Izuku has a quirk that doesn't lend itself to being a superhero. Tomura has an unstable personality. Through an encounter, they soon became friends and later even become brothers. As a result, their quirks and personalities developed so much that they even surpass their mentors. However, they are also heroes and villains, and it could sever their bond with one another.

10. Chapter 8: Birth of the Leaders

Chapter 8: Birth of the Leaders

A day after All Might's class, reporters besieged the entrance to Juuei. They want to know what All Might's classes are like and question everyone who goes to school.

The first is Izuku Midoriya. The many questions make him nervous and he quickly tries to disappear. Some recognize him as the boy who could corner the mud villains.

Next ochako. She can only roughly answer the questions.

Then Tenya followed. He answers the questions with a lecture that only bores the reporters.

At Katsuki they recognize the victim of the mud villains. This fact drives him mad.

Aizawa followed last. Some keep their distance because of his sloppiness. "All Might is off today. Go home." he says and goes inside. 'How does All Might stand it?'

A reporter is getting impatient and wants to go inside. Suddenly an alarm sounds and the gate is blocked in front of them with an iron wall. "What is that?!"

"This is the Juuei barrier. At least that's what we reporters call them. If someone steps outside the gate without a student ID or access permit, the sensor will trigger and the security measure will be activated. The Juuei is fully equipped with such sensors."

Tenko shows up and notices the alarm. "Are you trying to break into the Juuei?" The reporters noticed him and his look made them flinch except for the reporter who tried to break in earlier. "We just want to get a few questions answered about All Might teaching. We've been waiting for it for two days."

That excites Tenko. "No one asked that of them. Such an effort is stupid. Just because he's number 1 doesn't mean he's a superstar." He looks at the wall.

"How can you say such a thing? He's just amazing and we bet his teaching is too."

Then he wants to say something else. "I'm a teacher's assistant there and have accompanied his classes. I had to continue his lessons when he forgot his own syllabus and I had to answer most of the explanations because he had no idea. Without me, his classes would just be a joke."

Then he spontaneously jumps over the wall, which astounds the others. "You are amazing too. Are you his son?" That made him think. Then he grabs the iron wall and says through it: "Rather his nephew. My grandmother trained him and treated him as if he were his son." This leaves the reporters speechless and Tenko goes in.

Izuku enters the classroom and asks the others if you're okay after the practice. Some make a sad face. "What's the matter with you guys?"

Rikidou, one of the saddened ones says: "Yesterday we went to Recovery Girl and she ate kimchi dumplings, liver and garlic ramen and natto. Their kiss was so super smelly and gross that we couldn't eat dinner afterwards."

This idea scares Izuku. 'Her kiss is gross in itself, but that would be the horror. Luckily I was with her beforehand. Powerlessness also had its good side. What occurred to me, I wanted to learn something from her after the lesson, which I forgot yesterday because of the exercise.'

Minoru, on the other hand, is blown away, which surprises Denki. "You seem to have been happy about the visit."

"I picture her in the form of 50 years ago."

"How crazy is your imagination?!"

"Plus I like women from the cradle to the grave!"

"You're not normal." says Denki with a pale face.

Right after that, Aizawa shows up and starts the class.

"I looked at yesterday's practice. Bakugo, if you continue to behave so recklessly, you're wasting potential."

"I know." he says reluctantly

"Izuku, you've done a remarkable job, but you should take a step back. You put so much energy into it that you passed out afterwards. If this is happening in real life, you could run into trouble if multiple villains are present."

"Sorry, but if the opponent is too strong, you have no choice but to go full throttle or run away." he says with a serious face.

"I have to agree with you, but try to stay alive anyway. Your death would be a painful nightmare for those around you." Izuku thinks about that.

"Shoto, you won, but if you had used your fire side, it would have been a lot easier to win."

"I know that, but I don't want to use my fire. Otherwise I'll do exactly what he wants and I don't want that." he says through gritted teeth.

"Well, Tenko thought that it was somehow related to trauma. If you want to talk to someone, I would recommend Hound Dog. He doesn't look like it, but he's the counselor here."

"I will think about it."

"Then some more about you girls. You put on a show yesterday. I'm used to it from Midnight and personally I don't care, but you shouldn't show a lot of skin. Since it happened through circumstances, you won't be punished, but it can damage your reputation."

