Beyond the Political arena in both her overlord Galactic territory and in her Galactic territory territories Qetesh* has appointed after a few months they arrived Akila*(with much controversy within her own small Galactic dominion territory within Camulus's wider Galactic territory.) as 1 of her Galactic territory's chief scientists. After being appointed Akila with access to the resources of Qetesh Galactic territory she needed she was able to recreate the formula of Tretonin and began to try on a massive scale to create a massive amount of Tretonin and store it in a top secret location for Qetesh's Jaffa to use in the future to use to replace the need for them to use Goa'uld Symbiotes; She has with permission from Qetesh decided to make side trips to earth over the years to secretly find and recruit some willing scientists(that specialized in some areas like Physics, Chemistry, Biology, Botany, Geology and Mineralogy among other fields of study.), engineers, Miners, construction workers, Mineral Processing workers among other important infrastructure jobs that are willing to travel to a new world to expand their learn and experiences. She has as well along with her side trips to Earth to recruit scientists, engineers, Miners, construction workers, Mineral Processing workers among other important infrastructure jobs to try to recruit some retired experienced Military officers to help Maibe* retain their Jaffa forces in how to fight with the new Modify Goa'uld weaponry or Grand new weaponry to show them how to use it; As well new tactics and strategies to fight both on the small scale and Massive Galactic Scale.
Over the years of her side trips to earth she was able to recruit roughly 330 willing scientists in various areas of science to help her in developing scientific research institutions help in improving their civilians lives; As well to teach her to teach them how to use advanced Goa'uld Technology(specialize highly advanced Goa'uld sensors to use to discover high rare Galactic elements.) and of new elements(like Naquadah(and its Alternate forms.) and Trinium.) that aren't on earth. She introduced them to a few new Galactic elements: Naquadah(and its Alternate forms.) and Trinium; As well on how to find them in the Galaxy for them to mine and refine for them to use; She told her follow scientists that the New Galactic Element Naquadah is a rare element to find in the Universe. She as well told them that the element Trinium is a lightly rare in the universe but not as rare as the Galactic Element: Naquadah.
Over the years since Akila was able to recruit roughly 330 willing scientists in various areas of science, they have been able with some funding from Vala's Galactic Dominion Territory's Central government; As well with the each of the planetary leaders on the planet with their cooperate after explaining what they were doing have been able to set up on each planet 4 different schools of scientific institutions with 4 levels of scientific research and develop. The 4 levels of scientific research and develop where that of Elementary school, Middle school, high school and college; They told planetary leaders on each planet the 4 level of scientific and develop was optional for their civilians to take. Samantha Carter ordered each of her 330 scientists in various areas of science that they would need outside of helping her modify or developing new Goa'uld Civilian and Military Technology; As well with them having access to the highly advanced technological resources that needed to do their own research and develop on their own projects that they would need to spend at least 28 hours a week to travel to all of the planets within Qetesh's Galactic Dominion Territory to teach the Populous the basics of a scientific and literate education to have a basic understanding of what is going on around them.
She has as well along with her side trips to earth to recruit a total of 27,225 engineers, Miners, construction workers, Mineral Processing workers among other important infrastructure jobs to help her in developing 'Modern' Infrastructure to support both their civilian and Military industrial complexes help in improving their civilians lives; Over the next few years with all the engineers, Miners, construction workers, Mineral Processing workers among other important infrastructure jobs have been able to develop a minimal amount of both Civilian and Military industrial complexes as of Mid-1997; They have been able to construct on each of the Planets within Qetesh's Galactic Dominion territory a few 'Modern' Metal work Production factories, Lumberyards along with other woodwork facilities; As well construct several other Production facilities that produced different materials for both their Civilians and Military forces to use. Both Qetesh, Raziya* and Akila have been seeing with all this industrial infrastructure and facilities that both the Populous and Military support for her their ideas of a new Galactic government is spreading quickly across her Galactic Dominion territory; They have as well have in fact been hearing and seeing from their spies intelligence reports from the other underling Goa'uld Systems that even with their Galactic Dominion Territory's minimal amount of both Civilian and Military industrial complexes that they are according to their intelligence reports that they are outproducing all of the underling Goa'uld system lords and their Galactic territories; They have even as well have been hearing from their spies that even Camulus's neighboring fellow System lords and underling Goa'uld system lords are jealous at their rapid economy growth; After a few visits and meetings with her overlord and master Camulus of her Galactic dominion territory's economic growth Qetesh found out that he has been have Galactic Political Headaches from her Galactic dominion territory's economic growth forcing him to engage more into Politics with his fellow system lords to not have him attack him and his Galactic territory at least not yet until he is ready.
