Civil War Arc Part III: Counterattack

"KENNY!"

Dropping the burned-through cloak, Levi raised his ODM blade and threw it at the assassin, only for Kenny to deflect it with the barrel of his shotgun.

He instantly retaliated with another round of shotgun fire, which Levi vaulted over to the other side of the roof to dodge. He ran down the roof as Kenny rained shotgun fire all around him before he lept into an alleyway which provided some cover as he activated his ODM, and flung himself down the alley.


"Gunshots?" Haiyen looked behind him, and gasped as a female member of the Anti-Personnel Squad fired her anchor at the tarp covering the wagon.

"What's going on?!" Eren asked,

"Stay down!" He replied simply, whipping the reins to increase the speed of the horses.

The anchor hitched on the tarp, and promptly ripped it off as it was reeled in.

Eren tch'ed, grabbing a rifle right as a dart hit Historia's neck.

"Historia!" Eren cried out, the temporary distraction was all that was necessary for another APS member to shoot a dart into Eren, promptly knocking both parties out.

"Eren-" Haiyen looked behind him, only for the brown haired girl to blast him in the face with a shotgun, promptly sending his dead body careening into the streets.

"Hiyah!" The girl whipped the reins.


'Shit!' Levi pursued the captured wagon, and was about to hook on to it when he was suddenly outflanked by three of Kenny's Anti-Personnel squad members.

"Damn!" He quickly reversed the anchors on his ODM, firing them backwards into the ground below him.

'They predicted our every damn movement!' He mentally kicked himself.

He rapidly turned, twisted, and hooked into objects and buildings to dodge the shotgun fire raining down on him. He passed under a moving wagon as a barrage of shotgun fire destroyed the goods on top of it.

He finally ducked into an alley, briefly sliding on a series of crates before diving down a wooden plank, in one last burst of speed he crashed into a bar.


"The brat made a break for this little rat trap?" Kenny held both shotguns at the ready,

"Yes sir." An ASP member said to him.

"Well then-" Kenny suddenly ducked as a bullet whizzed right over where his head was a second before.

Right then, three FLA agents lept up behind several APS members, stabbing them through their chests and guts before kicking them off the surrounding roof tops!

And then all hell broke loose.

Gunfire seemed to pour from every window as the APS was gunned down by enigmatic sharpshooters.

"Damn it! It seems we have some unwanted guests!" Kenny swore, "Fall back! We'll kill the brat later!"

The AP Squad scrambled to evade gunfire and avoid being killed by the FLA Agents. Kenny quickly blew a hole into one agent before ducking into an alleyway, and making his escape, Caven and several other APS members followed him.


One of the F.L.A members removed her hood,

"Fraulein Kassandra," One of them saluted, "We've routed the Interior Police in this area."

"Good," She jumped off the roof, landing with cat-like reflexes on the ground below.

"Who's out there!" Levi shouted,

"A friend!" Kassandra shouted back,

"Kassandra?" Levi raised his head,

"No, it's King Fritz." Kassandra deadpanned, "Of course it's me, tiny!"

Levi winced at the jab at his height. But had more important questions,

"You're with the F.L.A?" He asked,

"Just…come out. I'll explain everything."


"I-I heard gunshots!" Sasha said suddenly, "Close to a dozen!"

"Huh?" Connie wondered, "I don't hear anything."

"No," Mina raised her head, "I heard it too, I think Eren and Historia are in trouble!"

"When the Captain went to check on Eren, he told me to tell you all this" Mikasa got the attention of the rest of Levi Squad, "'We're not just fighting Titans, we're fighting humans now as well'." Mikasa said to them,

"We should meet up with Lange Squad, they're about to enter the city now." Mina mentioned,


"Hey! There's Eren!" Connie shouted from a rooftop, and he pointed at the wagon carrying an unconscious Eren and Historia.

"As feared." Mina drew both of her ODM blades, suddenly, five cloaked ODM users followed in pursuit of the wagon.

"What the hell?" Jean wondered, "Who the fuck are these guys?!"

"Who cares?" Mikasa replied, "They can't get Eren!"

"Mikasa, wait!" Armin held her back, "What if they're on our side? For now, lets just wait and see."

"Wait?! What if they're against us!?"

