Konohagakure

Sitting behind his desk, buried with stacks of documents that either needed his stamp or approval, Kakashi stared at the report by the Anbu with an expressionless mask. There was nothing bleak in the report but it still didn't give him any pleasure. There was a bit of relief. Had things been the worst case scenario, he would have been forced into drastic decisions.

He placed the report on the desk and leaned on his chair, staring at the ceiling while ignoring Jiraiya's presence. He just wanted to give his mind some rest. It was still around 11am, and yet, he felt like he'd been imprisoned in the office for over forty hours. He was even aging three times the normal rate with each passing day he sat behind the desk. Some days, he hoped the Sandaime would just return and take over. It wouldn't hurt him. He missed those days of leisure. The days he could loiter around while reading Jiraiya's masterpiece. He hardly had time. Home was for sleeping. Sometimes, he dozed off while even sitting behind this very desk.

How had his predecessors managed this job without growing insane? He couldn't imagine doing this for five more years.

After a moment, he glanced at Jiraiya. He was thankful for the Sannin's patience. "There are two reports; the other is a letter from the Feudal Lord. The report from the Anbu states Naruto was within the Fire Capital."

"This is the first time we see him openly go there. We know he has been there a couple of times before, but there was never a leak about it."

"It is likely he spoke to those close to the Feudal Lord."

"What does it say?"

"There is no manipulation. It seems the people in the Fire Capital are working with him on their accord."

Naruto was from this village—he would know Genjutsu could be discovered by the Byakugan if it was being used. From everything he has seen, the blond wasn't that careless. It didn't surprise Jiraiya. Besides, if there had been manipulation, he would have to do with a host of people. Thinking it couldn't be done wasn't enough. An investigation had to be carried out to be certain. Everyone could rest easy now.

"What as he doing there?"

"A meeting with the Fire Council. I suppose the result of it is this letter from the Feudal Lord. For Naruto's projects, they have negotiated that most of the protection of the camps being sourced from Konoha."

"You must be happy."

Kakashi didn't smile. "For the short term, the mission requests should cover the gap the Wind has plucked. It seems that there will be a number of shinobi hired. Shinobi will get jobs and the village will profit."

"And yet?"

"It is coming from the Feudal Lord. They are not demanding anything. But it concerns me that they had to negotiate it with him. It seems he wasn't even going to hire us."

"It shouldn't really surprise you."

"Maybe." Kakashi shrugged. "What is happening between Suna and Iwagakure?"

Jiraiya shook his head. He didn't know and that bothered him. He was certain something deep was happening. Given what was happening between them and Suna, Konoha had more than enough reasons to be worried.

"I'll check it. For now, we have to visit Kirigakure. After that part, I'll head over to the Earth." Jiraiya stared at Kakashi. He really didn't envy the Kage. "Have you selected someone?"

"Yes." Kakashi closed his eyes, suppressing his emotions. "There is a survivor from one of Danzo's people. He was originally placed in my team. But when it was disbanded, he went back to Danzo. We have selected him because he has the mental fortitude to carry on the job and despite everything, Danzo's people have been taught loyalty."

"I'm done studying the seal Naruto sent over." The Sannin grinned. "He really is Kushina's son. The seal is a work of genius. I'm really surprised he would give us something so valuable."

"Whatever the case, we have gained something valuable and we must make it stick. It helps that we gain the Mist as an ally."

In this treacherous world, friends were few. Being Hokage, Kakashi realized Konoha needed to have allies. Without allies and their diminishing power, their future was not secure. At any day or given moment, Suna could join hands with Iwagakure. Perhaps the Sandaime shouldn't have returned Temari. He shook his head; that was done as a favor to Gaara—a show of goodwill to the young Jinchuriki.

"Try to get as much info as you can when you get there." Kakashi said.

"Of course." Jiraiya nodded. "I am just worried about the Suna issue. They started trouble with us and although we managed to broker peace, nothing has really changed. The death of the Daimyo is also suspect."

"The man named Shinigami works on hire. Someone hired him."

"Yes. It could just be anyone. But the people who benefit the most are those in Sunagakure."

Trying to get a hold of the mercenary was not simple matter either. Jiraiya was certain, if the man didn't want to take a job from you, you'd not find him. Nobody even knew his name or where he was from— just that he was deadly and completed his jobs without fail.

"You think he could have done it?"

"That he was attacked could have been a plot. But it is not our problem."

"If it ends up affecting us… it becomes our problem."

"You'll have to question him about his intentions. Getting him to talk unsettles him."

"We will act once you have provided us with Intel."

Kirigakure

Kisame had mixed feelings by being back in this village. Some time ago, he was killing comrades, his only duty. Then ended up killing his boss. What a messed up situation he found himself. A butcher. The cleaner—that was his role. It would have been different if he was killing enemies, but he was killing fellow Kiri shinobi.

Being surrounded by the thick mist brought out those bad memories. What was he even thinking coming back here? Was it simply because Naruto took his sword or that he was simply bored? There was really nothing he did while wandering about the shinobi world.

As he got closer to the village, it didn't take long for him to be surrounded.

"I know this village very well. For me to be quickly surrounded…" he still grinned. He would fight them if they wanted a fight.

"We have changed security." Ao moved from the mist and walked over to Kisame. "Nobody enters the village without us knowing."

Kisame stared at Ao and then laughed. "People like you have risen in the ranks. Kirigakure must truly have different leaders."

"Change is inevitable. With Yagura's reign, we were bound for self destruction if it continued as it was."

Nobody had been expecting Kisame. Naruto said he would bring him back but no word has come from the blond since he left. But still, Kisame didn't have his word and his appearance meant that he must have come across Naruto.

"What is your purpose for coming here? You're still a wanted man."

"If I have come for something bad, is there something you can do about it?" Even without Samehada, Kisame was still capable of taking out everyone here. "I could just be here to kill the Mizukage and take over Kiri."

"We would have to stop you."

"Stop me."

