A/N: This is a story I've been sitting on for a while. I've been dealing with writer's block and I think it was just time to write a new story. Anyways enjoy the first chapter. It will be a few chapters until the first one where Ochaco becomes Sailor Moon so I hope you'll enjoy it when it happens...

Chapter 1: An Unknown Reunion
The city was a wreck, two people were slowly dying. One was a teenaged girl with long blond hair and the other was a young man with black hair.
"I don't know… if I'm able to do the spell right…" whispered the girl.
"Usako…" whispered the man.
"I don't think we'll all look the same…" said the girl apparently named Usako.
"We will find each other again…" said the man.
"I think I also screwed up with the Starlights…" cried Usako.
"It's going to be fine… they will get another chance." Reassured the man.
The two of them kissed and then passed away.
That was when a girl with a brown bob and rosey cheeks woke up.
That was a recurring dream she had been having for years.
IT wasn't often, just something that popped into head sometimes along with dreams involving the people in.
She looked at the alarm clock at the hotel she was staying at and decided to go for a walk.
Her name was Ochaco Uraraka and she was in town for the upcoming UA High entrance exams.
The best hero school in the country, see Heroes were the top job in the world and often made a lot of money which is why she wanted to be a hero.
Her family often had money troubles, so that's why she wanted to make money.
So she found a hotel to stay in for a few days until the exam for the school.
She just aimlessly walked around the neighborhood the hotel was at.
She had heard about a nearby beach that just a pile of trash.
She got to the beach and was surprised to find it was nearly completely cleaned.
There was a pretty large stop covered in trash, but most of it was clean.
She noticed a boy her age with green hair and freckles moving the large pieces of trash.
After a bit he did eventually noticed he was being watched.
The two awkwardly looked at each other for a bit and then Ochaco decided to walk over.
"Uh… hi…" said Ochaco blushing a little.
The boy shyly waved.
"Are you the one who cleaned the beach?" asked Ochaco, "Because I heard it was a dump."
"Oh yeah…" said the boy managing g to find his voice.
Inwardly he was cheering that he finally talked to a girl.
"I'm doing it for training for the UA entrance exam." Said the boy
"Really?:" asked Ochaco.
The boy nodded.
"I'm trying to get into UA too!" said Ochaco.
"You are?" asked the boy.
Ochaco nodded.
"Hero Course?" asked the boy.
"I am." Said Ochaco, "I'm Ochaco Uraraka!"
"Oh Izuku Midoriya.," said Izuku.
Both of them felt it… like there was some kind of connection.
It was hard to describe…
And it was that connection that made Izuku open up a bit too much.
"I've been cleaning the beach so that All Might could give me his quirk…" said Izuku.
There was an awkward silence.
"What?" asked Ochaco.
Then the awkward silence got even more awkward when they noticed a very skinny man nearby having heard this as well.
"All Might! I'm sorry!" cried Izuku.
"All Might?" asked Ochaco confused.
All Might was the number 1 hero in Japan, a massive man made of muscles.
Not someone e like the skeletal man.
"Young Midoriya…" sighed the man who might have been All Might.
"I don't know why I told her that…" blushed Izuku.
The man sighed thinking why he told her…
But before he could say anything.
"I think we can trust her." Said another voice.
They turned and saw a woman with long dark green hair walking towards them.
Unlike with "All Might" despite the woman wasn't in costume,. Ochaco was able to recognize her.
"Are you Lady Pluto?" she asked.
"I am… but when I'm out of costume you can call me Setsuna." Said the woman named Setsuna .
Lady Pluto or Setsuna was Japan's number 3 hero.
"I get the feeling that she is someone that Izuku can trust with the secret…" said Setsuna.
The man's eyes widened as if getting her meaning.
Ochaco was very confused as if she was missing a lot pieces.
Izuku was also focused but not as much as Izuku.
"All right… you can trust her Young Midoriya…" said All Might.
"Really?" asked Izuku.
The man nodded.
Wait are you really All Might?
The man laughed and suddenly buffed up.
"I am here!" said All Might.
Ochaco was surprised.
"We'll let you talk privately." Said Setsuna as All Might shrank down again.
The two just went to the beach wall as they needed to talk privately.
"So she is really?" asked All Might.
"She is Toshi…" said Setsuna nodding.
All Might or rather Toshinori (as cilvian name which was only known from a select few).
"I knew that there was a chance that he would open up quickly to her… but I didn't think…" said Toshinori.

