Mei raised an eye brow seeing Naruto's new form. He'd changed his appearance. Perhaps to suit more of the role he was going to fulfill now. But he was still more pressed into battle than before. The earrings still dangled above his shoulders. His body was covered by a dark crimson long coat with short collars. Its hemline was painted in black. His dark blue shirt was visible; on the chest, the Uzumaki crest was sprayed in red. He finished this by wearing blue shinobi pants with blue boots. The gloves still remained. The things that stuck out more were the pieces of weapons he carried. Two swords stuck out from his shoulders. Two more just above his waist.
Kirigakure had some special swords, but Naruto's armory was so impressive that he didn't even desire any of them. Then again, Naruto's main swords were fine works of art. In his words, they were extensions of his arms, thus a part of him.
"Are you going to battle or meeting?"
"That is a nice way to greet someone. You know, on my way back, I encountered some bounty hunters."
"Well, your head is worth a lot of money in the black market. Though, not as much as Iwagakure had once promised." Mei replied without emotion, taking no pity in his situation.
"I can't blame them since I once did that kind of thing. But it makes life less peaceful," he sighed and then touched his left earring. It glowed slightly and the swords along with the sheaths disappeared in the blink of an eye.
"You did say those earrings work as storage seals. Can you seal something so big into something so small?"
"Depends on the seal and what you're using. The materials of these earrings are specially designed."
Mei folded her hands across her chest. "The day they become stolen."
"I would become poor." Naruto replied and then faced Ao. "Ao-san."
"Naruto." The man greeted with a small smile.
"He is here, you can go back home."
Naruto raised an eye brow. Mei was hostile to Ao. "Did he force himself to come here with you?"
"Yeah. He said he would only leave if you were with me." Mei shook her head. "I can't even have some personal time with him hovering around me."
"Perhaps he should rather become your husband."
"That isn't even remotely funny." Mei replied in a sharp tone, glaring at Naruto.
"Well, Ao-san… you can rest easy. I will guard her."
"That I have no doubt." Ao replied with a small bow. "I'll find someone who can take me back home… how long do you think you'll stay here?"
"We should meet with Konoha people later today and tomorrow as well. Then depart the day after. But I wont immediately head back home. I want to see Uzushiogakure."
"I understand. We will await your return, with good news…"
Naruto watched Ao depart and then motioned for Mei to follow him. "Dutiful."
"Overbearing at times."
"Love and loyalty does that." Naruto shrugged.
"What were you really doing that forced you to leave us?" Mei went on to core issues without a second breath.
"Meeting with people in Amegakure. In the near future, we should have a fruitful relationship with the Rain."
"Were you meeting with Hanzo?"
"No."
Mei shook her head. She didn't want to think that he was meeting some people who wanted control over Amegakure. It was just like in her situation. He seemed to take advantage of contested leaderships to side with those he could work with.
"You'll explain things to me later on, won't you?"
"If you're asking nicely, why not?" Naruto replied with a smile.
The streets were different from what they once were when Gato reigned supreme in this Land. You could see children running around playfully. The adults were busy at work. Some shops were now open for business. There was life. Not the death that once reeked whenever you strolled through the face of the country. A side of him was a little proud that his actions brought about this effect. He could have simply killed Zabuza and not taken out Gato but he did it anyway.
"It is amazing how much this place as changed. There were people on the verge of death due to hunger. Some had escaped their homes. It appears, many have returned and the life has returned into their eyes."
"We could have done something."
"Sometimes, it is best to let people get up themselves. If they got up themselves and started rebuilding without anyone's assistance, next time someone wants to destroy things, they will not give up even if it means death."
"You're less likely to give up on something you worked hard for than something you were given, huh?"
"Indeed… a pity Konoha took advantage of the situation. But it is good for these people. They suffered enough."
Sometimes Mei did wonder how Naruto made it in life. He could show empathy at times, and the next moment a cold hearted killer. He was truly a shinobi in the real sense of the word. His kindness was usually reserved for strays. That was likely due to that he could identify with them, for he once was a stray, parentless and wondering if somebody would save him for the misery that was his life. It was hard to ignore those who suffered in similar circumstances because you knew their pain.
Their movements came to a halt when the Konoha group appeared in their view.
Mei glanced at Naruto through the corner of her eyes and then back at the Konoha group before asking in a curious tone. "Just to ask, how long have you been in this place?"
"A day."
Mei sighed. "No wonder you appeared at the right time. You could have told me they were already here."
"I was certain the moment we took to the streets, they would welcome us." Naruto replied with indifference. He smiled as the Konoha group stopped in front of them. The citizens of the Wave halted, looking at them. They would know Kakashi, but not their group. He bowed slightly, and spoke in a respectful, yet firm tone. "Hokage-sama, Jiraiya-sama… I must say, being in the presence of the Copy Ninja and the legendary Sannin is an honor."
Kakashi eye smiled in response. "You're famous yourself."
Naruto chuckled lightly. "Yeah, but not the right reasons and not in the same weight as you two. You have proven battles. Very few people can say they don't know you. I'm only a celebrity to the bounty hunters."
Kakashi wanted to reply but he didn't want to be rude to the Mizukage. He greeted her with a warm eye smile.
"Mizukage-sama… I am glad you made the journey safely."
"Thank you." Mei shared the silver haired Kage's smile and then shook his hand.
The Hokage then motioned for the two to follow him and Jiraiya as they turned around. "He says he is only famous with bounty hunters but from what I heard, he is also famous in Kiri as well. Not to mention, the people here are aware of who killed Gato, thus saving them from doom."
"Well," Mei smiled. "He isn't famous in Kiri."
"By design maybe?"
"You could say that."
"We are glad that you are here." Kakashi glanced at Naruto for a moment. "There is so much Konoha wishes to clear with you."
Naruto didn't reply. He focused on the peaceful streets. Konoha could have issues with him, it wouldn't matter. If Jiraiya wasn't jumping on him, then Tsunade hadn't gone back to the Leaf. He could breathe safely on that regard.
"You have something to say to me, Jiraiya-sama?" Naruto asked in a flat tone, without glancing at the Toad Sage who was shooting curious glances at him. "Don't be shy to ask. I'm decent enough to answer questions in an amicable manner."
Mei rolled her eyes and replied with a snort. "When you choose."
