So here we go, once again and while this is going to be a bit short, it is an important chapter to show everyone where Chaldea stands in the grade scheme of things. Going to be a short chapter but again, a very important one that will pave the next step into the next chapter in how and why Chaldea is doing what it is doing.

So as always i own nothing but my OC.

Chapter 4: Hidden In Plain Sight

"Don't move pretty boy. Give us all your money or else, you'll be pissing blood for the next six months. That cross too, could get a pretty penny for it."

Really?

Could this scene become more cliche in terms of setting?

One teen goes down a dark ally and suddenly finds himself surrounded on all sides by thugs in track suits, ski masks and, oh by the goddess do they actually have fake, gold bling on them? These guys were either trying to hard or were attempting to become the new godfathers. He was sorely tempted to burst into a fit of laughter before beating these asshats black and a very bloody blue, before going on his way.

"But didn't Olga ask(Correction: Demanded) that i stay hidden from the public and non-public eye?"

If not for all the thugs and spies from various organizations, both legal and not so legal, attempting to pouch their secrets, then it was mostly because of the Justice League.

Truth be told, he actually had nothing against the heroes. Sure, he thought they were beyond foolish and naive as hell or just willingly wearing blinders, one cannot deny they are needed. Those aliens, those warriors, those people were honestly a bright beacon in a world full of darkness. For ever hero that popped up, ten more villains are created in the process. If not by the negligence and abuse of society itself, then it's done by the government's paranoia of the Justice League's power or just plain greed for MORE power.

Unable to stand the thought of someone else being more powerful then them and NOT under their control must be oh so terrifying for them. Not that he could blame them to be honest.

Cause let's be honest, if Superman did decide one day to go bad for no apparent reason other then he just could or if he decide that only he knew what was best for everyone, in a straight up fight, it would be horribly, HORRIBLY one-sided slaughter. The man was crazy strong, in fact, he'd pegged the man's true strength at a C+ or B- rank at best. That was no easy feat, as a simple D-rank strength could create a crater easily.

"Hmmm, ya know, this situation does remind me of an old anime or was it a comic book, i read/watched once. What was it called? Ah yes, it was called Invincible! That's what it was called."

It had a solid story line, started off with a predictable start, a young teen struggling to master his own new found power and live up to the legend of his own Super-Man like father, Omni-Man but it got dark real quick. By the end of the story, Omni-Man became what could only be described as a mirror dark reflection of Super-Man, like his evil twin or something.

Maybe even an Altered version of the man without any Alter magic.

Still that was beside the point, as he could understand the government's fear of the Justice League, where Super-Man may be portrayed as a genuine, gold hearted hero, it could all be an act, a facade, a mask he wore in public to gain everyone's trust, so he could complete his 'mission' like Omni-Man did in Invincible.

He doubted it, but hey, it could happen and it could be true.

"Don't ignore us, you bastard!"

Still, despite all the good the Justice League do, he and Olga wanted nothing to do with them. Not because they thought they were actually 'evil' or even their foolish code of theirs, it was just the simple fact, that wherever the Justice League goes, villains seemly pour out like fire ants.

After all, what the Justice League was, what it represented was justice AND strength. The strength to ensure justice was given ti all, only made it worse, as those who despise justice see it as a challenge to be overcome, a hurdle to climb over, a mountain to climb. Many criminals were either abused as kids, sexual assaulted by those they trusted or just screwed over from the very beginning.

Many of these people hated 'justice' simply because it, the system that was suppose to enforce it failed time and time again. He saw that more and more with this world, as he would admit, the Justice League had the right idea. That kind of power tended to twist and corrupt people, even the most kind hearted, well intended ones too.

At least those that didn't have someone or something to help them stay the course in being true to themselves.

Wanting to leave the whole 'being Judge, Jury and executioner' to the right people sounded good on paper and did well in real life too. For NORMAL criminals that is, it didn't work for the insanely smart ones or the overpowered ones.

People like the Joker, Killer Frost, Poison Ivy and Deadshot couldn't be held by normal means as it just flat out didn't work. One was a man who wanted to watch the world burn with an insanely high level of charisma, cause really, it was the only way to explain how that clearly unhinged man was able to gain so many followers. There was just simply no other explanation.

Someone should just rip that fucker's thorax out and leave him to die in a ditch. Given the number of children deaths, whom he was responsible it was a wonder why he was able to hold back both Atalanta's from hunting him down and ripping him to pieces.

But it ultimately came down to one thing.

This world, it wasn't theirs and it's problems weren't theirs to solve. So long as they were here, they would have to abide by the rules of this world and by the city of Gotham.

Mostly.

"You son of a bitch, get this asshole boys and show him what happens when you ignore us and mess with Black Mask's territory!"

