Ed and Winry arrived in Arcadia City with the three kids at the ACIA, Arcadia City International Airport, amazed at seeing the new land. The Arcadian flag was a gold eagle on a field of purple, since purple symbolized the ultimate alchemical goal, and gold symbolized the wealthy lifestyle of many of its people.

"Hello there." Said a black woman with a brown afro, blue eyes, and wearing a turquoise dress and high heels with gold cuffs on her arms and legs. "My name is Zuri Zane, and I will be your tour guide in Arcadia City."

"Hi, I am Edward Elric." Edward said, This is Winry Rockbell, and these are my kids, Trisha, Aaron and Rosie." The kids waved hi to Zuri.

"Wow, you're pretty." Aaron said.

"Thank you, little one." Zuri said. "Let us depart to escort you to your home. Zuri escorted Ed and Winry to their limo that would take them to their hotel room.

While they were in the limo, Trisha Jr. was using her ViewFinder to look through Toy Story photos and Aaron was playing with his James The Red Engine wooden train. Rose was eating a lollipop.

"So, when are we going to see the President?" Edward asked.

"Oh silly." Zuri said. "One does not just pop in on the President, they need an invitation." When the limo stopped at their apartment in Gordontown, the city outside Arcadia City, Ed, Winry and the kids were escorted to their hotel room, Suite 103.

"Wow, this room is huge!" Trisha said. Aaron was jumping on the couch.

"Aaron, don't jump on the couch, that's delicate furniture." Winry said.

"Sorry." Aaron apologized.

"I will be in my private room watching the History Channel if you need anything." Zuri said.

"I don't understand where we would be able to get an invitation to see the President?" Ed asked. Trisha switched on the TV to watch her shows, but before she could flip the channel, a news bulletin broke.

"Hello, I am your Arcadian reporter, Rachel McDonnell." The reporter said. The reporter had blonde hair with blue eyes and wore a yellow jumpsuit with a white tank top underneath. "The President of Arcadia, Mr. Lloyd Buffalo is planning a party for his pet St. Bernard. Anyone who can call this number on screen has a chance to receive an invitation.

"PAUSE THE TV!" Winry shouted. Trisha Jr. paused it. Winry dialed the number and was on the air.

"Thank you for calling Arcadia White Palace, I am Buffalo's White Palace advisor, Erik Evans." The voice on the phone said. "Are you calling about the party?" Winry asked.

"Yes." Winry said.

"Well, you were the first one to call, so we will call you back to see if you have won." Erik hung up.

"What did they say?" Trisha Jr. asked.

"They are going to call us back when they determine if we have won." Winry said. "Go and watch your show or something." Trisha turned on Shining Time, while Aaron and Rosie went to watch with her. As Trisha and friends watched the adventures of Thomas and his friends in Sodor, there was a call on the phone. Winry answered it.

"Congratulations, Winry Rockbell, you have won an invitation to the President's party!" Erik said. "Your invitation will be delivered momentarily." Winry hung up. Zuri answered the door to hand Winry the invitation.

"Here is your invitation, madame." Zuri said, handing Winry the invitation.

"Thanks!" Winry told Zuri.

"Ed look!" Trisha said. "We got an invitation!"

"Yes, but we need to look fancy, and I don't got no alchemy." Trisha Jr. snuck into the closet and found some black sheets. She transmuted a tuxedo from the sheets, as well as a black dress for Winry.

"Here you go!" Trisha Jr. said.

"Trisha, you're a genius!" Ed said. Ed and Winry changed into their formal wear, while Trisha transmuted some nice clothes for the kids. Trisha had a black mini dress with little flat tops, Aaron had a white T shirt with a black tie and black pants, while Rosie had a little white pantsuit with a black shirt.

"Aww, you kids look adorable!" Winry said, rubbing Rosie on the head.

"Thanks, mommy!" Rosie said.

"Come now, we're headed to the party." They got in the limo, driven by Zuri Zane, bound for the White Palace. An exact duplicate of Zuri Zane was driving with them.

