A/N This is a sequel to The Seduction of One Sheldon Cooper. I strongly suggest that you read that story first.
I want to point out that the idea for this story came from a review by Warriorcreed of the first story and also some encouragement from CTR69 to continue.
This story starts at the point in chapter 8 of the first story when Penny returns to her apartment.
For the purpose of this story ignore what happened after that and the epilogue of the previous story. This one will have a different ending.

And now finally, let's begin.
Then taking one last look and going over everything in her mind, she finally left.
When she returned to her apartment, she notified the ship of her success and began to prepare for her exit from the planet.
To her surprise, she received word from Captain Ortag to return to the ship immediately.
He met her when she arrived and took her to the conference room.
After they were seated, he began, "First of all, I want to congratulate you on the success of your mission. I will of course need a detailed report that I can forward to the Council."
Penny nodded but noted to herself that report would leave out a lot of detail.
"Now, why I summoned you back to the ship." He took a breath and settled himself in his chair, "The Council has apparently had some trouble in finding a new agent for Earth."
He met her eyes, "Then it suddenly occurred to them there was an obvious choice."
"They have decided that you should be that agent."
Penny was stunned. Her initial reaction was anger. She wanted to go home. She had not signed on to remain on Earth. She knew agents could be assigned to a planet for up to twenty years.
Anticipating what she was thinking, Ortag quickly said, "I know this is a shock and that you undoubtedly wish to return to your life."
He sat back, "I told the Council that I would not support their ordering you to do so, but rather offer you the position. It would be ideal if you could take the position only until a substitute could be found, but due to the fact there is a great deal of effort expended to create an identity for an agent that is not an option."
"If you do turn it down, it will just mean Earth will be without an agent for a period of time. That is not an ideal situation but will have to be acceptable under the circumstances."
While he had been speaking, Penny had recovered from the shock and thought about what this would mean. She was stunned to realize she was intrigued with the thought of continuing to be involved with Leonard and Sheldon. It was also true she really had nothing important she was returning to. Her only relative still living was her brother. As far as her job, she had taken this assignment in part because she was bored with what she had been doing.
She realized she was excited about staying on Earth and learning about it and its people.
She smirked to herself, There was also the fact that it would not be the best move to refuse the Council.
She looked up at Ortag, "I would like to become the agent."
Ortag was stunned, but recovered, "Excellent. I will inform the Council."
But he felt obliged to ask, "How about your job, your family?"
"There is no one but my brother and as for my job, I frankly will not miss it."
She went on, "I would like to prepare a message for my brother, though. Will you see that it gets it?"
"Of course. Since we expected to return you to Celara, we have other reasons to go there. I will deliver it personally."
"Thank you." She hesitated, "So what do we do now?"
Seeing that Ortag was uncomfortable, she asked, "Is there a problem?"
He sighed, "I should have mentioned this before you agreed. I will understand if you change your mind."
He paused, "We will have to perform surgery on your ears."
Penny sat back stunned. She knew he was right and was surprised at how upset she felt.
He went on, "Of course, when your tour is over, they can be surgically restored."
Penny was still bothered but realized she still wanted to do it.
She then thought of something else, "How long would I be on Earth?"
"Because your life span is much longer than humans, you will not age as fast. The normal time for an agent is twenty years, but maybe we would need it to be less."
Penny thought about it, "No, I think we can go the twenty. I have told them I am only about nineteen years old, so there is room for me to age. I think it will be okay."
Ortag stood up, "Very well. I will have the contract prepared and we can get that out of they way. I took the liberty of having the Infiltration Team start to take steps to create an identity for you based on what you have told the Humans."
Penny stood up as well, "I will begin work on the message for my brother immediately."
Sometime later in her quarters, Penny read over what she had prepared. She was still a little stunned about what had happened. She was also surprised how much she was looking forward to returning to Earth, to Sheldon and Leonard. She realized how alone she really had become. Since she and Kurt…
Pushing that out her mind, she turned back to the message:
Tomas,
This message is to inform you that I will not be returning to Celara when I expected. I have been offered the opportunity to become the agent to Earth for the next twenty years. I will miss you but duty calls.
Now, I have an enormous favor to ask you. I will understand if you refuse but this has become an important issue for me. I also believe it is for the best of the Republic.
I need you to go and meet with Senator Norman and tell him that I now support his position in reference to the policy of preventing planets from achieving warp capability and urge him to move forward in trying to make changes.
Tell him that because I have had to actually take part in destroying an individual's life work and perhaps having to commit murder, I now understand how barbaric the policy of arbitrarily preventing a race from exploring the stars is.
Tell him I will be glad to provide testimony detailing what it means to carry out such a mission.
Tell him I also agree with him that it is also important for the Republic to abandon such a wrongful policy.