After recruiting some engineers, Miners, construction workers, Mineral Processing workers among other important infrastructure jobs to help her in developing 'Modern' Infrastructure to support both their civilian and Military industrial complexes help in improving their civilians lives Qetesh decided to use her Galactic executive Political Powers in Galactic affairs to develop more of her Galactic Dominion territory Galactic national Military industrial complexes further territorial expansion in the future; Both Qetesh, Raziya, Akila and Maibe have decided that now that they have some moderately and highly skilled engineers, scientists and other military leaders to use a little over 1/2(25 Ha'taks) of Qetesh's Galactic Dominion territory defense fleets* to use as building materials to construction secretly 4 massive Galactic shipyards and a massive Death Gilder and Al'kesh factory on Kahf Jabali Ghani; Both Akila and some of her engineers and scientists told Qetesh that estimated completion time for the completion of the 4 massive Galactic shipyards and a massive Death Gilder and Al'kesh factory would take 2 years of around the clock of construction to complete their massive Galactic shipyards and massive death Glider and Al'kesh factory; Akila told Qetesh that after their finished construction of them Military industrial complexes they both herself and her fellow engineers and scientists to put into action their massively needed overhaul Ha'tak's and Death Glider fighters into more of a pure warship and fighter interceptor class and armed for pure combat instead of multiply-role heavy armed large cargo ships and moderately ineffective fighters; As well to produce they planned redesigned Ha'tak's and death Gilders to produce more effective warships and fighters; As well possibly secretly design new classes of warships, fighters and Al'keshs to have ready for war.
Over the years since they arrived Qetesh has appointed Maibe as her 1st Prime after he was able to prove himself worth of becoming her 1st Prime and Commander-in-Chief of all her Galactic space forces within her Galactic Dominion territory; As well her foremost skilled Death Glider pilot by showing in the way he defeated his fellow Death Gilder Pilots in War-game scenarios in showing his very improved and complex fighter maneuvers; He was able to show and teach some of his fellow Death Glider pilots a few new complex fight maneuvers to make them better fighter pilots in a fighter dogfight; He has proven that his is a good flight instructor in training his Death Glider Jaffa Pilots; As well a very good skillful and compassionate Military leader in leading Qetesh's Galactic Dominion Territory's Jaffa forces; When Akila brought over from her trips to earth was able to recruit 165 retired experienced Military officers to help Maibe in retained Qetesh's Galactic Dominion territory's Jaffa forces to use the New Goa'uld Military technology that Akila was able to develop to have in their Jaffa Planetary forces.
Over the years thanks to 165 retired experienced Military officers Maibe where able to dramatically overhaul their Planetary Jaffa forces in how to use the New Rapid Plasma Repeater Rifle Repeater*, Rapid Plasma Repeater Pistol* and new massively revised military Jaffa forces combat armor uniforms* that both Qetesh, Akila, Maibe along with some of their Military scientists and engineers; As well some of their other Military leaders as advisors have developed in secret to use in warfare ordered 20% of all their Planetary Military industrial complex Production Facilities to begin mass production on their New Rapid Plasma Repeater Rifle Repeater, Rapid Plasma Repeater Pistol and new military Jaffa forces combat armor uniforms; However before even Qetesh and Maibe along with their Galactic Dominion Territory's Military leaders ordered all their Planetary Military industrial complex Production Facilities to begin mass production they ordered extremely heavy regulation of the distribution of their New Military weapon's systems and new Jaffa combat armor uniforms; Both Qetesh and Maibe told them that they would only distribute their new military weapons and new Jaffa combat armor uniforms that come out of their Planetary Military industrial complex Production Facilities would go to their most seasoned Jaffa warriors and military leaders; They said that them the reason why is that they wanted to keep their New Military weapons and new Jaffa combat armor uniforms a secret for as long as possible from her possible enemies that would love nothing more than to start a Galactic war to get their hands on their New Military weapons; Qetesh and Raziya told the same to their Civilian elected Parliament Galactic Government officials to which after much persuasion and Political deals with some her Civilian Parliament officials agreed; As well with Qetesh and Raziya convincing them that they would introduce Moderately restrictive gate travel between the Planets under her control and outside that before anyone of commences business or Political business leave off-world they would be searched for any evidence of their New Military weapon's system they might be taking to cause trouble for Qetesh; For example if they hidden them to trade valuable goods the New Military weapon's systems would be taking away from them and they will receive a harsh punishment(but not severely or permanently injured for life.); Or if a smuggler tries to smuggle their new Military weapons systems or new Jaffa combat armor uniforms to other Goa'uld System lord to be discovered and researched to discover their secrets and will have a reason to have a Galactic war with them to get their hands on them the punishment for the smuggler and their contacts would be summary execution for smuggling and going against (Qetesh)Vala order and threatening her Galactic Dominion territory with the possibly of war.