"Roger that!" some girls answer with red faces and Izuku asks what exactly happened.

"Finally, something unpleasant."

'Another unannounced test.' the students thought with fear on their faces.

"We need to appoint a class representative."

"Finally something normal." The students shout enthusiastically and one after the other they volunteer.

Usually a tedious task, but as a hero you learn to take responsibility, which makes it easier for you to become a top hero and leader.

"QUIET! Leading others is a serious responsibility. Do you really think that just because you want to, you could handle the responsibility? You need the trust of others. That's why we should vote democratically." says Tenya, raising his hand, showing he wants the post too.

Eijiro has a bit of doubts about the idea. "No one knows here. Most would only choose themselves."

"That's why the one with the most votes is the most likely to become a leader. What do you mean sensei?"

"I do not care. The main thing is that you don't have the discussion until tomorrow." replies Aizawa, sleeping in his sleeping bag.

As you might expect, most chose only themselves. Only Izuku has 3 votes and Momo has 2. That Izuku won surprised him and Bakugo. "Why does Deku have 3 and I only have 1? Who chose him? I will kill him." Katsuki yells while Ochako whistles and thinks, 'I hope he doesn't find out.'

"Why am I number 1? And why do I even have three votes? And shouldn't Tenya have two since I chose him. Does that mean he voted for me." Izuku mutters loudly again, which everyone can hear, including Tenya.

"You voted for me, Izuku? Why didn't you choose for yourself!"

Kirishima asks that too. "You did a wonderful job leading Ochako during the exercise yesterday. Even though I didn't vote for you, I think you're better than our leader."

Some agree. This made Izuku happy, but he still doesn't think it's right. "Just because I have good ideas doesn't mean I'm a good leader. I think Tenya should be our class president. He is always accurate and disciplined."

Then Kirishima says: "If you say that, we accept it, don't we? Thought we'd rather see you as our class president than him.'' The others agree.

Tenya reluctantly and Momo stand in front of the class. Aizawa is awake and announces, "Tenya is the class president and Momo is the deputy."

Later at the cafeteria, Izuku and his friends meet for lunch. Tenko also goes to the canteen to get something to eat, although he doesn't need it. Izuku calls out to him to sit by him, which surprises him. "Don't your friends mind if I sit down with you?"

Tenya then says. "I do not mind. You're Izuku's brother. Izuku has told us all about you and would love to chat with you." Ochako also agrees and so Tenko sits with you.

"That's how he did it." and glares at Izuku. "(Are you breaking that promise again?)"

"(Of course not. I only said what I was allowed to say.)"

"We're just discussing why Izuku isn't our class president."

"I told you, I'm not suitable for something like that." says Izuku.

Then Tenko joins in. "He is right. I've never seen leadership in him and I was his instructor."

'On the other hand, I've never put it to the test. The work is worth more than I thought.'

"Do not worry. He has the necessary judgment and courage. You can motivate us all, that's why I voted for you."

'That's why he only has one vote. I wonder who gave me the third vote.'

"Didn't you want to be class representative yourself? You should be happy." says Ochako

"Wanting something and being able to do something are two different things. With respect, I made what I think is the right decision."

"With all due respect? Only people from a good family speak like that. Are you the son of a good family?" Ochako asks enthusiastically.

"I hate being looked at like that, so I always try to talk normally,'' says Tenya, sipping his drinks.

Izuku and Ochako stare at him while Tenko finds it interesting. Tenya sighs and says: "The Iida family is a generation of superheroes and I am the second oldest son. Do you happen to know the turbo hero Ingenium?"

Izuku, the hero nerd, knows his stuff. "This is the legendary hero from Tokyo and he hired 65 sidekicks. Do not say…"

"He's my older brother. He leads the masses with full discipline and one has to love, including me. I want to be like him one day. But I'm not too far yet because, unlike you, I didn't understand the exam questions."

The others, even Tenko, look at him expectantly. "You smiled for the first time today." says Ochako.

"For real? I always smile."

"(He's like with you to All Might.)" thinks Tenko.

"(Yes, he is.)'' Izuku thinks, smiling.

"(By the way, what did he mean you understood the exam papers?)"

"(He draws on my saving Ochako and that I get save points because of it. He thinks I figured that concept out.)"

