Hello there guys, UltimateDemonBeast65 with the next chapter of MVA: Symbiote's Justice! 102 follows, thank you guys so much! I honestly didn't think this would get so popular, but now let's answer some reviews:

Trux-Killer: That's an interesting idea, which we might explore later. As for Sleeper, you'll just have to wait and see.

Crossroads of Illusions: I wanted to do a scene that mirrored how Venom reacted to Cletus insulting Eddie as Venom is protective of him but tends to lash out and make the situation worse when doing so. As for eating Villains, only time will tell.

Taiwoeretan1: There will definitely be those who won't want him to leave or be free, I'll say that.

Digidestined0252: This is set within the multiverse that was set up by the MCU, to which I will at some point explain how the Sonyverse and MHAverse fit into the cosmology.

SpideyFan2001: Thank you for the wonderful feedback as always, mate! Glad to hear you're enjoying the story and my co-writer's OC Thundermane who will remain an important part of the narrative and to Eddie and Venom.

217: Any other symbiotes in the story will have unique traits and personalities, not just re-hashing ones from Venom, Riot or Carnage. Venom will become stronger, though he won't become immune to his symbiote weaknesses.

Angrypotatoe: Thanks mate, glad you're enjoying it

Gamzo: I understand, though Tsukauchi here will probably not be as close-minded and more level headed when dealing with Vigilantes.

With that out of the way, enjoy the chapter!

Several hundred miles from outside the city of Tokyo within a large forest range there landed something. It was large and metallic but seemed to look biological in form as well, being mostly jet black with vein like structures and lights surrounding the exterior and having what appeared to be windows or glass. This was a spacecraft, which started to open up like a ramp on a plane to which a humanoid shape walked out of the ship, revealed to be the black and green clad extraterrestrial known as Sleeper who looked at his surroundings carefully before placing two fingers on their head.

"I have arrived on Earth in the country where our visitor is the closest." Sleeper stated as they created a holographic display that was starting to pinpoint his target's location. "They have a host who is also from their universe, human but not of this Earth. I must observe their behaviour and movements to determine their threat level. Until that is done, we must limit Hive-Mind communication for I will evaluate this Klyntar myself…"

Sleeper then looked towards Tokyo in the distance, staring at it and knowing that his target was there.

"Let us see if this world is as beautiful as you told us, Father…"

Sleeper cracked his neck before his body started to morph and change. His body contorted and shifted into a more quadrupedal shape, his head became longer and wider and he grew another appendage out of his rear end. Sleeper then took off into the night, dashing through the woods and towards the capital of Japan.

Tsukauchi and All-Might had heard a lot of strange, outlandish and farfetched claims, stories and beliefs many times in the past. However, it was the story of Eddie Brock, a Vigilante who was seemingly both existent and non-existent at the same, that was quite perplexing and unbelievable even for a bunch of open-minded fellows like them to swallow.

"This is quite a lot to take in." All-Might sighed after remaining speechless for a few seconds.

"I agree, that is definitely one of the weirdest and outlandish claims I've seen people make." Tsukauchi said sceptically.

"Yeah well, I'm not exactly an expert on the subject…" Eddie said awkwardly with a shrug.

"You should have just let me explain, Eddie…" Venom said with a groan, embarrassed by his host's explanation.

"But I still can't say I'm convinced. What can you have to fully prove that you are from…another universe?" All-Might asked with a brow raised.

"Well I mean…" Eddie tried to explain, wanting to attempt to not resort to using Venom. "... How else do you explain me having no records or birth certificate? My license being from the 21st Century as well as being issued by a DMV that has no recollection of such here, not to mention…it looks authentic and not a forgery…how can someone erase their presence so much that they legally don't exist in this day and age…?"

"But you still have this license, which claims you were born in 1993 and was issued to you by a DMV who as you just said has no recollection of ever doing so." Tsukauchi objected. "Had you no form of identification on you, I'd be more inclined to believe your story, but you do, which leaves holes in your story and makes it sound more like you somehow paid someone off to erase all of your records and identification."

"D-Do I look like the kind of guy who can afford to have all of his personal information and records removed from government databases?" Eddie argued.

"You don't look like the kind of guy who eats people either, yet you have eaten two Villains since you got here." All-Might countered.

