Fish Karate likely uses Haki to grab hold and manipulate water, much like people can infuse objects with it, but maybe it's more an emittingof Haki that causes the Electro effect, rather than an imbuement-

LAW: He's trying to understand the Mink's Electro, idiot! So YOU shut up!

CAT VIPER: GORO-NYA-NYA-NYA-NYA! Well, he's welcome to try! While we do see humans as "Hairless Minks", I can't think of one who's managed to-(Izuku, holding up his hands before him, concentrating hard on the empty space between them, causes his trademarked green sparks to fly betwixt both)-HOLY F #$, HE DID IT?!
