Ok, so this is another story idea I had in mind, it's a slight crossover with My Hero and some Halo elements.
Recently, however, I just discovered that there's a story called Project: Halo by Large H. After reading it over I see that our ideas can be considered similar but are ultimately executed differently. Either way, I still wish to advise that I am, under no circumstances, attempting plagiarism.
On to the plot bunny then.
His name is Izuku-115 and he was lonely, when he was just 6 years old, he'd been taken from his loving mother, and a copy had been left in his place. He'd borne witness to it all and was helpless as the men took him away to some facility, far from anywhere else. Alongside 74 other children, he was taken under the care of the ORION Project under a special branch of the HPSC.
As it turned out, the director of the project was an All Might fanatic, who both feared and respected the power that he held, and worried for the next hero or villain that would replace him. The project was meant to make heroes, completely and utterly loyal to the director while remaining true to the principles that All Might held.
At first, it was just training, harsh, relentless, and unforgiving. They were treated like soldiers, and harsh punishments were given out for any disobedience.
They followed orders or suffered the consequences.
The director wanted puppets, and many nights they spent hoping, praying for the heroes to save us.
For All Might to save them.
They never made it.
He grew to love them though, his brothers and sisters, who cried and bled together, who worked together to become what was needed.
Then the experiments came.
They were called augmentations, designed to help them grow and become stronger, biochemical and biomechanical changes to their bones and organs, they were supposed to become stronger, faster, heightened senses, and more.
Izuku-115 still remembers the screams.
He was the only one who survived.
It became apparent that although the children all had the optimal genetic markers for augmentation, one fact was overlooked, that all of them, except for him, had quirks.
Their bodies simply couldn't handle the strain.
And once again he was alone in the world.
The ORION Project continued, however, with the further understanding that later a new generation would be brought forward with the same characteristics, unfortunately for them, quirkless children were at an all-time low, and what few there were did not have the genetic markers required.
So he was their last option for now and was given his 'reward for surviving', a set of armor and weaponry, he would be their sword, fully indoctrinated, fully obedient, without any chance of reprisal such as with Lady Nagant.
Or so they thought.
One of the doctors had been moved by her inaction, the lead scientist of the project, was filled with remorse at having caused so many deaths. So she made her choice...
And leaked the Project to the HPSC.

"Sierra-15, we have been betrayed by Doctor Halsey, at this moment, false heroes under the Commission's control are about to storm the facility, you will intercept them until such a time that I can escape, and then make your way to rally point Alpha-Charlie 1563. Your predecessor, Hawks, is among the false heroes. Eliminate them." The director ordered as he and a select group of scientists gathered all necessary data and destroyed the rest before leaving behind a secret passageway.
Sierra-115 saluted, already in his armor, and grabbed his weaponry before making his way towards the sounds of the heroes invading the facility. Turrets and security droids had been activated, but by the sound of it, were being easily dismantled.
He burst into a large open room and raised his rifle only for it to be immediately cut in half by feathers, he raised his secondary only for it to be knocked away and clatter on the floor.
'Hawks. Fierce Wings. Under HSPC. Illogical traitor.' He thought before immediately engaging in hand to hand. Time seemed to slow down for him as he perceived every last detail of his adversary.
'52 feathers in the air. More on his back.' He said as he dodged a barrage and attacked with a punch. Hawks dodged and moved back, his feathers pushing into him but causing no damage.
'Faster than me. But weak.'
He burst through the feathers and nearly hit Hawks with a blow that would have caved his head. The capture scarf around his body prevented that. Sierra-115 turned and noted three new assailants.
'Eraserhead. Erasure. Underground. Insignificant.' He thought as he flexed and tore through the scarf before grabbing it and flinging Eraserhead away.
"YEEEAAAAAHHHHHH!" A barrage of sound assaulted him and pushed him slowly towards the wall.
'Present Mic. Voice. Negated by Helmet. Low priority.'
Grabbing a nearby desk he flung it like a frisbee towards Mic's head, forcing him to dodge or have his head taken off.
He absentmindedly noticed his HUD when it pinged that an odd gas was in the air around his helmet.
Turning to the third assailant, he quickly identified her.
'Midnight. Somnambulist. Negated by filtration. Insignificant.'
She quickly wrapped her whip around his forearm and uselessly tried to pull him off his feet. Grabbing the whip he pulled her towards him with great force and grabbed her face, the impact stunning her.
Sierra-115 noted how easy it would be to crush her head and follow orders.
Izuku-115 threw her against the wall, knocking her out.