*Qetesh's Galactic Dominion territory defense fleet in 1995 had 49 Ha'tak's, 35,280 Death Gilders, 11,760 Al'kesh's and 118 Tel'tak's; However, by Early-1997 the number of Qetesh's Galactic Dominion territory defense fleet Ha'tak's have reduced to 24 Ha'tak's.
*The Plasma Repeater Rifle Repeater or Qetesh-01 PRR Rifle introduced into Vala's Galactic Dominion Territory Jaffa Military forces on May 17,1997 from roughly a 1 ¾ years of research, Trial, Error and experiments with Goa'uld Plasma Technology and weapons. Samantha Carter along with her follow Military scientists designed the Plasma Repeater Rifle similar to the M4 Carbine Assault rifle. The Qetesh-01 PRR Rifle has an effective firing range of 278 meters. The Qetesh-01 PRR Rifle has an advance computer Plasma Repeater settling where the PPR Rifle operator can which between 3 sets Low rate of fire, medium rate of fire and high rate of fire. The PRR Rifle has a small Liquid Naquadah Power cell magazine roughly the size M4 Carbine Assault rifle magazine. The Liquid Naquadah Power cell magazine with enough Liquid Naqaudah to give the PRR Rifle enough Naquadah to fire 140 Plasma blasts per a magazine.
*The Plasma Pistol or Anibus-01 Pistol introduced into Vala's Galactic Dominion Territory Jaffa Military forces on December 17, 1996 from roughly a 1 ½ years of research, Trial, Error and experiments with Goa'uld Plasma Technology and weapons. Samantha Carter along with her follow Military scientists designed the Anibus-01 Pistol similar to the Colt Double Eagle Pistol. The Qetesh-01 PRR Rifle has an effective firing range 50 meters. The Anibus-01 Pistol has an advance computer Plasma Repeater settling where the PPR Rifle operator can which between 3 sets Low rate of fire, Medium rate of fire and high rate of fire. The Anibus-01 Pistol has a small Liquid Naquadah Power cell magazine roughly the size Colt Double Eagle Pistol magazine. The Liquid Naquadah Power cell magazine with enough Liquid Naqaudah to give the Colt Double Eagle Pistol enough Naquadah to fire 35 Plasma blasts per a magazine.
*Around the same time of the introduction of the Plasma Repeater Rifle Repeater or Qetesh-01 PRR Rifle Samantha Carter and some of her fellow scientists and military advisors have massive revised Vala Military Jaffa forces combat armor uniforms; They have redeveloped their Jaffa combat armor uniforms to be more compacted and streamlined with a few major changes done to the designs. 1st where a few major changes to the ancient Jaffa warrior head helmet that the Goa'uld have used for centuries; 1st a major difference was that they have redesigned the helmet heck connect area to be smaller were it fit closer to the Jaffa Warriors neck area; 2nd the armor's form shifting helmet as redesigned to be a lot smaller and closely fitting around a Jaffa warrior head to not cause massive top weight for a Jaffa Warrior to make it awkward to do some basic body combat movements; They have redesigned the armor's form shifting helmet advanced tech inside the helmet by giving the helmet more detail and advanced sensors for them to better see the combat area; As well to Helmet it now has an advanced head up display with a small computer crystal inside the advanced eye sensors to show the state of their allies with various colors(green is Friendly, Blue if injured, and Yellow meaning if their Dead.) and enemies(in the Color Red).
They have mostly left the Main body Jaffa armor plating and armor weave design mostly unchanged; However there was 1 major change done in the type of material used to make the main body Jaffa armor plating and armor weave; The new material using to make the was based similarly to the armor energy absorption technology that Anubis used in the create of his advanced Kull warrior but was significantly different; The major difference was that the new armor would have energy absorption armor plating that could take 10 Plasma hits from a Goa'uld staff weapon before failing; As well the armor weave would be made of the same energy absorption material but could take far less damage with a total of single Plasma hit from a Goa'uld staff weapon before failing; However, when they began to mass production on their new military Jaffa forces combat armor uniforms, they found that it took 5x's longer to produce a single set of their new military Jaffa forces combat armor uniform that it was hard to find and to process the resources to make their new military Jaffa forces combat armor uniform.