When the men tried to attack, Ao stopped them. It seemed to disappoint Kisame.

"A pity you're level headed. I could have used with beating some shinobi." To vent a little at his loss.

"Did Naruto send you here?"

Kisame's expression twisted slightly. "Is he here?" He seemed more than ready to start darting toward the village.

Ao shook his head. But it was not him who replied. Mei appeared with a couple of Anbu. "Kisame Hoshigake. It has been a while since I last saw you. You've hidden and killed the Hunter-nin we sent after you."

So, this was the new Mizukage. A woman who stared at him with a smile despite what she was saying.

"They were bothering me."

"Really?"

"Give me my sword. I don't want to be around here for a long time."

Mei continued to smile. How glad she was that Kisame was back here. What was left to do was convincing him to return to Kirigakure and wear its headband. But why had Naruto not said anything? If he had said something, she would have been better prepared to deal with this situation.

"Come with me." She didn't give him an option, thinking he would try to make things difficult just for the sake of it.

"Is it safe?" Ao asked her as he rushed to her side.

"He is demanding his sword. Naruto must have taken it from him and demanded he come here to collect it. He must not have had the patience to try to convince him to come back."

"I feel if it were up to him, he'd have just killed him."

Mei smiled. For Naruto, that always seemed like the simple solution. "It was his first suggestion. He'd planned on just bringing the sword… not Kisame." She said. "We should be fine. Stay close just in case. We can't take chances."

"Of course." Ao nodded. "Any wrong movement and I'm striking him."

"You're free to do so. It is a pity we can't contact Naruto."

"I'm sure he will be coming back in a few days."

"I hope so."

It didn't take long for them to reach the village. This was not the Kirigakure Kisame had left behind. There was too much happiness and freedom. People ran about without care. The stench of blood and death no longer hovered above the village.

What had really happened for things to change this way? Was it his doing? Kisame couldn't imagine these people getting rid of Yagura and his band by themselves before transforming the village in such a manner. Before, the streets were dark, people hating on each other, especially if you were a blood line wielder. The memory of the Kaguya clan didn't do the village justice. Now, the streets were filled with life and laughter.

Yagura would twist and turn if he saw this. This was without doubt, no longer the bloody mist.

"Welcome to our new Kirigakure. You'll see, it is quite different from the village you left behind. We are building a future that accommodates everyone. I understand you left the village under difficult circumstances…"

Before Mei could go any further, Kisame interrupted her. "What do you understand about those circumstances?"

"Your job was killing your comrades in order to protect village secrets. You later found out that the leader of the Swordsmen was selling village secrets and killed him."

"That's about it."

"But why did you leave?"

"If I had stayed behind, I would have been killed."

"Were you just not tired of the role you had to do? You handled dark parts of a shinobi that nobody would really want to accomplish. You turned rogue and have killed our Hunter-nin. But Kiri needs your strength. We need you and would be willing to forget the past and look toward the future. You're one of us and we want to treat you that way."

"And if I refuse?"

Mei faced the man and smiled sadly. "Samehada is a property is a of this village. We will take it back. And as a rogue shinobi, we'd have no choice but to send you away."

Kisame raised an eye brow. She didn't seem to have any intention of killing him but Naruto did. The blond had outright told him it was death or Kiri.

"You won't try to kill me?" He asked curiously. "Naruto seemed certain only death awaited me if I did not come back here." And he was certain had things gone differently, the blond would have killed him.

Mei shook his head. "I would let you go because I don't want to lose my men when it is not necessary. But Naruto would still come after you and then take you to a prison, where you would spend the rest of your life… unless you decide to change."

"My sword is not here, is it?"

Mei shook her head. "We haven't heard from Naruto since he left. I'm sure he'll come back with it. For now, take a look around the village. Nobody will do anything to you. But if you have no intention of staying, please just leave without harming our people."

"You care a lot about your people."

"I am the Mizukage. It is my duty to care for all. If you want to talk, come to my office. But the bigger picture is that I want you to lead a new generation of Swordsmen. One that will bring glory to Kiri with good deeds and leave a lasting legacy that is different from past generations. We are no longer bloody but civil people. The Swordsmen should reflect that. I want you to give you a place where you can belong and do things better than your predecessors. To leave your own legacy."

Kisame laughed. He was being sold something but it was honestly not bad. He got to raise brats while fighting.

"By the way," Mei stared at Kisame's face. "Where you always like this?" He had some burn marks on the right side of his face.

Kisame touched his cheek. "Your Naruto burnt me. I'm gonna chop him up one day for this."

"Burnt you?" Mei asked with surprise. "You had a good battle with him then. How was he?"

"I've got burn marks, don't I?"

Mei smiled. "You must have resisted. Then again, Naruto isn't merciful in battle. He once used to say if he is going to be drawing his swords, someone would have to die." She shook her head.

"How did a powerful person like that even end up here?"

"That is something you'll ask when he comes back."

Wave Country

Shizune had been in the country for a couple of days now. She met a man named Shin. He only got her a hotel and then disappeared. For the days she was here, she wondered about the bubbling country. More Konoha shinobi in the streets.

If she knew where her master was or wasn't promised to be given something by Naruto, she'd left already. She could easily track down her master.

Naruto found her around noon on the fourth day in the Wave. she was in her hotel room when he appeared. For a moment, she didn't want to let him in but after a couple of seconds, she stepped out of the way and he stepped into the room.

"Make yourself comfortable." She said with mild sarcasm as he had gone right to sit on the edge of the bed. There was a chair he could have sat on but he chose the bed.

"I allow myself to be disrespectful at times…" Naruto replied with a smile. "You're not going to sit next to me?"

Shizune kept some distance. "Why should I?" She asked with her hands on her hips.

"Why shouldn't you? I don't bite."

"I don't fool around with children."

Naruto laughed. "Nobody has called me a child before. But, it must be lonely at times, isn't it? It is just you and your master. Sometimes, you sit alone in the middle of the night while she snoozes blissfully. You basically have no life but simply live to serve her."