'Midnight: Eliminated from combat. No further action required.'
FOLLOW ORDERS
'I am. Intercepted and eliminated.'
Izuku-115 had already seen enough death, he refused to be the cause of it.
But he had to follow orders.
After facing another barrage of sound from Present Mic, he barreled through more feathers from Hawks and came upon him. Eraserhead was quick to act and tried to attack him with a kick, but Izuku-115 grabbed his leg, crushed it under his grip, and used him as a bat against Present Mic, knocking the both of them out.
Izuku-115 stumbled in pain as his head felt clouded and faint. Falling to his knees, he groaned as another opponent appeared. Time slowed down as he analyzed his opponent.
'Edgeshot. Foldabody. Specializes in piercing techniques. High.'
He fell to the floor, dead to the world.
"There, I cut off the circulation to his brain, he's down but I need back up here, I've got three heroes down."
"Don't know what I'd have done without you Edgeshot, my feathers were useless."
"Is this the survivor?"
"Most likely."
With their guards down Izuku-115 flung a piece of metal towards Edgeshot's head at blinding speeds, knocking him out. Hawks quickly moved, but wasn't fast enough as Izuku-115 barreled into him with the force of a train and restraing his wings with his arms.
Blinded by the crushing pain and lack of air, Hawks was defenseless against the brutal headbutt that knocked him out.

Sierra-115 stared at the unconscious man beneath him before raising his foot.
In a flash, he turned and kicked up a table before fire blasted into it the force actually raising Sierra-115 off his feet and towards the wall. The fire didn't let up until the table was slag and the flames met his suit, burning through his shields and causing him to groan in pain.
Red hot armor burned the air around him and he fell to his knees.
Alarms blared in his HUD as his shield system desperately tried to recycle. If he wasn't in his suit he'd be dead, easy as that.
'Endeavor. Hellflame. Extreme.'
"Don't bother trying to get up, I'd rather not have to clean up your ashes." He rumbled while walking forward.
Izuku-115 was actually somewhat grateful, not that Endeavor would know.
Noticing his pistol to the side, he took action, diving and then firing at Endeavor, making the man flare up his flames to melt the bullets. Taking advantage of the distraction, Izuku-115 stomped through the floor, the water pipes quickly burst and the pressure shot water into the air and filled the room with steam.
'Pressure's lowering. Must have turned it off earlier. Act fast.'
Using the cover to his advantage he ran through the room, throwing chairs, tables, and other objects to continue distracting Endeavor who was unable to use his larger attacks without hampering more of his visibility. With his shields recycled, Izuku-115 burst through at an unprecedented speed for someone in such heavy armor, planting his fist into Endeavor's gut he made the man bend and choke, his shields already bursting from the flames he grabbed the hero by the neck and brought his fist on top of his head, striking multiple times until Endeavor was finally unconscious and the flames flickered out.
Izuku-115 panted in exertion, yet he idly noticed that his HUD system was completely damaged, meaning that no messages could get through. Throughout the fight he hadn't paid attention to the damage his suit had taken.
He was, however, made painfully aware of the fist that impacted his chest, caving his armor and sending him flying against the wall before bursting through the other side.
"SURRENDER, YOUR ALLIES HAVE BEEN ARRESTED, AND ALL COMBAT FORCES IN THIS FACILITY HAVE BEEN DESTROYED. I WILL NOT ASK AGAIN."
Izuku-115 paused, though he was mostly still in shock at the force he'd been subjected to.
'All Might? Unknown...Why is he here?'
Izuku-115 shakily rose to his feet, stumbling as he tried to recover, staring at the Hero in front of him, he was utterly confused.
Why was All Might here?
"Sierra-115, All Might has been compromised! Delay him until I escape!" A voice sounded out through the intercom, which miraculously was still active.
Sierra-115 was confused. All Might? Compromised? Impossible. This division was made for him. Sierra-115 was made for him, and eventually replace him. That was the entire point of the ORION Project.
115 was in a struggle.
He didn't know what to do.

All Might was apoplectic, this secret division of the HPSC had dared to use his name and his principles and actions as the Symbol of Peace to try and justify the deaths of so many children. He'd seen the files, he'd been revolted, and the other heroes next to him were also angry.
He'd never seen Hawks so furious.
He, alongside Eraserhead, Hawks, Endeavor, and a multitude of other heroes, including his mentor had stormed the facility and immediately started arresting the faculty.
He could never expect what would happen next, however.