"Come on, man, don't make me do this…" Eddie muttered with a sigh.

"Are you threatening us?" Tsukauchi asked, narrowing his eyebrows.

"No! No, it's not that!" Eddie exclaimed.

"So then what is it then?" All-Might asked, becoming impatient.

Eddie sighed before he looked at the detective and Number 1 Hero.

"Alright pal, come on out but do even think about escaping or eating anyone else…" He said, loud enough for Tsukauchi and All-Might to hear.

"Who are you talking to, Mr. Brock?" Tsukauchi asked, concerned about their culprit's mental state. "Are you meant to be on medication or prescription?"

"Sometimes I wish I was…" Eddie replied as something black, flesh-like and oily started to form on his shoulder.

"What the?!" All-Might said in disbelief.

"Impossible!" Tsukauchi exclaimed, his eyes widened in shock and horror as the black mass and tendrils on Eddie's shoulder grew longer and weaved around each other.

"How are you using your Quirk with those cuffs on?!", All-Might exclaimed.

"I am no Quirk…" Venom retorted as the end of the helix shaped tendrils formed a face with large white pupiless eyes and rows of large razor sharp teeth that made a grin. "...I am Venom…and Eddie here is mine…"

"Did you have to say it like that…?" Eddie asked with a groan.

"Is your Quirk talking to us…?" Tsukauchi asked, visibly creeped out by Venom protruding out of Eddie like a snake or worm.

"Quirk?! You come and say that shit to my face, you Inspector Gadget reject!" Venom yelled angrily as he tried lunging at Tsukauchi only to be pulled and held back by Eddie.

"Hey, what did I say?! I let you out and you're already trying to bite people's faces off!" Eddie yelled angrily at the symbiote.

"One of the students I'm teaching has a Quirk similar to what Mr. Brock has.", All-Might said to Tsukauchi, "He can summon a sentient creature made from his own shadow and it's attached to his body. But I'm sure if the boy was wearing those cuffs, he still wouldn't be able to use it."

"I just told you I'm not a Quirk, Skeletor! Or are your ears as sunken and shrivelled as your eyes?!" Venom exclaimed before Eddie pulled him back again.

"I didn't want to bring him out, but I had to." Eddie explained awkwardly as he struggled to hold onto Venom. "These cuffs negate Quirks, but Venom isn't a Quirk…he's an alien…"

"First the other universe story, and now this?" Tsukauchi said, facepalming himself.

"Does being able to move and transform with the cuffs not count for anything? You should learn to expand your mind, for there are countless life forms across all universes…" Venom said as he calmed down and now simply floated around Eddie, coiling around him like a snake.

"Parallel universes are theoretical at best." Tsukauchi argued. "We've yet to discover any signs of life or planes of existence outside the observable universe."

"Because you spent most of your time focusing on Heroes and Quirks, you made advancement in science and technology to accommodate a superhuman society and this made you close-minded, you stopped caring about what was beyond the stars." Eddie said, quite boldly without hesitation.

"I suppose you have a point there Mr. Brock.", All-Might acknowledged as he put a hand to his chin. "I can't help but accept what's in front of me, that your power comes not from a Quirk but from an alien life form…"

"If this creature can still be active even with those cuffs on Mr. Brock then I guess I have no choice but to believe your claims." Tsukauchi said with a sigh. "But even so, the Hero Public Safety Commission probably won't buy your story and you still broke the law by killing and eating those Villains."

"I am a predator! I must eat in order to survive, and my kind must eat living flesh and brains or we die!" Venom protested angrily.

"He would have been eating more than just Villains if I hadn't curved his attitudes towards humans and Earth." Eddie explained. "I was making him eat live chickens for a few months…"

"Because you didn't want to be the Lethal Protector anymore, Eddie!" Venom retorted. "But now, we are and so we must eat bad guys to protect the innocent!"

"Lethal Protector, that's seriously what you call yourselves?" Tsukauchi asked, scratching his head.

"He came up with it, but I just decided to roll with it, given what we've been through." Eddie replied. "And now when I thought the only problem was running from the authorities after you just saved the city I got whisked away to this universe of yours…"

"Mr. Brock, I can see that despite the methods you share with Venom, you are not a bad person.", All-Might stated, "As for Venom, while I do understand on why you need to eat people in order to survive, it's still a crime to murder and eat people regardless of your situation."