"It is only natural. I shouldn't force myself to answer questions that make me uncomfortable." Naruto replied with nonchalance.
"You seem to get along with the Mizukage."
"Well, she is the first person not from Konoha that I became friends with."
It was the phrasing of the statement that was particularly striking. There was just no way that wasn't said without purpose. While he deliberated internally, Naruto shattered the silence. It was an attempt to drift away from the conversation.
"Why did the Sandaime not come? It would have been nice seeing him." There was no emotion in his voice. It was impossible to tell if he was being truthful or not. His expression was also blank.
"If you want to speak to him, you could go to Konoha." Jiraiya replied in the same tone as Naruto.
"Hahaha…" Naruto laughed. "I'm sure Konoha's people would want to torch me. But I could always count on the man who trained my father and the man who was trained by my father to protect me from harm."
Both Jiraiya and Kakashi tensed upon those words. It wasn't an exaggeration to say Konoha's people were happy with Naruto away. There was the lingering fear he could come back to haunt him. But if you imagined questions like "what is he doing back here?" you were not being delusional. The rumors spreading about him were not making things easy. Neither of them could say anything to justify the matter.
The rest of the walk was in silence.
To Mei, it was a little amusing. She had a feeling that Naruto was trying to make the two uncomfortable. Even though he didn't venture deep into his feelings regarding the Leaf, Mei didn't think there was hatred there. He certainly wouldn't be bothered by being called names if he went there. Simply because didn't consider Konoha as his home. He had no attachment to the village. He didn't care about it.
She didn't dismiss the not so kind feelings he expressed the other day.
She wondered how his father would react knowing this was the decision his son took. Minato was hailed as Konoha's greatest hero. For his son to want nothing to do with Konoha must be a source of embarrassment. The blow was perhaps cushioned by the accusations from Iwagakure, even though they have subsided.
They stopped in front of what seemed to be a newly built building.
"We have arranged for you accommodation to be here, at our expense. We will give you some time to rest after the journey… and at about 7pm, someone will come to collect you to begin the first round of meetings."
"Acceptable."
Moments Later
Kakashi watched the two enter the hotel and then disappeared. He sighed with a slight shake of his head.
"Well, that was uneventful."
He'd expected something a little serious. Worse, the Mizukage was very quiet. He didn't know much about her, but he didn't think she would be that quiet. Even Jiraiya had spoken less. The man always had something to say. Perhaps it was by design. Better not say anything that would put their discussions in a precarious position.
"I held my tongue."
"I can imagine." Kakashi put his hands inside his pockets and started retreating. "We must prepare. It is obvious nothing is going to be easy, especially with what we have to say about Naruto."
"You have to prepare with Shikamaru. I'll make sure there is nothing troubling outside when you speak."
"I doubt anyone would attack this place, even if spurred by the money on offer." Kakashi said carelessly.
Later that day
"Once more again, thank you for making the journey." Kakashi spoke to Mei in a firm tone, sitting across her in a dimly lit room. Shikamaru occupied his right side.
"I want to think we want the same thing. Besides, Kirigakure has been secluded from the other nations for far too long. I thought making friendships with Konoha would be a smart move." Mei planned on forming some sort of back channels with all nations if it could be possible.
"That is my hope as well." Kakashi eye smiled. "This is Shikamaru Nara, he'll be taking part as my advisor."
"Mei-sama," Shikamaru greeted the Mizukage with a smile and then turned to Naruto. "Naruto."
"Son of Shikaku?"
"Yes."
"Well, he takes after his father then." Naruto replied.
Mei took over, not waiting for a response from Shikamaru. "You demanded Naruto's presence in this meeting. He is here and I think that is the first issue we must deal with before proceeding."
"It is an issue that if we cannot agree, means we cannot form any relationship with Kirigakure." Kakashi replied authoritatively.
A hard line had to be pressed if they were going somewhere and would not want anyone taking advantage of things. Kakashi would rather things were conditioned differently, but both Shikaku and the Anbu commander advised that things move in a certain way despite what the Sandaime may wish. Sentiments couldn't get in the way of doing what was best for the Leaf, even if it meant betraying Minato.
Truly, they had already failed his sensei. They just couldn't fold and let destruction fall because of this failure.
Mei took in the atmosphere in the room before replying. "That sounds serious," she said in a tone that equaled Kakashi's, her stare firmly on him. "I was not under the impression that our relationship hinged on Naruto."
"If things were different, maybe, but he is with you. And we were mainly bothered by what Iwagakure was accusing him. They'd demanded his head for an attempt on the Tsuchikage's life and threatened us."
"He is not a shinobi of Konoha, but still remains the son of our greatest Hokage. You could understand our predicament," Shikamaru added, almost in a lazy tone, his eyes slowly shifting between Naruto and the empty wooden table.
"But the matter has been solved."
"Not in so many words. Iwa hasn't retracted it's demands and has refused to answer to our questions. In some ways, they have stopped publicly trying to get your head but doing so secretly." Kakashi stared at Naruto. "Is there any truth in the matter?"
"No."
"You're not going to add anything?"
"No."
Shikamaru looked worn out already. "I doubt Iwagakure would've made the accusation without anything to back it up."
Naruto tilted his head slightly. "Well, you said they demanded something from you and even went as far as to threaten you. Did they do so without providing reasons for their actions?"
Inwardly, Mei considered laughing. Naruto wasn't going to give anything away even though he'd admitted to things to her. It wasn't really being unreasonable. You couldn't give anything away, lest they took advantage of the situation.
"They didn't provide any evidence, admittedly." Kakashi answered. "And that is part of the reason we'd refused their demands. It doesn't mean that we think the Tsuchikage just started to make those demands simply because he wanted you dead. There must have been a reason."
Well, Kakashi was no fool. "Maybe there was, but I went to Iwagakure and sorted things out."
"Just like that?"
"There is still some misunderstanding but the major issue has been resolved. That is why they are no longer demanding anything from you. As to how things proceed hereon, I don't think I owe you an explanation."
"That may be true but as long as you're not officially a shinobi of any village, we get threatened. Unless of course, it is fine with you to say in the event something like this happens, we can always send them to Kiri." Kakashi was speaking directly to Mei.
"That is fine."
"And if we form a military alliance, in case something happens between you and Iwa as a result of this, we won't be obligated to offer you any help."
