I really appreciated it and this gave me inspiration to work on the next chapter and here the story picks up where the last chapter left, where the Meta Liberation Army's plot are taking off as they are steadily putting their plans in motion and would soon began their CAMPAIGN to overtake the Hero society.

Ch. 2: Ikagawashī saiyō pu rosesu
Deika City.
A city in the Aichi Prefecture of Japan. Deika is a city in the mountains, so its entrance and exit routes are limited and can easily be manipulated by the army. It's described as a city surrounded by nature, making it look like a provincial city of sorts that is quite far from the main city, which makes it an ideal place for nature lovers and people who wished to experience something different.
However, unbeknownst to the majority of the inhabitants of Aichi Prefecture, Deika City is a "Liberated District" where 90% of the inhabitants, including the pro heroes, are soldiers for liberation. This is because the inhabitants are opposed to the majority law where Quirk usage by people are restricted, meaning that people with Quirk cannot use them in public even if it is for everyday use regardless of intention.
Only licensed pro heroes are allowed to use their Quirks, which caused some to resent the law as they felt that they are being oppressed and their rights being unjustly trampled. This is due to the law being passed by the Hero Public Safety Commission, as they sought to CONTROL society in a discreet way to maintain order and status quo.
The inhabitants of Deika City are doing their everyday life and while day-to-day activities and operations appeared normal, some were watching the online news on their mobile phones and are rather incensed that pro heroes are being reveled by people who seem to ignore the plight of the less-privileged, such as the Quirkless and those who have inhuman appearances.
"Those city dwellers…"
"What a society of idiots…"
"They have no shame…"
"Or rather, they have no souls…"
"Can't they feel sorry for those who are being oppressed…?"
"That's their true color…they're a bunch of selfish people…"
"Unlike us…"
"Glad Deika City is different from them…"
The inhabitants are even pissed that the likes of Endeavor is being cheered on despite his uncharismatic appearance and attitude, and All Might, who they believed that he is ignoring the plight of the less-privileged as he never brought this in public despite his charisma and reputation as the current number one pro hero.
"Endeavor is an asshole…"
"A flaming braggart…"
"He thinks he owns the world…"
"All Might is even worse…"
"He didn't even said anything about the oppressed…the ones without Quirks and those mutant-types…"
"I can't believe people are fawning over those two…"
"They're idiots…"
"Brainless assholes…"
Quite a number of years have passed and things at Deika somewhat remained relatively peaceful as it did not incur the suspicions of the Hero Public Safety Commission, as some of its members are quite onto the said city but chose not to act due to lack of evidence and felt that doing a preemptive strike without reason might cause some pro heroes to question the HPSC and might cause unwanted investigation and the officials opted to leave Deika City alone for now.
"So are we in agreement…?"
"You mean…?"
"Yeah…let's leave Deika City alone for now…"
"You sure…?"
"Is it really a good idea to let that city…?"
"For now. Until we get enough evidence to warrant a preemptive strike and enforce martial law…"
"Okay…"
"Fine…"

Meanwhile, at Detnerat, the scene shifts at the meeting room where its CEO, Rikiya Yotsubashi, is in a meeting with some representatives from some well-known business sectors who appeared to be swayed and intrigued by Yotsubashi's idea, and they were intrigued by his proposal that they agreed to accept it and gave their word to fund his PROJECT and support him all the way.
"Your proposal…looks intriguing…"
"Indeed…and I don't see anything immoral…"
"And I find it quite interesting…"
"Looks to me that this proposal of yours is benevolent…I'm sure it would be beneficial to all…"
"Then I will give you my support…"
"Me too…"
"You can count me in…"
"I can contribute…"
Yotsubashi smirked as this so-called project has attracted a lot of investors and that they are willing to invest this this proposal he made, and the patience took off as this as-yet unidentified project has been in development for several years and is now 85% completed, and now Yotsubashi needed then is to initiate the next phase of his plans.
After several more minutes the meeting ended and the investors left, and Yotsubashi is now alone inside the meeting room, where moments later, Tomoyasu Chikazoku, aka Skeptic, and Koku Hanabata, aka Curious, entered, where Yotsubashi smiled while welcoming the two, pleased to see them and is expecting some interesting news.
There Chikazoku told Yotsubashi that he spoke to a pair of persons about the planned projects and said that they are willing to work with it as aside from being enticed by the salary they also liked the concept, which Yotsubashi is pleased with the turn of events, believing that the goal he set is now getting off to a very good start and would help achieve his life-long dream.
"Really?"
"Yes, Re-Destro. He said that he is willing to go along with your plans."
"Ahh…that's wonderful news…"
"And with the project underway…he said that he is onboard and is awaiting your response…"
"Good…good. You did well, Skeptic. Well done."
"Thanks."
"Now we can proceed…"
"You got it."
Chikazoku also said that all he needed now is stealthily enticed the youth who are aspiring to become HEROES, especially those of the underprivileged, such as the ones with USELESS Quirks and the Quirkless, which Yotsubashi finds it very effective but he instructed to Chikazoku to do some PR that would not attract attention from parents and the authorities, including the Hero Public Safety Commission.
"You know the drill, right?"
"Yup."
"Do it discreetly."
"Okay."
"Minimize as much as possible."
"Yeah."
"And see to it that they will accept it without informing anyone."
"Got it."
Chikazoku nodded and said that he will do just that and promised that this project will be a success, and vowed that no one will stop them from achieving their dreams of a NEW WORLD, which Yotsubashi and Chikazoku shook hands and became more inspired to strengthen the project that they have secretly working on, as well as vowing to change Japan and the Hero society as a whole.
"Looks like our project would be a sounding success…"
"Yeah."
"And we are close to achieving our goals…"
"Yeah."
"I am sure of it…"
"Yeah."
"No one can stop us…"
"Yeah."
By then, Hanabata smirked as she greeted Yotsubashi and tells him that she did a TREMENDOUS RESEARCH on the possible GUINEA PIGS to use for the upcoming project and opened her laptop, showing him the list and information about the TEST SUBJECTS she targeted, and after reading the profile, Yotsubashi nodded and tells her to try approaching each of them and CHARM them into accepting the offer, which Hanabata smiled and assured to him that this will be an easy feat.
"You know the drill, right?"
"Yup."
"Do it discreetly."
"Okay."
"Minimize as much as possible."
"Yeah."
"And see to it that they will accept it without informing anyone."
"Got it."
As Hanabata left, Chikazoku smirked and said that things going well, though he said that for the project to take off they would have to test it on other TEST SUBJECTS who would be the first to respond, and Yotsubashi said that it is fine as long as they would see if the secret project is a success or if it needs to be adjusted.
"Looks like our project would be fine even for a beta-testing as long as it becomes a sounding success…"
"Yeah."
"I don't mind if you do some early recruiting…just as long as the results are successful…"
"Yeah."
"I am sure of it…our project will be a successful one…"
"Yeah."
"No one can stop us…"
"Yeah."

