An interesting story so far. Quite a novel idea and with a lot of potential.
However there are some mistakes i stumbled upon especially with this last chapter.
Tanyas mother doesn't have the right to make decision concerning foreign politic and then she just went ahead to recognize another government and makes a deal without any discussion with the tsar first?
That is ridiculous. If she had this power she could just decide to support Germania as well.
Answer:
SHE HAVE, but she is not the Tsar, She can make diplomatic relations, with her own power, what she couldnt no, is change the official diplomatic relations especially made by the Tsar.
Example. While she could by her self, start a diplomatic negotation by her own, in for example, Peru, wich Russ has no politic about it, she could do it, as her position give her that power.
But she couldnt broke the alliance with francois, as that diplomatic relation is made by the Tsar.
Secondly: This new treaty profits only Dacia atm. Why would the Rus and Germania sign it? Dacia is too weak to really help if there is an revolution in either nation so there is literally no gain for either nation.
They just waste money investing into Dacia.
Yes it might help trade a bit to change the tracks to imperial standard however that means they'd have to pay for that first as well.
Literally just throwing money at another nation so it can industrialise.
Something the rus have problems with themselves.

This is Russ, not 1917 Rusia, thats firs of all, its actually in better condition than real Rusia. About this treaty only profits Dacia, yes, I probably didnt Explained, but both the Empire and Russ are enemies of the Ottoman Empire.
In my lore, Dacia was part of the Ottoman Empire until the Russ and the Empire made it independent.
So, why this treaty?
Well. "We request that the Empire and Russ guarantee the independence of our nation, assisting against any nations or organisations that threaten the sovereignty of Dacia.
This part its exclusively against the Ottoman Empire, enemy of both empires, and that doesnt recognize Dacian independency.
We also seek to establish an anti-revolutionary pact, allowing and requiring all signatories to assist against any threats within the three nations, especially against communist or anarchist actors. As such, only the governments that sign the treaty will be recognised as legitimate.
This part is just free, like it doesnt really change Anything, as if Dacia had a comunist government, they would be invaded by the Empire and Russ, this treaty mostly benefit Russ and the Empire in case that happen.
We require that all Imperial and Russ industries in Dacia adhere to Dacian law.
This is one of the big problems, but not wanting that the government nationalize the industry, its preferable to make some concessions, so there is no need to invade them in case they nationalize all the industry.
With accordance to the above demand, any criminals that flee through the borders to a signatory country would be returned to the nation that the crime was committed in.
This is actually good, for everyone, i dont think in need explaining.
We demand that ethinically Dacian Imperial and Russ citizens be given full rights and in turn Dacia will protect the rights of Imperial and Russ minorities.
This doesnt change much really.
Finally, We seek the assistance of the two nations in our industrial and military modernisation efforts and are willing to pay what is due.
This, as if u say that only helps Dacia, the treaty is, that they pay for the help, so, the Dacia government will pay Russ and the Empire so they modernize their army and industry, so is really a win for everyone.
Third: What is Tanya learning atm if she is surprised by literally everything around her? I mean we always hear her spending her time learning from tutors and reading books about worldly matters and doing nothing else.
But for example she still has no idea about the war between the Francois and Germania, two very important nations for the Rus, had no idea about Kiewa military autonomy etc...
De Gaulle offensive and Rommels counterofensive happened less than 10 years ago, so it doesnt appear in her text book just yet, most history she learn is probably since Roman Empire to something like 20/30 years ago. She was also studying all the time, almost not having time to "investigate what happened the last 10 years".
Kiewa military autonomy, is explained 2 times, first when tanya gets angry about that not appearing anywhere, and when viktor says that is censored mostly, to maintain some prestige.
Making that the people who know about it, just dont say it, because or there is no interest on it, or because they dont want to the Tsar look weak.
Fourth: Timeline and state visits. Heads of states don't just decide to travel to other nations on a dime. Especially the revolutionary would have to fear the germanians just arresting him if they don't recognize this new government. Such things need time to be prepared which just makes it unlikely for no one to know about the revolution in Moskva. Especially with telegraphs and railways already existing.
Well, here you are right, i cant say much more than i will try to improve for the next time about the state visits.
About the Telegraphs and railways, the Russ revolution was an "internal" incident, I forgot to write it, but my idea was the Tsar trying to cover the situation, and say that "is an internal reform" instead of "ceasing the power because of a revolution".
Fifth: Tanya's one track mind. Like literally she knows other people reincarnted too and many things are completly different but what is her reaction: Ignore everything sing lalalala and prepare to run. Run where? Nowhere because she just excluded all other nations on the planet.
