Shoto Todoroki overlooked the streets below him, keeping an eye out for any disturbances while he talked with Momo over the radio.

"Well assuming Zeus is set up somewhere in the city, there are only so many places he could hide. He has significant powers behind him and he would need a place large enough to house them. Most of those places we secured two years ago, so it's more likely he's set up a base in the mountains outside the city." Said Todoroki, tapping the railing in front of him with his fingers.

"You're probably right, Aizawa did say that we never did find all of the league's old bases. Assuming Zeus found one of them, he's probably got space and infrastructure already in place with which to make incursions into the city." Replied Momo.

"We'll need to get someone into our squad who can break down pre-erected defenses. Assuming it's a mountain base, it's already a natural fortress not to mention what sort of defenses the league installed before they pulled out of the region." He murmured thoughtfully.

"We don't need to worry about that." Said Momo.

Todoroki frowned, "Why do you say that?"

"Bakugo." Said Momo simply.

"Not to mention Kirishima will be there too. Between the two of them, I doubt there's a fortress on earth that could keep them out." He said nodding to himself.

"Even if they still couldn't, Ashido could just melt through it given enough time anyway. With Bakugo's squad acting as the vanguard and base breachers, we just need to focus on building our team to focus on combat and capture," replied Momo

"Any ideas on who we should recruit?"

"I was thinking about getting Jirou at the very least, maybe Kaminari if he's recovered enough." Said Momo.

"Jirou won't join if Kaminari can't, they'll probably show up for the reunion but that's about the best we can hope for I think." Said Todoroki.

They fell silent as they both thought about who else they might be able to convince to join them. Though as Todoroki was thinking he noticed a disturbance down a nearby street, people were running out of a building en masse. He held up his monocular and surveyed the area, "I got some kind of disturbance at block 33, checking it out," Then he jumped from his vantage point and jetted down towards the building.

As he got closer, he noticed some masked figures run out and hop into a black sedan and start to pelt down the street. He had to give them credit, they knew what they were doing. As he started pursuing them, two figures popped their heads and arms out of the back windows and leveled pistols at him.

He cursed and made ice armor around himself, slowing him down but stopping any bullets that hit their mark in their tracks. He couldn't risk anything big without hitting civilians or nearby establishments, he would have to get closer and take them down point-blank.

He started to gain as they ducked back into the vehicle when it became obvious bullets were useless. Then he noticed ahead of the vehicle in the middle of the street a figure was standing by itself. He cursed again and let loose a giant spurt of flame and even shot some ice out to his sides to slam into nearby buildings to give himself as much speed as possible. He knew though that it was useless, he'd never make it in time.

"Time for drastic measures then..." He thought and he prepared an ice lance in his right hand to shoot through the vehicle. Then to his shock, the figure started to run at the vehicle head-on. Both he and the villains were so surprised that both of them reacted slowly, Todoroki missed his chance to spear the vehicle, and the driver either didn't care too or forgot to veer out of the way of the individual in time.

Todoroki readied himself for the inevitable collision and horrible mess, but instead, the vehicle slammed into the figure, and instead of running him over, the figure had latched onto the front of the vehicle and was pushed backward as his feet slid across the blacktop. The vehicle slowed down dramatically and after a few seconds the vehicle stopped moving, but its tires continued to spin on the blacktop. Then the doors opened on all sides and the villains popped out and leveled what Todoroki recognized as assault rifles of some kind. They got a few shots off into the individual before Todoroki slammed into the ground and sent a streak of ice towards the villains which encased the vehicle and two of the villains instantly in ice. The third however dived to his right and avoided the blast. He got up and seeing the approaching threat of the figure that had failed to get run over, emptied a full clip into the person. The bullets however just pinged off of him as he casually walked up to the horrified villain, grabbed the gun out of his hands, snapped it in half, and then KO'd the villain in a single solid punch to the face.

"You probably broke the guy's jaw with that hit you know." Said Todoroki as he walked over.

"One of the bullets deflected off my teeth and now my tooth hurts. Hopefully getting his jaw fractured will teach him a lesson about aiming for a man's face." Replied Kirishima with a broad grin.

Todoroki gave small laugh "It's good to see you Kirishima, thanks for your help with the car. Though I nearly had a heart attack when you charged straight at it."

Kirishima gave a hearty laugh and slapped Todoroki on the back, "It was nothing man, glad to have helped!"

Todoroki was about to reply when they both heard a whine from above them and looked up just in time to see Momo coming in for a landing. They backed up a few paces and watched as she touched down.

"Kirishima! It's great to see you!" Said Momo excitedly and gave him a hug.

Kirishima laughed and returned the hug, "It's been forever since we all last saw each other, how have you two been?"