That didn't mean they wouldn't kill their foes. Unlike the Justice League, if their enemies actively sought to kill them, they would kill in turn. Just like the Falcone family, they would not seek out conflict but when conflict seeks them out and attempts to kill them, then whatever happens next could legally be counted as Self-Defense.

Hence they have do nothing wrong and while they COULD subdue their enemies, it would show weakness to the criminal underworld. Which would spur them on to keep attacking them and his extended legit business's, like how villains keep challenging the Justice League.

The worst that would happen, is that their weapons would get smashed, along with a couple of bones but that's it.

No real consequences.

So what if they get sent to jail? One of the crazier or genius ones would simply cause a major breakout meant as a distraction for the super-villain to escape but hey, who cares? There was always a chance they get out anyway, cause that's what normal criminals serve as nowadays.

As a distraction.

But if they attacked someone, who was able and willingly to kill would give normal criminals and even super-villains pause. At the very least, it would make them think twice about attacking Chaldea and seeing as it was done in self-defense, the Justice League would have no legal grounds to investigate Chaldea. The wards also protected them from any unwanted intrudes too boot.

Like, say a certain Batman or Superman's X-ray vision or even Martian Man Hunter's scary powers.

Even if it did cause a power vacuum in the wake of the dead criminal family, it wasn't his nor Chaldea's problem. They weren't the ones that allowed them to grow and fester to such power and now everyone would pay the price for it.

But that wouldn't stop them from stopping them but only if they attacked Chaldea first.

No expectations, Olga was very clear on that and he had to agree, even if he was a bit reluctant, she was the director for a reason.

This method of retaliating would make many criminals think to themselves: "Is this really worth my life? Should i attack a completely unknown person in hopes of gaining money and respect with the threat of dying, hanging over my head?"

While not ALL criminals would be deterred by that fact, namely the dumber, hothead and stupider ones. Many of the smart, hard thinking and much more dangerous ones would decide it wouldn't be worth the risk of attacking an unknown enemy.

Hopefully.

In any case, the mayor of this so called "Fine City" of Gotham was as corrupt as they came. Poison Ivy, true name Dr. Pamela Lillian was a prime example of how this world allows injustice to spread out of control. Despite her methods and her apparent hate for all humans wasn't exactly unwarranted but she did take things a tab bit too far.

She could do real good for the world, if she just learned how to tone things back a little and actually go after the real murders of the Green, instead of people just trying to make a living.

"But honestly it's really not my problem to handle, is it? Then again, aren't i being hypocritical in that regard by accepting Florence's four major patients and my newly adopted daughter? They are of this world yet the second we accepted them into our home, into our program, didn't they become our problem?"

The world however knew all these people by a different names:

Baby-Doll, Cheetah, Volcana, Clayface and Permafrost.

On the surface, these people with extraordinary powers selfishly chose to us their unique gifts to commit crime and kill, just for the fun of it.

In reality however?

Three were rejected by society, one was only forced to become a criminal due to the fact the government, namely various organizations that wanted to weaponize her powers and one was throw on the streets after the death of her mother but not before her bastard father left them.

It was a major risk for the four supervillains to try and break into his home of Chaldea, not to steal or kill anyone mind you but to ask for help. Turns out some, like Mary and Barbara were getting very desperate to become normal again, tired of fighting all the time. Well Barbara did, Mary just wanted to know if their medical advances were as top notch as people said.

As it turns out, little Mary Dahi was actually an adult, trapped in a child's body.

She had a rare medical condition that prevented her body from physically aging called systemic hypoplasia.

The girl was beyond desperate, tired of living in the body of a child and with no one coming close to developing a cure for her sickness, it was a little wonder why she sought them out. Really, the girl broke out of Black-Gate prison, for the soul purpose of getting to met him and begging him to help find a cure, seeing as she had heard and seen the effectives of their current medical products.

Not one to turn someone begging for help away, Nightingale took on the challenge and promised to find her a cure. Of course this took on a risk of the Justice League or more to the point, old Batman discovering they were basically harboring one of his "Rogue Gallery", even if they were trying to get her a cure for her illness, he doubted they would listen.

The same could be said of their other unique patients, save for Maureen.

Chaldea was holding two of Batman's enemies, one of Wonder woman's Rogue Gallery and even one of Superman's own personal villains. Three of the core members of the Justice League's villains were being harbored in Chaldea and once that fact was revealed, he could see things getting more complicated real quick.

Not only was Claire a wanted criminal, many not so nice groups were after her for her powers and many had enough pull to get Chaldea declared as criminals, terrorists or whatever tickled their fancies. That wasn't including what the Justice League's reaction would be, once they learn he has taken in some of their villains and given many, MANY past actions, would rightfully assume they were using the four villains for their his own nefarious plans.