"If you're trying to set me against her, you're not going to win." Shizune replied in a sharp tone.

But honestly, it did get lonely. She was older but she had just her master. She had no life of her own and at this rate, she was going to die alone. It made her smile bitterly. She nonetheless didn't allow the smile to show.

"I have no desire to turn student against master. I was merely making general observations…" he held out his right hand. "I've come to learn that you can be lonely even with people around you. There is always something that our hearts desires. And I am curious, what is it that your heart desires aside from serving your master."

"I'm not going to tell you that."

"A pity. I thought you and I managed to get along just well while we were at Uzushiogakure."

"I'm not going to deny that. But I see no reason why I should talk to you abou…" she trailed off when Naruto suddenly stood up and walked over to her. He stopped just inches away from her, those hypnotic eyes staring deep into hers.

Her heart pounded at the close contact. She quickly tried to take a step back, but he grabbed her by her right arm.

"What ar-"

He put his index finger on her lips and then pulled her closer. Her body pressed against his. Her heart rate increased. She was becoming a little flustered as she wasn't used to this kind of proximity with a man.

"Don't you ever wish sometimes, someone can hold you, drag you into bed and just make you happy?" He whispered into her ear.

Shizune pulled away, put on a stern face. "What are you playing at?"

Naruto smiled but didn't pursue her. He went over to the chair with a small round table and sat there. There were drinks on the table but he didn't take. He just sat down and then took out two sealing scrolls.

"Life is like that, Shizune." He chuckled dryly. "I've often kept people at arms length. But as you grow, you realize you need others. Some things cannot be filled within the heart by indulging in madness. I've been with women, young and old. Maybe in an attempt to fill the void I try my best to deny."

Shizune didn't understand why he was telling her all this. Did it really matter? Was she supposed to feel some sympathy for him?

"Why are you telling me this?"

Naruto faced her with a small smile. "I find it much easier to talk to people who are far from me. After today, I probably wont see you any time soon. So, talking to you is easier."

"Haku said I should wait for you."

"Ah.," Naruto heaved a tired sigh. "I wanted to thank you for what you have done, even if I didn't give you a choice. To be honest, if you'd refused, I would have used Genjutsu on you."

"Is that supposed to make me feel better?"

"No… just expressing my thoughts. I am thankful. Uzushiogakure is thankful and will not forget what you have done for us…" he took one scroll and threw it at Shizune. She caught it. "That is a map. It has the location of one of my safe houses. It is actually a nice little house."

"Like the one we visited?"

"Yes. There is a basement in the house. Under it, there are some gold bars I stole from a mine while trying to collect Kiri's swords. They should be enough to cover some of Tsunade's debts. If you want to use the place for safety, you're free to do so... this other scroll contains instructions on how to find and open the basement."

Shizune watched the blond stand up.

"She is currently at Tanzaku. If you hurry, you can find her." He paused, cocking his head slightly. "Will you be fine alone?"

"You sound genuinely concerned."

"It would be bad if something happened to you. Besides, I have travelled around this world too much to know that bad things happen. You know, there are underworld markets were women are auctioned. If no one is going to buy you, they just keep you in their dungeons as their little sex pet. That can happen even to you. You're not your master."

To travel alone for a woman was really dangerous. Shizune knew that much. "I can take care of myself!" She said confidently.

Naruto stared at her and then his chakra leaked. It was a frightening intent not just a outpouring of chakra. The Killing Intent shook her to the core and brought her to her knees. She felt it difficult to breath. There were whispers of death to her ears, and an unshakable fear that rooted to her heart.

He sat back on the chair once more. "I can understand why Ao worries much about Mei…" he said with a slight shake of his head. "I'm confident in my power. But there could be others more powerful. You should be careful."

Shizune's hands were gasping her chest. The fear in her heart would not go away. What was that killing intent? It was so sinister if she was any weaker, she might have puked her guts out.

"I only gave you a bit."

There was more? "How many people have you killed?"

"I don't keep count." Naruto shrugged. "My chakra has even darkened to become more vile with darkness… it is really a sad state of things. But this is life… Anyway, I'll have a clone accompany you to Tanzaku. Will leave you at a safe distance."

"That is fine."

"Good." Naruto closed his eyes. "I really need to get some sleep…" he mumbled. "I'll just have someone accompany you. I don't want to lose concentration and then the clone disappears…" he said. "Stay tonight. Tomorrow morning, someone will come for you."

"You're not going to be here, are you?"

"Are you in a rush to get rid of me?"

"Yes."

Naruto laughed. "Loosen up a little. I'm being hypocritical… but I suppose hypocrites know better…" he said, closing his eyes. "You can go out for a while if my presence disturbs you I've not had time to sleep. I want to do that for a little while."

He actually fell asleep. Shizune thought it daring. She could make sure he never wakes up. She quickly shook off the thought. People who dozed off on a chair really didn't sleep.

She walked over to the bed and slumped over, burying her face in the sheets. Had she ever thought of something like this before? A man. she's seen Naruto just as the man who kidnapped her and compelled her to dish out her medical ninjutsu. But he was putting ideas in her head.

Who needed a man to enjoy life anyway? She was fine with just her and her master. The little loneliness she felt was nothing compared to the joy of watching over Tsunade.

She turned around and glanced over at Naruto.

The Uzumaki was loved in his home. He seemed to have a selective moral compass for those being oppressed. Most of the people in Uzu were people he saved. Some from even Kirigakure. There was no shortage of his good deeds. But at the same time, he was a twisted person who would spare no effort to get what he wanted. Then again, all leaders acted the same for the interests of their village.

Shizune had not spared any efforts in training Naruto's people because there was nothing sinister about it. There was a genuine attempt to help those sick and injured. As a medical Ninjutsu, she had a moral duty to help those in need.

