The most notable thing about Cornelius Fudge's political acumen was that he somehow hadn't been thrown out of office yet.

Fudge, as Minister for Magic, had multiple black marks against him:

• Awarded himself an Order of Merlin, First Class
• A department head was caught with an illegally modified muggle car
• Stationed dementors at Hogwarts during Sirius Black's escape escapade
• The Quidditch World Cup on his soil had devolved into a riot.

Really, Voldemort showing his face in the Ministry's atrium after a deadly battle in the Department of Mysteries was just a mercy killing of Fudge's career at that point.