"If your story is indeed true, then unfortunately we are in quite the pickle." Tsukauchi said, stroking his chin. "Even though we've made great advancements in technology and science we of course don't possess the ability to breach other universes let alone travel through space."

"So long story short, our situation is kinda…" Eddie mumbled.

"Shit? Fucked?" Venom suggested.

"Either or…" Eddie said with a sigh. "If we can't go back to our Earth and if we're branded a criminal on this Earth, what else can we do? We're not even the strongest guy on the planet anymore…"

"I wish there was more I could do, but my hands are tied concerning this situation…" Tsukauchi said with a sigh.

"I wasn't going to say anything but why are we being watched by a talking rodent on two legs?!" Venom asked, surprising both Tsukauchi and All-Might.

"How can you see him behind there? Is that a part of your power as well?" All-Might asked.

"Not before, but he learned how to see and hear through walls." Eddie replied sheepishly. "I don't know, I'm still learning more and more about these symbiotes…"

"Symbiotes? So Venom here is a symbiotic organism that is mutually beneficial to both of your needs." Tsukauchi said with a nod.

"Well when he wants to be…" Eddie snarked.

"I kept you alive, didn't I?" Venom said in a grumpy tone.

"Alright, I think I might have an idea to get you out of this predicament.", All-Might said and looked at the one-way window, "Principal Nezu, could you come in here with us?"

Nezu then exited the viewing room and soon made it inside the interrogation room.

"That rodent is wearing clothes and shoes!" Venom exclaimed bluntly.

"While Quirks are primarily something exhibited in humans, there are rare cases of animals developing a Quirk." Tsukauchi explained.

"For me, my Quirk grants me human-like cognitive functions and hyper intelligence." Nezu said as he looked at Eddie and Venom. "Both of you are a long way from home, aren't you? Stranded in our universe of superpowers."

"It seems so…" Eddie said with a shrug.

"Mr. Brock, this is Principal Nezu, head of U.A. High School.", All-Might said.

"That's that fancy Hero school we heard about from the news, where they train to be Heroes?" Eddie asked.

"That is correct, at U.A. we strive to create the Heroes of the next generation in an effort to protect the country and the world from Villains." Nezu explained. "My blonde colleague here is a teacher at the school."

"Principal, I brought you in because I was wondering if maybe it was time to bring forth your proposal to the Commission, given Mr. Brock's situation." All-Might said.

"Proposal? What proposal?" Tsukauchi asked, confused.

"The U.A. Redemption Program." Nezu explained. "It is a project I have been working on for a couple of years, a method of allowing Villains and Vigilantes the chance to either work off their debts to the government or become officially licensed Heroes. You can call it U.A.R.P. for short."

"Uarp?" Eddie and All-Might said, raising a brow at that acronym.

"Are you sure that the Commission will approve of it though? Mr. Brock has no information or valid identification in our world, making him an illegal alien in both the figurative and literal sense." Tsukauchi said.

"Not to mention Venom's appetite for living humans…" All-Might added with a sigh.

"They'd throw me in a maximum security prison and throw this black blob into Area 51 if they saw I was harbouring an alien, huh?" Eddie asked.

"Area 51 was closed down back in 2046 when too many people were starting to be born with Quirks." Tsukauchi said.

"That's what they want you to believe! It's Area 51, man! They wouldn't have stopped their secret UFO projects just because the world got superpowers!" Venom hissed.

"For a symbiotic alien, you sure act and sound like a human." All-Might sighed, "But please, let's get back on to the matter at hand."

"While we could try and create a cover story, it most likely wouldn't work given Mr. Brock has no trace or records of his life here." Nezu explained. "Besides, I don't believe you'd want to lie about your origins if it risks you being thrown in prison."

"What….what if there was a way to get Venom to stop eating people?" Tsukauchi suggested. "Maybe it's not the brain, but rather a chemical inside of it that his species has to consume."

Eddie snapped his fingers, remembering what his symbiotic companion told him.

"Phenethylamine!" Eddie and Venom said in unison.

"Phene-what now? What is that exactly?" All-Might asked as he then turned to Tsukauchi and Nezu, "Do either of you know what they are talking about?"