She took a nap and when she woke up, Naruto was still sleeping. She left the room and went out to buy something to eat. She returned to the room after an hour, having decided to eat at the restaurant than at the hotel with Naruto. When she returned, he was awake.

Shizune sat on the edge of the bed and stared at him.

"What is your motive for calling me back when the time has yet to pass?"

"I was hoping you'd not ask that." Naruto replied without looking at Shizune.

"Are you hoping to convince me to go back to Uzushiogakure willingly?"

"Why not? I told you before that we are not after evil deeds but simply require the necessary skills to save lives. Besides, if there are more dangerous cases, it would be much easier to request help from your master."

"If you think my master will be making rational decisions, you're in for a surprise."

"She is a woman who thinks with her heart… I am aware of this much." Naruto said. "But we still hope for the goodwill in people. Even if she cannot, you're not irrational. You're rather intelligent…"

"Are you condescend…"

Naruto cut her off. "I merely speak the truth which you know very well."

Later that night

Ino missed being home. It wasn't to say there was nothing to do here. The Wave was rebuilding. New structures were being set up and Shikamaru was overseeing it all. The constant meetings were a drag, as Shikamaru would complain. Just this one time, she agreed with him.

The leaders were very much concerned about Konoha's influence. Having once lost control, they didn't want to lose control again. It was no wonder they were more than receptive to Kiri. They had no business intervening. Once rebuilding was completed, they would depart from this country.

She was sitting across Shikamaru and Chouji, meat being burnt in between. A bottle of sake in front of her. Shikamaru wasn't drinking or eating. Chouji was eating. She was nursing her drink.

"How was someone like Gato able to subdue an entire country anyway?" Ino asked. She really couldn't understand how the midget managed to starve this place. If it was a powerful shinobi, she could understand. But he was just a civilian.

"In the same way Feudal Lords remain more powerful than the Kage." Chouji replied.

"For shinobi, we think the Kage is the pinnacle of power. But Feudal Lords stand above Kage, even if they do not have the physical power. In such times, political might comes with resources. Even if the Leaf might claim to be the most powerful, it is not more powerful than the Fire Nation. Gato had money. He hired people to do the work for him."

"Money, huh?" It was an important commodity but so often, Ino really didn't bother with it. She wouldn't even complain if she didn't get paid for missions. She was from a clan, she didn't need to pay rent and buy food. Her parents did all that for her. Her earnings were for pocket money.

Ino was aware, as she grew, she would need to be more mindful and grow independent of her parents.

"How long till we are done?"

"We should leave in a week and report back to the Hokage." Shikamaru. "It will be a well deserved rest. I could do well without having to be dragged to another mission."

"Your mother isn't going to permit that."

Shikamaru grunted in response.

"Mind if I join you guys?"

The three nearly jumped at the sudden intrusion. Naruto had appeared out of nowhere and as he spoke, he was already sitting next to Ino. How had he managed to get so close to them without even noticing. It wasn't like the place was crowded.

"You're already making yourself comfortable." Ino was the first to recover. She moved a bit away from him, and folded her arms across her bust.

"I apologize for lacking manners. Really…" Naruto replied calmly. "I didn't want to remain standing and attract attention. Besides, I didn't think you'd mind."

This the was same person who killed Gato and took most of his things, including his ships. Shikamaru glanced at Chouji who just continued eating and then sighed.

The night just become troublesome.

How did he address him? Naruto was the leader of Uzushiogakure and a great friend of the Hidden Mist. As if the blond was reading his mind, he spoke.

"Just call me Naruto. As an apology for disturbing your time, we shall forgo all forms of formality." He said. "So, how are things in the Wave?"

"Fine." Shikamaru replied cryptically.

Naruto laughed. "It is amazing that we're in the same age group…" he said with a shake of his head. "But you're going to be like that. I saved this nation and they are going to become my ally. It doesn't hurt to talk about them."

"Saved? You also took things." Ino pointed out.

Naruto turned to face her. A member of the Yamanaka clan. She had a look of defiance about her. Her huge bust stuck out—but he did not stare. He just smiled slyly and let her think for a couple of seconds before replying.

"You speak as if I stole something."

"Didn't you?"

"The winner takes the spoils. I killed Gato, what was his belonged to me. I didn't take everything, mindful that he took from this nation. Either way, no price is greater than freedom…" He turned to face Shikamaru. "Wouldn't you agree?"

"Unless the price is death."

"Sometimes, death is freedom. Live and experience things long enough, you'll realize that some people suffer so much that they desire death but can't kill themselves. You've not experienced the shinobi world to know this. But you'll understand it eventually. Especially you…"

"Why me?"

"Is there another genius in your generation? Sasuke is a genius but I doubt he'll get back into the village. You'll likely succeed your father. In that position, difficult decisions need to be taken."

"You know much about Konoha."

"Well, I was born there. Despite never seeing him, my father led that village. He sacrificed both his lives and mine for Konoha's freedom and security. Of course, I'll want to know about the village." Naruto replied with a shrug. "Then, how are things. What are you really doing?"

"We're developing a Military Police in order to create law and order. It means there will always be shinobi available for this nation to stop any threats to it. That means, Gato will not happen again."

"And Konoha profits." Naruto added.

"Consequently."

"Are there no plans to rule this place?"

"No."

"Why does this sound like an interrogation?"

Naruto smiled at Ino but didn't reply to her question. "I was a little bothered when I heard you people had moved here. But considering you lost the Wind Country, you do need the economical friend to bring you money."

Shikamaru smiled—an attempt to mask his emotions. He was thankful that Chouji just continued to eat silently and Ino wasn't in the know about the deeper working of things. He was sure, Naruto was probing him. He came here to confirm his suspicions. And it bothered Shikamaru if he planned to destabilize things.

"Had you planned on moving in?"

"Well, yes. Uzushiogakure can be connected to inland through the Wave. Because of you people, I have to change some things. I'll still use this country, but I'll have to use the port in the Land of Hot Water." Naruto shook his head with his eyes closed. "But don't worry, I have no desire to screw Konoha over. It does more no benefit. I'm trying to create a business. Profit is only there when you have friends."