Mei tapped her fingers on the table. She didn't need Konoha's help in Naruto's matters but they were just making it clear that they wouldn't offer any help. She glanced at Naruto to see if he had any reaction, but there was nothing on his face. What else did she expect from him? He wasn't suddenly going to lose his mask because the Leaf decided it wouldn't help him in times of trouble.
"I don't think things will get to that point. But if those are your views, we will accept them." She said. "But that is not the deal breaker, is it?"
Kakashi shook his head. "Naruto is a Jinchuriki of the Kyubi. The biju was captured by the Shodai Hokage. We cannot let that power in a position to be used against us. We have shown remarkable restraint by not hunting him down." He kept a straight face, even if he didn't enjoy speaking the words. "We are willing to allow the Kyubi to be away but toward the end of his life, the Bijuu must be returned to Konoha. And there must be some agreement that the power will not be used against us in any form."
It wasn't anything unreasonable or unexpected. What was unexpected was Naruto's silence in the matter. Mei decided she was the Leader and thus the decision would be hers.
"But we want something concrete. We can't just trust any word or any signed agreement. Those mean little in the shinobi world." Shikamaru added, this time, he did not look at Naruto.
Mei glanced at Naruto and asked. "What do you think?"
"I was thinking Konoha was being incredibly nice when there was no threat against me." He stared at Kakashi with freezing coldness. "You say Konoha captured the Kyubi, but let us back up a little. Did the Shodai bring the Kyubi back to Konoha? If I'm lying, you can correct me. It was Mito Uzumaki who sealed the Kyubi within her. When her life was about to end, that role was passed on to my mother. The Uzumaki as a result has always been holders of the Bijuu. Do you deny this?"
"No, but it doesn't change that it belongs to Konoha."
"Did I argue otherwise?" Naruto asked with a raised brow.
"Are you saying that we have no right to demand ownership when it has been your clan all along that has held the Bijuu?"
"Something to that effect."
"Your clan did that because of an agreement with Konoha. If the Uzumaki were bound to own the Kyubi, your mother would've have been sent back to her home instead of being allowed to leave her family to stay in Konoha."
Shikamaru had been briefed about the history between the Uzumaki and Konoha. It was amazing just how important the clan was to Konoha – at least in the past. But perhaps specifically to the Senju clan. It was a pity that the Senju was now extinct and so was the Uzumaki. Konoha shinobi wore the Uzumaki clan crest without really knowing anything about it.
Ignorance couldn't be blamed. Konoha did nothing to teach this history. It seemed like the village did everything to erase history.
Naruto smiled; his smile made both Konoha shinobi a little uncomfortable.
"I don't want to hear anything about agreements between Konoha and Uzu from you people. Even as you sit here, even though you claim Uzu had to honor its agreements to Konoha, you did no such. My home was invaded and destroyed. In any of the Great Nations, Konoha is far closer and you did nothing to save your own skins. So, you really cannot speak about agreements and how they mean nothing." He laughed, a cold disturbing laugh that echoed through the walls of the room. "I apologize… that was a little inappropriate. It just occurred to me that perhaps you do have the experience, so you really know how valueless paper agreements are."
"That is history. This is the present. We do not know why decisions were taken back then."
"This is why I asked why the Sandaime Hokage had not come. He would have answers." Naruto replied with indifference. "Are there any other demands?"
"From you, that is all we require."
"Uzu will rise once more. To this effect, I do have a demand from Konoha. Please stop wearing our Clan crest proudly when you know you betrayed us." Naruto's voice was deathly sharp. "Aside from that, I personally have no problem with agreeing to send the Kyubi back at some point. The decision is nonetheless not mine to make."
"Give us some time to think about this. Tomorrow morning, we will give you an answer. But we would be willing to temporarily offer you the Three Tails, until such a time comes. You think about that… if you can agree to that, and no more than that, then we can continue. If not, you can pass on the message in the morning and we will be on our back home. Uzu matters are between you and him. Kirigakure will not get involved in that decision you take."
"We will continue tomorrow."
"Well, gentlemen, do enjoy the rest of your night."
Kakashi watched the two leave silently. Once they had disappeared, he let out an audible sigh. Shikamaru mirrored him, but rubbed his temple as well.
"Well, that was unexpected." The Nara said. "But difficult as expected. He really isn't going to be an easy person to deal with, even though he isn't being unreasonable."
"About the Uzu issue?"
"If we watched the clan get destroyed, we have no right to wear its crest. Am I wrong to say that we didn't just watch, but we also did nothing to try and find survivors, bringing them into Konoha."
"Yes."
Shikamaru closed his eye. "This is really troublesome."
"That can be solved at any time. He seems to put more interest in Uzu issues rather than the treatment he received from Konoha. In fact, if he held a grudge against us, there would be no meeting with Kiri. The Mizukage wouldn't have even offered to give us the Three-Tails. That is at least a good sign." Kakashi said with hope.
Shikamaru wondered about that. He would wee what would happen tomorrow. If this turned out to the case, then it was a bonus. Konoha did not need a vengeful shinobi with a bone to pick with it.
And hour later
"Are you sure you want to be moving around without your leader?"
Naruto glanced toward the direction of the voice; it was Jiraiya. The Sannin was standing on the side, hands folded across his chest. Even in the darkness, Naruto could see the seriousness in his face.
"I'd gone to buy some drinks."
"Celebrating something?" the Sannin asked. "Or is your relationship with the Mizukage a little more personal?" he now had a sly look, his eyes gleaming with ideas. "Not that I would blame you. She is a beautiful woman. And you've grown."
Naruto laughed.
Sure Mei was delightful. She was truly a fine woman but Naruto never entertained the idea of relationships. Perhaps he escaped from it, faulting his work and agenda. But honestly, there was nothing like having a life. He may as well be a puppet created by Danzo at this stage. His mother would be disappointed. By now, she would have been asking to meet a girl, just so she can start preparing for a wedding and grandchildren.
'You could join her.'
'You really want to be free, huh?'
'Of course. The sooner you die, the better chance I have of freedom.'
Naruto didn't reply but faced the Toad Sage. "I will not fault your words. The Mizukage is indeed a fine woman… There are many fine women; she is quite special. But I don't think you stalked me just to ask about that, did you, Jiraiya-sama?"
"You mind talking to me for a bit?"
"Depends on what you want to talk to me about."
