Chapter 3 - "There's more?!"
Spider-Man was swinging in city, as he usually does, just enjoying the freedom that it brings.
It's been a mostly quiet since the death of Wilson Fisk, but both Spider-Man and his friend Yuri knew it's just the calm before the storm. Yuriko Watanabe is the captain for the New York Police Department who serves as a source of intel for Spider-Man, assisting him in his crime fighting.
Making it to his destination, he landed on the railing by Yuri. "Now that you quit smoking, what do you tell people when you come up here?"
"That I need a break from their crap." Came back the frank response.
"Fair enough. So why'd you call? Need a date to the policeman's ball?" Spider-Man said jokingly.
"You got a black and white suit?"
"Uhh..."
"No ball this year anyway. We spent too much integrating Oscorp's surveillance tech." Yuri waved off.
"Worth it though, right?"
"It was... until an hour ago. The whole system went down. City wide. Every tower."
"How?"
"They tell me someone sabotaged the central server, and now all the towers are offline." Yuri griped.
"Hm. Inside job?"
"Maybe. I'll figure that out later. Right now we need to get these towers back online. Fast."
"And you called me? Aw, that's sweet."
"I called someone I can trust. Plus the signals are scrambled and we have no idea how to fix it." Yuri corrected.
"Ooh! I love a challenge."
"You break it you buy it." Yuri walked away with that.
"I thought you trusted me! Oh, well. Let's take a look at this tower."
Sitting on top of the tower, he began descrambling the signal.
"Alright Yuri, I'm gonna repair the last Chinatown tower now." Spider-Man said on the phone as he swung.
"Don't you mean Spider-Cop's gonna repair it?" Yuri replied, resignedly.
"Been doing a little thinking, Yuri. Policing's a young man's game, and Spider-Cop... well he's no spring chicken."
"Please be going where I think you're going." Yuri begged.
"As of today. Spider-Cop is officially retired."
"Oh, thank God. I need a drink."
"We'll all drink tonight, Yuri! Drink to the memory of Spider-Cop's tireless... Yuri? Yuri, you there? Guess the emotion of the moment overwhelmed her."
As he finished fixing the tower he saw he got a text.
'Spider-Man, come to the Kushina Tower roof in Queens. We have much to discuss. All good things, I promise. I even have gifts!'

In the end, he decided to go. Taking to the sky again, and swinging using buildings to propel himself.
He reached the tall building and ran up the wall all the way to the roof.
He made it to the top, and looked around to find no one there. He looked back at the text to see if he read it right, until he saw something at the corner of his lenses. 'Was he always there? Wait, that's Naruto Uzumaki!'
Leaning leisurely at the edge of the roof is one Naruto Uzumaki. He wore a black suit and shirt, and his tie is also black with images of an orange fox and a lavender rabbit scattered across it.
"You-you're… i-it's… hi, I'm Spider-Man, and I'm a fan of yours. The water cleansing machines you put in the oceans were revolutionary." Spider-Man practically vomited his words.
Naruto gave a genuine smile. "I appreciate the support, Mr Parker. I find the fact that certain companies just dump their trash in the oceans to be both irresponsible and malicious."
Spider-Man nodded. "Right! I also…" He trailed off, fully registering what was said. "You know? How…? When…?"
"In order? Yes, I know. It's because you weren't careful enough where you change your outfits, and multiple cameras caught you. A couple days ago." Naruto said, now amused.
"Cameras?" Spider-Man asked, feeling sick and worried.
"Don't worry. I had my people scrub any link between you and your civilian identity. There was even a secret government agency that knew, but we got rid of all the evidence. Some of their agents might know, but they no longer have proof of any links." Naruto explained.
Spider-Man sagged in relief. "Was this the gift you were talking about?"
"That was just one. Remember I said gifts, plural. The second gift was getting you these." Naruto took his hand out of his pocket and pulled out a wallet.
Tossing it, Spider-Man caught it, and opened it. He found an unfamiliar badge and a license. "What's this?"
"Long story short, you're the first of many future professional licensed heroes. I've recently finished building multiple training facilities and dorms all over America with the President's backing. Tomorrow morning, the President is going to give a riveting speech about the Age of Heroes. He and I plan on making being a hero the same as being a cop. Heroes take down the blatant criminals, while the police focus on solving crimes, and transporting prisoners." Naruto expounded.
"Why me? I'm sure there are other heroes you can choose. Like the Fantastic Four!"
"The Fantastic Four only participate in major catastrophes. You are the most seen hero in NYC, you have experience, you understand that keeping civilians safe is the priority, and you have the right mindset to be a hero." As Naruto spoke, he got closer and placed a firm hand on Spider-Man's shoulder.
"Thank you. I promise to keep your, and the President's trust in me." Spider-Man swore.
"I know you will, Spidey. Now for your other gifts!"
"There's more?!"
"Of course! As I'm sure you've noticed, J Jonah Jameson hasn't spewed any hateful rants towards you. That's because the President sent some Secret Service Agents to Jameson's building and gave him a cease and desist letter. Your secret identity is now classified. That's another gift!" Naruto said with enthusiasm.
"You got JJ off my back? That's amazing! It's honestly been discouraging to have him constantly criticizing and insulting me."
"I get it completely. That's why I asked Mr President to make that cease and desist letter. Now for your final gift! This one comes with a condition, though. Are you ready?" Naruto asked seriously.
"What's the condition?" Spider-Man asked warily.
"You need to tell your aunt the truth."