"Sounds like someone forgot their psychology classes back when they were in the U.A." Nezu said with a giggle.

"Phenethylamine is a chemical compound that acts as a stimulant that alters a person's mood and emotional state." Tsukauchi said. "There are scientists who have tried to turn the compound into a medication for depression, weight loss and athletic performance but currently it hasn't worked out that well."

"Judging from your reactions, Phenethylamine is what Venom's species needs to survive, is that correct?" Nezu asked Eddie and Venom.

"Yes!" Both the host and symbiote replied.

"Where would we get this from? And how much is this stuff going to cost?" All-Might asked.

"Thankfully that's the easy part." Eddie replied.

"Quite right, Mr. Brock, Phenethylamine can actually be found in common places." Nezu explained. "Given that Venom goes for the brain and the chemical being spoken about in psychology, Phenethylamine is a naturally occurring compound inside the brain, the most potent and fresh source to be precise."

"It makes sense why he would only eat living creatures given that something that's dead wouldn't produce Phenethylamine anymore." Tsukauchi added. "But there are other sources, like nuts, chocolate and vinegar."

"It's that common?" All-Might asked, surprised.

"You'd be surprised by all of the shit that your food has in it, especially processed food!" Venom retorted with a laugh.

"Way to make us sound incompetent when it comes to our own food…" Tsukauchi said awkwardly.

"But like, maybe if I just get some nuts and chocolate he'll be able to survive and not have a craving for brains anymore…" Eddie said, awkwardly scratching his head.

"No! I only eat chocolate from Mrs. Chen's shop!" Venom yelled, sounding like a fussy child.

"Yeah well, hate to break it to you, pal, but there is no Mrs. Chen or her shop in this universe! So you need to suck it up and become a vegetarian while we're still here!" Eddie shouted at Venom.

All-Might and Tsukauchi looked at one another, giving each other awkward and uncomfortable looks.

"It's like a parent trying to make his kid eat vegetables…" Tsukauchi commented.

"Indeed…", All-Might said.

"I know you are no doubt used to and prefer eating human brains or confectionaries from a favourite shop of yours, Venom, but you are a symbiote and therefore need to adapt in order to survive." Nezu explained. "Cooperate with us, and you have my word that I will search for a way to get you both back to your universe."

"How? Your Earth isn't that advanced, Inspector Gadget over here said so himself." Eddie argued.

"Seriously? You too?" Tsukauchi said with a sigh.

"Maybe not on the surface, but I have connections from my past that might be developing the inter-dimensional technology that you seek." Nezu replied. "My time as a lab experiment revealed just how secretive mankind truly is when it comes to what they know about life and the universe."

"So there might be some sort of Life Foundation-like organisation out there…" Eddie said, nodding a few times. "Yeah, yeah, maybe this could work…"

"So do you think that you can help us out? If we get the principal's plan approved then you won't end up behind bars and your space blob won't be sent off to be experimented on." All-Might said.

"Well, pal? Can I count on you to do this with me?" Eddie asked Venom, who looked away from his host like an upset child.

Venom looked back at Eddie before looking at the others before letting out a frustrated growl.

"Fine! Fine, I'll do it! But you owe me when we get back to our universe, Eddie!" Venom exclaimed.

"Thank you, Mr. Brock." Nezu said, bowing to Eddie and Venom.

All-Might and Tsukauchi also bow to the alternate universe visitors while Eddie just awkwardly scratches his head.

"This is going to suck, Eddie, but if we have to do this for survival, then so be it. I am not dying in another universe." Venom said before he retracted himself back into Eddie, disappearing from their sight.

"You and me both, buddy, you and me both…" Eddie said before looking at Tsukauchi. "Can't you remove these cuffs now? They're redundant now anyway."

The city of Esuha, a thriving part of the Kansai region known for having quite a busy and profitable marketplace with the Number 58 Hero Fat Gum and his agency watching over the city when Villains caused trouble. Esuha was also a popular place for the drug Trigger, with many dealers operating in the shadows from there which has made Fat Gum's Hero work a lot more difficult. In the marketplace there was a young girl, blonde hair done up into buns wearing a schoolgirl uniform with yellow eyes that had slit pupils like a snake. Her name was Himiko Toga, and though at first glance she looked like a cute young girl, deep down Toga was a sadistic killer with a taste for blood.

