This criminal was eavesdropping on the initial gathering that turned into the DA, which just so happens to take place today in canon. Spying on kids made Willy Widdershins like (even more of) a creep. But hey, it was nowhere near his worst crime, and it kept him out of Azkaban to boot.
It helped that the group he was monitoring was making it interesting for him, openly discussing forming an insurgency group. This job was winding up far cleaner than that regurgitating toilet gig, and he even got to drink while working just so to blend in better! If he wasn't careful, Willy might actually grow fond of these little wannabe lawbreakers.
Yes, his unease was vanishing as fast as his alcohol.