"Peter!" Naruto barked, making Spider-Man flinch. "You seem to be underestimating your aunt. Quite frankly, I'd bet she already knows."
"What do you mean, she knows? How could she know?!" He sounded frantic as he started to pace back and forth.
"Mr Parker, you seem like an honest young man. I'd wager you were always a good kid, and rarely, if ever, got in trouble. I'd also wager that if you did get in trouble, it was always because someone else dragged you into trouble. Tell me, Mr Parker, were you ever able to lie to your aunt or uncle?" Naruto asked.
"… no." Spider-Man said, sounding like he was pouting.
"And I doubt that's changed. I bet she already knows, and she's very proud of the man you've become. If you want your last gift, you have to tell your aunt."
Spider-Man sighed. "I guess you're right. She deserves to know. I tell her today."
Naruto patted his back. "Great, here's your last gift." He handed Spider-Man some keys.
"What do these unlock?" He asked.
"Well those are for if you except, really, so it's a bit presumptuous to already give them to you, but I want to hire you."
Spider-Man's mind froze. "… what?"
Naruto chuckled. "Mr Parker, you are a Renaissance man. You are generally intelligent and driven enough to be competent at any intellectual pursuit you find worthy of your attention, and you pick things up very quickly. Give you a week with some literature and applied instruction, and you'll be coming up with insights before anyone knows. You're a genius, and I'd like that intelligence under my employ."
Spider-Man scratched his cheek in embarrassment. "I'm not that great."
"It's okay to be proud of your intellect. There's no need for embarrassment. Anyways, how about it? Wanna work for me?"
"What would I be doing exactly?"
"Once a month, I expect for you to either help finish a design for another scientist in my employ, or for you to build something new, or for you to design improvements in old blueprints from a list that's available to all scientists. You could either do so at home, or here. How do you feel about graduating early?"
"I personally don't mind. I only stayed for social interaction."
"Well, you can get plenty of that here. I can set up bunch of tests so that you can graduate early, and when that's done, I'll officially hire you. Welcome to Uzu Inc. Mr Parker."
"Thanks. Wait, what does the keys unlock?"
"Oh, right. Give me a second." Naruto typed something into his phone, and Spider-Man saw he got another text. "That's the address, go ahead, and I'll meet you there."
"Alright, see you there." With that, Spider-Man swan dived off the roof.
At the last minute, he webbed a pillar and pulled himself into the air.
"Hm. Seems this address isn't that far from FEAST. I wonder what's there."
He swung to the building, and once again climbed to the top. It look like it was a luxury apartment building. The roof was bare except for two doors. "Don't tell me…"
"Yup."
Spider-Man jumped in surprise when he heard the voice. He whipped around, and saw Naruto there smiling amusingly at him. "How did you get here so fast?"
"The Uzumaki clan were a clan of shinobi. We had our own island, and remained neutral. We were attacked by US and Konoha shinobi. We were winning, until there was a call for retreat by the opposing side. We thought we won, but my mother, the Clan Head, felt something was wrong. She packed the important Uzumaki scrolls, texts and the Clan Sword, then grabbed me and sent me to a remote island she owned. It turns out her instincts were right and a nuclear bomb was dropped on my clan. I'm all that's left of my clan, and my wife is all that's left of her own."
"Why tell me all this?"
"I thought it fair. I know nearly everything about you, yet you don't really know me. Anyways the bigger key unlocks the door with the spider emblem."
Looking at the door with the spider, Spider-Man unlocks it and walks in followed by Naruto.
The stairs leading down showed exactly what Peter was expecting. "So this is how the upper crust lives. Swanky."
The apartment was already furnished, but it wasn't with crazily expensive and stupidly designed items. All the furniture were comfortable and able to handle being flopped on, but were still tastefully designed. The biggest TV Spider-Man has ever seen was mounted on the wall.
There was stairs leading to a second floor. The bed could be called an emperor sized bed with how large it is. The closet, and the bathroom were both massive, as with everything else in the apartment.