"Orochimaru… Sensei wants to kill him before he dies. He admits letting him live for this long was a blunder and has caused many people to suffer."
Naruto snorted. "He realizes that now?" he walked over the Sannin. The stood any an alley, facing each other. "Orochimaru isn't the only reason… I suppose."
"What exactly happened in Iwagakure? Kakashi said you won't say, but something must have happened for Onoki to make that demand." Jiraiya said in a dead serious tone. "He has changed tunes, but something must have happened for him to change."
"I spoke with him. And he understood that nothing would be gained from this. I did not try to kill him after all."
"Why did he make the accusation?"
"Orochimaru is responsible. He once came after me… well, he was looking for Itachi. I kind of humiliated him and he has held a grudge ever since. He said something to screw me over."
"Do you know anything about his operations?"
"Why would I know?"
"You seem to have the ability to disappear at will. And there is nothing to say you don't know."
"Before we leave this country, I'll give you some locations."
"I appreciate it." Jiraiya fell silent, stared into the empty space between them. "Are things well for you in Kirigakure?" He asked with genuine concern.
Naruto found it amusing. Not because he had a general dislike for the Sannin. It was simply his concern for his wellbeing that was amusing. What was he to these people? They were nothing to him. He would always be grateful to the Sandaime Hokage, but that was it. The story ended there. There would be no more pages to be written.
Unless of course, it was business.
"You must have been really pleased to learn that I was alive."
"Of course I was happy. Even now, I am happy, just a bit worried. I can't pretend you left Konoha because of some pleasant circumstances. Not to mention, you didn't return because of the hell you'd have faced. Knowing Kushina, she would have been a happy mother if she knew you were a hero in Kirigakure."
"Invoking the parents, are we?"
"Regardless of how you look at it, it is the truth. I just wish things could have been a little different."
"They are not. And you shouldn't be talking to me about what could have happened. We are living presently, with present circumstances." Naruto replied in a sharp tone. "I'll see you tomorrow, Jiraiya-sama."
Unknown Location
Baki stared Kitsuchi with sharp eyes. There was no room to express weakness. The renown Jonin in front of him was firm as steel, rooted to the ground as a mountain. It was obvious, there would be no moving this man. But Baki wasn't here to move him. He just wanted to see if they could deal with Iwagakure given the current situation.
Hidden meetings… he shook his head. He was getting used to this kind of secretive dealings. This one was being done on Konoha's back. Without question the Leaf would attempt to interfere. It wouldn't want enemies coming in two sides.
"We'll make this short."
"Nothing less would be acceptable." Kitsuchi replied.
Baki glanced at the rocky terrain. No could see him. And he was sure Kitsuchi came alone. But in this place, Iwagakure shinobi were adept. The boulders that hid them could be jutsu.
"What are your terms for friendly relations between Iwagakure and Sunagakure?"
"You must turn your back on Konoha. You cannot be friends with us and still be friends with Konoha."
"That's not going to happen." Baki replied without a moment to waste. "Some trade agreements with Konoha are beneficial to us."
"We can replace us."
And allow Suna to be dependent on the Iwagakure? They would lose their independence. Rasa wasn't going to allow Suna to become beholden to another village like that. Things would change now with the right person sitting within the top of the Wind Country.
"That isn't going to happen." He shook his head. "You're missing the point about something. Our relationship with Konoha has been badly damaged. It is going to take years to repair. At this rate, it is no longer necessary. We will move away from our poverty. Once we do, we will cut off business with Konoha and look to other nations. We depend on Konoha for now because they are cheap."
"So, you're saying you'll eventually separate from Konoha but will not turn to us."
"Yes."
Kitsuchi nodded. There could be movements made to ensure that Konoha never improved its relationships with Suna. Sabotage was a splendid warfare tactic.
"Is there any other demand Suna has?"
"Naruto Uzumaki."
"What of him?"
"He is a dangerous person. Very dangerous to the security of Iwagakure."
"He is just one shinobi. A Jinchuriki of the Kyubi but there is nothing about his strength that says he is dangerous enough to threaten Iwagakure. Is this about the attempt on the Tsuchikage?"
"We know he is dangerous. We have seen first hand. Our demand is cooperation from your shinobi in his movements and plans on taking him down."
"We are fine with that."
"We have a proposal. Let us organize a joint Chunin exam to be held in Iwagakure. We will use this time to get the Kage to meet. No other village will be invited to the exam. After this, we can invite the other Great Nations for a Jonin competition. We invite them to bring their best Jonin to a competition to determine which village has the best."
"I can understand the first. But the second?"
"We don't need to send our best. We just want to see the best of other Villages. It is likely they might not send their best, but it doesn't matter. There will be potential clients watching. And the other Kage will have to come. We will use this opportunity to talk to them."
"About?"
"We can discuss that another time. For now, it is whether we agree on this. If we can, then we should be able to move forward."
Baki held out his right hand. "I look forward to working with you."
Kitsuchi shook the hand.
Wave Country
Naruto found Mei sitting on the couch, a scroll on her left hand. Her lips pursed, an expressionless mask on her face. He stood by the doorway, watching her. Some reports. Maybe something a little unpleasant. She carried Kirigakure on her shoulders. It wasn't anything easy. The first days were difficult. There had been days he couldn't afford to sleep, because the people who put Yagura in power wanted her dead. She had resisted a purge and that was the danger she had to face.
They have truly come a long way. From the first day they met, to now. She did not change. But he did. He'd been a child when he first came. But now an adult. It was safe to say she's watched him grow. Not that she helped him grow. He helped her. In every way possible.
After a couple of moments, he went over her and placed the bottles he held on the small table. Cups were already there. He poured for both of them and sat down comfortably.
"What were you thinking about?" Mei asked without lifting up her eyes from the scroll.
"You noticed."
"It was hard not to."
"The journey we have been through. The days I had to be on guard when you were asleep because the shinobi who supported Yagura wanted revenge. Now, and what tomorrow looks like." He smiled warmly. "You have not changed over the years. You're still the same person I met years ago. Some part of me is really happy this has been the case."
Mei folded the scroll and placed it beside her before looking up at Naruto. She thought of those days with fondness. To say she wouldn't be here without him wasn't an exaggeration. He did a lot of things back then. Including even training some of her shinobi.
That was why even when he had secrets, she never asked. That was why even when there were threats to his life, she would always trust him. For he had given her everything.