"I know that's a possibility, but if they are the FLA then they're probably aligned with the Scout Regiment, right, or at least respect us enough not to fight us?"

"You might be right Armin, but nonetheless, we still can't let them get Eren and Historia on that off-chance!" Jean dived down on the Cart and was about to slash at the woman driving when she spun around and kicked him, sending him flying into the back of the cart

She got up, and raised her shotgun, and Jean braced himself for the inevitable,

Suddenly, he heard a crack as one of the F.L.A agents dive-kicked the woman, sending her careening off the cart, unconscious.

The FLA Agent pulled off her cloak, revealing long braided blonde hair.

"Hello there," The girl offered Jean her hand, "I'm Oberst Rosalie Dumarque, I'm with the F.L.A, we're here to help you, so lets try to avoid killing each other.


Aurille was on the verge of tearing the letter from Lord Reiss.

"Damn it!" He bellowed, "How long is this brat going to meddle in our affairs?!"

Generalfeldmarshall Gerald turned to Djel Sannes. "Did you manage to find out what Pastor Nick told them?"

"No Herr Gerald." Sannes shook his head,

"It doesn't matter now." Roderich shook his head, "Alto Burke will quickly fill them in regardless."

"Speaking of-" Djel interrupted, "I have some information you need to see." He pulled out a letter he was carrying. "The Interior Police intercepted some valuable correspondence. We now know where Alto is planning to gather his forces, if we act fast, we can ambush them."


"That's the last of it. If you want your personal effects back, you can ask for them back later." Nile explained to him,

"No," Erwin shook his head, "I was actually hoping to speak with you."

"I'm in no mood to reminisce about the past." Nile said bluntly.

"Don't be so cold." Erwin said, "Wasn't it yesterday me, you, and Kassandra we're all aspiring to become Scouts? Now it seems we've all gone our own ways. Kassandra owns a successful law firm. You're the Commander of the MPs, and I lead the Scout Regiment."

Nile didn't respond, but didn't stop Erwin either.

"The world is changing Nile, and whether we like it or not, we need to change with it, lest it leave us behind." Erwin looked up at Nile, "For the first time in one hundred years, the Walls will finally go to war."

"The Crown won't let the F.L.A win." Nile said, somewhat confidently

"The Crown." Erwin scoffed, "The 'Crown' is unprepared. They believe they can control things from the shadows as they've always done. That their problems will disappear with a wave of their hand and a few convenient disappearances. They're not going to be ready in time for this new war. The question is: who can we trust? The Government? Who is more than willing to let the Marleyan Empire beyond the Walls destroy us? Or the F.L.A? Who use questionable methods to force us into the future. Who gets to decide?"

"Erwin…what are you planning to do?" Nile asked,

"Gamble." Erwin replied cryptically, "What else?"


Pertland Industrial City

"So…lemme get this straight. You head the Intelligence Network for the F.L.A?" Jean asked,

Rosalie nodded, "My rank is Oberst."

"What I'm more interested in-" Levi asked, "-is who the hell is heading all this?"

"He said you would've figured that out by now." Rosalie said,

Armin thought for a while, then asked: "It's Christopher isn't it? Christopher Holt?"

"That was an alias he was using, but yes. Alto Burke is the leader of the F.L.A."

Jean looked around, "You're telling me he managed to put together all these people in a few months?!"

"Hardly," Rosalie laughed, "The F.L.A has existed for years, albeit in a smaller capacity."

"Wow." Jean said, "I feel like we don't know the guy at all…"

Mina looked the most perturbed by all this, a few months ago, she felt like the one closest to Alto, now, he was a complete stranger to her and everyone else.

Suddenly, someone with ODM Gear landed on the Cart, "Good work Obst. Dumarque," The man nodded, he turned to the Scouts, "I'm Generalleutnant Kihen Von Halstark, Quartermaster General for the F.L.A, and welcome to our main base of operations, the Pertland Industrial City."

"You're telling me you guys have camped out in this Industrial City for years?" Petra asked in surprise,

"Pretty much, it's a pretty good location. Especially considering it's literally our primary manufacturing base."