I mean she isn't a great tactical genius and just used our world knowledge which was just more advanced but she was great at analysis and this current plan can only be described in one way:

You say she ignore everything, first of all, the only confirmed reincarnated to her is Rommel, as he look similar to her past life, and recognized her. The others, in tanyas opinion, are just "strange things"
Should be she maybe be suspicious? If she were, she should be about Lenin, Rasputin and De Gaulle, wich, as far as she know, they could have existed in this world, as Napoleon and Hanibal also existed in this world.
About her plan of flee, she has thought, about how stupid the idea is, but she also thinks that is the only one.

Hearing my confession of Imperial superiority had put the Kaiser in a good mood, he was celebrating the fulfillment of his agenda during our visit. Three days before we left, the Kaiser made one final announcement during the party.
'I would like to announce that a member of my family, Princess Tatiana, the youngest daughter to my cousin Tsarina Alexandra, has been declared a genius by the intellectuals of Russ. As such, I have requested for one of the most prestigious universities in the word, the University of Berun to personally examine her and to properly assess her intelligence.'
Putting the nationalist discourse aside, by demeaning the Universities of Russ, the Kaiser had acknowledged that the bet was on.
That was what led to the situation I am in now, taking an exam for almost every possible subject in the University of Berun.
"Your Highness, you still have half an hour left," reminded an invigilator.
Half an hour I didn't need, it was merely a quiz about the classics of philosophy, anyone worth their salt would know Socrates, Aristotle and Plato. Perhaps Aquinas and Descartes as well. Nothing too difficult.
Putting down my pen and submitting the paper early, I rested my head on the table. Finally, I was done with the first set of exams. Philosophy was the last of the general knowledge tests.
General knowledge was easy enough to complete, years upon years of rote memorisation had given me an advantage.
Then came the IQ tests. If my past two lives have shown me anything, I am by no means talented. Most of my 'genius' had come about due to the simple fact that I had knowledge of the 'future'.
With the test being simply about logic and speed, I had managed to complete it without too much trouble. Nothing to celebrate, it was probably only due to the fact that the field of study wasn't as advanced as my first life.
But with the exam completed, it finally dawned on me just how much of a big deal a single compliment from my mother had become.
Throughout the test, I noticed many researchers observing me. From Ispangans to Akitsushimans, all here to get a look at the so-called 'Genius Princess'. The Kaiser's Announcement had unintentionally paved the way for my future in any country in need of knowledge. I could already imagine the job offers pouring in!
It had been the right choice not to fail the tests on purpose. Losing this genius status of mine would have been a major mistake.
Leaving through the doors of the University was what really drove home just how massive an event this bet had become. Policemen stood along the two sides of the path, holding back a seemingly endless wave of photographers.
Looking at them, one may have been mistaken that my results have already been confirmed. If so many came just because I took the test, how many would appear if they learnt that I aced it?
Has it always been so easy to gain fame? I had turned from merely the youngest princess of the Romanov dynasty into a 'Genius of the Century'!
With an Imperial Guard escorting me, I boarded the Royal Car, bound for the Royal Palace.
But before I continue thinking about the far future, I should look to my near future, the one where I take a long nap after a ridiculous exam regiment. I bet even Superman would be tired after taking tests for a whole day, so why couldn't Tatiana Romanova?
Waking up just as the car came to a halt, I rubbed my weary eyes as the driver opened the door for me.
Even before I had alighted from the vehicle, my mother was already waiting, too impatient to wait within the Palace, "So, how were the exams?"
"Well, they were... challenging, but nothing I couldn't handle," I said as I used my hands to emphasize my point.
"Well if you're so confident, I think it's safe to say Wilhelm will lose the bet. Serves him right for looking down on my daughter."
We entered through the open palace doors, and began to head towards our rooms, when an officer of the royal guard came racing towards our position.
"Your Highness, news from Russ," he handed a letter to my mother, trying to catch his breath.
As she read the letter, my mother's eyes grew as wide as saucers. Folding the letter, she began rushing to her room, "We'll be leaving for Moskva tomorrow," she finally announced, closing the door behind her.
"Mum, why are we going back? Weren't we going to visit grandpa?"
"Something happened in Moskova, we have to go back, my family will understand," she answered, falling ungracefully onto the bed.
'Something' happened in Moskva? Was it the communists?
"What happened?" I asked with mixed feelings. Surely it wasn't the red revolution, if it was we should avoid going home at all costs.
"There was an incident. Your father has been forced to do things against his will. I need to support him."