"If you were to become an open enemy of the Hidden Leaf, Konoha could make sure your business does not succeed in the Fire Nation—even if it meant going against the Feudal Lord. Merchants of Konoha could also be barred from dealing with you."

"Such consequences of making enemies. Well at least I'm not going to have a problem with Konoha shinobi stationed here." He said and then stood up. "Thank you for having me." He said and then walked away with a wave of his right hand.

Shikamaru let loose of a long breath and so did Chouji.

"I'm glad that went over smoothly." He said.

"He wanted something, didn't he?"

"Yeah… and he got it…" Shikamaru shook his head.

"Why did he mention the age group? It was out of place." Chouji said.

"It is in so much on what was not said. For him, we are in the same group, at least in terms of age. But to him, we could still be considered children because we have yet to experience what it really means to be a shinobi."

A couple of minutes later

Naruto was strolling along the streets when Shin caught up to him. Then was clothed in fully black, standing a few inches taller than him.

"Boss."

Naruto nodded in acknowledgement. He folded his hands behind and looked around. Few people patrolled the night. The street lights flickered with life. Shinobi patrolled through the rooftops.

"It has become quite peaceful, hasn't it?"

"Yes… but to the benefit of Konoha. Had you moved quickly, it would be to your benefit."

"Unforeseen consequences." Naruto replied with a shrug. "And the Feudal Lord?"

"Mild… fearful that Konoha will eventually try to take over. But is open to their help because it improves his country. Once it fulfills its potential, I'm sure things will change."

"Everyone wants to cling on to power."

Even Great Nations destroyed those nations who tried to challenge their rule. Uzu faced this injustice even though it did not have any plans to challenge anyone. The luck for these people had run out. A nation like Amegakure would grow and instead of destroying it, it would destroy them.

"That is why we must bring death to this hegemony."

"Indeed." Naruto smiled. "But it is going to be a long journey. We have yet to truly start, and I have seen it will take years for things to take into shape."

"Worth the wait."

"Yes.' Naruto agreed with a slight nod. "Things have gone well in Amegakure. It is a pity the village has weakened. Many have died and Ame shinobi do no match the standards of Great Nations."

"But that can change."

"Not overnight. Maybe I was looking for something that would work overnight. At this rate, for Ame to be recognized, it would need to win a war."

Defeat a Great Nation and demand to be recognized as a Great Nation. This was the easy route that would ignore the lacking numbers of Amegakure. The others could of course ignore the demand, but it really didn't matter.

"If you were a genius mastermind, I would think you provoked Iwa on purpose with the idea of forcing them into war." Shin said, smiling at the thought.

Naruto laughed in response. "If only," he said. "I have to thank Orochimaru."

"You're not going to plot for a war between Ame and Iwagakure to occur are you?" Shin didn't think it was impossible for Naruto to have such plans. He was mild these days. Before, he would have already put the plans in motion.

"Yahiko would not forgive me for such an act. Although he does have a messiah complex, he loves his people dearly. For me to cause their deaths would be an unforgivable sin."

"Since when did you care about such things?"

"People grow on you. And I'm learning. It is important to maintain friendships." Naruto shrugged. "At any event, work must be done to improve the village. I'll have to supply it with the best I can give… this does remind me… Uzushiogakure needs to start making profit. I want you to market the explosive tags."

"It will be done."

"Tomorrow morning, you'll take Shizune to her master. Once you've done that, you'll head to Iwagakure." Naruto closed his eyes. "I want all the information you can find on Kurotsuchi. I mean, what she likes and hates… what she wears when she sleeps."

"Fancy her?"

"I'm just thinking of ways to avoid constant battles in the event it comes to it. Once things start moving, we don't want eternal enemies. A marriage of convenience can be made."

"Influence of Haku or the Mizukage?"

"Both, it seems." Not long ago, he'd have just thought of wiping Iwagakure off the map if things pushed him that far. "Send someone to the Sound. I'll have to hunt down Orochimaru soon for his bounty. I'm sure Konoha will pay a lot if he is brought back alive."

"Indeed."

"You have your orders."

"I'll leave with Shizune tomorrow then."

Kirigakure

The Mizukage was honestly a delightfully looking woman. Jiraiya couldn't help but stare. There were other women with incredible beauty. What set Mei apart was the power she clothed herself in. He imagined it would make a compelling story for his stories; encounters with the Mizukage. Of course, he wouldn't use the Mizukage. He'd get killed for that.

He was almost certain that there was something between her and Naruto.

"Jiraiya-sama." Mei greeted the Sannin from behind her desk. She had a warm smile about her as she spoke.

"Mizukage-sama… you look more glowing than the last time I saw you." Jiraiya replied with a sly grin. He noticed a cold stare from Ao, but he ignored it.

Mei let loose of a soft giggle. "Perhaps I've found something that makes one glow…" she indulged the Sannin.

"I'm curious."

"And let it end there." Although she had a smile, her tone was anything but.

Jiraiya took the hint. He sat in front of her desk after she pointed to the chair. Ao just stood on the side.

"I'd expected to see you far sooner."

"I had other things and studying the seal took some time. Even with the instructions Naruto gave…" to be honest, Jiraiya attempted to reconstruct the seal but he failed. It was just too far advanced for him to do anything without speaking to the person who created it.

"He does create complex work."

"Takes after his parents. Being Uzumaki, his mother was very skilled in Fuinjutsu. She also taught Minato."

"So, it comes with the clan."

"Well, the Uzumaki were famous for their ability to seal just about anything. I suppose, Naruto is able to do that to a higher degree…" Jiraiya frowned slightly. "I'm envious."

"Why?"

"It is rare to find Fuinjutsu users. And even if you find them, their skills are mediocre." Konoha didn't even have a seal master. Some could learn already established seals, but there was no one who created new things.

