies during World War II, Kuzen and Tsuneyoshi were able to help end the war, and eventually China left Japan after the Americans began to occupy Osuka.
Kuzen and Tsuneyoshi would have celebrated and stayed friends, had it not been for the fact they went their separate ways after the United States bombed Japan. Because they had helped them while fighting the Dragon General, both couldn't stand to look at each other, so they never spoke after that.
Tsuneyoshi took over the CCG after his father, Yoshiu, died early after the Dragon General killed him. Meaning that Tsuneyoshi had been leading CCG since he was around twenty years old.
Kuzen became a recluse, and continued to live his life in misery and remorse, until once again reuniting with Tsuneyoshi after being approached by V; a group that he himself had helped form during his youth.
Because of how similar in power and purpose the Underground King and the Dragon General were, they eventually started to form the mythos of the 'One Eyed King' collectively, without anyone other than the Washuu-Clan truly knowing the history behind the name, and those involved with it.
The truth is that the Underground King impregnated the Underground Queen before Junnosuke forced himself onto her, meaning that Kuzen is a direct descendant to him.
But wait, wouldn't that mean that Kuzen Yoshimura should be a one-eyed ghoul himself?
Well, here's how I myself found a way to fix the parabola of the lack of reasoning as to why half-ghouls aren't more common in Tokyo Ghoul. Considering that Tokyo is the most populated city in the world, wouldn't it only make sense that there would be more half-ghouls around?
I mean, surely Kuzen and Ukina's idea of being able to keep Eto alive wasn't exactly revolutionary; odds are that it's been done before and after them. Meaning that there has to be a reason why Eto is such a particular case, and why there aren't any natural half-ghouls around other than her.
Which is why I'll explain it later down the line that although Kuzen wasn't a half-ghoul, he carried the human genes from the Underground King, who had become a half-ghoul himself due to the Washuu-Clan having done a lot of breeding with humans back in the Middle East. Forcible breeding, but breeding nonetheless; something that's a hallmark in the Washuu-Clan, unfortunately.
So Kuzen carried the trait needed for Eto to become a half-ghoul, which in my opinion explains why half-ghouls are such a rarity. It comes down to genetics, and one of the parents being human, or having enough human-DNA.
From there, Yoshitoki becomes the Bureau Director, Tsuneyoshi is old but still the chairman of CCG, and Kuzen and Ukina conceive Eto Yoshimura.
Ukina dies, Kuzen leaves V, and Noroi fosters Eto in the 24th Ward, which is a hollow shell of what it used to be. Eto meets Kaneki when their kids get separated, Eto becomes devastated and starts to grow hateful of the world around her, becomes an author, creates a gang and gets defeated by Arima when she's fourteen years old.
If you think about it, Eto is technically of royal blood, and Kuzen was a bastard prince. And since Eto grew up in the 24th Ward, she's seen what the dragon was, which of course is what led her to being interested in the stories about the past that Noroi told her. Then, because it's basically being told from a second-hand perspective, Noroi tells her a skewed version of what actually happened, leading to Eto's fascination with the lore of the 'One Eyed King'.
Arima spares her and together they form a plan to create a society where humans and ghouls can coexist peacefully.
Eto gives Arima the title of 'One Eyed King', and forms the Aogiri Tree with the help of Tatara and Noroi. Their goal is to unite the ghoul gangs of Tokyo and defeat V, who's been actively ensuring that CCG continues to kill ghouls while gaining power and riches for them to use and save up, in their efforts to continue the Dragon General's plan of taking over Japan and begin conquering East towards Asia, and eventually the rest of the world.
Yomo, Arata, Uta, and Itori would join Eto's early Aogiri Tree to help fight against the other gangs in Tokyo, and have them unite under her to fight CCG and V. Eto became sadistic and more prone to slaughter to the point where Yomo and Arata left, while Uta and Itori stayed to join the Clowns.
Arata was introduced to Yomo's sister, Hikari Kirishima, who would later be killed by Arima.
In retaliation, Yomo, Arata, Uta, and Itori joined back together to hunt down and defeat Arima, despite Kuzen Yoshimura's wishes, and were defeated by Arima. Although Yomo, Uta, and Itori were discouraged from trying to take on the White Reaper again, Arata himself strived to get stronger so he would be able to return one day to defeat Arima.
Arata eventually became a high-priority target of Aogiri Tree and CCG, due to him cannibalizing to become stronger, which led to Kureo Mado and Yukinori Shinohara to investigate his case, and eventually they killed him.
Even though he was killing her grunts, Arata reminded Eto of Kaneki, who she was still resenting yet still in love with. So Eto retaliated to Arata's death by going after Kureo Mado and Shinohara herself. Eto was successful in killing his wife and a group of investigators, but was sent retreating after Arima showed up to 'fight' her.
Ayato and Touka go to live with Kuzen after their neighbor tried to turn them into the CCG. Kuzen and Yomo raise them the best they can, but Ayato and Touka are still hateful of humans, and eventually Eto exploits Ayato's anger and recruits him as an executive member.
Eto realizes that Arima is aging faster than he should be, and they agree that they'll need to have someone take on the role of the 'One Eyed King', someone who's capable of empathy. That 'someone' would need to be born human, and become a ghoul, in order to best bridge the gap between humanity and ghouls.
Kichimura helps Rize escape a life of being repeatedly raped and impregnated by his great-grandfather, and wants to leave his life with CCG behind to run away with her. Rize abandons Kichimura's plan, after seeking refuge with Shachi, who adopted her after seeing her at Anteiku when Touka was fourteen years old, and was too young to be a waitress.
Shachi raises Rize the best he can, and makes her sign up to the same university that Kaneki and Hide are enrolled in. She moves to Tokyo, and continues to pursue her education while binge-eating men that she seduces.
The Clowns, under Furuta's 'suggestion', follow Rize the night she tries to attack Kaneki, and leave him for dead after they incapacitate her; believing her to be dead after being crushed by steel beams. Dr. Kanou, having been with the Clowns during Rize's murder attempt, sees Kaneki as the perfect candidate to perform a prompt-to surgery, and calls an ambulance after he finishes implanting Rize's kakuhou into him; making it seem like he was simply there out of coincidence, and happened to be there at the right time.
Dr. Kanou, employed secretly by the Aogiri Tree, tells her of his operation, and sparks her interest in the mysterious boy who had become an 'artificial ghoul'; not knowing that it's Ken Kaneki until she sees him at the 11th Ward, when Ayato delivers him there.
Tokyo Ghoul's events occur, then :re's, and then finally the beginning of Chapter One of this fanfiction.
Okay, now that my nerdy-ass expansion of the lore of Tokyo Ghoul has been written down for all of you to judge, let's go over the reviews for Chapter 37:
Thank you for reviewing Saitama! To be fair, Shirazu himself would have killed Urie, if he were more like Eto or Haise/Kaneki. Urie's ability of regeneration isn't what makes him deadly, it's his dragon-cells' abilities to give him complete control of his body using electrokinetic pulses; hence why he can move his body perfectly without a head.
Don't worry Guest, Mutsuki may or may or may not have just killed Ihei.
Meta-Shirazu has experimental technology that's new for his time. Having organic-metal that repairs itself the same as a ghoul's body can, or in your case 'Cooler' from Dragonball Z, isn't available yet. Might be around during Ichika's adulthood though.