"He's a terrible liar." Laughed Setsuna.
"So she's the third one found?" asked Toshinori.
"Fourth… Luna told me that she found one at the recommendation exam." Said Setsuna.
"Did she pass?" asked Toshinori.
"She did." Said Setsuna.
Toshinori nodded.
"You think the others will be found at the exam?" asked Toshinori.
"I believe so." Said Setsuna.
Toshinori nodded.
"I was never sure if I would ever see this day." Said Toshinori.
"We weren't sure if you would or when it would happen…" said Setsuna, "Well a couple of years ago… you should have known."
Toshinori coughed.
"Still… it's happening…" said Setsuna.
Toshinori nodded.
On the beach, Izuku explained the whole thing.
That he was actually Quirkless, IE: he didn't have any powers as all.
Many years ago a baby was born that glowed like the sun and that was the first quirk, since then It reached the point where more and more people were born with powers and 80 percent of the population had quirks, though younger people without quirks were very, very rare.
And those children who were Quirkless were often bullied.
"It's okay… I don't care…" said Ochaco.
"Really?" asked Izuku blushing.
"Really." Said Ochaco blushing a little.
That was when Izuku started to cry, tears poured out of his eyes like water falls.
"Don'/t' cry!" said Ochaco.
"I'm sorry… it's just you're the prison my age who doesn't hate me for being Quirkless…" cried Izuku.
"Really?" asked Ochaco looking like wanted to smack someone.
Izuku nodded.
She then hugged him, which made Izuku cry even more, though Ochaco knew it was out of joy and not sadness .
Once she stopped hugging him she did have a question.
"I know you're not supposed tell anyone. But did you at least tell your parents…" said Ochaco.
"Yeah… when I first met Setsuna she said to All Might that Nana told his guardians when he got the quirk so I should tell my mom…" said Izuku.
"What about your dad?" asked Ochaco.
"I don't want to talk about it…" muttered Izuku.
Ochaco figured he must have left the family upon finding out his son is Quirkless.
"That's a relief…" said Ochaco, "And even if we don't get into UA… you're not going to be alone anymore."
"Really?" asked Izuku wiping away his tears.
"Really…" said Ochaco.
Izuku smiled at her.
Though both of them had an odd feeling of déjà vu.
Of course they exchanged phone numbers.
Izuku knew he had to get back to his work out.
Ochaco watched him.
She couldn't help it.
At the same time Setsuna was on the phone with someone.
"You really found?" asked the person she was talking to.
"I did…" said Setsuna.
"How did you find her?" asked the person she was talking to.
"She met Izuku during his workout." Explained Setsuna.
The person who she was talking to giggled.
"Did they get off on the right foot or the wrong foot like last time?" asked the person she was talking to.
"The right foot this time." Said Setsuna, "The two hit it off immediately."
"That a relief." Sighed the person she was talking to, "Look back their tension the first time around…"
Setsuna laughed.
"No you've seen Izuku, this time around I think both of them would be very shy around each other…" said Setsuna.
"Still… Serenity and Mamoru… Usagi and Mamoru… they finally met again." Sighed the person she was talking to.
"Don't worry Luna… we'll make sure it doesn't happen again…" said Setsuna.
"The world is a different place;… but the enemy will return…" said the person she was talking to named Luna.
"When they show up we'll be better prepared than last time." Said Setsuna.
"I know… anyways I have some more stuff to plan… I swear Nezu just gives me extra work this time of year just to mess with me." Sighed Luna.
"I'm pretty sure he does…" replied Setsuna.
The call ended and Setsuna looked at Ochaco in her spot.
The world was a very defend than last time… and she could only hope them training to be heroes would help them against the enemy that should reappear…
And hopefully tine they would have the peace they needed…
Next Time: It's time for UA's Entrance Exam... what will happen... and what will happen when Izuku uses his new quirk for the first time... especially once he finds out a new ability from it... what will happen? Find out next time!
A/N: Okay... to clear some things... it's girls of 1-A only, if you want to write your own version with Kendo has Jupiter (as she would fit) go ahead, but not for this story... also I won't be saying who the Senshi are, aspect for Venus... I think we can all agree who MINAko was reincarnated as... I know it's obvious, but I had to...Also as mentioned Momo is one of them so guess who she! Either way I hope you enjoyed the first chapter...
Also Uranus and Neptune are going to be OCs... I have something fun planned for Uranus... so yeah...