The floor in the middle of the penthouse opened and showed stairs that led down to what seemed like the apartment under the current one, but when Spider-Man went down, he found a lab with all the tools he needs to make new gadgets. There was chemicals to make more web fluid, and there was designs on a whiteboard with drawings of different suits.
"This… just why? Why me? Do I really deserve all these great things?" Spider-Man said, truly overwhelmed.
"Mr Parker, you've done so much good, and you never truly got anything in return. These things were long overdue. You deserve these things, Peter. Now, I have to go, but don't forget to tell your aunt, and I'll text you the date and time for you to take your tests." Naruto turned to leave, but was stopped by Peter.
He had taken his mask off, so that he could look Naruto in the eyes. "Just… thank you. Truly, thank you."
"Of course, Peter. Have a good one." He waved as he left, while Peter looked around his new playground.
"I'll call it, the Spider's Web."
"My fellow Americans, today I address you to announce the creation of a new law enforcement agency, the United States Heroic Enforcement Agency. This new agency focuses on training powered individuals and give them the option of becoming a Professionally Licensed Hero. Their primary job is to handle criminals that the police are unable to. Full details on what the HEA can and cannot do is on their website. As I'm sure a majority of you have noticed, multiple buildings labeled HEA has been built all over the country. These buildings are where those who wish to do so may register to receive training and testing. Like every other agency, there is a certain level of standard that is to be met if one wants a badge.
"So far there is only one Professionally Licensed Hero, and that is Spider-Man. He has shown that he has the correct mindset, and training to bare the responsibility of having the badge and license. There will be more in the future, I have no doubt. Those who merely want to train to control their power so that they may live a normal life is also encouraged to go to a HEA building. Under no circumstances will any who trained their power to have a sufficient control will be forced into any of the military branches. If you want to join the military, you are welcomed to.
"My fellow Americans, now time for us to grow from bias. We need to be more, nay, we need to be better. We cannot allow hate to guide our actions anymore or else we will constantly marginalize a minority! We've just barely stopped discriminating against race before we began to discriminate against those born with powers. The world is filling up more and more everyday with people with powers and we can either be afraid and hate, or we can stand with them, and earn the right to call ourselves human.
"For those who forgot, to be human means to be compassionate, and to be empathetic. How can we do that, when we are so ready to hate and reject that which is different from us? Mutants are the next stage in human evolution. They are not abominations nor are they less than human. They are the next step. As citizens, as people, as humans, we must stand together as equals.
"The time of being afraid is over...from now on, it is a new age. The Age of Heroes! Thank you. Good night. And God bless America."
The President's speech practically flipped the country on it's head. Every news outlet, every podcast, every discussion board, every social media app blew up with opinions and debates on the new HEA.
Some felt that Spider-Man shouldn't have been chosen to be the sole licensed Hero, but those people were in the minority. The NYC civilians were happy that their hero has gained enough credit to be recognized by the president. The police who weren't bribed by a criminal or two are happy that they didn't have to turn a blind eye to the vigilante laws regarding him.
JJJ was nearly prophetic is his rant when he said that if were to start speaking Spider-Man's praises that the shock value would increase his monthly listeners. Now that Spider-Man has a license, and is in a branch of law enforcement, JJJ really doesn't have many negative things to say, and his listeners practically tripled.

Just like it was advertised, those who wanted to be trained for hero work were trained, and those who just wanted to control their powers to live a normal life were also getting that.