"A year in the shinobi world is a long time. Within a year, you could lose your teammates. Escape death, and even get your first kill. I have known you for a number of them. You've been around in the good and bad moments. It feels like a lifetime, really."
"We have survived. But it seems the future will be much more difficult."
Mei leaned on the couch, closed her eyes for a moment. "I didn't think Konoha would make that demand. But it is understandable in their position. That is why it is easy for me to give them the Three-Tails. Of course, we now need to urgently bring Utakata back."
"I'll go and collect him."
Mei nodded. "You haven't collected Kisame. It's been months now."
"I have collected other swords."
"But not Kisame and I really want him alive. Having him and Utakata makes up for any loss we'll suffer. We also have to move our shinobi to Uzushiogakure."
"Give me a month."
"If you don't?"
"Punish me."
Mei smiled slyly. "Now, I really wish you don't and I get to punish you."
Naruto felt some discomfort upon hearing those words. Mei was a woman who possessed the ability to melt him. She could melt even Susanoo.
He quickly changed the topic to avoid thinking about the melting. "Is it a deal breaker? I must not be the one to stand in the way of your dreams. It has always been your intention to open diplomatic ties with other nations. You have Konoha, but my actions could cost you Iwagakure."
Mei shook her head.
"We can't change the past and you're not going to be a stumbling block. Konoha is indeed forced here because their partner in Suna has betrayed them, but you've helped in getting us here. I am thankful for it." She stared. "And the Uzu issue?"
"I was serious."
"For a moment, I thought you were just trying to rile them up."
"Uzushiogakure has no relationship with the Leaf. And they betrayed us. It is a mockery for them to continue wearing our crest as if it meant something."
"Your mother didn't seem to mind."
Naruto shrugged. "Mother wasn't in any position to do anything. She was taken from her home and brought up in Konoha. She was informed of the news, while wearing a Konoha headband. Those are events of generations of the past. I just don't think they deserve to wear the crest. I can't hold a grudge for something that happened before I was even conceived. Doing so would simply be making excuses for being a hateful junky."
How Mei wished Naruto was pure hearted. He thought violence. But if there was something clear in him, it was his mind. He wasn't burdened by negative feelings or anything petty.
"As long as it doesn't get in the way."
"I don't think they'll agree to it." Naruto replied. "I just wanted them to know. Of course, once Uzu rises, things will be different. But we are not here to talk about that. It is setting up Kirigakure in the diplomatic stage."
Mei nodded.
"Well, they do need a friend. Konoha has no other friend and their strength has weakened over the years. A military alliance will be an issue."
"Indeed. It isn't out of the picture that Suna and Iwa could conspire to destroy the Leaf."
"I hope not."
"Never think less of shinobi. I know you comfort to diplomacy but we must also consider that shinobi are hardened people who will attack anyone if it suits them." Naruto replied sharply. "I really have to think of a diplomatic way to end things with Iwagakure given Konoha's position in the matter. I don't want you dealing with the threats."
"So, it will no longer be kill or be killed?"
"Something like that… But at this rate, it is unlikely I wont be seen as a threat. I can just make sure he makes no threat to you, but I'll have to be on the lookout. I can live with that." Naruto said with some indifference. "Are you sure you want to continue with this despite their terms?"
"Yes. They are not being unreasonable."
"Well, I can only offer my support." Naruto said as he stared into the ceiling. After a couple of moments, he placed the cup on the table and stood up, slowly walked over to Mei. He held out his right hand.
There was a definite change in the atmosphere. Mei considered the hand for a moment, her heart pounding because she didn't know what was going to come next. The unreadable look on his face made things a little more flustering for her. After a moment, she took the hand, and he gently helped her stand.
Naruto pulled her closer, her body pressing against his. His left hand lifted the bang covering her right eye for a moment, exposing the full view of her face.
"Can I kiss you?"
Mei gave him a look, wondering if he really meant it. But given his expression, he really did mean it. He was seriously asking for her permission. She gave him a soft nod.
He didn't waste time. It wasn't his first time kissing a woman, but it was the first time he was in this position with Mei.
When his lips touched hers. He felt her warm breath over his nose. When their lips locked, he closed his eyes, and permitted the emotional side of him to control his actions. His heart felt flustered, a little. A range of emotions coursed through his body as he continued to the kiss. His hands move lower, grabbing her by the waist. Her lips were as soft as they looked. The lack of alcohol in her mouth made him realize she hadn't taken a sip from the cup he poured for her.
It was truly a different world. The emotional control he'd horned for years threatened to fall away as he devoured her a little hungrily, both his hands wrapped around her, pulling her an inch closer and closer.
The warmth that spread in his heart felt foreign, yet enjoyable. His racing heart brought him back to reality.
As he pulled apart, he was certain, time had slowed. He took a step back from her, and placed a hand over his chest. The way his heart danced was different. Even the thrill of battle didn't do this much to him. Even the face of danger didn't give it this much vigor. Truly, there was something there.
He wanted to go back again; a part of his being he had yet to explore and had to explore.
"Well, you're a man."
Hearing Mei's response, Naruto chuckled.
"And you seem a little excited over there." She added with a wide grin on her lips.
Naruto slouched down. "Well, I am indeed a man." He said. "I have always admired you as a woman. I have always kept some distance. Not because I didn't trust you, or just kept you at arms length for my convenience. We were in a situation where things were bad. The risks there. Even now, risks are there. Death is nothing when you feel nothing for the person. But the death of a loved one is terrible. It has scarred me more than being treated like a demon by Konoha. I didn't want to care that deeply, because if I did, I would open myself to that type of pain."
Mei had never considered it to be that. She had assumed there was a reason, but nothing so deep. It reminded her, that despite what he may do, he was still just a human. He felt the same things she felt. If you stabbed him, he would bleed. He knew the pain of death. He knew loneliness. Was there anything treacherous he didn't experience?
Well, he has yet to experience betrayal and she hoped he would never experience it through anything Kirigakure would do.
Mei remained on her feet as she replied. "What has changed?"
"Nothing. Some things are worth it. I wanted to see if it was worth it."
"Is it?"
The Following day
As expected, Konoha was ready to continue with meetings. Mei knew the Leaf needed an ally more than she did. Kirigakure was safe in the Land of Water. They were weak and didn't bother with anyone. Well, at least Naruto's actions of past gave her a pause, but nothing she lost sleep over.
