Once Willow joined us, construction was able to start without a hitch. From that day on, Willow unilaterally decided that he was going to be my new butler and that his mission in life was to make mine easy. Plant Appraisal: which allowed him to evaluate the properties and characteristics of plants.

Soil Restoration: which allowed him to turn damaged and dry soil into fertile and healthy soil.

Fertile Rain: which allowed him to create especially fertilizing rain on a specific area.

Wide Area Temperature Control: which allowed him to control the temperature of an area of five kilometers.

This Unique Skill would help us to sow and harvest food once we created the necessary land. Having such a useful skill, I put Willow in charge of farming in our city. He seemed a bit disappointed that he couldn't spend all his time with me, but he accepted the job I gave him anyway.

Now that both the housing and food problems were in the process of being resolved, another problem arose. The clothes.

Autumn was approaching on the island, and soon after, it would be winter. Although some of my citizens had resistance to temperatures, not all of them did, so it was necessary to get clothing capable of keeping us warm during the coming winter. I traveled through the forest where Raziel directed me, and using Grigori to search for my prey, I followed his trail deeper into the forest until I found it. It was a giant spider, completely black, with eight red eyes that stared at me hungrily.

The spider attacked me, throwing its body at me as its front legs tried to stab my body. Feeling a bit ironic, I used "Universal Thread" to wrap his legs in super strong sticky thread. With its catchy legs, the spider's inertia sent it rolling across the floor to where I was. Next, I used Astaroth to possess her.

The skills I got from her were "Steel Thread" and "Poison Synthesis".

But it wasn't her skills that interested me at the time, it was her body. Once I was done possessing her, I went back to my Dark Elf form and used "Kin Maker" to create an egg. This one, like the previous one, was covered by a semi-transparent membrane which allowed me to see the baby of "Dark Spider" that was inside it.

Next, I used "Kin Maker" to create a soul for the spider, with all the knowledge I had gathered about fabrics, clothes, and textile confections.

Once I implanted the soul into the spider's body, the membrane disappeared, and my new creation spoke to me for the first time using "Thought Communication".

"Hello, Lord Rogan." – Said the spider with a feminine voice, while lowering her head.

"Do you know who I am and what I want?" – I asked.

"I do, my lord." - She answered.

"And you agree to help me and my city?" – I asked.

"Of course, my lord." – She answered again.

"Very well. From this moment on, you will be called Arachne." – I told her and felt how the magicules left me in the direction of the spider.

The light of evolution enveloped her, blinding me.

When the light of evolution completely disappeared, in front of me was a beautiful woman with black hair and pale skin. She had a very feminine body, full of sensual curves. But her former form could still be seen exposed on her body. To begin with, she had six arms as if she were some kind of Hindu goddess, but the most chilling thing was her eyes, which were made up of four pupils each.

I quickly took Arachne to the village and introduced her to everyone. Her skills would solve our clothing problem, especially her Unique Skill "Weaver" which consisted of the following sub-skills:

Analyze and Appraisal: which allowed her to analyze and evaluate things.

Specialized Thread: which allowed her to create specialized threads of different materials and properties like Sticky Thread and Steel Thread.

Thread Manipulation - which allowed her to manipulate the movement of her threads with her mind.

Pouch: which allowed her to store objects in a separate subspace.

In addition to being knowledgeable enough to create clothes with her own thread, she also had the Intrinsic Skill "Hatch" which would allow her to increase production by creating her own helpers. In the future, I would like to further increase our clothing production to trade with other countries.

In this way, the main needs of the city had been met. My delegation skills were truly remarkable!

My newly formed government of the future Kingdom of Avalon was organized as follows:

As King of the Kingdom of Avalon was me, the Demon King Rogan.

As the head of my Council, there was the Tuatha, who had the highest authority over the internal affairs of the kingdom, after me. Her authority could be momentarily taken in times of war.

At the moment, I was acting as Councilor for Foreign Affairs until I found someone more qualified for the position.

As Councilor for Legislation, there was Ruben, one of Tuatha's most trusted Dark Elves. All the laws that he created had to be reviewed and approved by me first.