Aside from being a powerful shinobi, Naruto would also become renown for his prowess in Fuinjutsu. Konoha would truly be far ahead with him.

"Then I must count my lucky stars."

"Has he taught you anything?" Jiraiya asked curiously.

Mei saw no harm in answering the question despite the look from Ao. "Fuinjutsu is something that Naruto cherishes. Even giving you the seal, he struggled. He didn't want to give anything inferior as it would offend the name of the Uzumaki. He is also rather secretive about it. So, no; he hasn't taught me anything."

"A pity… I wouldn't mind picking his brain." Jiraiya admitted with a grin. "I came with the person to use for the sealing. I had him look over the village while I speak to you."

Mei nodded. "Was there something you wanted?"

Jiraiya adopted a serious look, even his voice became stern. "It is about Uzushiogakure. I was told about your negotiations with Konoha. I know things are going to move well. And this gesture from you proves as much. But Konoha worries about its relationship with Naruto."

Mei sighed and closed her eyes while leaning back to her chair. Why did she have to take such questions? Naruto did his things and she had to be questioned about it. Was there any other reason for making things difficult? Mei didn't think so. He just wanted Konoha to squirm. Maybe an attempt to get one over them over what happened to him. The issue regarding Uzushio's destruction was a non matter. After all, even Kiri took part in the destruction and Naruto didn't care one bit about it. But when it came to Konoha, it suddenly bothered him?

It was all nonsense.

She opened her eyes and stared at the Sannin. "What do you want?"

"Is there any chance of hostility?"

"No. but you're not really worried about that. It is Uzushiogakure you're worried about. Despite being in the process of an alliance with us, there has been a clear line drawn between Kiri and Uzushiogakure."

Jiraiya nodded. Naruto's request for Konoha to remove the Uzumaki crest in their shinobi gear also bothered him.

"There is really nothing to worry about. Naruto doesn't resent Konoha…" Mei paused, glancing at Ao for a second. "But really, you should speak to him about such things. It is much better to get it from him."

"I don't think he would give me that chance."

"It is more personal for you, isn't it?"

Jiraiya didn't deny it. He spoke in a bitter tone. "When it became obvious that Naruto would not live a normal life, the Sandaime tried to get me to take him away from the village. I refused, saying I wasn't responsible enough to take care of him. Had I not done so, things would have been different."

"I can imagine…" but it would have been Kiri's loss—her loss. "Why were you asked? You trained his father… that I understand…"

"Minato didn't have any family. He was like a son to me. I considered him my family." Jiraiya said in a heavy tone. He paused, gathering his thoughts. "Naruto was named after the character of one of my books. I was his godfather. He was family."

Mei sat silently. The Sannin was obviously pained by regrets and failures. But it was not for Mei to mend his heart. "I had not thought someone else cared deeply for him. Recently, he does speak about the Sandaime as the first person to have shown him love."

"I wasn't there much…" Jiraiya admitted. "Even when I showed up… it was just to check on him but never stayed for too long."

"Well, at least there are others who value him. But I cannot help you in any way. If Naruto wants to talk to you, he'll talk to you. If not, you'll just have to accept the situation."

"I have already prepared myself for that. It is just that as long you're alive, you continue to hope."

"Well, it is the hope that kills."

"Indeed." Jiraiya agreed. "Is he around or in Uzu?"

Mei shook her head. "I haven't seen him in a month or even heard from him. But I expect him to arrive here in a couple of days."

"I'll wait for him." Jiraiya said. "In the meantime, I can get ready for the sealing."

"You want to do it yourself?"

"I would be much more comfortable if I did it."

"Ao will take you to the Sanbi. You'll probably return tomorrow. But I wish you well. That seal should be fine nonetheless. It was designed specifically for the Sanbi."

"I noticed with some wording of its formula."

Mei faced Ao. "Make preparations to accompany Jiraiya-sama."

"Hai."

Amegakure

Even as he sat around the dinner table with his friends, Yahiko couldn't help but let his mind wander. Dreams to come to reality. Who would have thought that he would eventually become the leader of Amegakure? An orphan, assuming control of this great nation after displacing Hanzo. He was the very man who made the Sannin famous. Yahiko thought if this could happen, then there was no reason to stifle his dreams. He could dream big. They could achieve just about anything they set their hearts on.

It was his fire that led them to approach the Sannin. By his mercy, Jiraiya took them in. maybe without him, they could have died. They had a lot of be thankful, even though he was still another Konoha shinobi.

Jiraiya didn't deserve all the credits nonetheless. Without Nagato, they wouldn't have arrived here. Both him and Konan were the pillars that supported his dreams. Nagato was the strongest—no one would question that.

And now they had Naruto as an ally.

Yahiko felt excitement building inside of him. This was true happiness. And he was glad to be in this moment with people he loved the most.

He glanced at both Konan and Nagato with a smile. They were sitting around the dinner table – just the three of them. The young one was in her room with Ajisai.

"Years ago, we were stealing food from the markets because that was how we could survive without a home. But we are here today. And I think, knowing the struggle, we should ensure no child gets to live like that again."

"Are you planning on an orphanage?"

"Many children will have lost their parents because of our actions. We can't simply abandon them. They are people of this nation and it is up to us to protect them. I think creating a place that takes care of them will only be beneficial for us in the future. At any event, our dream is to ensure that people of this nation weep no more."

"We must be careful with them. They'll hate us for killing their parents."

"There will be hatred in their hearts. But we understand that. We went through that." Yahiko still thought Nagato hated Konoha in general. As a result, he probably thought the children would grow up hating them.

It was a possibility Yahiko couldn't dismiss. If they held them in contempt and grew like that, they could have enemies in the future. A brute would suggest simply killing everyone. But what would those who followed them say? Even the people of this village would live in fear of them. Yahiko didn't want to lead like that.

"We just have to be careful with their education. But still be watchful of them. We don't want kindness being our downfall." Konan said.