Saiko being a voyeur stems from her probably being a hentai-addict; she gives off that vibe, tbh.
Shirazu being demoted to being a delivery boy, lmao.
Shirazu's mechanic will be revealed later. (Spoiler: the head researcher and scientist of the project was Dr. Shino; the same person who did Urie's operation and injected him with dragon-cells).
The Nutcracker couldn't crack the nuts of the Black Reaper, unfortunately.
From what can be seen in this chapter and the chapter where he fought Haise, the only way really to defeat Urie is to have his dragon-cells run out of nutrients, to the point where his body shuts down because they start to devour him for energy.

And I purposefully wrote Shirazu to lose to Urie because like you said, it would be cliche to have Shirazu suddenly be able to overpower Urie completely, considering that he's only been awake for an hour and still hasn't gotten adjusted to his new body. Shirazu's outer shell is equivalent to that of Eto or Roma's; it's very durable, yet it still can only do so much against something like Urie's kagune, which is made up of dragon-cells that EAT RC-cells.
And yes, at least Shirazu made it out alive this time.
Having a Haru x Haise chapter does sound like it would fulfill the niche of having a loli lemon. Well, sort of? Haru would technically be around, let me do the math real quick… IDK, what would be a good age to have her without making it too awkward, lol?
Shirazu probably won't get upgrades to reach Urie's level, just because I think it would be better to have him use skill over technical advantage to keep up with him. Plus, Urie has to continue to be the villain until the next one is introduced.
As for posting this story on other websites, Guest, I have! Wattpad isn't my favorite though, I've tried using it and it hasn't really taken off there. Archive of our Own is good, but so far this website has been my favorite. And thank you for the compliments, lol.