She glanced at the blond; he wore the same expression. But behind the mask, Mei saw someone different. It was amazing how a simple confession could change the whole outlook of a person. Their relationship was going to change. And maybe, just maybe, her quest to find a husband would finally end.
She looked back at the Konoha delegation and smiled. "You accept Kirigakure's compromise then."
"Yes."
Kakashi had replied with a nod, but Shikamaru added some reasons. "It is something fair. We can agree with it." Of course, the power of the Kyubi couldn't be compared to the power of the Three-Tails. But there wasn't anything they could do. He had a feeling, a demand for the Kyubi in earnest meant war with Kirigakure. If that happened, Konoha would be destroyed. Not because of Kiri's strength but because hyenas watching them would pounce.
Shikamaru loathed their situation. At least, Kirigakure was proving to be reasonable and if they could gain a military alliance, he would sleep better. If not, Konohagakure's withering military strength would be the death of them. Corrections were being made, but it didn't take a month to raise an army.
"How is the delivery going to occur?"
"Delivering it as it is would be problematic. It currently doesn't have a Jinchuriki." Mei replied.
Kakashi eye smiled. "So, that is why you're giving it to us."
"Don't mistake things. It is not because we couldn't find a Jinchuriki. We are just conscious of the past. As was with Naruto's situation in Konoha, anyone who possesses the Three-Tails would suffer the same fate due to the actions of its former host." Mei explained in a hardened tone. "We took a conscious decision to avoid that… for now."
"How do you propose we do it?"
"Select someone who can become a Jinchuriki." Naruto replied. "You can bring them to Kirigakure and I will seal it within them. In terms of the safety, you can rest assured, I'm quite confident in my abilities. But I would make the seal available to you, just in case."
"Can we get it now?" Shikamaru asked. "We could have it studied. If it is more powerful than anything Konoha can do, then we can use yours."
Naruto looked amused. "I would be embarrassed to call myself an Uzumaki if you could create something more powerful. At any event, Konoha's Fuinjutsu is mostly based on what my clan provided…" he said.
For a moment, Shikamaru was silent. He was taken aback, by the fact that the embarrassment was visible in Naruto's face. He was that proud of being Uzumaki. Perhaps that was why he made that demand yesterday.
"You've learned Fuinjutsu…" Kakashi eye smiled. "Unsurprisingly, both your parents were masters of Fuinjutsu. But despite being called a genius, your father did learn most of his Fuinjutsu from your mother as she had clan secrets…" he paused, and stared. "Then, you're the one who cleaned up the mask temple."
"Yes."
"But that was done years ago. You were still a child."
"You were still a child when you started killing people in war, Hokage-sama." Naruto replied with indifference.
"Circumstances… huh?" He shook his head. "Then, you can provide it?"
"Not now. I'll send it to Konoha." He had go to Uzu to collect it. Not to mention, he needed to select specific, or even draw something new. He didn't want to give away something of value. What was he saying? A perfect seal capable of containing a Bijuu would always be valuable.
"Can we agree that it must arrive within a week from now?"
"Two."
"But no more."
"Acceptable."
"We will communicate with you once we have received it. Jiraiya-sama will most likely go to Kirigakure for the sealing."
"I have no problem with that." Mei said.
"Good." Kakashi smiled. "I am glad we were able to get this through without any trouble. Our objectives for this meeting is establishing a trade agreement as well as having a military cooperation."
"But that trade would come through the Wave. We think it would make sense, and gives the Water Country some peace of mind."
"Are you in control of the Wave?"
"We are not." Kakashi shook his head. "We made an agreement with the Feudal Lord here. Besides, we think Kiri would be able to form a better relationship with the Wave when it comes to shipping."
"Naruto also has a proposal with regards to trade." Mei said.
"Right." Naruto dragged the word. "Uzushiogakure already runs a small shipping business. Our business is currently through sea. We want to establish a shipping route through land. This shipping will be done through a transportation called trains. They are fast, and will deliver goods in short periods. We already have deals drawn up with merchants on delivery of their goods. Konoha is willing, we would also be willing to transport its imports and exports if it pleases."
"Explain a little more about this train."
Naruto removed a sealing scroll from his coat. He opened, and put a hand over it, summoning three more scrolls. He rolled one over to Shikamaru and then opened one. It was a Huge map of the Fire Nation, marked with all the Towns and farms that were there. The map was so detailed Kakashi's brows rose.
"Where did you get this map, Naruto?" He asked in a dead serious tone. "This is a matter of national security. I have not seen a map this detailed anywhere even in Konoha."
"You sound very serious."
"Of course I am. If an enemy were to have such a map, it wouldn't be good for the security of the Fire Country!"
"There is only one copy, and this is it. As to where I got it, I made it myself."
Kakashi let out a long breath.
Naruto continued on the issues at hand. "As you can see from the marked lines… tracks will need to be built. I can explain a train as a piece of mechanical machine that runs on a specific track." He put down the other scroll and drove it for a second. "It simply requires chakra to move. It can carry any load. We are going to build the tracks in the marked places."
"You would need the Feudal Lord's permission for that."
"We already have it."
"He gave it? Why?"
"Tax." Naruto replied with a shrug. "This can transport even people. The Springs uses it for this effect. But for shinobi, it is more beneficial in this way."
"What exactly do you need from us aside from our goods to transport?"
"Your cooperation… and some man power for the project."
"What will we gain from this?"
"The trains will need protection. They use the same route. It makes them easy targets. Once they are built, we will pay Konoha for protection on specific routes."
"I'll have to discuss that at home."
"That is fine."
"What about the military alliance?"
"Cooperation and perhaps having someone to help you in the time of need. I wont deny that Konoha is currently in a tricky position."
"But no such help comes if you start trouble. But we can discuss that later. For now, in terms of trade, it is discovering how we can help each other and what you can offer to us. We will be able to have an agreement once that study is completed. For this purpose, I request we be permitted to have an office in Kirigakure. It will keep diplomatic ties closer and easier. You can always send a message to our office there."
"Konoha must be allowed the same."
"There is no problem with that."
"We have to talk about Uzushiogakure. It is not a secret that there is something happening in the Island and you have mentioned," Kakashi said, his lone visible eye staring at Naruto. "What is the relationship between Uzushiogakure as a village and Kirigakure?"
"Is there an issue there?"