The next day, the scene shifts at Konoha, where many people are attending a festival, and many of the townsfolk are praising and revering some local pro heroes while seemingly appeared indifferent towards some locals, particularly teenagers who appear to ignore one particular teenager, namely Naruto, Uzumaki, as he is now 15 years old and is trying to apply a part-time job, but the receptionists ignored him as if they never saw him and motions the next applicants to step forward.
Naruto grew up an orphan and spent the majority of his life at an orphanage but even the ones running the orphanage also treated Naruto like an outcast as they barely paid any attention to him, and upon turning 15 he left the orphanage and tried to live on his own, only to suffer much worse, as he is further treated by an outcast as he is still recognizable despite becoming a teenager and being away from the public eye.
As Naruto sat at a bench, Hanabata approached him and began to console and sympathize with him, which the innocent boy accepted, and there he was told that there is a way for him to be accepted by the general public and his existence would be acknowledged, which somewhat enticed his curiosity, as this is what he wanted – to be accepted by everyone.
"Huh? Really?"
"Yes."
"I can do something that the public would accept me…?"
"Yes you can."
"For real?"
"For real."
"I'm in! What should I do?"
"Its easy…"
After that, Hanabata gave Naruto a calling card and a smartphone, saying that she will give him a call once everything is in place and assured to him that he will have the means to earn money…and respect that has eluded him for over a decade, and as Naruto glanced at the calling card, Hanabata left and disappeared through the crowd.
About 30 minutes later, the scene shifts at a cemetery where Sasuke Uchiha is standing before a mass grave where his relatives, including his parents, were buried, and while grieving, he is also harboring a grudge against his elder brother who turn out to be the one behind the massacre, and Sasuke was loathing himself for being weak, as he was unable to stop his elder brother from fleeing.
There Hanabata approached Sasuke and began to console and sympathize with him, which the innocent boy accepted, and there he was told that there is a way for him to avenge his family and bring his perpetrator to justice, which Sasuke glanced at Hanabata and asked how did she know about the massacre and Itachi, which she said that she is a reporter and journalist, but also said that she heard of a company that would help Sasuke in getting the justice he is seeking.
This enticed him as he wanted a way to get power and take down his elder brother for causing the massacre of his family, and asked Hanabata what should he do in order to gain this method, which she gave him a calling card and a smartphone saying that she will give him a call once everything is in place and assured to him that he will have the means to bring his target to justice.
"Huh? So all I would do is wait…?"
"Yes."
"And you say I can gain the power I need…?"
"Yes you can."
"Are you serious…?"
"Very serious."
"I'm in! What should I do?"
"For now…wait for the call…"
After that, Hanabata left which Sasuke stared at her before she disappeared from his sight, and Sasuke glanced at the gravesite before clenching his fists, vowing to bring his elder brother down and make him pay for the massacre he caused.

Not far, two teenage siblings are seen going from one booth to another, where the elder sister is consoling her younger brother as he is told that his resume would be checked on, though the younger sibling is eager to find part-time work despite being 16-years old, yet his elder sister, aged 18, tells him to be patient, assuring him that his time will come.
"Ease up. They said that they will check your resume…"
"Yeah, but…"
"Don't be discouraged, Gaara…I'm sure that…"
"You think so, nee-chan…?"
"Yeah, I'm sure of it. Okay, want to grab a bite?"
"Sure."
"Okay then…"
"…"
The siblings are identified as Temari and Gaara, who belonged to the Nara family, and there she tells him to not be disheartened as she is sure that he will land a job sooner than later, which he just nodded, and Temari leaves to head to a food booth, leaving Gaara alone, not noticing that Hanabata is observing him and she has a devious plot in mind.

Hope you liked this chapter, though there is not much action here since majority of this opening plot focuses on the Meta Liberation Army, as they are steadily putting their plans into motion. After a brief time skip Naruto is now a teenager and here Curious coaxes him to accept an offer that would change his outcome and output on life.
Curious also did the same to Sasuke, hence it is inevitable that their fates would soon cross.
Temari and Gaara appeared, and they would play more important roles in the upcoming chapters.
