High protector 6

Steve, after watching the kids go through the pillar to the train, follows Amelia over to the restaurant to talk about what he is to expect in the near future. Their conversation lasts longer than either thought it would, stretching almost 3 hours. This leaves Steve with many answers but an equal amount of questions. He knows he can always reach out to Tony about how to handle these things as he has dealt with government bureaucracy before but he would rather not involve him if he doesn't have to.

A week later the first session is called. He decides that he is going to go and send a message so gets dressed in his dress uniform with all the shiny new medals he received when he was presumed dead. He heads to the Ministry of Magic and upon entering all the paper airplanes in the entryway freeze and a song can be heard coming from the very walls themselves, not just any song no this was the star spangled banner. When Steve walks over to the check in desk he pops the clerk out of his daze. "Hello my name is Steve Rogers I am here for a Wizagmanot session. This is my first time. Can you help me out please."

The clerk nods his head "I would normally need your wand but seeing as you have special authority that is not necessary. I will call an Auror guard to escort you. It is the least we can do for you."

This catches Steve totally by surprise; he has never been treated this way. He nods his head to the clerk and waits. After a few minutes the planes continue on their way but the song simply starts over. Finally he gets a group of 6 Senior Aurors including Head Auror Rufus Scrimgeour. "My name is Rufus Scrimgeor. This is Alastar Moody, Kingsley Shacklebolt, Proudfoot, John Dawlish, Steve Larson. We will be your Honor guard for the duration of your stay here today. If you will allow us to escort you we will happily take you to the Wizagmanot chamber."

Steve nods "Nice to meet you guys I am Steve Rogers please call me Steve. Do you guys know why everything stopped when I walked in or why the American National Anthem keeps playing?"

"Well it dates back to the Grindelwald War, what you called WWII after your efforts in said war you were given honorary status amongst us. When this happened certain magic was done no one is really sure what all it entails but clearly the building's latent magic honors you." With that said Rufus begins escorting him down to the chamber. Once they get there he stops and turns "It's only fair warning Steve you have enemies on all sides in there so be careful."

Steve nods "Thanks I appreciate the warning. When you stand for what is right you always have friends regardless of if they know it or not." With that he walks in and is led to his seat.

Once the whole assembly is gathered there is murmuring in the seats and in the visitor section at the man in the Potter seat with a full Auror Guard. Many had heard of what happened earlier today in the lobby but refused to believe it, others began hoping that this is that man. Once everyone has been seated the session begins and laws are brought forth to be voted on; one such law was requiring all seats on the Wizagmanot to be filled with those who possess magic. A not so subtle way for Dumbledore and his allies to oust Steve. Steve sees through this of course because he is not an idiot. He raises his hand to be called upon and heard. "Ah yes our newest member, the new proxy for the Potter seat, what is it you have to say on this matter?" Minister Fudge asked politely.

Steve stands and now everyone can see the way he is dressed "Thank you Minister Fudge, I won't take up much of your time today but I will say this law makes no sense. You see if a Lord of a house is here then of course he is going to possess magic if it happens to be a proxy they as well have magic. If it happens to be a regent those typically also have magic the sole exception would be in cases such as mine where we impressed a magical family enough to the point of being made a high protector and then having our service called in. You all know the reputation of the Potter house so just imagine what I must have done to impress Fleamont Potter enough to be made High Protector."

Madam Umbridge has heard enough at this point and interrupts "How is it a muggle is even in these hallowed halls. You should have been detained at the door and obliviated or arrested. Now you sit here and act as though you are someone important."

Steve looks at the toad faced woman "I don't know who you are and frankly I don't care. As for who I am, well let's start at the beginning shall we. I am a Brooklyn kid who got to fight in the greatest conflict in world history. I led men into combat and out the other side. I won countless medals from several different countries. I have been granted citizenship in 12 countries. I led the great lords in the Grindelwald War. I defeated the Red Skull and Hydra. I did all of this without magic and then when I came in today the very ministry building itself sang its praise and thanks to me. I have been given honorary status among wizarding kind, I am a goblin friend. You look as though you have sat behind a desk your whole career and never had to actually work hard for anything before. I have fought for everything I have and I have lost more good men than I care to count." This stunned the crowd no one talks to Madame Umbridge like that even though many would like to. They had also just heard confirmation of what many had hoped or feared. After the vote came and the bill was defeated rather easily they broke for the day.