"Don't bore our guests with operational jargon." Kassandra came up to them,

"You're-!" Armin gasped,

"Yes, I was Eren's lawyer during his trial." She nodded, and offered the F.L.A salute, "Generalfeldmarshall Kassandra Rivers, of the Freiheit Liberation Army."

"Fraulein!" A man came up to him, "He wants to see you."


"We've dispatched riders to all our major concentrations of supporters." Erich mentioned, "We estimate they'll gather at the designated point within the next two days."

"What about our bait?" Alto asked,

"They've fallen for it. The Military Police is headed out in force, we estimate there's about 1,000 MPs, and an additional 2,000 Garrison Corps troops under their command. They're also bringing 120 field cannons."

"Good, the II Corps will set up the 10th, 20th, and 30th Artillerie-Kompanies on the Southeastern escarpment, their combined 90 guns can keep the MPs from penetrating too far into our lines. Have the 1st through 9th Infanterie set up trenches outside the city to protect against calvary support. The 12th, 24th, and 36th Kavallerie will wait three miles off the main road so we can sweep in and entrap them." Alto explained,

"We're overlooking something, have these men been trained?" Kallen asked,

"I hope Rosalie's intelligence network has taken care of that. They've been extremely helpful in the past five years."

Right as she said that, there was a knock on the door.


"Come in!"

Mina's breath hitched as she heard that, behind this door was the boy she thought she knew.

And the one who was about to plunge the walls into war.

Kassandra proceeded to open the door, "I've brought the Survey Corps." She nodded towards Levi Squad.

Mina entered, Alto was dressed…fairly standardly. The overcoat he was wearing was similar to those worn by the Oberkommando of the Wall's Army. Except, rather than the standard crossed shield, it was a black Iron Cross, the apparent symbol of the F.L.A.

Alto looked up at her, and his eyes furrowed with- sadness? She couldn't tell before he dropped his head again.

"Hello." He said simply,

"Hello? Hello?!" Jean stormed over to him, slamming his fists on the table. "You ditched us to start a damn revolution?! You have answers, answers we need! Marley is on our doorstep-"

"Jean." Alto silenced him, "I said this before, I. Had. No. Choice." He looked up, he finally stepped away from the table. "Do you think the Government, who has been suppressing this information, cares? They will throw all of us to the wolves across the sea."

"I think it's time you understood everything." He turned to his other three generals, "Leave us, please."

They nodded, and left. Leaving Alto, Kassandra, and Rosalie with Levi Squad.

"So." Mina stepped forward, "Explain." 'Explain why you couldn't figure things out with us. Why are you killing so many people? Why did you have to leave me?' She had so many questions, questions she needed answered.

"I suppose I should start from my beginning." He sighed, "My real name, as I told you all a few months ago, Is Alto Burke. My father was Section Commander Astell Burke, and the former holder of the Flare Titan. My mother was Victoria Burke, former Vice-Commander of the MPs."

"My family has been actively suppressing knowledge of the Ten Titans and the outside world for years. In fact, I only discovered much of this information during the past few months I've been missing."

"Now, here's the real beginning. One hundred years ago, Paradis Island was part of a much larger nation, the Eldian Empire. Utilizing the Power of the Titans, they conquered much of the world,"

"Power…of the Titans?"

"Every Eldians innate ability to shift." Alto replied,

"Let me get this straight, there are people out there with the ability to shift into titans?"

"Yes, but I suspect not in the way you're thinking. No, not every Eldian is like Eren or myself. Only the Ten."

"But, the thing is, with the use of the Spinal Fluid of an Eldian, a normal Eldian can be turned…" He inhaled, "Into the Titans you know, and have fought."

"So that's how the Titans appeared in Wall Rose." Levi mentioned,

"Yes, the shifters somehow distributed Spinal fluid throughout Ragnako and…" He looked at Connie remorsefully,

"So that Titan…" Connie gagged,

"Is a human trapped in titan form, and - as far as I'm aware - only the power of the Founding Titan can release whoever it is."

"Wait, what's the Founding Titan?"

"Getting to that, but it does take me back to where we were last, 100 years ago."

"100 years ago, there was the 145th King, Karl Fritz. He was a fool who believed that by surrendering the Empire, he could bring peace to the world. And surrender it he did, conspiring with one of my ancestors and Elias Tybur, one of the former holders of the Warhammer Titan, he forced Eldia's downfall during the Great Titan War, thus allowing Marley to take over, as planned."