"We've been fine, just busy with the usual really. We took care of a small splinter cell up north a month back but that was the worst it got. The hard part has been agency management, small crime control, and work on helping on the rebuilding." Said Momo.

"We've been tired, the reunion is something I think we've all been needing for a while." Said Todoroki.

"But what about you? Where's Ashido, I'd have expected her to be with you." Asked Momo curiously.

"We split up about an hour ago, she went ahead to the H.A. to take care of living arrangements while it falls on me to meet up with the local agencies and get the latest. Well, that and stock up on anything we need for our stay. Honestly, I'm glad this little diversion popped up, I was getting bored just walking from place to place and talking. Though it beats the paperwork Mina is filling out" Said Kirishima with a shark-toothed smirk.

"Well, we'll leave you to it then, we need to care of the frozen guys and then wrap up our patrol for the day. We can all properly catch up at the residence later tonight, we should all be staying at the same location." Said Todoroki as he turned to head back over to the frozen criminals.

"Sound like a plan! I'll be sure to let Mina know. Great seeing you two!" Said Kirishima as he headed off to complete his task.

"We'll give you a call when we're done for the day." Said Momo. After getting a quirk affirmation from Kirishima, she turned and headed over to the car to start making cuffs she could use to bind the criminals when unfrozen while they waited for the police to arrive.


Ochako was stuck at the H.A., she had been putting off working on some paperwork for a bit now, and while she probably could have held off longer on it she didn't want it hanging over her head when the reunion was over.

The only upside was at the top of the pile, a folder that held detailed documents and reports on the Hunter, that had been delivered in the past 12 hours apparently. It was a pile of reports detailing observed events that the Hunter was a part of. The folder and reports had apparently been compiled by Nezu personally and then submitted to her for her to read over. She was hopeful that these might shed some light on the rationale behind his actions and how she might be able to use that against him. Nezu was a genius at putting things together and she had no doubt that his own report would be more in-depth and useful than what she had been given at the initial meeting by the H.A. Everyone else had likely had the same set of documents forwarded to them as well.

The earliest report dated back roughly three years ago to when the war was just starting. Stain had been reported leaving his current location and heading to another city, but he left with a second individual. More reports supported the idea that the Hunter had been taken under Stain's wing and was being mentored by him, though his apprentice never seemed to take part in Stain's purges. Instead, his apprentice would frequently attack and incapacitate villains. The reports just continued on in detailing events of individuals that were likely the Hunter. His wardrobe had undergone numerous iterations, from pieces of gear scavenged from his victims in his early appearances to matching sets of gear that could not be accurately traced. Eventually, he settled on his current assortment of gear which was likely purchased or stolen. Interestingly enough, his use of the katana was not observed until recently, this is what gave rise to the idea that he been professionally trained at some point as his manner of fighting with it did not line up correctly with the style displayed by Stain. His use of support gear used by hero's also started more recently, yet Nezu had noted in a separate document that no reports of thefts of either heroes or companies had occurred recently that could lead to the acquisition of support tech. Nezu, therefore, concluded that the tech he was using was either self-made (unlikely), taken from villains, or purchased on the black market, which would be more in line with his M.O.

That was the end of the reports, but another smaller folder inside the larger one included documents detailing reports of heroism conducted by the Hunter. On multiple occasions, the Hunter had intervened in confrontations between police and small gangs that un-deniably resulted in fewer police casualties. Other reports detailed the Hunter aiding emergency responders during moments of crisis. From leading firefighters to trapped individuals, or on one occasion, calling an ambulance for a victim of gang violence, while attending to her injuries.

Nezu noted that these events only started to occur after the war and after he had split from Stain to set up base in Mufustafu. He further speculated that removed from the influence and watching eye of Stain, the Hunter was able to act more freely and with greater mercy and kindness; these events of kindness and selflessness however were overshadowed by his brutal and crippling attacks on villains. Of which he seemed to harbor a vicious hatred of, much like Stains hate of Heroes. Of all the Hunters victims, most were badly injured, but some (like villains from the League who had eluded capture) were crippled for life and would never again pose a threat to society. Nezu noted on the final report of the large folder that the Hunters presence had contributed to the shrinking numbers of villainous activity in Mufustafu in the past few months. While unsavory elements continued to trickle into the city from other nearby cities, the rise of crime born from within had noticeably decreased. The local populace was largely unaware of his presence in the city as reports of violence amongst villains were not usually published, but it was clear that in the area's near the ruined sector, a sense of "fear and paranoia" had come over local residents and this feeling was starting to spread outward.

Nezu concluded that while the Hunters presence had helped in the short term, his actions were steadily starting to wear on the populace, and that continued ignoring of the Hunter would only serve to aid villains seeking to benefit from the spreading fear. Eventually, crime would start to increase again, and the Hunter would eventually be overwhelmed by the increase.