"We cant forget why Uzu was destroyed. People will become uncomfortable when they start seeing things."
Naruto shrugged. "Uzu will handle its problems. But indeed, there is a village. The relationship with Kirigakure is brotherly. I'm representative of both Kiri and Uzu."
"I see." Kakashi fell silent, thinking. "Are we going to have problems."
"Why should we?"
"What you said yesterday."
Naruto shook his head. "We won't have problems. I'm not in the business of causing problems needlessly… well, except when my excitement gets the better of me," he added a bit sheepishly.
"Can Shikamaru visit Uzu?"
"No."
"You're not even going to think about it."
"It serves no purpose."
"Given what you said before, I think it does."
"It does not." Naruto said flatly. "We shouldn't stray away from the main objectives. We are here to discuss future Konoha and Kiri relations."
"When did you get permission to build your things in the Fire Nation? We do not even know anything about this." Shikamaru asked out of curiosity.
The fact that Naruto made that map, and has been into lands of far as the Springs meant he travelled a lot. And he has been active for a long time. Saying that Kakashi went to battle when he was a child also meant that Naruto also started moving around while still a child. It was amazing that after such movements, he had been virtually invisible until he relieved his existence. How could someone like him be that silent in the shinobi world?
Was he moving under an alias? It could be that he shielded himself by assuming a different identity. Shinobi were trained for such. And if Naruto wad as skilled as Konoha feared, then it wasn't impossible.
Naruto smiled. "I don't recall."
Later
"Well that went well." Mei said with a smile. There was no agreement signed, but the future looked bright.
"Yeah." Naruto nodded in agreement.
"Once we have established things with Konoha, we can move onto Iwa and Suna. Kumo can be last. The history is rather bloody and unpleasant." She glanced at the happy streets and then looked ahead. "Should we just back home? There is no other reason to be here."
"Are you that in a hurry to see Uzushiogakure?"
"Of course."
"You know, I wanted to go somewhere else after this."
"You always have somewhere to go. This can't wait!"
He could send a clone with her but that would probably piss her off if she discovered it. Besides, he needed to develop a new seal for Konoha or just adjust another he already had in his possession. It was only then could he go to Amegakure for an important mission. It was indeed going to be a blast. But he could contain his excitement for now.
"I pride myself in having things to do."
"Yeah right." Mei sighed. "I'm surprised you went that far with Konoha. Given what you said the other day, I was surprised you offered them a deal."
When he sensed something, he glanced up into the sky.
Naruto held out his right hand, stopping Mei. He glanced up into the sky. Falling like a bullet from a bird, was Sasuke along with a redhead. They crash landed in front of both him and Mei. It didn't take more than ten seconds for team Konoha to make an appearance.
Naruto smiled. They must have been expecting him but didn't say anything to them. Any normal person wouldn't be in this situation. They would flee but not the arrogant child in front of him.
"That is one way to evade being detected," Naruto said casually. "This is no wonder the Sky Nation was very successful."
"They'd still be around if they were successful," Mei replied with a shrug. "Uchiha? Something you must face?"
"Yes. I was trained by his elder brother."
"Please don't mess with his face," Mei put a hand on his shoulder. "He is a handsome young man and I like handsome young man," she said with a sly smile.
"You say that in front of me?"
"I didn't think you held such interests."
"I'm offended."
"Sorry to disturb your flirtation," Jiraiya intervened, his voice stern, but with some gleam in his eyes. "You are our guests, we would rather deal with this problem. Sasuke is a former shinobi of ours. We don't want any harm happening to you."
Naruto scoffed. "Sasuke is here for me, right?" He stared at the silent Uchiha.
"You killed Itachi and you're going to tell me the truth about what happened when he massacred my clan."
Naruto glanced at Jiraiya. "You heard the Uchiha. Let me play with him. Besides, don't you want to see some of my abilities?"
Jiraiya considered it for a second before agreeing. Konoha didn't know much about Naruto's abilities. And if Naruto was willing to give them an exhibition, he couldn't turn it down.
"Just don't kill him."
"His brother wouldn't forgive me if I did something like that." Naruto replied with a wave of his right hand. "Come, Sasuke. I would rather not have anything rebuild get destroyed over a sparring session."
It did nothing more than infuriate Sasuke but he followed.
They arrived at a clear place. There was nothing but grass. The Kage and others were standing in the sidelines. Even in his power, Sasuke was beginning to think he wouldn't be able to get away from this without some significant loss. But it really didn't matter, as long as he got Naruto to tell him why Itachi died and why did what he did, then he would be satisfied. He had no intentions of dying here. He had to avenge his clan, one way or the other.
"Hello Karin."
Sasuke twisted around to face the redhead. "You know him?"
Karin adjusted her glasses and then replied. "Somewhat…" she said. "Do you really want to face him, Sasuke-kun. He is a monster. His chakra levels are far beyond what Orochimaru has or anyone we have come across."
If it wasn't because Naruto was suppressing his chakra, she'd be on her knees, shaking in fear. How was someone even allowed to have that much chakra? There wasn't even a comparison with Sasuke.
Sasuke glared at Karin but then turned back to face Naruto without saying anything to the redhead. His Sharingan stared with sharp daggers.
"You killed my brother. And I was told Konoha ordered him to murder the entire clan. Orochimaru says you have all the answers. I want them!"
"I have one condition; if you can do some significant damage to me, then I will explain everything to you. But if you cannot, I'll be making you go back to Konoha. Don't worry about them. They can't interfere even if you defeat me." Naruto finished with a laugh. "Sorry, it is just laughable that someone who doesn't have the same eyes as me can defeat me."
"It is an insult that you would boast in borrowed power. Those are the eyes of my brother."
Naruto shrugged. "We do what we can do gain power." He said, touching one of his earrings. "I'll give you two minutes. I don't want to exert myself. I don't trust those people watching. Besides, I still have a long journey after this."
As he was speaking, his swords appeared on his back. He unsheathed one and smiled.
"Just one will do. I just have to dominate you." He said casually. "Here I come, Uchiha."
The second those words left Naruto's mouth, he was gone. Sasuke could only widen his eyes in shock at the impossible speed the blond displayed to cut the distance between them. If not for the Sharingan, Sasuke wouldn't have been able to even dodge the incoming swing. Naruto had appeared in front of him, swinging his sword in blinding speed. The strike was aimed just across his chest. He leapt back to avoid it, but the tip of the blade cut through his skin, leaving a huge cut across his chest.