"Then, he took the Royal Family, and as many Eldians as possible, and tucked us away here. On Paradis Island. Where, utilizing millions of his own, he transformed them into Colossal Titans, and made them harden. Creating the Walls."

Mina gasped, "So that means-!"

"The Walls are not only made of Titans, but there are humans inside those Titans as well." Alto nodded, "After he did this, he changed his name to 'Reiss', retreated from public life allowing a false king to take his place, and made a 'vow of peace', never again would the Founding Titan be used offensively by the members of the Royal Family, and whoever inherited the Titan would be overcome by his ideology."

"You still haven't explained the Founding Titan's power." Levi said,

"The Founding Titan is the most powerful of the Ten, and can only be used by the Royal Family. It is the Coordinate. It has the ability to do…almost anything with the Eldian race. Alter physiology, control a person, control titans, even alter their mental state or heal them. How do you think we suddenly forgot about the outside world? The Founding Titan wiped our memories, leaving nothing but a blank slate."

"Wait, so who has it now?" Levi asked, "We have to get it before they-"

"Eren does."

"...what?"

"I just know it. I felt it when we touched."

"Wait, if the Royal Family had the Founding, how'd it end up in Eren's hands?"

"I'm getting to that." Alto said, "Eighteen years ago, Grisha Jaeger came to Paradis Island, and was found by the Survey Corps. How? Don't ask, as I don't know. But, he ended up meeting my father, a Scout, and they befriended one another. I met him myself a few times, but I was young back then."

"Continuing on, my father soon discovered Grisha's real origins and the truth, however, instead of turning him in, he decided to help."

"Wait," Levi asked, "Astell was in on this?"

"Yes, he knew about the true nature of Titans and the Walls."

For the first time, Levi looked a mix between angry and despairing.

"Don't hate my father too much," Alto said, "He was doing it to ensure the Scout Regiment would be safe."

"Safe? How was keeping secrets from us keeping us safe?!"

"The Scout Regiment was never liked by the Royal Family." Alto said, "But it served a purpose, the disposal of dissident elements of society. It was a place for those too curious to be safe, in essence, it was a grinder for those who could rise up and become a threat to the Royal Family." He scoffed mirthlessly, "It's ironic, your high casualty rate was the only thing keeping you from being eliminated as a Regiment."

The entire room fell silent for a moment, before Alto spoke up again. "So, we come to five years ago, Wall Maria has been breached. My father and Grisha know there isn't much time, but there's an opportunity. The Reiss family has gathered to pray in a chapel in Wall Rose…" He closes his eyes, "Grisha undertakes the mission. And he…" A tear rolled down his cheek, "...slaughters all of them. Frieda - my cousin and the holder of the Founding Titan - is eaten alive. The children are crushed, and only Rod escapes alive."

"Now, only a few people knew about the gathering, and - despite the fact he had no proof…- he suspected us. Gathering the Anti-Personnel Squad, he attacked on the day my older sister Gertrude was meant to receive the Flare Titan. My mother was the first to die. She was shot in the chest, my sister was next, she was shot in the head. My siblings were executed shortly after.." He hiccuped, "Only me and my father were left. He gave me the Flare Titan before he was killed…by Kenny Ackermann."

He balled his fists, "I should've ended it right then and there. I had the power, I could've squashed them like the murderous insects they are…but I was afraid." He began to quietly cry, "I was scared, I transformed, but for all the good it did I might as well have been killed then. They all escaped, and when I woke up, I was alone, surrounded by corpses."

Mina immediately moved to hug him, "I'm sorry…you were alone all this time," She whispered, 'But I'm here, and I will stay beside you.' She didn't say those words, but she desperately wanted to.

Alto hitched, and for a second it looked like he might hug her bag. But he quietly slips out of it, and wipes his face.

"Sorry, I got emotional." Alto said, back in his stoic voice. "I spent the next two years hiding and founding the F.L.A, until I joined the Military."

"Historia was there that day," Alto added, "That's why we were so familiar with each other."

"I see…" Jean felt bad, they'd been demanding answers from him without thinking about how he even obtained them. For years, he'd been carrying these secrets around, unable to trust anyone.