Toga however was not feeling like herself completely. Her body was sweating profusely, and her heart was beating quite fast as he did her best to try and remain calm as she darted her eyes around the marketplace, smelling the air around her as what she felt was an intense feeling of hunger.

"Damn it…why am I so hungry all of a sudden…I just ate an hour ago and yet my stomach and throat are killing me…" Toga said before she spotted a young man nearby which made her heart pound faster.

With a half-hearted grin Toga then tailed the young man, fighting this urge that was enveloping her senses to just pounce at her target and tear them open in front of all these people. But Toga was smart and stealthy, she killed only when she could get away with it and when others weren't looking. Toga however stopped in place when her stomach growled loudly, making her blush as nearby people turned to look at the supposedly cute and innocent girl.

"Are you okay, miss?" One of the bystanders asked Toga.

"Do you need to see a doctor or something?" Another bystander asked.

"N-No…" Toga replied, holding her hands up. "...I'm just….hungry…."

The bystanders were confused by her response and fatigued speech but they shrugged and went back to their business as usual while the blood-drinking schoolgirl stayed on her target's tail. Toga saw her target was then taking a left turn into one of the less occupied streets of Esuha, which piqued the girl's curiosity as well as her hunger.

"Now why oh why would this guy be sneaking off when all of the fun is happening back at the marketplace~?" Toga said to herself as she grinned sheepishly before moving forward.

The young man from before looked to his left and right before looking behind him, spotting no one in the process. He then took off a coat he was wearing, revealing a tattoo on his arm that appeared to be a skull submerged in acid, something that Toga spotted from where she was standing.

"Trigger dealer…" Toga remarked before grasping her head as the sensation and hunger was growing stronger. "Get it together, Toga…we'll feed soon, real soon…"

The young Trigger dealer then reached for something in a pile of trash nearby, to which he pulled out a briefcase and then quickly moved over to the opposite street, where a group of young people, most likely thugs and junkies, were waiting for him.

"Were any of you followed?" The dealer asked in a serious tone.

"No, sir. I made sure of it.", one of the thugs replied.

"Nope.", another said.

The dealer let out a sigh of relief.

"You have no idea how hard it's been, ever since Fat Gum and his Sidekicks have been cracking down on so many Trigger deals. Now where's my money?"

Each of the thugs in the group then went up to the lead dealer and handed him the money. The dealer grabbed the money frantically before counting it up.

"This everything?" He asked as he kept counting. "My boss doesn't like it when clients underpay."

"Chill man, we know how this shit goes." One of the junkies replied. "No way we'd be caught underpaying the Drowning Acid gang."

"Well, it looks like it checks out." The dealer said as he put the money away and presented them with a briefcase that he slowly opened up.

Inside the briefcase were several vials containing a red liquid with a seal lid. Suffice to say, the junkies and thugs present were awestruck or excited to see it.

"Freshly brewed Trigger." The dealer said. "Enough to turn a bunch of street punks into a dreadnought army. Though I'd be careful not to have too much of a dose of this strain."

"Hell yeah…", one of the thugs said.

"With this, we can finally kill those trespassing scum!" One junkie shouted.

"Keep your voice down, dumbass." The dealer said, drawing his pistol from his belt. "Do you want to bring that fat bastard and his sidekicks down on us?"

Toga had gotten much closer, though she was still far enough away to not be stopped. As she got closer and closer, her instincts were screaming and aching for her to try and attack, to try and catch her prey.

"Can we take them now or…?", a junkie asked, trying to take the vials.

"Hold it…" One of the thugs said as they darted their eyes around the area. "Anyone hear that?"

"What is it?", another thug asked.

"Sounds like….crying…?" Another one said.

The dealer closed his briefcase and drew his pistol again and went to go and take a look.

"Should we go with him?", the eager junkie asked while eyeing the briefcase.

"I think he'll be fine.", one of the thugs replied, "Will probably tell whoever that is to go somewhere else. I dunno, but it's not that big of a deal."

