Earth 1, Central City/Coast City/Star City
Although capturing Vandal Savage remained the ultimate goal, the immediate priority was to deal with his recruits from other Earths. Social unrest and discord was spreading - for a wide variety of reasons - and there were riots in several cities. The National Guard was being called out on an increasingly regular basis.
''He sits in Kaznia - where we can't extradite him -and uses his stooges to attack America.'' Lyla said in a frustrated tone.

On the home front, Lady Midnight went back to work, minus the weight of her EMP gun, now that Chronos was no longer on the scene. She hunted in Central City and the adjacent towns, netting and/or stunning those out to make trouble. These days she seemed to be accompanied by a burly figure in a ski-mask, thought to be male, although he seldom took part in the action.
Barry - or more accurately the Flash - who knew exactly who she was - had come across her a couple of times. On one occasion, she and her masked companion had joined forces with his team to quell a riot that was being whipped up near one of Central City's major banks - probably with a robbery planned as part of the evening's activities.
''I think things got a bit rough there for a while'' he commented, referring mainly to her companion's preference for flattening anyone he came up against.
Coast City had become the hunting ground for two remarkable individuals who appeared to be human beings with wings - a local newspaper was sure they were aliens, offering a reward for their capture or at least the finding their spacecraft. One rumour had them able to breath fire - Carter threw the newspaper aside in disgust. Like Lady Midnight, they went in for non-lethal weapons and combat methods when the trouble-makers' identities became apparent.
FIRESTORM and ATOM had formed themselves into a mobile trio, something that seemed necessary when a segment of Savage's forces turned to bank robbery and other major crimes - apparently they were funding Savage's work in Kaznia. Leonard effectively turned into an intelligence officer, analysing the pattern of robberies, estimating locations that were likely to be targeted next and fine-tuning the results telepathically. He was also working as part of the interrogation team, pin-pointing which Earth prisoners were from.
Sara ands Nora decided to team up, labelling themselves as the White Canary and the Red Canary, complete with matching outfits in their respective colours.
''You're copycats'' Laurel humorously protested. ''Especially since you're working my city.''
Team Arrow stepped up its activities, as Star City was becoming something of a centre for the activities of Savage's people.

Predictably, Star City was where the backlash against vigilantes started. A fellow journalist - possibly with a link to Savage, Nate thought - had written a decidedly anti-vigilante article - especially making reference to the past activities of 'the Hood/Arrow' and to the present day activities of people like Cuchilla.
Nate wrote what he hoped would be a more balanced article, but that only seemed to polarise the issue even more.
Dinah found herself in the firing line, being repeatedly asked what she was doing about the vigilante matter.
