It's not that Ayame is loud and boisterous and energetic and flamboyant and excessive. It's not that he's confusing and generally doesn't seem to understand other people's feelings and can therefore be hurtful. It's not that, Yuki knows, because Manabe is all of those things and they get along passably well.
It's because Manabe has never hurt him.
He does not expect anything worthwhile of Manabe. If he is a slacker, an annoying pest, an embarrassment, well, Yuki was not expecting anything better. He does not depend on Manabe.
And when Manabe suddenly does something that just for a moment is insightful, kind, or responsible, then Yuki is pleasantly taken aback.
But when he depended upon Ayame the most, his brother turned his back on him. He neglected him.
Manabe has a blank slate. Yuki knows nothing of him, expects nothing of him. But of Ayame, he knows only betrayal.
It's not that he could never accept Ayame. He simply cannot remove the blindfold of Ayame's mistakes.
