Chapter 1: R.P.D Conference
[The following is a transcript from the July 26, 1998 conference held at the Raccoon Police Department by Raccoon Police Chief, Brian Irons, and Umbrella Corporation CEO, Stephen Atkins.]
IRONS: I'd like to thank you all for coming this morning. Mr. Atkins and I are very busy due to the current events, so we will have to keep this short.
ROTH: Donald Roth from Raccoon News 9. After the events in the Arklay Forest, what is the future of S.T.A.R.S.?
IRONS: After much consideration, it's with a heavy heart that the R.P.D. has officially disbanded the S.T.A.R.S. organization. Though they have been a staple of the R.P.D. for three decades, the flagrant mishandling of the murders that have plagued our city cannot be ignored. The investigation into the situation is still underway.
ROTH: And what all does the S.T.A.R.S. members' mishandling entail?
IRONS: They are being treated for injuries sustained during the mission. Blood work show narcotics in their bloodstream. You will know more as the investigation unfolds. Yes?
ASHCROFT: Alyssa Ashcroft. Raccoon Press. So, you're suggesting that all thirteen members of the Special Tactics and Rescue were on narcotics?
IRONS: No, Ms. Ashcroft. We don't know…there were only five survivors. Investigations are still underway.
ASHCROFT: As you have said. What are the causes of death?
IRONS: It is suspected they were caught in the Arklay explosions.
ASHCROFT: And the explosions were the result of?
ATKINS: I believe I may have the answer to this question. As you know, Raccoon City is the site of Umbrella's mid-west headquarters. Therefore, many of our facilities are stationed either within the city or Arklay Forest. Umbrella had two facilities in the forest—one a training facility for our up-and-coming biologists and virologists. The other was Mr. Spencer's personal estate, which was also used to house additional Umbrella scientists. Many chemicals and equipment were housed in both locations. It's possible that someone mishandled equipment, causing a chain reaction that resulted in the destruction of both facilities. Both the training facility and the Spencer Estate had been closed for renovations, so luckily no one was harmed—aside from the fallen S.T.A.R.S., of course.
DUNN: Richard Dunn, New York Times. What does Mr. Spencer have to say about the destruction of the facilities?
ATKINS: Mr. Spencer has expressed remorse for the series of events. Though it may have been the S.T.A.R.S. tampering with equipment and chemicals, they should have nevertheless been removed. Therefore, Umbrella is happy to work alongside the R.P.D. to clean up the damage.
IRONS: Thank you, ladies and gentlemen, but that's all the time we have for questions. Know that, despite the recent events, the R.P.D. will continue the investigations of the cannibal murders that have plagued Raccoon since September. To keep the citizen of this fair city safe, entrance to the Arklay Forest will be restricted and citizens are advised not to travel after dark.