"(Actually makes that less suitable for being a hero. I mean, you could pretend for the teachers and you don't have to give it your all.)"

"(I didn't think about that. I should definitely clear that up.) Um Tenya, as for the exam papers, I didn't really see through them."

This surprises Tenya. "Really not. Then why did you save Ochako? Please don't misunderstand. I'm glad you did, only any normal person would have gotten to safety first, myself included, which I regret."

"I originally wanted to help her because she helped me earlier and I already have enough points, but when the robot shows up I wanted to keep an eye out for people who need help and you can guess the rest."

Ochako is happy and surprised at the same time. "You wanted to help me and stood up for me. You really want me to go to the Juuei."

"Of course I do. You are full of energy and yet so friendly. You would have definitely been a great heroine."

Ochako blushes and says thank you.

Tenya then says, "You just wanted to help her with no ulterior motive. You are just selfless."

"You were also disciplined in the exam. For example, in the English exam." replies Tenko.

"Do not remind me of that." says Tenya, looking at his table.

Izuku then asks, "What happened?"

"He admitted at the exam that he cheated."

"What!'' Izuku and Ochako yell.

"The cheat sheet was his eraser with his English word on it and meant to translate exactly that. If the teachers had to punish him, they would also have to send ⅓ of the examinees home, so the teachers took the blame and let him continue writing in another room."

Then Ochako had to laugh. "How accurate do you have to be to consider a random response as a scam?"

Tenya has to protest: "Hey! Cheating is forbidden, even if it is just a coincidence. How do you even know that, Tenko? You're only hired this school year."

"Because I'm supposed to be helping you heroes train, I've been researching every hero's student and I've heard this. I find it kind of weird too." said Tenko and laughed.

Tenya seems a bit sad when an alarm suddenly goes off. "Security Level 3 has been breached. Immediate evacuation of all students." When the students hear an announcement and panic, Tenya and his friends understand not and ask, "What does Security Level 3 mean?"

One of the students replies: "That someone has broken into the school building. That hasn't happened in three years." Then the others run with them, except for Tenko, who is leisurely eating his food, which Izuku notices. 'They took longer than I thought. Well, my help wasn't conspicuous either.' Tenko thinks to himself.

'If he's comfortable, he has something to do with it and the threat isn't as bad as it sounds,' Izuku thinks, trying to look out the window. He sees the press.

Aizawa and Present Mic try to shake off the press. Mic wanted to blow the press away but Aizawa banned it because it only makes things worse and better wait for the police.

Izuku tries to calm the students down, but they're so panicked they can't hear him. So he uses repulsion on his feet to jump high and then uses attraction on his hands and feet to stick to the ceiling. He focuses his repulsion on his mouth to increase his volume and yells, "SHUT SILENCE!"

The crowd calms down and Izuku has the floor, "IT'S JUST THE PRESS!" IT'S NOT A VILLAINS ATTACK AND EVEN IF IT WAS, WE ARE HERE IN A HERO SCHOOL WITH TEACHERS AS HEROES AND EXPERIENCED HERO-SENPAI WHO KNOW; HOW TO DEAL WITH IT. SO DON'T PANIC AND CALM FIRST."

The students have calmed down and are running to safety. Later, the police showed up and arrested the press.

When class is back, Tenya wants to say something and stands in front of the students. "Izuku, you really should be your class president."

That surprises him: "Why me? You're much better suited to be a leader than I am."

Tenya explains: "You are mistaken. When the alarm went off earlier, you calmed the crowd. You also have a selfless character and would be a good role model. I'm just someone who follows orders, not someone who gives them."

The others agree and cheer for Izuku. Izuku has no choice but to agree. 'I hope I don't regret it.'

After class, Izuku wants to confront Tenko and makes sure no one is listening. "You got something to do with the alarm?"

"(Possibly. Let's talk telepathically so nobody hears us.)"

"(Okay, remember our promise we made a few years ago, a few days after our memory adventure?)"

"(I will not forget. This promise is to keep our bond when we face each other as enemies. 1. Our secrets remain our secrets. That is, we will not tell anyone about the other except what the other has allowed .You broke that promise twice already when you mentioned All Might over All for One and One for All. There are still ramifications.)"