As Councilor for Justice, there was Rize, another of Tuatha's trusted Dark Elves. He supervised the administration of justice in the kingdom, and acted as judge in criminal trials. If the crime was high treason or some other high-impact crime, then I would take his place.

As Councilor for Defense was Okimura. He had the ultimate authority for all matters during wartime, second only to me. Under his command were Brownen, as Head of Security for the Kingdom, and in times of war also Arthur as a pillar of our army.

As Councilor for Intelligence, there was Hiroka. At the moment, she was alone in her work, but I planned to give her some subordinates to train them in the art of espionage.

The functions of Councilor for Finance, for the time being, were carried out by Tuatha, until someone more suitable was found for the job.

As Councilor for Infrastructure was Arthur, only in peacetime. If he was busy, he could be supplanted by one of his subordinates.

As Councilor for Agriculture was Willow, with Anne as his assistant.

And as Councilor for Science and Development was Yoshi, with Dorian and Arachne as his subordinates at the moment.

The council met at least once a week to discuss any problems that arose and to give me a report on the progress of the city.

Weeks passed and the construction of the city advanced by leaps and bounds. The hospital, the dining room and the workshop were already finished and working. The castle was close to completion, so I tasked the build team with a couple of new projects. First, a large underground warehouse where Arachne and her helpers could produce and store enough fiber and clothing for the entire village. I even tasked Arachne with making a sample of her best creations to take with me on my next visit to Rimuru City, and see if the passing Kobolds were interested in trading with us as well. The other construction project I commissioned was a large dock connected to the city. Although sea travel was quite dangerous at the moment due to the monsters, if I found some way to get rid of them, the sea would be a good source of trade and food.

Finally, after six months of construction, Noah City, as it was named against my will, was finally complete. The city was made up of four districts:

Docking District, in the south of the city, which, as its name indicated, was formed by the port and the surrounding areas such as a berth, merchandise warehouses and bars, and inns for sailors. The port consisted of five large docks made of brick and cement, in which three ships were moored, two of them built by us using the first as a model.

Industrial District, in the east. In this district were the workshops of the city. Mainly Dorian's Workshop, Arachne's Textile Factory, an Alchemy Laboratory for Yoshi, and an Alcoholic Beverage Distillery run by Riannan and Mab. Dorian had managed to specialize enough that he could create his first Legendary-grade weapon. It seems that when Dorian found out that the sword, he had made for me had been destroyed by Granbell, he fell into a deep depression and locked himself in his workshop, and only came out after having created a new sword for me, much more powerful and resistant than the previous one. Arachne's creations, meanwhile, were now worn by all citizens and were very popular; the citizens even believed that they were from another world… little did they know how right they were. Yoshi had been experimenting, using his skills and knowledge to create potions and concoctions that would benefit the kingdom. The ones that surprised me the most were the elf girls. At first, when they asked me for a Beverage Distillery, I was a little hesitant, but after trying one of their wines, I fully agreed. Turns out it was one of the best wines I've ever tasted.

The city's Agricultural District was north of the city, on the border with the forest. It consisted of more than twenty crop fields, several silos for storage, and five fields for raising cattle. While Willow had devoted himself, body and soul, to sowing the fields using his skills, Anne had given herself the task of capturing and taming a herd of Bulldeers that we found on the island, now also providing milk, cheese and other products, to the city.

Finally, the Housing District, in which the houses, inns and the community dining room of the city were located. The dining room was run by a Dark Elf named Liann, who was the best cook we had on the island. Their desserts were especially delicious.

Asphalt and brick roads separated most of the neighborhoods into the districts and the entire city was built above a sewage system built by Arthur and his subordinates, which was in charge of transporting the waste to a building in which these wastes were converted in fertilizer.

And in the middle of all those districts, my castle sat. The grounds of the castle alone, were more than ten square kilometers, among which were several buildings in addition to the castle. The castle was, to say the least, gigantic. More than three square kilometers of turrets, walls and buildings made of white stone. More than fifty rooms with their respective bathrooms, a large reception room for foreign visitors, a ballroom, giant kitchens, and much more, as well as a large basement for my personal experiments. It was more space than I would ever need, so I forced all of my closest friends to live with me.

Now that everything was built, it was time to explore the rest of the island. I wondered what new adventures awaited me.