Once they broke for the day Steve decided a bold play would be for the best and decided to try and have a conversation with Lucious Malfoy. Once he explained his goal to his Honor Guard they went out into the atrium to try and locate him. They see Lucious with a small group of Lords from the Dark faction all talking, Steve proceeds to make his way over to introduce himself. Once the Lords see him approaching they stop talking and wait "Hello Lords of the Wizengamot I am trying to talk to as many of you as I can so that I can at least have civil conversations about laws and regulations for as long as heir Potter has me sit in his seat. My name is Steve."

"I am Lord Malfoy and it is nice to meet you Captain Rogers, your exploits in the Grindelwald war have earned you respect by many of us Lords. This is Lord Nott his father fought with you and because of that we will at least hear you out and as you said we will have civil conversations." Lucious responded knowing he has to be careful what he says with all those Aurors around

Steve nods "Well met Lord Nott. Forgive me gentleman if I mess up this formal etiquette I was not raised with any of it and am attempting to learn on the job so to speak. You gentlemen have sons who are in school with Harry right? I know they have a few breaks during the year. If they get along I would be honored to have them over at Potter Manor for the day or weekend or whatever works out. Lord Malfoy, you are on the Board of Governors at Hogwarts correct, I would love to sit down and go over the curriculum and expectations for students with you as I am very new to all of this."

Lucious is stunned by this "I do, in fact young Draco informed me he and Harry seem to be getting along well enough though they are in different houses. If this continues I would be agreeable to allowing them to see each other during breaks of course we would have to work out a schedule and rotation as is tradition. It's early enough and I have yet to eat if you would like to join myself and Lord Nott for lunch we certainly can go over the curriculum and expectations. It will be interesting to see what a war hero has to say."

The auror guard is stunned by this; they were not expecting this at all. Steve nods in agreement "I have yet to eat as well. I would be honored to join you for lunch."

Once they leave they find their way over to a fancy restaurant and get a private table. Once seated and food and drink are ordered they dive right into a discussion about school and what some of the classes are as well as expectations for people in high society. "So just so I am clear here Harry being from one of these ancient families is very important to society and then you add in he basically ended the last Wizarding War in England and he suddenly becomes a supremely important person to everyone. This responsibility is supposed to be taught to him growing up and while his father marrying his mother was frowned upon because Lily didn't come from a magic family and often marriages are done for political reasons instead of love. While I can understand that to an extent you guys don't know much about genetics do you." When the other two shake their heads Steve continues "I am no expert but I do know the basics. When you have kids their genes are an equal mix of yours and the mothers and when you only select partners from the same gene pool you over time develop issues, most of them health issues though a few cognitive issues as well. They can become deformed or sterile or a whole host of other things but when you introduce a few new people into this pool suddenly the whole pool changes. This is a good thing. We had something like this happen in Europe on the Non magical side and it ended up resulting in a massive war that took over a million lives. While tradition is important we shouldn't let tradition end families. I have looked at a few of the families and the Black family is a perfect way to introduce new blood while also keeping tradition. Lucious, you married into the Black family and so did the Lestrange's however they also brought in new blood with the addition of the Tonks family. While Andromeda did wrong in her actions the result is a good thing. The Black family is strong for awhile, I just wish Sirius hadn't been behind the Potter murder so the Black last name could continue. Also why is there no class for things like this at Hogwarts? I know Harry would benefit mightily from it."

Lucious nods "That makes sense and would track with the increase of squibs and single child families. As for why the class isn't taught well, frankly Dumbledore has blocked many things I would like to change at the school."

Steve nods "You should have seen him in Gringotts. We could work together, your side and mine to bring about major changes now that he doesn't have my alliance ear. While there are some things we will not agree on I believe we both want what is best for the future of Magical Britain and as such we can agree on things and over power Dumbledore especially for the next few sessions before he catches on."

Lucious and Nott smile at that. "I do believe we can do that. You should begin to receive all the bills for the upcoming session in about a month. If you have an questions please send an owl and we can discuss them."

After lunch they all go their own ways. "You don't really think we can trust this man right, he is a muggle." Nott asks

Lucious shakes his head "I don't know. I do know that he is no supporter of Albus and that is a good thing for us. I know your father at least respected him. I would have a conversation with him, I know I am going to be having one with Arcturus as soon as Narcissa gets his portrait from storage."

NOTT MANOR

Steve Nott was having a very confusing day. He went to the wizagmonott as necessary by his position and then he met a dead man but not just any dead man but one who fought by his fathers side. After the session this dead man, a muggle, had decided to talk to both him and Lucious Malfoy. He even had a civil conversation and quite possibly agreed to work with the man. Looking back on this conversation, something his father had once said rang through his head, "Steve was the most honorable man I ever met. He would never ask you to do anything he wouldn't be the first to do. He was the kind of man I wish for you to become.". If his father could see him now he doesn't know if he would approve or if he would try and kill him. Either way he needs to go see his portrait and figure out more about Steve Rogers.