Yahiko agreed with her. "I'll speak to others and find a suitable person for the role. We'll have to monitor them as they grow. If they hold contempt, they can't be with other children. We don't want them influencing others."

"That would be disastrous."

"Yeah…" Yahiko stopped eating. He was full. He placed both his hands on the table before speaking again. "The worry now is whether we let information go out that we've taken over Hanzo. There might be those who refuse to accept the legitimacy of our rule and that could create tensions in the borders."

"But we must allow others to know Hanzo is dead."

"How about we say that Hanzo has been indeed kill and openly speak about the battle. But say that the village is still in a civil war. We don't permit outsiders to come here and our shinobi are given strict orders about the issue."

"That could work…" Nagato adopted a thoughtful look. "But it will be difficult for those we are going to send out to the Fire Nation. One might let it slip."

"That is a real possibility." Yahiko sighed. "I'm afraid letting the shinobi world know of the status of things, we could be under attack."

"We will have to defend ourselves if it comes to it." Nagato said firmly. "What we are about to do requires us to be open, not locked up. If we are going to grow, we need to take risks."

"Are we agreeing on letting it out that we have taken control over Ame?"

"Seems like a better option."

"But we must do so once we have full control over all functions of the village. We can't open ourselves up for an insurrection."

Yahiko smiled. "We've just completed one…" he reminded Konan. "But I understand your point." He then took an a serious expression. "Jiraiya-sensei gave us a lot. Without him, we wouldn't have made it. Even one of his teammates had suggested just killing us to put us out of our misery. But on this path, we're going to challenge the rule of the Great Five. We may become enemies of Konoha."

"Our path is clear." Nagato replied in a firm tone. "Those who stand in the way of our path must be destroyed."

"Konan?" Yahiko asked.

"I have the same thoughts as Nagato. We cannot allow sentimentality to get in the way. If Jiraiya-sama cannot understand our choices and chooses to fight us, then there is no other option."

Yahiko nodded. "We must embrace this reality. Our friends are only those who will walk with us. Kindness and sentimentality will only lead us to get trampled upon once again. Under my leadership, this nation will not become a battlefield. We will rise to the top and guide the Great Nations to a peaceful future."

Kirigakure

Having basically drawn the security of the village, it was easy for Naruto to slip through the mist and enter without being noticed. There were many traps that were set up. To surround Kiri was to invite doom. There were many seals that were buried around the village, and could be activated to explode at a time of emergency. Even if an army does manage to get in, it would have suffered heavy losses without having battled any of Kiri's shinobi.

Uzushiogakure didn't have this kind of defenses. Just getting into the island was a mission. Naruto was more than ready to sink any ship that tried to navigate through the Whirlpools.

As he slowly strolled through the streets in the night, he noticed just how peaceful it was. People had lived in fear when Yagura still reigned supreme. Parents had worried their children wouldn't return from the academy – the very place they were sent to become stronger. The bloody mist indeed.

But it was now peaceful.

Even if he failed other things, just seeing how things have turned out in this village, brought Naruto happiness. He was certain, even the dead would be pleased. Maybe Itachi would grumble with disappointment that his eyes were not used for the benefit of the Hidden Leaf and the lessons he taught had been throw into the deep.

But it was his fault for dying on him.

After walking for a couple of minutes, Naruto decided to head to a hotel. He booked himself a room in cash. Once settled, he considered heading out for drinks, but thought it better to simply handle some tasks and then rest for the night. He nodded to himself before looking for a piece of paper. He wrote some instructions for Haku and then summoned a crow. He wrapped the paper and tied it to the crows leg.

"Give it to Haku."

As if it could hear him, the craw cawed. Naruto helped out of the window and it flew away.

'I thought you would visit that woman.'

'Concerned about my personal relationships? That is so unlike you.'

'Don't kid yourself!' Kurama rebuked. 'I'm just curious. I thought you were getting along with her.'

'I am.' Naruto said. 'Are you just disappointed that I am not allowing emotions to creep into my mind? The more I become emotional, the easier it is for me to become corruptible.'

'Hmmp…' Kurama snorted. 'Evil always thinks evil about others.'

Naruto laughed. 'Aren't you the one who once told me that you were hatred incarnate? Hatred is evil.' He said, appearing in front of the Kyubi. The Bijuu lay in a flat surface that seemed to be without end. Its movements were not restricted any anything. 'But as I said before, I cannot fault you for hating humans. We are despicable creatures…' he said with indifference. 'Tell me, what do you think should be done about the Bijuu of other villages?'

Kurama opened his eyes to stare at Naruto. 'Are you plotting something sinister?'

Naruto smiled. 'Of course not. I have allies and friends… I must be careful on my plans…'

'A dramatic change in you.'

'I call it growth.'

'Call it whatever you want.' Kurama then grinned. 'But it is not so bad. Of course, it means less humans die, but we're not placed in dangerous situations.'

'Nothing changes in the sense of danger.' Naruto said with a shake if his head. 'But if things come to it and there is war, I want to place myself in a position to disable all the Jinchuriki. They add more power to villages. Once you disable them, you cut off the military power.'

'What do you plan on doing?'

'Sealing off their Bijuu. Technically, the seal would just isolate the Bijuu from them, making it impossible for communication and the use of such power.'

'But if they find out you did that, you'd get in trouble.'

'That is why it must be a contingency measure to be used if fights break out.' He then grinned. 'But once they see the seal I gave to Konoha… some will be interested in it. If they pay me for the seal, I could add the function in the formula.'

'But you wouldn't be able to control the seal since you're not the one who applied it. Isn't that how things work? You can use a stronger seal to undo a Fuinjutsu but the one who applied it can undo it by applying a set of hand seals.'

'Indeed. But I'm the creator. I can always inscribe my chakra in the formula to ensure any seal I create will always be responsive to me. Of course, that poses danger if they discover it.'

'Ah, there lies the dilemma. I'm not offering you any help.'