"Now, you need to choose. I've shared with you everything I know, and because of it, the Reiss Faction won't allow you to leave here alive. So, you could strike it out on your own, resist the Government and lead Paradis in your own way - or you could join with us. We need each other, I need the power of the Scout Regiment, and you need the F.L.A's resources to continue this fight."

"I…see." Levi Squad couldn't answer, while they knew Alto was right, they couldn't align themselves with the F.L.A instantly either.

"If it's not too much trouble, can we at least regroup with the rest of the Regiment before we decide?"

"Alright, but as I'm sure you're aware. Many of your members are affiliated with us, and we're currently in the middle of our first offensive."

"Offensive?" Levi asked,

"The details of which aren't available to you sadly." Alto shook his head, "In the meantime, make yourself comfortable within the city."


The Scouts we're escorted out of the building by Kassandra, where they noticed that there was an abundance of cannons, 3DMG, and firearms being moved by the F.L.A.

"If you'll all follow me, I'll show you where you'll stay temporarily." Kassandra said to them. Leading them through the busy streets to a series of long rectangular houses, not unlike the Cadet Training camp.

"Here we are, make yourself at home." Kassandra waved at the cabins. "The present residents won't mind a few additions."

Levi Squad needed no further encouragement, they ran for the barracks. But Mina suddenly felt Kassandra's hand on her shoulder.

"Hold on, Mina Karolina right? Can I talk to you?" Kassandra asked,

"Sure…" Mina wondered what someone like Kassandra would want with her.

"Listen, I know he seems distant." Kassandra said to her, "Alto, I mean. But believe me, he cares about you, he cares about you alot. He's just…isolated. The people here look up to him as a leader, their savior, hope of the walls, and yet they forget he never really had a chance to grow up."

"It's just frustrating." Mina said, "I thought I knew him, better than everyone. I care about him. I want to be by his side, but he doesn't trust me…" Mina trailed off,

"He does trust you." Kassandra countered, "Everything he's doing is for everyone around him. He didn't tell you everything he did because it would place not just you, but everyone he cares about in danger." Kassandra looked straight in her eyes, "I doubt that there's not a day in his mind that he doesn't think about you. And I mean you. I've heard him speak about you, your strength, and I saw the way he looked at you as you hugged him. I saw genuine light in his eyes," Kassandra smiled at her, "He won't admit it, not even to himself. But I've known him too long, he loves you. I know he does. He's just waiting for the right time to admit it."

Kassandra didn't let her reply, but walked away, leaving Mina to think about what she said.


"Alto." Kassandra approached the boy, "We need to talk."

"About? Everything is set-"

"This isn't about the F.L.A or Paradis." She replied, "It's about you, and her."

Alto for once in a while, came to an absolute halt.

"What do you mean?"

"Alto, aren't you tired?" Kassandra asked, "You've pushed away everyone around you, and you've done a lot of good by doing so. But now it's getting to a point you're hurting yourself as well."

"I don't want to push them away." Alto said,

"Then don't. They're here now. They're all strong, and they want to stand beside you."

Alto looked away, "I…just don't know." He said at last, "I'm not even sure if we'll win, Auntie. And then there's Marley-"

"Then don't do this alone. You have friends, that girl - Mina, you love her. I know you do, you're not some kind of lone wolf messiah. You have allies and friends." Kassandra looked at him sadly, "You're destroying yourself, and I can't watch that."

Kassandra said no more, as she left Alto behind.


Jean flopped on the bed right as someone very familiar came out.

"Jean?!" He asked incredibly,

"Hold on, Lt. Ambros?" Jean shot straight up, "You're a member of the F.L.A?!"

"Have been for about a year." Ambros nodded, "Wait, if you're here that means-"

"So, you're part of this group too Lingerie?" Levi came in and asked, "Explains where you were always off to in these past few months."

"Hey, I'm a Major now, so show some respect." Ambros saluted,

On the bed above Jean, Eren groaned as he sat up. "Where…am I?"

"Oh, you're awake you suicidal bastard?" Jean asked,

"Hold on- what happened to Historia?!" Eren shot up suddenly,

"Relax. She should be in the girl's barracks." Ambros replied

"Barracks?" Eren asked, "Also, Ambros what are you doing here? Where are we?"