One day, I'm just a vigilante that isn't supposed to take the law into my own hands, then within one conversation, I'm a fully licensed Hero, with a badge and everything! I really am Spider-Cop now! "Once again, I'm happy for you. I'm glad that we could now officially work together. Nice suit by the way." Yuri complimented.
"Thanks! Now that I get funding, and a lab, I could make a bunch of cool new things, like this awesome suit."
He wore a red body suit with a blue hoodie that had a spider on it. He also had a utility belt, and his web slingers had different functions on it.
"For the hoodie, I had some Adamantium sown and threaded into it, but for the body suit, I used some silk from some genetically altered spiders and spun it with some polyvinvylidene fluoride trifluoroethylene, and then twisted it into yarn before twisting it into coils and-"

"Sorry. Basically it's a cool, new suit."
Suddenly, Spider-Man received an alert on his HUD. "Uh oh. It's seems break time's over Yuri. I've got a rampaging Rhino to wrangle." With a wave, Spider-Man leapt off the ledge, then swung away.
"He deserves all the good things that's been happening for him. Thank you again, Kitsune-sama." Yuri said in Japanese, turning her head to Kitsune who was casually leaning on the rail next to her.
"Spider-Man has done more good for others than they frankly deserve. He's earned some reward for his good work."
"I couldn't agree more."
-Later that night-

"Yeah, I have. That is, if you'll still have me, Kurama." Naruto replied.
"Before any of that, you know what you have to do." Kurama pointed directed a massive finger towards a waterfall.
While looking like there's nothing particularly significant about it, the waterfall itself is peculiar in that by sitting on the grassy platform at its base and concentrating, the person is transported into their mind. Once there, the waterfall becomes a mirror which reflects one's true self.
Naruto sat at the platform and watched the flowing water, almost as if in a trance. Then, a shadow appeared in the flow, as it passed through, the shadow revealed itself to be another Naruto, but he had black sclera.
The new Naruto approached the sitting one, then sat in front of him. The two simply stared at one another, not moving. Then, the original spoke up. "Who are you?"
"That's a stupid question, and you know it."
"Right. You're me, but different."

The original merely raised an eyebrow. 'Why is he deliberately trying to rile me up? What does that accomplish besides a punch in the face? Unless it was a clue of some kind.'
'To lead, one must find balance and be at peace with one's true nature.' That was one of the important lessons his kaa-san taught him.
'Balance. Light needs dark just as dark needs light.' Naruto reflected. 'He said he was my true nature. So I must accept him fully, to be at peace.'
After fully analyzing everything about the situation, Naruto held his hand out for a handshake. "I understand and accept you fully. Thank you for taking all that on when I wasn't ready. I'm going to be fine now."
A bit surprised at first, the other Naruto started to hesitantly take the original's hand, before a smile slowly blossomed on his face.
With a happy grin, the other faded away, and Naruto opened his eyes to find himself surrounded by foxes of varying sizes. He got up and turned around to find Kurama sitting at the edge. "Well done, ningen. Not many can fully accept themselves as quickly as you have. You've earned my respect in this aspect. Let see if you can earn my respect in being a sage."
Naruto smiled, feeling incredibly light. "Let's get started."
Hinata, deciding to follow in her husband's footsteps, signed the Snake Summoning Scroll, then reverse summoned herself into the Snake Jungle.
She too left a clone behind, for assurances sake.
She walked at a measured pace, passing by snakes of several different sizes roaming about before a gargantuan purple one came upon her.
"So you are the new summoner that replaced Orochimaru on our contract? What? Did the damn fool decide to retire?" The Boss Summon Manda stated as everyone looked to Hinata, who had a small smirk on her face, despite the nervous tingle in her spine.
"No. The fool tried to kill me for my eyes, only to beat down severely." The surrounding snakes all gave her varying looks of awe, respect, and a little joy. "I chose to sign your Clan's contract because I am already known under the alias of Viper, and because the contract was the spoils of my defeating your previous summoner." Hinata finished with confidence.
Manda stared at her for a moment before releasing a laugh. "Well done, young Viper. It seems there's no need for a test, since you've proven yourself worthy by killing Orochimaru. He was a blight on our good name. We will give you our true summoning tattoos. The ones Orochimaru had could only summon me, but these will let you summon any of our clan depending on the chakra amount you put in or if you call a specific name. These tattoos also act as a medium reducing the amount of chakra to make a summon and they remove having to do handseals for summoning." Manda explained.
Hinata bowed and felt two snakes crawl up her legs all the way to her biceps and coiled around them. They began to secrete ink onto her arms. "I look forward to seeing what you can do, Hinata, and should you continue to prove yourself, then the Snake Clan will have no issues giving you items and such that we denied Orochimaru since he proved unworthy of them." Manda stated and Hinata bowed again as the ink burned into his arms.
"I won't disappoint." Hinata stated with a smile before she began learning about the snakes and what they were useful for.