The dealer could hear the crying sound much louder now as he felt he was getting close. As soon as he heard the crying again he drew his pistol in the direction of the noise but saw what he believed was a young schoolgirl in a pile of trash and rubble. She sounded like she was in distress.

"Hey, what are you doing here? This isn't the place for a girl like yourself…" The dealer said as he walked closer with his pistol traded on her.

The girl seemed to keep crying as she got closer and closer.

"Look, I don't have time for this shit, girl, so I suggest you go back to the marketplace…" The dealer as he was close enough to touch her. "Hey come, I don't have time for this sh-"

The girl then leaped onto the dealer and plunged her knife into his shoulder, causing him to fire his pistol frantically as he fell over. The girl, who was actually Toga, took her knife and kept violently and rapidly stabbing at his body, mainly his neck and torso. Her eyes dilated, and she thrusted and swung her arms like a wild animal as she stabbed the now screaming dealer to death.

"What the hell is going on over there?!", a thug asked as he and the others heard the dealer's screams, ready to use their Quirks as they cautiously walked over to the source of the violent noises.

Toga began to frantically clamp down on the dealer's wounds and drank his blood, rapidly slurping and sucking it up like a predator or scavenger feasting on another animal. She switched to another wound and began drinking blood out of it too.

"What's gotten into me? The more I drink, the more I want!" Toga thought as she went to the next wound for another round.

A couple of thugs then turned the corner in horror, seeing a schoolgirl drinking blood from the dealer who was mangled and had large open wounds around his body.

"Eww, what the fuck?! This girl is a fucking vampire or some shit!" A junkie yelled terrified.

One of the thugs had made metal spikes grow from his knuckles before running towards Toga and tried to stab her in the stomach. And another that was closer to Toga took out his knife and stretched his arm out to try and slash at her. Toga intercepted the man's stretched arm, grabbing it and then plunged her own knife into their wrist before proceeding to tear their hand clean off, spraying blood in her face before she dodged the other man's metal spikes' attack and threw the severed hand of his ally at his face.

The thug was blinded by the blood from the hand while the hand also hit him in the face, while the other thug retracted his arm and screamed as he felt the immense pain of his hand being chopped off. The eager junkie, who was now furious at the fact he won't get his vial of Trigger, stepped up while pushing the amputated thug away and exhaled a breath of frost and icicles at Toga. Toga however dodged the cold breath with a hop and a skip before she took out another knife from her cardigan and threw it at the junkie's chest.

"Shit! That was close to piercing my lung!", the junkie thought frantically as he then inhaled and took in a deep breath before exhaling another barrage of ice, "Damn her for messing with our business!"

Meanwhile, two of the other thugs moved up and tried to attack Toga, one trying to kick her using a large blade that grew out of each of his shoes and the other was trying to hit her with his metal fists. Toga dodged the both of them as she brandished her blood soaked knife and proceeded to ram it through one of the thugs' skulls, spraying their blood all over Toga's face, which she took the opportunity to drink and swallow any that got near her mouth. She took the knife out of the now dead thug's head and licked the blood off the blade before she turned towards one of the others.

"You'll pay for this, you bitch!", the angry junkie yelled as he shot more icicles out of his breath, shoving the metal fisted thug aside.

"There's something seriously wrong with that guy!", the metal fisted thug thought as he stood back up and waited to attack Toga after the junkie.

Toga weaved around the icicles before she lunged at the junkie as she plunged her knife into him before pulling it out and sliced across their neck. The frost-breathing junkie put a hand over his neck while trying to desperately unleash a cold breath on Toga but he only ended up coughing out blood and collapsed to his side. The metal fist thug then quickly took his opening and tried to punch Toga. Toga was sent flying into a nearby wall by the thug's metallic punch, causing her to cough out some of the blood she drank.

"Damn it, I thought I could dodge that…" Toga said as she tried to stand back up.

The thug that was blinded by the blood earlier started to drag the wounded junkie away from the fight, while the amputated thug picked up a broken pipe and extended his other arm to hit Toga. And the metal fisted thug ran up to her and went for another punch, but this time he aimed for her head. Suddenly, something long and thin shot out of Toga's body and pierced the metal fisted thug in the chest while Toga's body was pushed forward by something to avoid the pipe. Each of the low level criminals saw what looked to be a red tentacle that was impaled through the thug before it then retracted back into her and tore through his chest cavity as blood spilled out like a leaked pipe or cracked rock. The metal fisted thug kneeled to the ground as he was unable to stand up and all that could be left from his mouth was blood and grunts of pain, feeling the effects of the hole in his chest.