"Well, to answer the first and third question, we're in Pertland Industrial City, the main base of operations for the F.L.A. As for the second, well, I'm a part of the F.L.A."

Just then, Ymir came in, "We've gathered up all the Scouts we could find, Historia is awake, and Hanji is here as well."


"It's bad." Hanji shook her head. "Erwin's under tight security, we couldn't get to him."

"Even worse-" Mobilit added, "-much of the Regiment is under arrest under the suspicion of F.L.A affiliation."

"So the brat's right, we don't have much chance with the Government." Levi said, "How many of us are left?"

"About 100 of us who are unaffiliated with either side. Another 200 who are a part of the F.L.A, and the rest are either being detained or are under house arrest."

"I see, it's not a large number." Levi said,

"That's right," Hanji said, "So the question remains, what do we do?"

"I say we fight with the F.L.A." Jean stepped forward, "I mean, think about it. We can't turn to the government. And we can trust Alto-"

"How? The guy was building an army behind our backs!" Isabel countered,

"I agree with Isabel." Petra said, "The Government isn't the side I want to end up with, but I don't want to throw in with the Freiheit just yet either."

"Still, if he had malicious intentions he could've just kidnapped Eren and Historia under his own power, couldn't he?" Armin asked,

"Speaking of: What are his intentions? What is the post-war battle plan? Take the fight to Marley? Attempt a reclamation of Wall Maria?" Levi asked, "Alto is a complete enigma."

"I agree with horseface." Ymir stepped forward, surprising everyone. "Enigma or not, I know him, and I'll tell you all this - Alto needs us. He was out there for us during the 57th Expedition, he was there at Utgard and nearly died. The least we can do is be there for him now."

"I agree with Ymir." Historia said, "Alto is like a brother to me and her. He kept secrets - so what? We all did. The point is when it came down to it, we were all there for each other."

"Yeah, so was Reiner, Bertholdt, Bertholdt, and Annie. Until they weren't." Mikasa countered,

"Hold on," Ambros pitched in, "Listen, I know my opinion here is diminished, as I'm a full-fledged officer of the F.L.A, but I know Alto as a leader, he doesn't have anything bad or totalitarian planned for Eldia, or anyone here-"

"The question is does he have anything planned at all?"

"Hold on-" Mina began, "Are we seriously doubting Alto? Let's not forget who held off the Female Titan during the 57th Expedition. Or saved all our asses at Utgard when it was under siege? Or saved us all during the Joint Expedition when he controlled all those titans?"

"Besides!" Sasha chirped in, "-the Army has good food!" Almost magically, she pulled out a piece of bread, and bit into it. Connie groaned in response, but decided against chastising her.

"Speaking of- that's a hell of a power to hide." Petra said, ignoring Sasha's interruption "That could've changed everything for us."

"I'm pretty sure it was a spur-of-the-moment thing. Remember, we just figured out Eren is some kind of ultimate-titan like - barely an hour ago."

"Sorry, what?"

"Oh, there's alot you need to know…" Levi Squad proceeded to explain everything to the Scouts who hadn't been present, the truth about Marley and the world, the 145th King, etc.

"And he's kept all this from us?" Eren said incredulously, "Forgive me if this doesn't seem the tiniest bit suspicious."

"And - again." Mina said annoyedly, "Where's the ulterior motive other than wanting to keep us safe? He isn't working for Marley and the Government despises him."

"I mean, I agree with Historia, Ymir, and Horseface. Alto has come through for us on alot of occasions. He's given us more reason to trust him than not to."

"Other than the fact he (A) Has been building an army to destabilize the Walls since 845 (B) Has hidden titan powers more powerful than Eren's and (C) Has kept valuable information about the Walls hidden for years." Isabel listed out.

"Those aren't necessarily grounds for straight up suspecting him of being some kind of power-hungry warlord. Particularly because we know he isn't lying about the Government wanting to keep the knowledge he has a secret."

Eren shrunk back, clearly pondering it a bit more.

"If I may offer my personal opinion-" Hanji said at last, "I think we should place our cards with the F.L.A."

"What?!" Petra and Isabel said in shock, and Levi raised an eyebrow.