He'd heard the reports as he was fighting off drones and turrets, they had a hostile on the other side of the building. Coming from the room where most likely the last child was being held. Already the hostile had defeated Eraserhead, Present Mic, and Midnight and was currently engaging Edgeshot and Hawks.
Endeavor was on the way.
So was he.
He entered the room just in time to see the man stand over Endeavor's beaten body, he was tall, almost as tall as him, in a forest green armor that was burned, scorched, and scratched. An orange visor stared coldly at the ground, seemingly unfocused, recovering.
All Might was quick to use the opportunity.
With a quick Texas Smash, he crushed armor and sent the man flying through the wall. He would give only one warning.
"SURRENDER, YOUR ALLIES HAVE BEEN ARRESTED, AND ALL COMBAT FORCES IN THIS FACILITY HAVE BEEN DESTROYED. I WILL NOT ASK AGAIN."
The man stumbled but got to his feet, obviously shaken from taking a Smash like that. It was admirable that he was still standing, even after fighting so many heroes.
"Sierra-115, All Might has been compromised! Delay him until I escape! Kill the others!" A voice sounded off from the room's intercom. All Might looked around confused, compromised? How was this related to this division and the mission?
He soon put it to the side however as he noticed the man face him but stay still, trembling, as if unsure, not of winning obviously, but he seemed hesitant to fight in the first place.
He then noticed a wall turn and transform into a cracked screen, and a woman's face appeared.
"He's unresponsive because he's at war with himself, All Might. 115 has two aspects," She began as the man continued to shake. "Sierra-115 as you just heard is the one who follows orders and will take any action to complete his mission. The perfect tool for the division. Izuku-115 on the other hand is his emotions, his humanity, his resolve."
All Might stared in shock...he knew that this was the one they were sent to save and he felt horrible for having caused such damage.
"Both, however, were indoctrinated with maintaining your principles and acknowledge you as a True Hero. 115, like the others of the ORION Project, were meant to be your replacements, should you ever fall or go against the HPSC." The woman continued before she was interrupted by the intercom.
"ENOUGH OF THIS, SIERRA-117, I GAVE YOU AN ORDER, KILL THE HEROES, DELAY ALL MIGHT!" The man was cut off by the sounds of explosions that neared him, hearing a curse from the intercom as it became apparent that the man was being cornered. Before he could repeat his orders, however, a quick flick of All Might's finger destroyed the intercom.
"Thank you," The woman said before her expression turned sorrowful. "I came to this project 20 years ago hoping that we could maintain society under your banner All Might, I was naive, and had recently been saved by you. I wanted to keep the mantle of a Symbol of Peace alive...but I never could have imagined the sheer devastation I'd cause through my actions. The deaths of those 74 children rest on my head, and their blood stains my hands. Izuku-115 is the last of this Project."
All Might stared at the boy in front of him, no longer capable of seeing him as an adversary.
"All Might, you must help him become his own person, but for right now, you must be his commanding officer. Address him as Sierra-115, assume your command, and order him to stand down. It is the only way. Goodbye, All Might. Goodbye, Izuku." With that, the screen turned black and sparked, and All Might stood alone with the boy.
He grimaced, severely disliking the idea of treating him like an asset as this hidden division had obviously done with the use of a designation, but apparently, he had no choice.
"SIERRA-115."
The boy stood paused before snapping to attention and saluting.
"Sir."
"THE DIVISION THAT PREVIOUSLY ORDERED YOU HAS BEEN FOUND GUILTY OF TREASONOUS ACTIONS, I AM NOW YOUR COMMANDING OFFICER...IS THAT UNDERSTOOD?"
"Yes, sir. Awaiting your orders."
All Might sighed in relief, before giving the order.
"STAND DOWN."
The boy stood at attention before shuddering and stumbling forward, All Might was quick to catch him. Lying limp in his arms, Izuku-115 groaned before turning towards All Might.
Said man was just now noticing how heavy the armor was, easily weighing a thousand pounds.
'This amount of weight combined with any force should have killed these heroes, yet they're only unconscious. Could it be? Did this young man knowingly refrain from killing, or was it simply a coincidence?' All Might asked himself before the young man's voice called from under the helmet.
"A-all Might..."
"Yes?"
"T-thank you...I didn't want to kill them. Thank you...for...saving...me..." He whispered before falling unconscious.
All Might sighed at what was now obviously a broken boy, twisted by men who reached the heights of evil as his despised nemesis.
But now begged the question.
What next?
Alright then, I think in the future I'll develop this one, but it'll have to be after boot camp. Pass me your thoughts.