It made him look even worse, when he decide to legally adopt Maureen as his daughter.

Despite her age or maybe it was because of her age, she is a meta-human that could grow into a very powerful ice user in the future, on pair with Killer Frost. But at the moment she is a mentally broken, naive, impressionable pre-teen girl that was desperate sought out a new home, a place to belong.

The prefect type of person that someone with less then ideal ideas could mold the girl into either a villain or weapon for them. The fact he took in a criminal like Barbara, a personal enemy to Wonder Woman would more then likely cause the League to basically, "Crash and destroy first, ask questions later".

Even if the true reason why he took the villain know as Cheetah in, was to find a way to turn her back to normal and the same could be said of Volcana, they probably wouldn't listen to reason.

Being let down far too many times by others who claimed the same in wanting to "help" them, only they meant the exact opposite.

That and they probably wouldn't believe the former villains were simply tired of fighting. Repeating the same old cycle over and over and over again. Go out, cause harm, get beaten up, sent to prison, break out then repeat.

Just thinking about it made HIM tired.

Clayface or Matt, was of the same mind. Tired of the old same thing, day in and day out, making plans that ultimately failed in the end. He just wanted this cycle to end and if Chaldea could help him actually become normal again, he'd throw his lot in with them.

But that could possible be bad for Chaldea if he and the others were discovered, as stated before.

The discovery and scandal that would come would surely uproot all their plans. Along with their operations to slowly heal this dying world, all the while they figure out the reason WHY they were brought here in the first place. That was one of the reasons to stay out of the limelight but the main reason why neither he nor Olga wanted the Justice League involved or have anything to do with them in general, ultimately all came back to one saying. A saying that was proven true time and time again.

That saying came from a very wise man and as that wise man had said this:

"Our very strength incites challenge. Challenge incites conflict. And conflict... breeds catastrophe."

For ever action, there is a reaction. For ever cop, their was a criminal. For ever soldier, their was an opposing force. For ever hero...their was a villain. For ever SUPER-Hero, there was a SUPER-Villain.

It was just honestly wasn't worth the headache. Seriously, just look at Superman, at least once a week a new villain or one of his old ones come out of hiding, challenge him in broad day light, slamming their chests and yelling how powerful they are for all to hear.

It was pure madness that killed logic!

Why, just why would you do that?! What the fuck do you gain out of it, other then looking like a nutcase and attention seeking brat!

"Which is why we need to stay hidden from the public eye."

He thought, as he grabbed the base of a wannabe robber's wrist and twisted it around, causing him to cry out, as he threw the man into some of his buddies, making the rest look at him nervously,"Oh now you're going to get it, freak!"

He let out a sign at that, ya see?

His actions spurred the robbers on and instead of doing the smart thing, they're doing the stupid thing and attacking a clearly superior foe. Still, why was he thinking this? He didn't know, maybe he was so board, his mind wasn't in it, as he simply stepped sided one of the would be robbers, delivering a hard punch that sent him flying into the wall, not enough to kill but certainly enough to knock him out.

"Shit! He got Greg!"

Greg, Juan Bobby, Davie, Jerry, Jose, Jesse, Roland(Seriously this name sounds like it belongs to an 80's bad guy), Adam(Funny enough, when you considered the story of Adam and Eve) Randy, Kyle, Terry, the list goes on. At more then one point he wondered if people named these types of names, were all destined to become, just because of their names. Seriously, if someone created an algorithm on identifying future criminals, by typing in these names, he swore half of Black-Gate Penitentiary would be full of guys(And gals) with these names.

He would have normally just broke all their bones in their bodies for messing with him, but the second they dropped the name "Black Mask" it made his day...seeing as he didn't need to hunt down the bastard's men to send him a message.

"You work for Black Mask you say? Good. You see, i have been meaning to get ahold of him for a while now but seeing as he's not only been dodging my calls and harassing my employees, i have very little choice in doing this."

"W-what the fuck are you?"

Xero grinned under his hood, as he cracked his neck,"Me? I'm the mysterious hooded man that you try to ambush in the middle of the day and fail horrible, You see, this is the part, where said mysterious hooded man collective kicks all your asses and send them back to your boss as a message to STOP FUCKING WITH MY DEAR EMPLOYESS!"

With that, the major beat down begin.

Okay, got some world/character building done here, where Chaldea has been here for months and have change their POV on the situation of the world. So they actually have genuine reasons to wanting to be kept out of the spot light and have nothing to do with the Justice League, as they do tend to attack villains.

Willingly or not, they unintentionally do.

Plus, what Chaldea is and what they can do, WILL bring some major powers down on their heads and Olga is trying to fend that off for as long as she can, even if they know it won't last forever. But you got to do, what you got to do.