"What the fuck was that?!", the amputated thug exclaimed in horror of what just happened to the other thug and retracted his arm. He wanted to run away but he was taken aback so much that it's like his feet are stuck to the ground.

"Die!", the other junkie that stood behind the others yelled while shooting his gun at Toga.

However, Toga swiftly dodged the shot before she lunged at the junkie with her knife, which transformed into a red blade which was rammed through their neck, oozing blood that Toga drank up. After that happened, the amputated thug had finally built up enough courage to turn around and sprint further into the alleyway, dropping the pipe he held. However, he then fell to the ground as one of his legs was sliced clean off by a red sickle shaped appendage, spraying blood onto the dirt and gravel. He screamed in pain and was terrified as he turned his head around to see the stretched red sickle come from Toga. Refocusing on his own escape, he quickly stretched his arm upwards and grabbed onto a nearby ledge, lifting himself up to try and get away by going to the rooftops.

Toga was about to go and chase after the thug, but she then collapsed onto her knees as her body felt overwhelmed, her heart was racing and the desire to feed was huge. Though she grasped her head in pain, trying her best to not faint.

"Heh….hehehehehe…hahahahahahaa…HAHAHAHAHAHAHAHAAA!" Toga's laughter was high-pitched and loud, though her voice started to distort and shift almost as if she was possessed by a demon.

The Hero Public Safety Commission, the organisation responsible for legalising the use of Quirks for crime fighting and law enforcement. The HPSC approves and sanctions Hero licenses that many young Heroes in training will receive should they pass the Provisional Hero License Exam and meet their expectations. Though they are mainly seen as a force for good and help Pro Heroes in the world of law, they have been known to take rather dubious or outright amoral actions to preserve their existence, something that few see as cowardly or paranoid on their part. Nezu and All-Might had arrived at the main building of the HPSC in Tokyo where they pleaded their case for the U.A.R.P. to be approved and to have Eddie and Venom be the test trial for the program.

"Nezu, do you realise what you are saying?" One of the Commission officials asked.

"I am well aware of what I am speaking of." Nezu replied.

"You believe the Vigilante's story about him being from another universe and being host to an alien life form that gives him his powers?" Another official asked sceptically.

"The powers he has displayed bypass the cuffs used to negate Quirks, even dampening some Mutation Quirks as well. From our perspective, Mr. Brock has a Transformation Quirk, something that should be negated by the cuffs, and yet it manifested despite him wearing them. You can look at the footage from the interrogation room and clearly see this." Nezu explained.

"Maybe the cuffs were faulty." One of the officials suggested.

"You're accusing law enforcement of using faulty equipment when dealing with a supposed dangerous individual, sir?" Nezu asked. "Plenty of people can testify that those cuffs were quite operational, Detective Tsukauchi even removed the cuffs from Mr. Brock and placed them on one of his officers. Their Quirk was instantly nullified."

"Then wouldn't this be even more of a risk? Especially given how they have eaten two Villains since they arrived here." A female official said with a stern look.

"The alien lifeform's primary diet is composed of the compound Phenethylamine which though it's more potent in living creatures is in various foods which can be used to ensure the creature survives and doesn't develop the urge to feed on the living." Nezu explained. "Furthermore, I have the full support and permission of both Mr. Brock and the alien creature should this program be approved to compromise with this new diet."

"Of all the Villains and Vigilantes in Japan, why this man-eating foreigner?" Another one of the officials asked.

"Because that man-eating foreigner as you put it has nothing in this world, and if anyone deserved to be free and to have the chance to write his wrongs, it's Mr. Brock." Nezu replied. "You once believed I couldn't be trusted to run a school due to my past as a test subject in which you believed I would use my Quirk to try and enact vengeance upon humanity for my torture. But I have become an ally of mankind and understand that not every human is a monster and that I was not your enemy. I beg of you, Hero Public Safety Commission, don't let this man become our enemy too."

The Commission officials then began to speak amongst each other while Nezu then looked to All-Might.