Forced? Did he abdicate to the communists? How could the revolution happen three years early? Was it Lenin? Was he another of the people being X reincarnated?
"Isn't it safe in Berun? Why are we going back if things are so bad?" I asked, trying to convince her not to send us towards our deaths.
Her face full of surprise, mother replied, "Oh. It's not so much dangerous as it is unprecedented. Your father has been forced to establish a constitutional monarchy! With the elections coming soon, we need to support him in his darkest hour."
Darkest hour? Establishing a Constitutional Monarchy? What in the world is going on?
August 1907
Royal Palace, Moskva
I was in for a shock when the train entered Moskva, a massive crowd of people surrounded both sides of the track. Fortunately, contrary to my fears, they were not an angry mob waiting to rip me to shreds, but were actually happy to see us.
As we arrived at the Palace, I was greeted by my father and an unknown gentleman. Whilst old and fat, he had an intellectual aura about him.
"What's going on?" asked my mother, as shocked as I was at the cheering crowd. Obviously she hadn't expected the public to be so enthusiastic about her return.
"Why don't we discuss that later? Why don't we have a big family hug first?" replied father, pulling us both in for a hug.
"Don't try to change the subject! Explain to me what's going on! I thought there had been a coup!" with an annoyed look, mother asked, "And why is the bastard that tried to prevent our marriage here? Don't tell me you've been listening to him!"
Raising his hands in a gesture of peace, the man replied, "It was just politics, don't take it out on me!"
As he led mother away, father answered, "Sergei, you can go now. I'll call for you if I have the need. Tatiana, I'm sorry but I need to have a discussion with your mother."
With the departure of the mysterious old man, I was now the only one left. Alone and clueless.
"Greetings your Highness!" came a familiar voice, It was Rasputin, "let me escort you to your room."
"Greetings Grigori. Can you give me a run down of what happened when I was gone?"
"That's quite a tough question, many things have happened. A few bad, but it all ended well," he said, gesturing to the sky, "God has blessed us with stability, yet cursed us with fools. Your father losing some of his power may be bad, but with it comes the stability of a constitutional monarchy. Russ will enter a new era of prosperity! Perhaps not so much for the aristocracy, but it is a good opportunity for the church."
I raised an eyebrow, "Is that so?"
"Everyone running for the election has asked for the Orthodox church's blessings. With this change, the church has gotten more powerful. Power to support the Tsar."
Rasputin was obviously a reincarnate. His ambitions were beyond what I expected of him. This was not a good thing.
"Are you planning to become the patriarch of the Russ Church?" I asked, trying to figure out his goals.
Stopping for a moment, he answered, "Only if God wills. I will follow his guiding hand to fulfil my goals."
Not wanting to discuss the foolish idea of his faith, I nodded non-committedly. Fighting against the beliefs of the delusional was a pointless battle.
As we came up to my wing, I thanked him all the same, "Thank you for escorting me, Grigori."
Without a thought about grace or nobility, I jumped onto my bed and drifted off to dreamland. The past few days had been tiresome.
POV Kaiser Wilhelm II
August 1907
University of Berun
The corridors of the University were as gloomy as ever. They could have spent more making the place loot prettier, instead of just what was practical.
Entering the principal's room, I was greeted by a sorry sight: Karl von Draken, drinking at Eleven in the morning.
"Von Draken. What's that you're reading? Anything to do with you drinking whiskey at this hour?"
"Take a look at this," he replied, placing the papers on his desk, before taking another gulp.
Picking it up out of curiosity, I began to read the documents, "What is this?"
Placing his head on the table, the principal answered, "Those scores are what an extremely gifted twenty year old would receive. Someone who would be recommended by the elite of the elites. And yet…"
"This is Tatiana's score," I confirmed, looking at the name inscribed, "This is… incredible. I would never have imagined having such a gifted relative."
"'Incredible' is putting it lightly. The Princess must have found the forbidden tree and eaten every fruit!" declared Karl, spilling alcohol everywhere trying to fill his glass.
"I don't think I even remember anyone that got scores as high as this when I studied here. And she's only seven…"
"Would anyone even believe us if we published these results? The media would call us liars!"
"If my son took this exam, how well could he do?" I asked, trying to retain a shred of dignity.
"I don't mean any offense, but I don't believe he'd be able to do better," answered von Draken, downing another glass.
Feeling dizzy, I took a seat. Alix won the bet. And Tatiana has returned to Moskva. What a loss for my Empire.
With a final sigh, I let out my thoughts, "At least Tatiana believes the Empire superior to Russ. Hopefully she'll return on her own volition."