When he gets to his portrait room he covers all but his father so they can have a private conversation. "Father, you will never imagine who I met today. Steve Rogers, I guess he was frozen and not dead. He is the new High Protector for house Potter and he is making waves."

Abraham Nott nods his head "That would make sense he and Charlus were the men who led us in the war. Charlus may have gotten us together because of our power but Steve taught us how to actually fight as a unit and we became unstoppable. We could have really used him in our last push against Grindelwald but I guess he was frozen by then. Do not make an enemy out of this man, he is far more than he seems. This will be good for the young Potter heir, James would have made him soft as he was. Perhaps now there will finally be someone worthy to follow."

Steve is confused "Are you saying that Steve can change the wizarding world?"

Abraham nods "That's exactly what I am saying. He suffers no fools and is loyal to a fault sometimes. I would rather have that than a man who is always suspecting treatery. Steve fears much but knows that you must not let fear rule your actions. Go to the department of Mysteries and try to remove that dark mark from your arm. I told you then and I will tell you now it is nothing but poison. I understand what you saw in this Voldemort person but having met Steve and Grindelwald I knew he did not possess the will to actually lead. It is why I never would join him, I let you because you needed to be your own man. You should know buried in the house ledger is a promise that house Nott would stand with Steve Rogers if he ever needed aide."

This stuns Steve to the core. "You're saying that if Voldemort rises again and Steve stands against him I could be called to stand beside him fighting Voldemort. I do not have the dueling skills to do this. I am not you, that was never my primary field."

"That is exactly what I mean. It wasn't mine either but in times of war we become who we must and so when I heard the rumor of Grindelwald I knew the ancient Lords would have to stand together to defend England and so I became a master duelist. If you wish I can teach you much.

MALFOY MANOR

When lucious returns home that day he asks his wife to go get the old Lord Blacks portrait he has many things he must discuss with him including the emergence of a dead man. When the portrait is brought in it is brought to his private study. Once placed Lucious greets him "Lord Black I had the strangest thing happen today and I have questions that only a few are capable of answering and they are all dead. Steve Rogers, the very same one you fought alongside, is alive and well. I guess he was frozen in the bottom of the ocean. He has been named the High protector of the Potter Family and is now acting as regent as ancient law dictates."

Arcturus "I am glad to hear that. He is an honorable man unlike some I am related to. I know you have been acting as head of House Black don't even try to deny it. Steve is a man who can bring about change in the world. You should listen to him. He may be a muggle but he is the best man I ever met. He has this way of getting people to follow him that is almost magical. Him raising the young Potter is a good thing he may surpass Charlus this way. His father lacked the conviction to do what needed to be done."

Lucious nods "I have been voting on behalf of the Black family as my wife is a daughter of Black making our son the Black heir due to Sirius being in Azkaban. You really believe the boy can be better than Charlus? You know Steve stands against the Pureblood traditions right? How can you stand to listen to a man like that?"

Arcturus shakes his head "He doesn't stand against the traditions, what he stands against is what the extreemests can do with those traditions. I fought a war with that man. He saved my life. There is a reason I never stood with Voldemort. He would have led to the end of Wizarding kind. Let me tell you about what I saw at the end of the Grindelwald war. The muggles were fighting a war at the same time and America developed a weapon that even magic has no defense against. Its called a nuclear bomb, they drop them from the sky and whatever they hit is destroyed completely and utterly in seconds and the land is uninhabitable afterwards. If we break the statute of secrecy we will be destroyed. If we attack the muggle world it will be the end of the magical world."

Lucious is stunned by this, unsure what to say. He hopes that his grandfather in law is exaggerating but since portraits can't lie he knows this is untrue.

I know nuclear bombs don't render the place unihabitable ever again but remember this is a magical who likely never left the magical world after WWII. He would have limited information about nukes. I may be messing with the timelines a bit there but whatever it makes a good point. As far as Nott's first name he never gets one so I named him after Steve. I haven't decided what death eaters I want to return to Voldemort's side or how I want him to return but he will make a nice second foil for Harry. Dumbledore is the first adversary Harry has to overcome. As far as the whole ministry thing I thought it would be cool if Steve had special things because of his service during the Grindelwald war. I went back and forth on different things I wanted but background music and an auror guard is ultimately what I settled on.