'You're going to do me dirty like that?'

Kurama did not reply.

The Following Morning

It was hard to tell if the Mizukage was displeased about something or she was just past the pleasantries. Either way, Jiraiya greeted her with the same cheerful smile as the last time he spoke to her.

"Everything went well, I hope."

"Yeah." Jiraiya replied with a wide grin. "Far better than I expected…"

"Excellent. Then we will not have issues." Mei said. For now, she would not have to deal with the memory of Yagura. And Kiri's strength wouldn't be lessened.

"I doubt. And I really hope there is a lasting friendship with Konoha. You came to us with genuine interests to form an alliance. We haven't had that in a while. Our last ally turned on us…" Jiraiya said bitterly. "Konoha is really in a difficult position at the moment. This gift has done us a lot."

"We took the Kyubi from you… it seems only fair."

"I wonder about that." Jiraiya replied expressionlessly. He was confident he could take down Naruto but if he used the power of the Kyubi, it would be a different matter. It wasn't that they wouldn't win, it was just that they would lose something valuable. "At any event… I will leave. I'd hoped to see Naruto."

"Naruto is in the village."

Jiraiya paused, and stared at Mei for a second, trying to figure out her expression but he couldn't. "When did he arrive?"

"Sometime last night. I suppose you just came in early to see me."

He waited in the office for about twenty minutes and Naruto finally showed up.

"You're here." Naruto said to the Sannin without acknowledging Mei. "You studied the seal… then…"

"And sealed the Sanbi."

"Oh?" Naruto stopped in front of Mei's desk. He bowed slightly and then greeted. "Mei-sama."

"Naruto…" Mei smiled. "Or perhaps I should call your Naruto-san… You're a leader of a village, after all."

"I would prefer you just call me Naruto."

"For how long?" Mei asked but did not wait for him to reply. "Jiraiya-sama wishes to speak to you, privately."

Naruto glanced at the Sannin and then back at Mei. "I didn't think there was something else to add."

"Just speak to him." Mei replied with a shrug.

"If you say so." Naruto turned around to leave the office.

Jiraiya offered his thanks to Mei and wished her well before departing. He joined Naruto as they left the office. They silently made it out of the building but didn't go anywhere. Naruto just leaned against the wall, hands folded across his chest and waited.

Jiraiya stood beside Naruto and then started speaking.

"Your seal works. But summoning the Bijuu takes a lot of chakra… the Jinchuriki wouldn't be able to fight…" Jiraiya said with a deep frown.

"It is not meant for weak people. Besides, you must understand that releasing a Bijuu from a Jinchuriki means death. As with summons, summoning something so big requires a lot of chakra."

"It doesn't bother you because you probably have ridiculous pools." Jiraiya said. It wouldn't bother him either. "After all, you keep those eyes active all the time. Kakashi can't do that. Using the Mangekyo for him is even very taxing."

"I don't see where this is going. You just have to train your Jinchuriki. Have him summon the Bijuu repeatedly. It will build stamina... and if he manages to get a good relationship with it, he won't suffer because the Bijuu can provide its chakra."

Jiraiya nodded. "I know I asked you about Suna before… but I'm going to ask you again."

Naruto heaved a sigh. Persistent people. How did he even end up having students like Yahiko? Still, he could understand the man's concerns. Suna was close to war with Konoha and if it was warming up with Iwagakure, it would mean doom for them. There was a combined effort of three Bijuu there and thousands of shinobi. There was just no way Konoha was going to survive when it barely survived the Third War.

How the mighty has fallen.

"I do not know yet. But it seems there could be a secretive alliance in the making. I imagine, they wouldn't want to do it openly because Konoha wouldn't want it to happen. But I don't know anything…" he shook his head. "I would have thought the Kazekage would settle with the new Feudal Lord appearing to favor the Sand."

"Shinobi are never satisfied with anything. Besides, he must know after what he did, he was never truly going to gain Konoha's trust. For survival, he must make friends."

"And you're also moving out as well."

"We don't have a choice." Jiraiya admitted. "If we become too arrogant in our power… it would only lead to our downfall."

"Words of a wise man."

"I haven't survived this long by being stupid. I would urge you to also consider your actions carefully. You've done well for yourself. This village loves you. I don't want to invoke your parents, but I am sure they would be pleased with what you have done for yourself."

Naruto laughed bitterly. The laugh disturbed Jiraiya that he shifted uncomfortably.

"I wonder about that." He said in thought. He has done some horrible things in his life. "Is there anything else?"

"Can we be friends?" Jiraiya was almost pleading with him. "I'm not asking for Konoha but for my sanity." The sannin said with raw emotion.

Naruto didn't immediately respond. It was a little surprising hearing the admission from Jiraiya. There was nothing to gain by being friends with Jiraiya—yet, still nothing to lose.

"Why do you want to be friends?"

"You're strong and can look after yourself. It may sound arrogant, but I still want to be able to look after you even though I failed to do so before you left Konoha."

"Konoha, huh?" Naruto adopted a thoughtful mask. "You visited every now and then. Well, I don't hate you. Never have. I honestly, just don't particularly care either way…" he closed his eyes for a moment. "Let me think about it."

"Of course." Jiraiya looked as happy as a man who just had his love reciprocated. "What are you really trying to achieve with your plans?"

"Don't you ask that question before asking for friendship?"

Jiraiya shrugged. "I don't think you're up to something sinister."

"Don't be too sure about that." Naruto said. "Travel well, Jiraiya-sama."

"Before you leave…" Jiraiya stared. "I heard about Kisame. Last time I checked, he was rogue. But he is in this village and I've hearing you brought him back. Why?"

"Kiri is his home and if the leadership thinks he can be forgiven for going, rogue, then who am I to argue? It is also a question of strengthening this village. Without strength, people take advantage of you."

After two or three chapters, we're going to start seeing a bit more change in things. I don't know if things will move slowly or quickly but I don't plan to rush.

The Omnipresent Sage