Urie and an army of oggai who pledged their loyalty to him will confront Arima during the Christmas Night convention over at GOAT's private hotel gathering near Mt. Fuji. While everyone is inside, Urie and Arima have a confrontation and talk before battling.
Eventually, everyone inside who is GOAT, along with Haise, go outside to fight Urie and his army of Oggai; resulting in massive casualties between both sides. Arima has flashbacks to fighting Kaneki back during the Anteiku raids while fighting Urie, due to how he essentially became him physically.
Yusa's friends who grew up with him at Sunlit Gardens, Shio Ihei and Rikai Souzu, are killed by Urie; causing Yusa to have a panic attack, which requires him to be rescues by Hajime and Mayuzumi, who are the only two oggai to remain loyal to him rather than Urie.
Urie fatally wounds Arima, and goes for the killing blow before Haise stops him. Haise and Urie battle, until Urie succumbs to his wounds. Haise and Urie talk, have a heart-to-heart bittersweet moment, before Haise puts him out of his misery.
Haise takes Arima's body inside to try and save him, but the damage has been done already. Arima is alive long enough to say his goodbyes to Yusa, Hinami, Ihei, and Haise, before dying peacefully in the beautiful cold mountain air, surrounded by loved ones and hundreds of followers would mourn for his death.
Haise joins GOAT, and is given the title of 'White Knight' by Arima, while Yusa finally accepts and embraces his role as the 'One Eyed King'. Together they plan on using Tsukiyama to make their way to Rushima Island, where they suspect is where the body of the Underground King is being kept.
Rather than dying in Cochlea, a place of misery and death, Arima is given a peaceful end that's more comforting to him, and gets to say his goodbyes.

Shirazu getting a plasma cannon like Ihei would be possible, had it not been for the fact that those RC-reactors are extremely expensive, and Ihei only got hers by stealing it from Cochlea's labs. A flamethrower is more feasible, but it would require Urie to be slow.
Civilians were sort of aware of who the Black Reaper was, but know that it's been reported that he's actively going around and causing havoc, the need for CCG to take care of him will make people look towards them for help; which pairs well considering that most people in Tokyo want Yusa to become the Chairman and Director.
Knowing Urie, no, he wouldn't have let Shirazu live if he walked away. Hence why Shirazu called his bluff.

Having Haise coming in to help Ihei would be amazing, except that he's currently passed out in bed between two women who he just had a threesome with. So much for Mutsuki coming to Ihei's rescue though, right? Lol.
Urie being an SSSS rating?! I'd say more like, GS ranking, which I think back when Tokyo Ghoul ReBirth was around, that one mobile game that was expensive to buy RC shards with, GS ranking was what came after SSS ranking characters.
Oggai are all around the vicinity of S+ ranking. Just think of mass-produced quinxes, and that's what they are. What makes them a danger to Tokyo is just how quickly and easily it is to produce oggai, and the fact that whoever is behind them is capable of mass-producing humans into the perfect ghoul-killing soldiers just by using pieces of dragon.
With little training and a perfect 100% survivability rate, oggai can become S+ rank within a week or so, and become capable of overpowering any army on Earth. Pair that with the fact that the Underground King's dragon is capable of repairing itself by transforming particles around them into RC-cells, it would mean that CCG and GOAT would have no means of protecting Tokyo if such a thing were to fall into the wrong hands.
Plus don't worry, there will be a 'Perfect Dragon' later, that's actually a giant kakuja that resembles an actual dragon from European mythos, and doesn't act anything like the Underground King's 'dragon'. It'll be capable of flight, producing plasma-fire from its throat, regenerating, covered in scales that are durable as hell, and unlike the dragon and dragon orphans from Tokyo Ghoul :re, the revealed 'perfect dragon' will be highly intelligent, and destructive rather than just sitting there, doing nothing.
It'll be explained later, but yes, Urie was in charge of destroying Sunlit Gardens, while Furuta came along to take mercy on Yusa and his two friends, who reminded him of Haise.
Let's just say that Yusa was dragged out there on death's doorstep, and was revitalized using a more perfected method of Urie's operation.
That's right, Guest, Ihei wasn't going to go down without a fight, but she knew how deadly the Black Reaper was in combat, and anticipated that she wasn't going to survive the fight. Her only goal at that point was to stall Urie, and buy time for Shirazu to get Yusa to safety.
Anyways, although this chapter was short, I guess I sort of got caught up wanting to do reviews properly again, and wanted to clarify the history that I expanded for Tokyo Ghoul. Well, at least history that made sense for my fanfiction, at least.