Izuku feels guilty. "(I'm sorry too and I will accept the consequences. 2. We warn the other if one wants to attack the other and one tells the place, time and aim of the attack. That means if you and/or your villains want to attack my friends you have to tell me. So why didn't you warn me about this incident.)"

"(Because it's not an attack, it's a distraction and I don't have to tell you about that. 3. We will not run away from the attack, we will face it and the warning is granted as a secret. It is said that if this had been an attack, you must not run to safety and tell no one about the attack unless I allow you to. So why did you think you were safe if you thought it was my attack.)"

"(Later! 4. All questions you tell the others will be answered truthfully, except plan for an attack and what else to do during the attack. So I need you to tell me about the distraction.)

"(So I have an excuse, where did I get the details for an attack on the Juuei. 5. Should one of the promises be broken, the other may break one of the promises as a consequence. Since you broke the 1st promise twice , I don't have to tell any detail about this attack and I'm allowed to evade a promise a second time.)"

"(This is also the reason why I fled from your alleged attack. The final promise: If you want to break all promises, you have to tell the others on the spot and accept all the consequences of that decision, including this End of the Brotherhood and loss of support. If the point ever comes where I should stop you at all costs, then we will accept all the consequences of that. I hope that day never comes.)"

(Me too! I would take back my power that I gave you and you would die from the loss unless All Might will save you at the cost of its symbol and I would lose a loyal brother. This will end badly for both of us. Well then, I still have to get to my hideout and plan the attack.)" and Tenko waves at him.

"(Then see you later. I'll go to Recovery Girl so I can heal the victims of this too.)" and Izuku waves him back.

In another part of town, All Might meets up with his friend from the police force at a cafe. He sits in his normal form in a dark corner so he won't be overheard and he doesn't suddenly save someone out of instinct. He sees his inspector friend Naomasa Tsukauchi and waves over. "Sorry to meet you here, but I have today off and I don't want to cause a stir at school." replies All Might.

Tsukauchi is not evil. "No problem. The "don't cause a stir" thing didn't work out so well. I was reported today that somehow the press managed to get into the school. They were all warned and sent home. But that's not why I called you. There are disturbing things.

The criminals have become more cunning since the mud villain incident. At first we didn't notice it, but lately we're having more and more trouble catching them. If we get the upper hand in incidents, felons like muscular or other dangerous criminals will suddenly appear, resulting in massacre. We can't keep up and suspect a leader in their ranks. We recently caught one of the villains and what he told us made us shudder."

Tenko, meanwhile, walks to his underground bar and is greeted by Kurogiri. "Are all preparations complete?" asks Kurogiri.

"Are they. We will plan the attack tomorrow." Kurogiri opens a portal. Tenko's hair turns gray and his face becomes wrinkled. Tomura Shigaraki enters the real hideout.

Tsukauchi continues: "He tells of an underground city that can only be entered or exited through a fog villain's portal. You can run a black market there, fight or see underground fights and other evil things. The creator of this city is Tomura Shigaraki. They say he built the whole city by himself, which I can't believe."

Tomura, escorted by Kurogiri, strolls through the city and is greeted by villains from everywhere. "Thanks for the suggestions. Thanks to you we were able to make profits." We would also like to thank you for the suggestions."

"The villains treat Tomura as their beloved mayor because he always comes up with crime suggestions and they can live there without paying anything. The apartments are run down there and they don't have electricity or water or anything that we pay bills for but it's a perfect place to hide because we the police can never enter this town. If you are in trouble with someone, nobody will help you, but you have to wriggle out on your own. Everyone is on their own."

Tomura strolls to the center of town and visits each area.

"It's not really a big city, just a small round town. It has a diameter of 1 hour walk. The housing area I was talking about earlier is at a quarter hour radius at the very edge. Then comes the center area. This, in turn, is broken down into further areas."

Tomura goes into business first.

"There is a line of business where you can get rid of your loot and get something in return. When you complete a heist, you will usually be teleported there so you can get rid of your loot right away. Because it is not wise to store your loot in the apartments because there are thieves everywhere and there is no security. If you try to ambush someone in the business area, you'll get into trouble with tomura creatures called nomus that can maul you badly. These nomus also guard the other areas apart from the living area. This is the realm of survival."