"You've been awfully quiet since we arrived. What is on your mind, All-Might?"

"O-Oh, nothing much!" All-Might replied before looking up to everyone else. "I just didn't think we would be telling the Commission the whole truth."

"Any cover story or half-truths would make them less inclined to approve the program." Nezu explained. "Remember that it was once thought that animals could not have Quirks, but then I was born and it changed how mankind understood the phenomenon. So maybe it's time we accept the fact that there exists life beyond our world, beyond our universe…"

"Nezu, upon further discussion we have elected to de-"

"You are approved." A female voice said, gaining the attention of the officials and Nezu.

The voice belonged to a middle aged woman with ash blonde hair in a business suit, making the room fall silent in her presence. She was the President of the Hero Public Safety Commission.

"Ma'am?" One of the officials said shocked.

"Surely you can't be serious about approving this." Another official said in disbelief.

"Though I may not know the complete story, what I do understand from Nezu's findings is that we are not alone in this universe, let alone the only universe in existence." The Commission President explained. "Imagine if we were to face a scenario in which a threat from beyond this planet arrives and the Pro Heroes are unable or unprepared for the incoming invasion. Mr. Brock may indeed not pose a threat to our world, but the same cannot be said for the alien lifeform inside him. Putting him in Tartarus Prison with a power that can bypass technology designed to nullify Quirks would run the risk of leading to a prison break, and I believe none of us wish to see the world's most dangerous Villains free again. But if Nezu's program can allow him and in turn the Commission a chance to observe Mr. Brock, then we can deduce the limitations and weaknesses of the alien inside him."

"Madam President, I can assure you that Mr. Brock and the alien lifeform in question are no danger to us or our world, they have willingly agreed to this program as well as changing their dietary lifestyle to ensure they do not eat anyone else." Nezu explained.

"But what if they are? Or rather what if their presence creates an even greater threat? I will not risk the lives of Pro Heroes and U.A. staff and students unless we have a contingency should the situation demand it." The Commission President stated. "Your program will be approved, Nezu, but on the condition that you will report back to us each week on Mr. Brock's actions and behaviour. Do we have an understanding?"

Nezu was about to say more but then he looked to the ground with a sigh before answering her.

"As you wish, Ma'am."

"Good, you are dismissed. Mr. Brock is now in your custody, do not let us down, Nezu." The Commission President said.

"Of course, Madam President." Nezu said, as he bowed to the Commission President before he and All-Might left the building.

"I'm not sure how to feel on reporting back to the Commission for this.", All-Might sighed.

"I don't like this either, All-Might, but sometimes we have to compromise in order to achieve our goals." Nezu said. "We will do our best to try and make sure the Commission can't brand him the enemy."

"Do you think it's possible that there is a way we can send the two back home?" All-Might asked.

"I do, I already have several leads in that regard." Nezu replied. "Which is why the Commission doesn't need to know about our plan to send Mr. Brock and Venom home. They're outsiders, both on this planet and universe, they deserve to be back where they belong. Wouldn't you agree?"

"Yes, sir." All-Might replied. "No one should have the right to keep you somewhere so far away from your home, especially if you're not even from this universe."

"Spoken like a true Symbol of Peace." Nezu said with a smile as they got into their car. "Let's head back to Hosu Police Station and tell Detective Tsukauchi and Mr. Brock the good news."

"And what about the bad news? We're going to tell them about that part of the deal, right?" All-Might asked with a brow raised.

"Of course, All-Might, no point in hiding the truth from them." Nezu said as All-Might started the car and quickly but safely drove back to Hosu City.

Did you enjoy the chapter? If so, please favourite and follow the story and give me your feedback! Now I will explain some of my choices and decisions in the chapter:

So why Eddie, Venom, Nezu and the others have been truthful rather than try and come up with cover stories or lies is because it doesn't really help their case given that to this world he's a foreigner with no personal information or records to tie him to anything or anyone.

The idea with the U.A. Redemption Program is indeed an excuse to get Eddie and Venom out of the slammer and so he can interact with people from U.A. too.

If there are parts of the story you guys don't understand, feel free to ask me questions in the reviews.

If that is all, then I will see you guys next chapter! MVA: Symbiote's Justice, Lethal Protectors away!