Ochako leaned back in her seat and let it all sink in. From everything she had read, the Hunter was for the most part the polar opposite of Stain. She found herself agreeing with Nezu from the briefing earlier in the week. It was likely that the Hunter would fight Stain rather than join him, but Ochako could think of multiple reasons why the Hunter would join instead. Yes, the Hunter would have to be brought in and alive if possible. While Vigilantism was illegal, it was clear from his actions in helping police and civilians that he deserved prison rather than death at the hands of police or heroes. He wasn't anywhere close to the psychopaths and inhuman monsters that had been a part of the League of Villains.

"Bastards," She thought.

Perhaps they could lay a trap for him using his predisposition to help police and civilians. An idea to pursue another time with other people, like Nezu or Tsukauchi.

She gathered up her paperwork and put it in a bin to be collected for organizing and processing, and grabbed the hefty folder on the Hunter and put it under her arm then walked out of her office.

She had gone only a single hallway towards the elevators when she turned a corner and nearly jumped out of her skin when she walked straight into the maniacally grinning face of Mina Ashido.

"Mina!" she exclaimed, overjoyed to see her friend for the first time in months.

"Ochako!" cried a grinning Ashido as she pounced for a hug.

Laughing and grinning she returned the hug, letting the folder float towards the ceiling.

After she had disentangled herself from Ashido's excitement-fueled, bone-crushing hug, she asked, "What are you doing here! No one was expecting you until Friday!"

"We managed to swing a few extra days off, so we decided to come a few days early to help set-up and catch-up. As for why I'm in the most boring place in Japan," Said Ashido with the most dramatic look of pain and indignation she could muster, "Kirishima told me it was my turn to do some paperwork! If I had known he would be this cruel after marrying him, I'd have never agreed to it!" She said, pouting.

Then her pout turned into a smile as she continued "But as I was finishing up my paperwork, Nezu popped his head in and told me where your office was! So I came here as soon as I was done!" she finished beaming.

Ochako smiled at her friend's infectious good-humored nature. It always amazed Ochako that Ashido's personality survived relatively untarnished by the war. She had made a very gloomy and depressing day at camp not only tolerable but some of the best times of the war; well, her and Kirishima both, whose natural optimism had only served to enhance and compliment Ashido's attempts as levity. They had been the emotional backbone of the class for the entirety of the war, and they all loved the two of them dearly for it. After that, it came as no surprise to anyone when they had eventually gotten engaged.

"Soooo... What were you doing alone and cooped up in your office all day?" asked Mina.

"Paperwork, I wanted to get it all out of the way before the reunion so I wouldn't have to do it afterward and risk spoiling my mood." She replied.

"I will never understand how you people can stand sitting in a chair all day and doing paperwork." Said Mina shaking her head, "This is why I have Kiri do all the paperwork instead!" she said brightly.

"What about you though, got any friends of the boy persuasion you'd like to share?" Asked Mina innocently, or as innocently as Mina got anyway.

Ochako immediately thought of Midoriya she felt herself flush just a tad. She dismissed it immediately though. While she and Midoriya had shared a rather intimate moment at the cemetery, she had no intentions of pursuing the acquaintanceship beyond that of being friends.

Ever keen eye'd though, Mina had spotted the split second of hesitation and the slight flush that came over Ochako. "So there is someone!" She all but squealed in delight. "You gotta tell me everything and I won't accept no for an answer!" She said, tapping her foot emphasis while leaning in very close to stare at Ochako with the giddiest and hungry expression Ochako had seen her friend make in a very long time.

She knew then, that just like Tsuyu, there would be no getting around the fact with Mina. So with a sigh, she proceeded to tell Mina everything, knowing full well that the knowledge would spread to the rest of class eventually, and mentally started bracing herself for the future.

While Ochako told Mina her story about Midoriya, they started down the hallway towards the elevators with the large folder floating lazily behind them. By the time they had reached the front doors of the H.A., she had finished her story.

Mina simply stared at her for a seconds mouth slightly agape, before squealing and hugging Ochako. "You finally got yourself a boyfriend! I'm so proud of you Ochako! I always thought you'd shrivel up and die alone in some old person's home!"

Ochako felt herself go red at both Mina's statement and the embarrassment of having Mina squealing and hugging her in public. "Thanks for the vote of confidence Mina, it means so much. But like I already told you, I'm not looking for that kind of relationship right now. Maybe in the future, but right now I just want to focus on the present." She said pulling Mina off of her.

Instead of rolling her eyes and sighing as Ochako had expected, however, Mina simply looked at her as if judging whether she believed her statement. Then Mina gave a smirk and simply said "Whatever you say Chako," while turning and skipping off down the street.