"Wait a minute?" If Zuri Zane is driving the limo, who are you?" Edward asked.

"I am Zuri Zane." The woman said. "Zuri Zanes are mass produced by the government, made from the souls of the Native Arcadians we conquered to earn all the land that Arcadia has, from Arcadian prisoners, from foreign prisoners of war, and from Ramsean-Arcadian, Ankolian-Arcadian, Zabalan-Arcadian, and Kobian-Arcadian prisoners due to our past history of segregation and race riots, but that is ancient history, we don't talk about how we are still producing the Zuri Zanes."

"So there is no racism in Arcadia City?" Edward asked.

"Exactly." Zuri said. "There is no racism in Arcadia City, and there is no war in Arcadia City. In fact it is a federal offense to mention the war in the nation's capital!"

"But we need the President's approval to send his military forces into battle to engage the Lightning." Winry said. The limo stopped at the White Palace doors. Ed and Winry rung the doorbell and some men in black suits answered the door.

"Hello!" Edward said. "We are here for the party."

"Right this way, good sir." The Presidential Guard said. Ed and Winry went to meet with the President in the State Dining Room. Ed and Winry sat down with the kids, and they sat next to the President's kids, Amy and Archie Buffalo. Amy was a little girl with brown long hair and brown eyes, while Archie had short black hair and black eyes.

"Introducing, your President, Lloyd Buffalo!" A group of beautiful women dancers in white mini dresses and heels started dancing and kicking Rockettes-style, welcoming the President. The President showed up. Lloyd was a big man with black gelled back hair, black eyes, round glasses, and wore a black tuxedo with a black ribbon.

"Welcome, one and all to my gathering." Lloyd said. "As you already know, this is my St. Bernard, named Sandra."

"The St. Bernard is a girl?" Winry asked.

"How are you doing today?" The President told Winry.

"Fine, I guess." Winry said, shaking the President's hand. "It's an honor to meet a man this powerful!"

"Great." Edward said. "We know of a fellow called the Lightning, and we need you to give the orders to declare war against him."

"Me and the Lightning actually go way back." Lloyd said. "He would consider Arcadia an ally, and it was our expansion wars with the Native Arcadians that inspired the Ishvalan War of Extermination in the first place."

"SAY WHAT!" Edward gasped.

"And our practices with the Philosopher's Stone creating Zuri Zanes is what inspired the creation of immortal soldiers by the Amestris State Military, since the Zanes are our immortal soldiers." Buffalo said.

"However, It is my decision for the people of Arcadia that Arcadia remains neutral in the war, so there can be no war in Arcadia City."

"But what if the Lighting invades Arcadia?" Winry asked.

"Nonsense!" Buffalo answered. "Many have tried to invade Arcadia, but none have succeeded."

"What about Philip Gargantos Armstrong?" Trisha Jr. asked. "He got in. I read about it in a history book."

"Technically, he did." Buffalo answered. "But he was quickly dealt with. That's why Arcadia is known as the Impenetrable Fortress."

"Ok then, suit yourself." Edward said.

Meanwhile, The Lightning was in Central, making deals with Prince Claudio Rico of Aerugo, and Oyashiman Prime Minister Desi Tamaki, also known as Dragon Lady. Dragon Lady was a beautiful and feisty lady with long black hair, green eyes with an eyepatch over one eye, red lipstick, and wore a green pantsuit with a black shirt under it.

"Now that I have summoned you both here, It's time we work on an alliance." Lightning said. "Together, we will be known as the Syndicate Powers, Amestris, Aerugo, and Oyashima, an axis of greatness that will reshape the world."

"About that." Dragon Lady said. "Oyashima and Xing have a beef with each other, so it is my honor to be responsible for hammering away the Xingese forces and capturing Xing's capital for the Motherland of Oyashima."

"And I will conquer Creta and that island nation Albion." The Lightning said. The three leaders went to sign a treaty, instating them as the Syndicate Power Alliance or SPI. A second alchemical war was going to develop, as many of the signs were already there.