Tomura sees someone being beaten up by a Nomu. They're not muscle-bound, they're lean Nomus. They are not meant to support an attack, just worry about trouble. You don't need any fancy extras for that. "I'm happy to let the bad guys rob stores, as long as they aren't stupid enough to rob people who just want to buy your stolen stuff and get cool stuff in exchange, Kurogiri." He greets his favorite businessman: Kagero Okuta, also called Giran, and his assistant Jin Bubaigawara, also called Twice, who Giran is happy to work for him for his help.

"How's business, Giran?" asks Tomura.

"There were better times. All Might's crime rate has plummeted, but your town has got us back in business. Business can really get going again if you step into action."

"Don't worry about that. Tomorrow I will launch an attack on the Juuei to kill All Might. This symbol of peace has poisoned people for too long. However, I would also be happy if the great hero retires, but unfortunately that will not happen any time soon."

"If that gets business going again, you have my full support. I'll let you have my goods at a good price and as a bonus I'll lend you my assistant. Its doubling will definitely help you."

That's where Twice intervenes. "I'm not your commodity, but you're a good boss. I'll help your favorite client because I hate him."

Then Tomura says, "He still hasn't gotten over his trauma."

"Unfortunately not. He still doesn't want to double himself as he doesn't know if he's the real one or not and is afraid to find out. I respect the wishes of my customers and employees, but if he didn't have the problem, he would be one of the most powerful villains of all time. He would be an army."

"He's still useful, even if he's limited now. I accept your offer. Can he go to the main square later? I want to announce my attack there."

Then Twice replies: "I will come. Because I don't have time."

"He will come." translates Giran.

Next, Tomura goes to the battleground while Kurogiri stays in case other villains want to get rid of his loot.

Tsukauchi continues: "Then comes the battlefield. There are small battlefields where quarreling villains compete against each other, and then the winner is fine with him. Everything is allowed. Who KO leaves or leaves the ring loses and no one may enter the ring during the fight. Otherwise everything is allowed there. Then there is a large battle arena. This is where the fiercest battles take place. Either you face one of the dangerous villains or you can challenge one of the strong Nomus. If you win there, you get prize money and are called a warrior rogue. At least Tomura came up with the name. The warrior villains are seen as aces and are paid to fight by Tomura and others. Muscular has already won the title there and always wants to refine it."

Tomura enters the arena and sees Goto Imasuji aka Muscular fighting the latest Nomu with Shock Absorption and Super Regeneration, which Tomura intends to use for the heist. The two delivered violent punches that looked like a nail-biter to onlookers. The punches last for a while until Muscular is exhausted and then pushed back and defeated by Nomu. Tomura jumps off the stage onto the battlefield and congratulates Muscular on the big fight.

"Thanks Tomura. This nomu is really heavy. I pushed everything and still couldn't win against him. But it was still a strong fight and he was an equal opponent."

"It's good that you like it. That makes me sad that I have to take it with me tomorrow."

That's when Muscular pricks up their ears. "Does that mean you're going to plan a robbery tomorrow? I like being there. I can finally see how violent you really are. I also want to compete against the creator of the city here."

"If I fight you, it will be a very long fight. I don't have the power to take you down yet, and your Quirk doesn't have the requisite qualities to hurt me. But it would be a good way to train strength. As for your suggestion of sticking with the raid, I'm afraid you won't meet an equal opponent, because the raid is on the 1-A of the Juuei and there are at most a few students who can only cause you trouble."

"You can not have everything. Even they are just student, I'd like to crush the strongest of those. Even if he's not up to my level, I'll still have fun and who knows, maybe he'll turn out to be an interesting opponent."

Then Tomura thinks. 'The strongest student would be my brother Izuku. Izuku may be strong, but even he will have his difficulties with him. I hate to let him die, but on the other hand it would be a great challenge for Izuku and for him. Who said Izuku should go it alone against Muscular?

"All right! I will serve you the strongest student with support tomorrow. Then you will get a good fight, even if he does not reach your level, with allies he will surely become. Just come to the main square afterwards. "

"I'm looking forward to that." smiles Muscular and goes to the arena recreation room. He recovers there and waits for the next opponent. Tomura exits the arena and then goes to the night area.

Here Tsukauchi explains again. "Then comes the night section. You can do everything you would imagine in a night district. There are casinos with illegal gambling, restaurants with illegal ingredients, bars with illegal drugs and alcohol, and stages where you can perform anything, even illegal things. This area is generated with electricity and water generators located under this square that rival even nuclear power plants. These generators are certainly also made by illegal means."