The blond wasn't done; he allowed the motion of his swing to carry him and then did a 360 spin, before taking a huge leap to lunge toward him, while stabbing his sword forward. This time, Sasuke was prepared. He ducked under the swing, while unsheathing his own sword. He tried to stab Naruto through his abdomen, but the blond vanished in a blur.
When he appeared above him, Sasuke could do nothing to react. There was just no way that was pure speed.
Naruto's right foot slammed onto his left shoulder. He winced inwardly when the foot connected. There wasn't a lack of strength behind. The kick had the effect of uprooting him the ground, sending him flying away.
While still airborne, he flipped once in an attempt to regain his composure, but that was the only breathing space he was allowed as Naruto appeared in front, airborne like a projectile crashing into him. He quickly held his sword vertically in front of him. Naruto's sword crashed into his. The weight behind the strike nearly made him drop his sword as his hands shivered slightly. He flew backwards like a bullet. Luckily for him, there was no tree that he could crash into. Otherwise, it would have been a huge blow.
He stopped himself by stabbing his sword on the ground, skidding a couple of feet before coming to a halt. He was relieved when no attack came.
His eyes flashed toward Naruto who had a look of disappointment.
Sasuke's chakra exploded in anger, but his body was still reeling from the shock of that swing to immediately attack.
"This is not worth it. The Bijuu inside of me would surely love to see you get crushed to a pulp, but I'm not into the business of bullying the weak." Naruto said, sheathing his sword.
Sasuke's response was to lunge at full speed.
Naruto shifted his eyes to the Mangekyo Sharingan. Although the Uchiha lunged in lightning speed, the Sharingan kept track of him. But Naruto really didn't want to just track him. When Sasuke neared him, he cast Tsukuyomi. For that second the Uchiha had no control over his body while within the world of Tsukuyomi, Naruto cut the distance between them, grabbing the outstretched right hand around the wrist and then Sasuke by his throat, before slamming him to the ground.
Sasuke's eyes widened with shock as he came from to reality. What shocked him was the reality he saw. The death of his brother and confirmation of what Konoha ordered of his brother. What infuriated him were the glimpses of Naruto's relationship with Itachi.
"I've only shown you because Orochimaru has told you the truth. His desire is that you protect Konoha as he does."
Sasuke stared at him with contempt. "Like you do?"
Naruto smiled. "He did have a desire, but I think he is wrong to compel you to take certain decisions for you…" The smile slipped, and a look of contempt spread through his face. "But still, to think that the one brother Itachi had was a spoiled, arrogant prick like you. I'm angry that I could never be his brother because a worthless piece of shit like you existed. Well, anyway, I have done my part. But in honor of your brother, I'll keep my promise to him. If you attack Konoha, I'll burn you death."
Meanwhile
"Just like that?" Jiraiya asked with a deep frown. It couldn't be over just like that. There was no fight that occurred and if anything, it seemed like Naruto just wanted to speak to Sasuke.
"Were you expecting to see more fireworks?" Mei asked with a smile. It would've been unlike Naruto to show his skills for free. Even she didn't know his full capabilities because he maintained a shinobi didn't go around showing off his skills. When you know which jutsu your opponent has, it was much easier to counter them.
She shook her head. He really did live like a shinobi, despite saying that Shinobi were flawed creatures.
"Of course. He used the Mangekyo Sharingan."
Mei laughed. "And you expect Sharingan abilities. Well, he does make a use of Genjutsu in his fighting style. Then again, he is comfortable in fighting in every way."
"What do you mean?"
"Genjutsu… Kenjutsu, Taijutsu, and Ninjutsu, he can choose to fight with either. Despite how he looks, he is deceptively physically strong." Even she couldn't swing his swords as effortlessly as he could. "But using Kenjutsu is merely because it is convenient."
"Kenjutsu is swift." Kakashi admitted. Being a former Anbu he knew. Ninjutsu was also loud. Swords didn't waste energy and chakra. They were also silent and ended a battle far quicker than Ninjutsu. It was unsurprising that Naruto would be good at Genjutsu. There had been no one better than Itachi at Konoha and if Naruto inherited this ability, then he was just as dangerous as Itachi.
Kakashi could understand why he made a quick work of Danzo and his agents. It was like he conditioned for fighting discreetly.
"You're making me curious about his abilities. I really want to have a sparring session with him." Jiraiya grinned, with a little bit of excitement. "But we have to make sure Sasuke does not go anywhere."
While Shikamaru followed after Jiraiya, Kakashi remained behind with Mei, waiting for Naruto. The blond arrived, playfully swinging one of his swords. When he stopped in front of them, he sheathed it.
"That is a shiny blade you have. I see it is also special."
"Ah, yes. Took me some years to get it made. Needed some rare materials…" he tilted his head to the side. "Ah, you had your Sharingan exposed. You must have seen the marks spread through it as I used it."
"I also know you teleported."
Naruto smiled. "Well, I did… useful Jutsu, isn't it?"
It wasn't like it was going to be a forever secret. Besides, it would make some people pause before jumping into battle with him. The trick was that people really didn't know how his jutsu operated. But he should have taken care. It had slipped his mind that Kakashi also wielded the Sharingan.
"Dangerous. Anything like your father?"
"Haha… no. The Yondaime and the Nidaime are in a league of their own."
"You know your father derived his jutsu from the Nidaime?" It wasn't common knowledge. People forgot that in his time, the Second Hokage was considered the fastest man.
"I love history."
Kakashi nodded. "You keep both eyes exposed. And during the meeting, you had your Mangekyo active. First question, doesn't it take away much of your chakra? Second question; how good is your vision?"
Naruto laughed. "Abilities of the Mangekyo Sharingan are indeed lethal to the eye sight. But my vision is just fine. And I'm okay with the demands of chakra. Admittedly, it does make me a little bit normal. I cannot burn as much chakra in jutsu as I normally would."
"Kenjutsu might be effective for you. But it is forced because of the Sharingan. Even if you possess an unbelievable amount of chakra, the Mangekyo demands a lot, especially for a non-Uchiha. You use swords to save chakra just in case…"
"Well, you're indeed Hatake Kakashi… you're theoretically correct. But practically, when it applies to me, not so much."