He goes to a restaurant with a stage where Atsuhiro Sako, also known as Mr. Compress, is on the stage and is demonstrating his magic tricks. In one of the tables sits the warrior villain Moonfish, who eats a lot of meat with the money he got from the fights. Tomura watches the show together and applauds. He sees Tomura sitting by Moonfish, jumps off the stage and greets him. "You saw my show. How did you like her?"

"They were quite good. All your disappearance tricks are impressive and the illusion is so captivating. I wanted to watch the show before I go to the main square and announce my attack."

That excites Mr. Compress. "So you're going to take the stage. I'm in. When I lost my chances of being on stage because of my criminal activities, you gave me a place to be a criminal and an entertainer at the same time. I want to take thank and if it damages the corrupt system, I'm all the more there."

"It's going to hurt the system in a way, even if we don't get there. Even the damage we do will cause some cracks in the system. Moonfish are you there too. You'll see a lot of meat there and maybe some to eat."

Moonfish replies: "Lots of meat! I'm in."

Tomura is happy. "Then please come soon to the main square. Everything is announced there." Tomura says goodbye and finally goes to the main square.

Tsukauchi explain the last the main square. "The main square is in the middle of the city and has a 5 minute walk radius. There is a large mansion where Tomura lives and a meeting place. This allows the boss to talk to his people. True, he has never used it, but all the villains there hope so. They see him as the symbol of evil and their hero. Despite his passive attitude, he has a good reputation among villains and causes big problems for heroes. At least that's what the villain we interrogated said."

The name Tomura sounds familiar to All Might, but he can't remember where it came from. "That sounds really worrying. This Tomura must be a powerful villain to have built such a dangerous city."

Tsukauchi isn't entirely convinced of the city's danger. "This town sounds dangerous at first, but it only has a few shops, there isn't that much fierce fighting, and the night zone doesn't have much to offer either. Also, there aren't many villains living in this town. It's really just a church for scoundrels. What is disturbing about this, however, is that the city is only degenerating because of the Tomura Passive stance. The villain said if Tomura takes action then the real danger will be revealed."

Tomura enters the stage of the gathering place where all the villains of this town gather. He steps forward and announces the following: "My dear comrades, I have gathered you here to announce that tomorrow I will launch an attack on the Juuei. This is an elite school where the best heroes are trained. Recently, All Might, the symbol of peace, has been hired as a teacher at this school. This is an opportunity to get rid of this hero and that's why I'm asking you to support me. I don't want to lie to you. Not only do we compete against the great All Might, but also against the students and teachers of this school. While we only take on first-year students and most of them have no experience, these students are among the best of their generation. That's why I won't underestimate her. If you want to get out, go now. There will be no consequences. But those who participate can witness All Might's defeats. Even if he survives, if his students get hurt by villains during his classes, he will hurt his symbol and show everyone that he is only human and can be defeated. So who's going to follow me?!" he shouts and the spectators roar.

Everyone is there and shouts: "We will follow you. Show us all what you're really made of." Tomura is delighted and leaves with the following words: "Then prepare for a battle before tomorrow." Everyone cheers and then prepares everything.

"That Tomura Shigaraki sounds like a super dangerous villain. He could be just as dangerous as All for One." fears All Might.

"That's why I wanted to talk to you. We may encounter dangerous times. Be careful and don't rush it." says Tsukauchi.

"Thank you very much my friend. I hope we will survive the threat." After that, the two talk about other things.

Tomura enters the mansion and goes to his room. He pulls out a box from his closet, which is kept in the hands of his family. He pulls out a hand, which is his grandmother's hand. "So then Nana Shimura, I will challenge your successor." Then his television turns on and a voice speaks: "You've finally made your decision, Tomura."

"Master, yes, I have made my decision. Tomorrow I will strike down All Might. I'll also take a lot of drone cameras tomorrow so you can see the whole show and maybe the footage will be useful."

"Hehehe, I won't miss this show. I'll even make myself popcorn."

"Then enjoy the show, All for One."

Note: I hope you liked it. The next chapter is where things really get going. If someone is hoping for Dabi, Toga, Mustard or Spinner, I have to disappoint them. Those will show up later. The rest will get their gig.
